Status and Main Problems of Forest Industrial Complex Development of the European North Regions of Russia

The article presents an analysis of the dynamics of the main indicators of the state of the le-related complex of the regions of the European North of Russia in the period from 2005 to 2016. The characteristics of the forest fund are given, the dynamics of volumes and shares of timber actually harvested in the regions is presented. The indicators of the average number of employees of organizations of the forest-industrial complex in the context of industries have been analyzed, as well as the share of profitable organizations. On the example of the Vologda region, statistical data characterizing the state of the basic production assets of enterprises of the timber industry complex are considered. An analysis of the structure of shipped goods of its own production, which revealed the presence of certain structural changes in the production of the main types of products in the timber industry. The obtained results of the research testify to the availability of resource potential in the timber industry complex of the regions of the European North and the availability of opportunities to increase production volumes. Among the main problems hampering the dynamic development of logging, woodworking and pulp and paper industries, the unsatisfactory condition of the basic production assets of enterprises, the underdevelopment of transport infrastructure, the lack of qualified personnel, as well as the high level of illegal harvesting of timber are indicated.

In the context of the state policy of import substitution and the development of the export potential of the domestic agro-industrial complex, the importance of agricultural land is increasing. In Russia, it is possible to increase their area due to the involvement in the active economic turnover of unused agricultural land. The scientific study had analysed the quantity of agricultural land, the causes of crises in land management and the views of scientists on how to overcome the crisis, and an assessment of State action to return land to agricultural use. It was concluded that it is necessary to identify and implement the most effective forms and methods of state support, as well as strengthen regional financial support for agricultural producers involved in the involvement of unused land in agricultural turnover. An analysis of federal targeted programs to preserve agricultural land and increase its productivity has shown a high level of effectiveness. In order to make informed decisions on the involvement of land in turnover and to predict the improvement of its condition and use, the creation of a single digital platform combining disparate data of different departments on the state of land, their quality characteristics, legal status is important.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

The article analyses the influence of economic and geographical factors on the development of tourism in the east of Ukraine during the conflict period. In order to achieve the goal the economic situation in the Luhansk region is assessed. Namely, the structural changes in the industrial complex, the state of transport infrastructure and investment attractiveness are analysed, the region's tourist potential and local population's income are determined, the main indicators of tourism development in Luhansk region during the study period and dynamics of tourist receipts from 2015-2017 are established. In the process of work analytical, statistical, system, forecast, comparative-geographical research methods were used. It is revealed that economic and geographical factors are leading to the prospective development of tourism. The deterioration of the economic indicators of the Luhansk region, the destruction of the transport infrastructure of the region, and the outflow of investments from the region have been revealed. The main problems of tourism in the region are carrying out anti-terrorist operation; lack of financial support for the development of the industry; non-compliance with international quality standards for tourist services; poorly developed logistics for tourists in the region; insufficient level of awareness of the urban population about recreation opportunities in the region. The low average level of incomes of the local population is established. It also complicates the development of domestic tourism, as well as a tendency towards a slow increase in revenues from tourist fees. It is proved that the conflict negatively marked the development of the tourism industry in the region. It is determined that tourism in the post-conflict days can become an important component of the economy of the region. The main provisions of the article can be used for further research into the future development of tourism in the east of Ukraine. The article analyzes the scientific achievements of scientists on the study of certain problems of operational and investigative counteraction to criminal offenses committed in priority sectors of the economy, in particular: agro-industrial complex; housing and communal complex; machine-building complex; transport infrastructure; resort and recreational sphere and tourism; processing industry. The purpose of the article is to analyze the current state of scientific development of problems of operational and investigative counteraction to criminal offenses committed in priority sectors of the economy. The analysis of scientific achievements of scientists at the level of doctoral dissertations testifies to a significant contribution to the formation of areas of operational and investigative counteraction to criminal offenses committed in certain sectors and areas of the economy. However, these studies solve some problems that arise only in some areas of the economy and only partially solve the problems that currently arise in the process of operational and investigative response to criminal offenses committed in priority sectors of the economy. It is established that as of today, no normative legal act defines an exhaustive list of sectors of the economy, which in itself negatively affects the state of organization of counteraction to criminal offenses committed in the sectors of the economy by criminal police units. It is established that to date, research on the problems of operational and investigative counteraction to criminal offenses in the field of economics, committed at the enterprises of the machine-building complex and in the resort and recreational sphere, has not been conducted at all. Research on certain problems of operational and investigative counteraction to criminal offenses committed in other priority sectors of the economy was conducted mainly before the reform of law enforcement agencies.

