The paper presents a comparative analysis of the phraseological units of dialects of the Local Pechora and the all-Russian phraseological units of identical semantics (with a form variation) or an identical form (with a semantics variation). The Russian dialects of Local Pechora are a speech of aboriginals of the Ust-Tsilemsky Region of the Komi Republic of the Russian Federation. A complex description covers a big group of the Pechora phraseological units corresponding to the all-Russian phraseological units that are the research objects. The art features of dialect phraseological units are considered. Also, the analysis is made of the figura-tive basis reflecting a picture of the world of the inhabitant of the North. The relevance and scientific novelty of work is due to the fact that it is for the first time that this phraseological material is subjected to such a complex investigation. The main source of the study was the “Phraseological dictionary of the Russian dialects of the Lower Pechora”, with additional ma-terial taken from the “Dictionary of Russian dialects of the Komi Republic” and other dialect dictionaries. All-Russian phraseological units were taken from Russian phraseological dic-tionaries. The paper provides a broad view of the phraseological structure of the Russian lan-guage. The research has revealed phonetic, word-formative, morphological, syntactic, lexical, structural, quantitative and semantic dialectal variants of all-Russian phraseological units, as well as the phenomena of combined (mixed) variation. The comparative analysis allowed re-vealing the originality of the Pechora phraseological units that have preserved many archaic phenomena due to the long, isolated existence of a dialect in the conditions of interlingual contacts.

Neo-banking as one of the most important directions of development of modern financial technologies has been considered. The aim of the paper is to study the fundamental prerequisites, advantages and prospects of neobanking development in the Russian Federation. By the methods of retrospection, analysis, comparison and graphical research, characteristics of foreign and domestic neobanks, such as: Tinkoff Bank, Rocketbank, Touch Bank, Tochka have been given and also their detailed comparative analysis with traditional banking institutions is carried out. Based on the results of the study, the conclusion about the dominant role of neobanking in terms of the modern digital transformation of the world economy has been made.

Genomic research is one of the priorities of the country’s scientific and technological development, which have been supported by the instruction of the President to the Government on the development of a program for the development of advanced genomic research and genetic technologies in the Russian Federation, by the national project “Science”, and by the project of tintegrated scientific -technological program “The Postgenomic technologies: editing to synthetic biology”. The target indicator of NP “Science” is to ensure the presence of the Russian Federation among the five leading countries of the world that carry out research and development in areas determined by the priorities of scientific and technological development, and one of the indicators of the implementation of this indicator is “the place of the Russian Federation by share in the total number of applications for a patent for an invention filed in the world”. Comparison of patent activity of residents of theRussian Federationand the leading countries of the world engaged in research and development using the capabilities of highperformance genome sequencing was performed. A map of the competitive landscape in the technological field under consideration has been built, showing that foreign companies such as DowDuPont, Roche Holding and Illumina have already created impressive by volume patent portfolios. It was noted that in order for the developments, that will be created in the world-class genomic technology centers within the NP Science, to be globally competitive, it is already necessary to create conditions for the active participation of the business sector in government projects and programs.

The problem of promoting universities in international rankings, the ratio of the number of universities in China and the Russian Federation, as well as the selection of mechanisms for the successful promotion of universities in the Academic Ranking of World Universities (ARWU) and the Moscow international rating “Three University Missions” (MosIUR) are in the focus of research. The hypothesis is that the development of an international rating is a state task that meets the current conditions of globalization in the world. The results of ARWU and MosIUR universities in Russia and China for 2017 - 2019 are presented, a comparative analysis of the total number of Russian and Chinese universities, the dynamics of their progress in rankings is made. The results of a survey of university teachers about their level of awareness on ARWU and MosIUR are discussed. The conclusions about the orientation of universities in Russia and China towards the internationalization of the national system of higher education are drawn. The participation of Russian and Chinese universities in ARWU and MosIUR is an important state task in context of the world competitiveness of universities.

The article describes a methodical approach to the development of Web of Science and Scopus rubricators-adapter in the system of priorities of the Strategy of scientific and technological development of the Russian Federation. The relevance of this problem is due to the need for statistical and dynamic retrospective, prospective and bidirectional studies. The article presents the description of the hierarchical Web of Science and Scopus categories structures and their classification codes. Revealed the difficulty of categories correlating among themselves and in the system of priorities SSTD. The principles of categories-adapters formation in the priorities SSTD context. Article is presented the algorithm of rubricators-adapters Web of Science and Scopus formation in the system of SSTD priorities. The algorithm of number scientific articles distribution on scientific categories in system of SNTR priorities by grouping method is presented. A comparative analysis of Russian Federation scientific categories and the world in the number of scientific articles indexed in the Web of Science or Scopus, in the system of SSTD priorities.

Leukemia is a chronic infectious viral disease of a tumor nature. The disease is widespread in different countries of the world and is relevant for most regions of the Russian Federation. The purpose of the work is to study the epizootic situation of leukemia in cattle in livestock farms of the Central Federal District of the Russian Federation. A complex epizootological method and evidence-based epizootology methods were used in the work. Objects of research are dysfunctional points, sick cattle. The paper presents a comparative analysis of the epizootic situation for the period 2012–2016. In the analyzed period, a total of 470 dysfunctional points for leukemia were identified, which amounted to 29.59 % of the total number of dysfunctional points in the Russian Federation and 62908 animals with leukemia were registered, which amounted to 36.90 % of the total number of diseased animals in Russia. Despite the decrease in the number of cattle infected with leukemia in five subjects, and the absence of animals that died from leukemia in all 18 subjects of the Central Federal District of the Russian Federation during 2012–2016, the epizootic situation of leukemia in the whole region remains quite tense, which is explained by the failure to comply with the basic requirements of the state veterinary service regarding sanitary anti-leukemia measures, according to the “Rules for the Prevention and Control of Leukemia of Large R gatogo cattle “ (1999.).

The COVID-19 epidemic has become a serious challenge for the economies of all countries of the world. The consequences of the fight against the spread of the virus have led to serious complications in the Russian economy. This article analyses the measures taken by the federal and regional governments aimed at curbing the spread of the pandemic, as well as supporting the economy of Russia and its subjects. The paper presents foreign experience on the measures taken and a comparative analysis between the countries. In addition, the authors study the influence of government decisions and their effectiveness on the basis of scientific articles, estimates and statistics published in the mass media, forecasts of the Ministry of Economic Development of the Russian Federation, reports of the Federal State Statistic Service.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.
