PurposeUniversity selection in higher education is a complex task for aspirants from a decision-making perspective. This study first aims to understand the essential parameters that affect potential students' choice of higher education institutions. It then aims to explore how these parameters or priorities have changed given the impact of the COVID-19 pandemic. Learning about the differences in priorities for university selection pre- and post-COVID-19 pandemic might help higher education institutions focus on relevant parameters in the post-pandemic era.Design/methodology/approachThis study uses a mixed-method approach, with primary and secondary data (university parameters from the website and LinkedIn Insights). We developed a university selector system by scraping LinkedIn education data of various universities and their alumni records. The final decision-making tool was hosted on the web to collect potential students' responses (primary data). Response data were analyzed via a multicriteria decision-making (MCDM) model. Portal-based data collection was conducted twice to understand the differences in university selection priorities pre- and post-COVID-19 pandemic. A one-way MANOVA was performed to find the differences in priorities related to the university decision-making process pre- and post-COVID-19.FindingsThis study considered eight parameters of the university selection process. MANOVA demonstrated a significant change in decision-making priorities of potential students between the pre- and post-COVID-19 phases. Four out of eight parameters showed significant differences in ranking and priority. Respondents made significant changes in their selection criteria on four parameters: cost (went high), ranking (went low), presence of e-learning mode (went high) and student life (went low).Originality/valueThe current COVID-19 pandemic poses many uncertainties for educational institutions in terms of mode of delivery, student experience, campus life and others. The study sheds light on the differences in priorities resulting from the pandemic. It attempts to show how social priorities change over time and influence the choices students make.

This article examines the place of the municipal enterprises in the service of the local community in general, and in the rendering of municipal services in particular. The methods of services rendering by individual municipal authority or enterprise and the directly by local authorities are compared. These models vary considerably in efficiency and organizational support. These differences allow get answer to the question of the expediency of involving the municipal enterprises to the rendering of municipal services. The author defines the criteria, which allow assessing the place of municipal enterprises in considered sphere and getting answer to the question of the expediency of involving of municipal enterprises in the economy of the territory. The research also focuses on ways to improve efficiency, accountability and transparency of the management of municipal enterprises. A significant part of the impact and mechanism of direct responsibility to the people must be supported with the help of supervision of municipal services, otherwise there is a great temptation to start uncontrolled expansion and implement investments in new assets without appropriate investments in other municipal spheres. The activity of local authorities satisfies these criteria better than the performance of individual municipal enterprises. The financial independence of the last mentioned more contributes to attempts to build empires and unjustified costs. Municipal enterprises do not have unique advantages; their existence creates or contributes to the creation of problems in the sphere of decision-making, and also leads to unnecessary costs for the local authorities and population. Their abolishment would increase the efficiency, accountability and transparency of the public sector.

Leadership remains key to the successful delivery of instruction. The impact of the global economy and the digitalization of higher education continue to level the playing field for institutions of higher education as the competition for enrollment increases. Universities in the United Arab Emirates are not isolated from these changes as many are determined to emulate models of accepted academic leadership and shared governance in order to obtain institutional and programmatic accreditations from outside the region. This research examined the development, implementation and findings associated with the assessment of one institution’s instructional servant leadership model. The study employed factor analysis (dimension reduction) techniques to identify the underlying components driving responses to an employee quesionaire designed to measure the fundamental aspects of servant leadership. The results identified two major driving forces: (1) a holistic overview of the leadership style and (2) the soft skills associated with intrapersonal interaction. The research reminds leaders of the need to comprehend the power of any or all decisions to distract their followers and of the need to cultivate strong interpersonal skills such as communication and respect for others.
Keywords: leadership, servant-leadership, higher education, United Arab Emirates

During a major evacuation of high capacity buildings, such as a tower block or transportation hub, the emergency services will need to consider the safety of the people within the vicinity of the emergency. However, in general, when assessing the safety of a building for evacuation only the behaviour within the building is considered. One method of assessing this is to utilise a computer based simulation tool. This research outlines a number of developments required to simulate the impact of traffic on the evacuation process in an urban environment in relation to post-exiting behaviour. It uses a unique data set and model capabilities for representing pedestrian-vehicle interaction post-evacuation, which also considers the impact of time pressures on decision making. In addition, a number of software developments and pedestrian behaviours are identified for bridging the behavioural gaps when interfacing an emergency pedestrian model with a traffic simulation.
