<p>The development of the Covid-19 vaccine (nationally named Merah Putih Vaccine) is a national innovation activity initiated by the Indonesian central government and coordinated by the National Research and Innovation Agency. This study aims to understand the collaboration between the triple helix components (Industry, Academician, and Government) in the Merah Putih vaccine (MP vaccine). An exploratory study of the actors involved in developing the MP vaccine was carried out through a primary data collection process from January to August 2021. Furthermore, a descriptive analysis of triple helix collaboration discloses components, functions, and configuration in the MP vaccine development. Our finding reveals that the most highlighted issue is the reputation concerning two significant dimensions; scientists' experience or R&amp;D human resources on real-life projects and the R&amp;D facilities and infrastructure. However, neither of the dimensions can accelerate the proof-of-concept vaccine candidate immediately. The critical findings of this research serve as empirical evidence of the barriers and enablers of a national innovation project initiated by the government, as seen from the triple helix collaboration with the emerging issues approach</p><p>Keywords: Triple Helix Collaboration, Covid-19, Emerging Issue, Vaccine</p>

The Quadruple Helix concept is the development of Triple Helix by integrating civil society. The Quadruple Helix approach is far from being considered a definite and established concept in research and innovation policy. The purpose of this study is to describe the Quadruple Helix application which can be used as a system framework to increase creative economic growth as a tourism attraction in the city of Yogyakarta. The method used in this research is descriptive qualitative, primary data obtained from observations, interviews, and FGDs with representatives from academia, fashion creative economy actors, communities, and the government. The location of this research is the Ngasem Market and Malioboro areas. The results of this research are skills development training that focuses only on certain groups such as designer groups, pencorek groups or other groups, so that training participants can learn according to their interests and talents, hold batik fashion exhibitions near tourist objects that are visited by many tourists, and marketing strategy training that is oriented to the environment and changes in consumer behavior.

Morotai tourism destination is located in North Molucas Province and directly bordering with Philippines. Morotai tourism destination is one of the ten national priority tourism destination of the Republic Indonesia. Kabupaten Pulau Morotai also has one area that is used as a Special Economic Zone based on the development of tourism industry. Tourism development in this region involves many institutions, both from the government sector and from the private sector. This research was proposed to nd out about: (1) Fnding out about the role of public and private sector in the development of Morotai tourism destination, (2) Finding out the impact of all programs which run by all sector for the Morotai tourism destination area. This study uses a qualitative approach with primary data collection using data collection techniques of observation, interviews, and institutional surveys to be able to explore the phenomena that occur at the research location. Interview respondents were determined based on purposive sampling with the selection of respondents based on their respective capacities in the development of tourism destination in Kabupaten Pulau Morotai and supported by secondary data that was deemed appropriate to the research context. Data analysis techniques used descriptive analysis techniques to see sharper phenomena. This study produces the following ndings: (1) At present Central Government still dominates the course of destination development programs in Kabupaten Pulau Morotai, 2) One of the main impacts that occur is the improvement of infrastructure that supports tourism activities in Kabupaten Pulau Morotai. This condition shows that the Morotai Tourism Destinations have potential chance to become the core of tourism industry in North Moluccas Province.

Coronavirus becomes a pandemic disease faced by more than two hundred countries that impacts multi-dimensional aspects, the various policy is carried out as an effort to tackle the coronavirus, it is polarized into 2 (two) policy, namely lockdown and social distancing. Indonesia as a country infected by the coronavirus does the same thing, but empirically the policy taken is debated. On the one hand, the central government sets social distancing policy, on the other hand, some regional governments set local-scale lockdown policy. This article uses a qualitative approach with a descriptive analysis method, the data sources in this study are based on two sources both the primary data obtained through focused observations in the Bandung City and literature studies of various documents that relevant to the coronavirus topic. The results revealed that the driving factors.The inhibiting factors in the implementation of social distancing policy consist of 3 (three), namely: First, the capacity of the organization both at the central government level and the regional government level. Second, the different strategies implemented by the government in which the central government implements a social distancing policy strategy, while the regional governments implement a lockdown policy strategy. Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

