The concepts of «health saving competence», «healthy lifestyle», «value for health» and «interactive technologies» have been considered in the article. The problem of formation of health-saving competence of future specialists of information and telecommunication specialties in the process of vocational training by means of physical education at the present stage of development of pedagogical science is characterized. The importance of comprehensive students’ preparation is revealed, because its level has a significant influence on reducing the period of mastery of the specialty, on the increase of labor productivity, on the increase of professional mobility. In this regard, the socio-economic importance of qualitative training of highly qualified specialists, whose work in the context of modern scientific and technological progress is of particular importance, is increasing. The problem of research of theoretical and methodological foundations of formation of health-saving competence of future specialists of information and telecommunication technologies in the process of vocational training by means of physical education at the present stage of development of pedagogical science becomes of important scientific educational and social importance. The list of tasks of higher education institutions, both public and private, include: solving the problem of supporting and strengthening the health of student youth, creating an atmosphere of health saving in the system of their study, providing social and psychological physical and health assistance, i.e. improving the system of measures on implementation and protection of youth rights, which is clearly defined in the Constitution of Ukraine and the Law of Ukraine «On Higher Education».

The modern problems of the formation of digital literacy of the society are considered through the created socio-economic prerequisites for the implementation of digitalization programs in the higher education system in Uzbekistan. The author claims that at the present stage of development of civil society, for the analysis of digital involvement, they allow us to fix a digital gap in the higher education system. The article shows that the implementation of the concept of continuous knowledge in the context of the digital economy becomes a reality when the most talented part of young people is selected for university studies, and the principles of openness and accessibility both in the field of higher education and information technologies are implemented. The implementation of these principles allows us to build a more flexible system of higher education, which will create the prerequisites for obtaining qualified knowledge that meets the requirements of society, a market economy, solve innovative problems in creating universal digital literacy and training competitive personnel. The author of the article offers concrete proposals for further improving the digitalization of the higher education system.

The relevance of the typology of information ethical situations at the present stage of development of higher education in Russia is justified and the author's typology of such situations is presented. The typology is based on three attributes: types of violations of information ethics as a key feature; situation conditions and groups of actors involved in situations as the additional features. At the present stage of development, genetic engineering is characterized by ambiguous achievements. For its further development, it seems necessary to study the legislation establishing administrative responsibility in the specified sphere of public relations. The analysis of the German legislation in the field of genetic engineering made it possible to reveal the features of administrative responsibility for committing administrative offenses. The author defines the features of the institute of administrative responsibility in the field of genetic engineering in Germany from the point of view of their development and consolidation in the legislation on administrative offenses. The main types of administrative offenses in the field of genetic engineering in Germany are considered. Particular attention is given to administrative penalties applied for violation of the legislation on genetic engineering. Based on the analysis of the regulatory regulation of administrative responsibility in the field of genetic engineering, possible areas for further improvement of administrative responsibility in Germany are identified. The variety of violations in the field of genetic engineering makes it possible to conclude that it is necessary to expand and consolidate new types of administrative offenses in the legislation on administrative responsibility.

Introduction. Legal policy as a means of regulating the political and legal sphere of society is a prerequisite for optimizing political, economic, social and other relations in society. At the present stage, politics is considered through the prism of its governance function, and in turn, law is a means of normalizing and governing public relations. In this approach, legal policy is a strategic means of transforming society, which regulates the complex relationship between society and the state and ensures human and civil rights and freedoms. Most domestic research papers on legal policy cover some of its various aspects and expressions, but focus primarily on its theoretical foundations. The aim of the article. Today there is a certain lack of applied research in legal policy. We shall try to consider the applied aspects of legal policy at the present stage of development of Ukraine, regarding it as a set of governance tasks and political and legal decisions that regulate various social relations by legal means. Results. The process of Ukrainian eurointegration stimulates the development of a civilized legal policy. Its basic characteristics are laid down in the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part. The institutional basis of this policy is the Ministry of Justice of Ukraine, which is becoming a national center for the formation of state legal policy. Further steps in this direction include the reorganization of its structure in such a way as to provide an institutional opportunity for the formation of state legal policy in all public spheres, which should be regulated by legal means. Conclusions. The key means of transforming legal policy at the present stage is the commitment made by Ukraine during the signing of the Association Agreement with the European Union. Ukrainian modern legal policy is based on such values as democratic principles, the rule of law, good governance, and so on. The structural elements of modern legal policy are the proper institutional basis for its making and the necessary content of social transformations. At the present stage, the institutional mechanism of introducing and making legal policy is being formed, based on the activity of the Ministry of Justice of Ukraine as the single national center for forming state legal policy, integrating structural subdivisions of other central executive bodies. The next stage of the reform of Ukrainian legal policy should be its content, which will also be carried out in the context of Ukrainian eurointegration.

Marketing of higher education falls into the category of services marketing. For “X” School, to attract potential students requires special methods and strategy. The objectives of the study are to: 1) Review and analyze of promotion mix in its effort to promote the institution; 2) review and analyze the most effective promotional mix in its effort to promote the institution. The results showed that: 1) the School has implemented a promotional mix. There are 6 ways to do that: advertising, sales promotion, publicity and public relations, personal selling, word of mouth, direct mail and e-marketing. The six ways are carried out simultaneously; 2) The most effective promotional mix is personal selling. For three years (2007, 2010, and 2011) proved it the most effective method. For 2008, the most effective promotional mix is word of mouth, dan for 2009, the most effective promotional mix is sales promotion. The most effective promotional mix in “Very Strong” category is personal selling could affect 956 students.

At the present stage of development, the entire world industry has faced the problem of rational use of renewable natural resources, in particular the most efficient ways of wastewater treatment and the use of accumulated waste in the production process as a secondary raw material. In particular, the alcohol industry, as one of the components of food, medical, chemical and various industries,leads to the formation of huge amounts of waste, including wastewater. The food industry, like any other industry, has a negative impact on the environment. Water bodies are the most affected by the food industry. Almost the first place in terms of water consumption per unit of production is the production of alcohol. Consumption of large amounts of water leads to the formation of wastewater, which is highly polluted and adversely affects the environment. Due to the high chemical and biological consumption of oxygen, specific color and odor, suspended solids, low pH value, the purification of such waste in the filtration fields and discharge into water bodies is not possible. The purpose of our work is: 1) conducting the analysis of the alcohol industry potential in Ukraine in recent years, and methods of waste disposal as a potential source for the development of bioenergy. 2) environmental aspects of the alcohol industry modernization at present stage of development and implementation of modern wastewater treatment technologies.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.