With the development of market economic relations and the intensification of competition in Ukraine, the problem of adequate positioning of enterprises among competitors, as well as in the consumers` minds becomes relevant. The author summarizes scientific approaches of foreign and domestic scientists to the interpretation of the concept of "positioning", which are reflected in the following: F. Kotler (positioning as a way of identifying goods), J. Trout, E. Reiss (as a certain position of the enterprise among competing goods), Belyaeva N.S. (as an element of the enterprise strategic management system). Three basic components to understanding the essence of positioning are generalized and allocated: positioning as a concept that defines the ideological aspect in its definition (ideas and views), which are the basis of the enterprise product proposal; positioning as a strategy that involves the development of a competitive position of the enterprise product and the relevant marketing complex; positioning as a set of actions that characterizes a set of measures, specific ways to convey the position to the target segment in the implementation of marketing programs; so it is a set of tools to help forming a brand image that should strongly differ from competitors. Due to the fact that the agricultural component is important to the Ukrainian economy development, it is necessary to ensure the effective positioning of agricultural enterprises in foreign markets, which is the source of their sustainable competitive advantage. The opinions of Ukrainian scientists on the agricultural enterprises products positioning were summarized: Kozak L.V., who proposes strategies for the agricultural enterprises development; Kosharna P.S., who offers strategic tools for the agricultural enterprises; Artyukhova K.V. and Bondarenko V.V., who substantiate the necessary market position of agricultural enterprises. Approaches and factors for positioning of agricultural products that should be taken into account in the foreign economic activity of enterprises such as planning, staff, practice, partners that can strengthen opportunities, positioning, protection are analyzed. Peculiarities of agricultural enterprises products positioning were determined: production seasonality, high level of natural and climatic conditions dependence, role and value of products, variety of management organizational forms, time discrepancy in finished products growing and manufacturing, level of state participation in agro-industrial complex development. The author has formed a structural and logistical scheme of agricultural enterprises product positioning, which has the following main elements: purpose, means, conditions of activity, support (including the development of enterprise products positioning strategy) and marketing tools. The main marketing tools that must be used in positioning the products of agricultural enterprises include: the type of product, its quality, functional properties, type of packaging, guarantees; price formation conditions; logistics sales channels used in the delivery of products to the customer; products promotion; qualification of the personnel carrying out marketing support of agricultural enterprises production.

The market of tobacco products in Ukraine is one of the most dynamic and competitive. It develops under the influence of certain factors that cause structural changes, therefore, the aim of the article is to conduct a comprehensive analysis of transformation processes in the market of tobacco and their alternatives in Ukraine and identify the factors that cause them. The high level of tax burden and the proliferation of alternative products with a potentially lower risk to human health, including heating tobacco products and e-cigarettes, are key factors in the market’s transformation process. Their presence leads to an increase in illicit turnover of tobacco products, which accounts for 6.37% of the market, and the gradual replacement of cigarettes with alternative products, which account for 12.95%. The presence on the market of products that are not taxed or taxed at lower rates is one of the reasons for the reduction of excise duty revenues. According to the results of 2019, the planned indicators of revenues were not met by 23.5%. Other reasons for non-fulfillment of excise duty revenues include: declining dynamics of the tobacco products market; reduction in the number of smokers; reorientation of «cheap whites» cigarette flows from Ukraine to neighboring countries; tax avoidance. Prospects for further research are identified, namely the need to develop measures for state regulation and optimization of excise duty taxation of tobacco products and their alternatives, taking into account the risks to public health and increasing demand of illegal products.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

The self-assembly of foldamers into macrocycles is a simple approach to non-biological higher-order structure. Previous work on the co-assembly of ortho-phenylene foldamers with rod-shaped linkers has shown that folding and self-assembly affect each other; that is, the combination leads to new emergent behavior, such as access to otherwise unfavorable folding states. To this point this relationship has been passive. Here, we demonstrate control of self-assembly by manipulating the foldamers’ conformational energy surfaces. A series of o-phenylene decamers and octamers have been assembled into macrocycles using imine condensation. Product distributions were analyzed by gel-permeation chromatography and molecular geometries extracted from a combination of NMR spectroscopy and computational chemistry. The assembly of o-phenylene decamers functionalized with alkoxy groups or hydrogens gives both [2+2] and [3+3] macrocycles. The mixture results from a subtle balance of entropic and enthalpic effects in these systems: the smaller [2+2] macrocycles are entropically favored but require the oligomer to misfold, whereas a perfectly folded decamer fits well within the larger [3+3] macrocycle that is entropically disfavored. Changing the substituents to fluoro groups, however, shifts assembly quantitatively to the [3+3] macrocycle products, even though the structural changes are well-removed from the functional groups directly participating in bond formation. The electron-withdrawing groups favor folding in these systems by strengthening arene–arene stacking interactions, increasing the enthalpic penalty to misfolding. The architectural changes are substantial even though the chemical perturbation is small: analogous o-phenylene octamers do not fit within macrocycles when perfectly folded, and quantitatively misfold to give small macrocycles regardless of substitution. Taken together, these results represent both a high level of structural control in structurally complex foldamer systems and the demonstration of large-amplitude structural changes as a consequence of a small structural effects.