Street vendors is a phenomenon in almost all regions in Indonesia, which is always a positive and negative impact on the region where the street vendor activity. The positive is the economy in a sustainable life in areas where street vendor activities, while the negative effects are disturbed some public access as a result of the existence of such street vendor, such as public roads are always jammed, the sidewalk is not functioning, trash increases or the environment increasingly neglected, area aesthetics will show discomfort. For the more crowded street vendor activities will have an impact upon the producer. However street vendor unaware that what was done to give effect to society because of disruption of public facilities. It is very necessary of information for the  street vendor’s understanding and perception to the impact caused by their presence in an area. The research was conducted by qualitative method with type research field investigations and descriptive analysis of the street vendor, managers, buyers and decision makers who do trading activities in S. Parman Street, UlakKarang Padang.  Samples as research subjects were the street vendors as much as 5 people, managers, local government, the buyer and road users. The data used are primary data and secondary data. Data Collection Techniques conducted by observation, interview, and documentation while data analysis is conducted qualitatively by a descriptive approach. The findings and the results are show that the information obtained is correct in running its activities to seek fortune already utilizing public access such as sidewalk and road. Contributions to the street vendors are expected to have awareness in running its activities mainly on the utilization of public access and if you want to keep running its activities must be willing to abide by all the regulations set forth by the government, because it became a street vendor answers to some of the problems faced by street vendors as well as for the government attempted to manage and regulate the existence of street vendors to be in line with policies that have been set by the government for street vendors somehow able to overcome the problem of the existence of the public economy.

AbstractThe decline in fishermen's income was triggered by increased household needs while the income of fishermen's fate seemed to be unbearable. This is also experienced by Neyan in the Coastal Region of Mandolang District, Minahasa Regency. Their income continues to decline even more often they have no cost for their daily lives. They are in debt which is strangling their necks. They are increasingly desperate because there is no solution offered either from the government or from other relevant parties. Starting from the background, the problem is formulated as follows: 1. What causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. How do they increase their income. The research objectives are: 1. To describe and analyze what causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. To analyze how they increase their income. This research will be carried out in the Coastal Area of Mandolang District, Minahasa Regency in 2017 since it was signed a work contract with LPPM. The method in this study is purposive sampling method. Data sources are primary data and secondary data. Mereka terlbat utang yang semakin mencekik leher.  Mereka semakin putus asa karena belum ada jalan keluar yang ditawarkan baik dari pemerintah ataupun dari pihak-pihak terkait lainnya.  Bertitik tolak dari latar belakang tersebut maka masalah dirumuskan sebagai berikut: 1. Apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Bagaimana cara mereka meningkatkan pendapatan mereka. Adapun tujuan penelitian adalah : 1. Untuk mengdeskripsikan dan menganalisis apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Untuk menganalisis bagaimana cara mereka meningkatkan pendapatan mereka. Penelitian ini akan dilaksanakan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa pada tahun 2017 sejak di tandatangani kontrak kerja dengan LPPM. Metode dalam penelitian ini adalah metode purposive sampling. Sumber data adalah data primer dan data sekunder. Literary works, such as novel, usually comes from the writer’s feeling; it could be the feeling of love, frustrations, angers, satisfactions, disappointments, satire, and many other feelings towards an individual, social, organizations, even the government. A novel could also be some kind of warning towards the readers so that they could be cautious if there are any similar events happen in their real life. The main objective of this research explains the American manipulative leadership and the American cultural values seen in Ender’s Game and to analyze the effect of American Manipulative Leadership towards its Subordinate shows by Ender’s Game. The researcher uses the qualitative method to analyze the primary data and the supporting data using content analysis to interpret the images, symbols, and words.    This undergraduate thesis concludes two major points. Firstly, American manipulative leadership uses two values; which are risk-taking and the future, change, and progress and forgotten two other values, directness/openness/honesty and freedom of American Cultural values. Secondly, American manipulative leaderships also affect the subordinate psychological condition. And novel can also be called as a popular culture due to its enormous achievement and its consumption by the mass.

<p><strong><em>Introduction:</em></strong> <em>The picture message policy on cigarette packets is regulated in Permenkes No. 28 of 2013 concerning the Inclusion of Warnings and Health Information on Tobacco Product Packaging. The purpose of the inclusion of pictorial health warnings (PKB) on cigarette packs is to prevent adolescents from smoking. By looking at the frightening picture on PKB, it hoped that young smokers would be motivated to quit smoking</em><em>. <strong>Method</strong>: This study used a quantitative research approach with a cross-sectional design (cross-sectional) using primary data, this research conducted in Medan City. During January - June 2019. The population in this study were adolescents aged 18-23 years. The sample of this study was 215 teenagers. Data analysis used cross-tabulation descriptive analysis than presented in the form of a frequency distribution table using SPSS 22. <strong>Results</strong>: The results of this study indicate that the majority of respondents have smoking behaviour in the 19-20 year age group. The majority of respondents stated that they smoke 1-5 cigarettes a day. Teens who stated that they were not afraid of the impact of picture messages on cigarette packs had a 3,939 times risk of smoking compared to adolescents who expressed fear of the impact of picture messages on cigarette packs <strong>Conclusion</strong>: It hoped that the government could expand the picture message on cigarette packets to increase the desire to quit smoking and reduce the number of smokers in Indonesia. The image message on cigarette packs must be enlarged in order to reduce smoking behaviour in adolescents.</em></p>

Purpose: To determine the stakeholder aspects influencing implementation of food security projects in Msambweni District, KenyaMethodology: The study adopted a cross sectional descriptive case study. The population to be comprised the residents of Msambweni district who practice farming activities. Sampling of farmers was done at random from the existing divisions and locations of Msambweni district. The primary data was gathered using questionnaires that were semi-structured. Descriptive analysis was used and this included the use of weighted means, standard deviation, relative frequencies and percentages. The results of the analysis were presented using tables, percentages and bar-charts.Results: Results indicated that land ownership was a key determinant in influencing food projects implementation. The findings indicated that land ownership made the implementation of food security projects easy and faster. There was a positive and significant relationship between food security project implementation and land ownership. The findings also indicated that there are taboos in their community which discourage some types of farming methods and some food crops and if people in Msambweni were to disregard cultural beliefs farm productivity and food sufficiency would change positively. The findings were also supported by a negative correlation and the relationship between food project and cultural practices was found not to be statistically significant. Results indicated that farming methods and inputs were key determinants of food security project implementation. The findings indicated that farming methods influenced the implementation of food projects at Msambweni district.  The correlation between farming methods and food security project implementation was found to be strong and positive. Results indicated that education was a key factor that influences food security project implementation. However the findings also indicated that education level of the respondents did not matter so much as long as they apply the correct farming methods and attend farming seminars and workshops. There results also showed that there was a positive and significant relationship between education level and food security project implementation.Unique contribution to theory, practice and policy: Based on the results, it is recommended to the farmers to ensure that they retain their own lands and avoid selling and put the land into good use by practicing farming. It is recommended to the farmers that they review the existing taboos and beliefs and disregard them as this can lead to improved food security due to embracement of the government food security project implementation. It is also recommended that the farmers should have an open mind in fighting hunger as this will ensure that all people work to the betterment of improving food security issues regardless of the religion and culture. It is further recommended to the farmers to evaluate the advantages of mechanized farming methods and traditional farming practices and embrace the better option. The study also recommends that the farmers should attend the farmer’s workshops and seminars organized by the government to exchange ideas and learn also new tactics of farming activities. The study recommends that the farmers to organize themselves in groups to invite the agricultural officers so that they can be trained on various farming methods and on how to improve their productivity. It is also recommended that the government should look for ways of communication modern methods of farming using locally understood languages to ensure that the whole country embraces changes at the same pace.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.
