Mexico’s implementation of mandatory teacher assessments in 2013 was part of a group of federal reforms aimed at enhancing the quality of state-run education. The reforms elicited strong opposition from key stakeholders. Building on the idea that policy capacities are the set of capabilities necessary to perform policy functions, we examine the effect of subnational government capacities on the pace of implementation of the mandatory teacher assessment in Mexico, a country with one of the most powerful teachers’ unions in the world. After conducting statistical analyses based on panel data encompassing information on subnational government capacities from 2015 to 2017, we find that while subnational governments’ human resources and fiscal capacities are associated with higher proportions of evaluated teachers, repressive capacities do not seem relevant for this purpose. Our research offers valuable lessons for policy makers in terms of recognizing adequate resource allocation and predicting the speed of policy implementation, even in contexts of significant opposition.

Combining continuous assessment scores with external examination scores for the certification and selection of junior and senior secondary school graduates has gained currency in some countries, including Ghana and Nigeria. While the rationale behind combining continuous assessment scores with external examination scores appears to be sound, there are some fundamental issues which must be understood and addressed by policy makers and practitioners in order to make informed decisions concerning the practice. This paper addresses some relevant issues relating to the policy and practice of combining the two sets of scores for certification. The issues include differences in the quality of teacher assessments and external examinations, methods of moderating teacher assessment scores before combining them with external examination scores and challenges of moderating teacher assessment scores. Some suggestions are made concerning how some of the issues may be resolved.

The aim of this study; 1) to find out the steps to develop MacromediaFlash 8 Professional Based on the Character of Love of the Motherland in My Cultural Diversity Subtema for 4th grade students; 2) To find out the feasibility of MacromediaFlash 8 Professional Based on Land Love; 3) To find out student responses and teacher assessments of the quality of MacromdiaFlash 8 Professional that was developed. This study is a development research using the ADDIE development model (Analysis, Design, Development, Implementation, Evaluation). The research subjects were class IV C students in a small group trial of 10 students and class IV B students in a large group trial. Techniques for collecting expert data collection (media experts, learning experts, material experts), on product trials using teacher assessment questionnaires and student responses as suggestions and input for the feasibility of MacromediaFlash 8 Professional Based on Love Characters Homeland that researchers developed. The results of the study showed that the assessment of media experts received a 77.7 score in the category "Eligible". Assessment of learning experts received a score of 86.5 with the category "Very Worthy". The assessment of material experts scored 81.6 with the "Very Worthy" category. In evaluating product trials (small groups) scored 91.85 in the "Very Worthy" category. In the assessment of usage trials (large groups) scored 91.60 in the "Very Worthy" category. Performance appraisal of employees is an important thing to do by government agencies and private companies. It is useful to see, monitor the level and quality of work given by an employee to his company in order to create a company that is able to achieve the goals of each company by starting to do evaluation of HR (Human Resources) because in the business and management world says that a great company is a company that is able to manage its human resources. In employee performance appraisal, each company has their own way and certainly different in the actual practice of employee performance appraisal activities must be done properly and fairly as possible to eliminate social gaps in the world of work and reduce the occurrence of errors in granting an assessment of the performance of each each company employee and the results obtained after employees are given an assessment of their performance are expected to grow and influence the level of loyalty given by employees to the company and foster high self-motivation for the progress of the company itself. In evaluating employee performance, there are several tools that can be used, one of which is a decision support system that will process some of the criteria set by the company using the Weighted Product (WP) method

AbstractThe problem of Human Resources (HR) in Indonesia is becoming increasingly complex, this is reflected in the large number of formal education graduates from various levels who are not absorbed in the world of work. Many factors cause this to happen, including the mismatch between HR competencies and the labor market, the growth of the workforce is greater than the availability of available employment and population distribution between regions is not evenly distributed. If you look at the achievements of Indonesian tertiary education graduates, many of Indonesian tertiary education graduates are slow to get jobs, this shows that there is a broken link between higher education and the world of work. Higher education has not been able to produce graduates with high selling prices armed with the knowledge they have learned even though in general higher education graduates have greater employment opportunities than high school or lower level graduates. Many realities on the ground show that the quality of Indonesian people as a potential resource still does not meet expectations. This happens because of the low quality of education in Indonesia. By fulfilling good educational needs, the students will get benefits and can improve the quality of life of the knowledge they have, so that after completing their education, they can get decent jobs or create quality jobs. Indonesia's education world must start to build links with the world of work, so that the world of work responds to graduates produced in accordance with what the world of work wants; this paradigm must be understood and built by the Indonesian government. Education transformation is needed so that education is able to produce reliable and resilient human resources; education and educators must be improved.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

This chapter introduces the reader to the idea of city marketing. This idea has developed over time, globally, as cities continue to grow rapidly. The chapter assesses how city marketing as a concept and a practice has generally developed with particular reference to Botswana, Southern Africa. Using evidence from documented material this chapter critically reviews city marketing as perceived and applied by planners and policy makers. The chapter looks at how Information Communication Technologies (ICTs) can be used to market cities such as Gaborone, the capital city of Botswana. Literature and experiences from other parts of the world are used to underscore city growth as a serious development issue. City dwellers are identified as key stakeholders in city marketing because they have a more permanent association with the city in contrast to those who come into the city to visit or for business, tourism, and other purposes.

BackgroundIn order to provide appropriate care for the aging population, many countries are adopting a National Dementia Strategy (NDS). On June 22, 2017, Canada announced it will become the 30th country to launch a NDS. In light of this announcement and as Canada prepares to develop its own NDS, we conducted this review to examine and compare the NDSs of the other previous 29 countries with Canadian government’s policies to date.MethodsNDSs were compared according to their major priorities. The primary endpoints were the framework conditions and key actions outlined in the strategies. Secondary endpoints included the years active, involvement of stakeholders, funding, and implementation.ResultsWe were able to review and compare 25 of the 29 published NDSs. While the NDSs of each country varied, several major priorities were common among the strategies—increasing awareness of dementia, reducing its stigma, identifying support services, improving the quality of care, as well as improving training and education and promoting research.ConclusionsThis review comprehensively lists and compares the NDSs of different countries. The results should be of great interest to policy-makers, health-care professionals and other key stakeholders involved in developing Canada’s forthcoming NDS. We hope that policy-makers in Canada can review other NDSs, learn from their example, and develop an effective NDS for our country.

ABSTRAK Learning Arabic for the world of the Salaf Islamic Boarding School, which focuses on the study of the Yellow Book is one of the most important foundations because without understanding Arabic properly, it will face many difficulties. The learning system in Islamic boarding schools is often called Madrasah Diniyah. This Madrasah is one of the religious education institutions on the outside school path, which is expected to be able to continuously provide Islamic religious education to unmet students on the school path through the classical system. To study this problem, this research was carried out in the Madrasah Diniyah Al-Tarmasi with the subject of madrasah management from the Madrasah Headmaster, the board of teachers and education staff as well. Collecting data in this study are used interviews, observation and documentation as the main instruments with data triangulation as the analytical knife. The results of the study shown that there are several efforts by the Headmaster of Madrasah and teachers in improving the Quality of Arabic language learning by pouring a number of Strategies in: 1) Strategies to improve curriculum and the process of  Arabic learning. 2) Strategies for improving the quality of human resources to improve Arabic learning. 3) Strategies for improving the quality of facilities and infrastructure to improve the quality of Arabiclearning. Evaluation Of The Acceleration Program In SMA Negeri 3, Gorontalo. This study aims to: a) evaluate various policies regarding the acceleration program in SMA Negeri 3 Gorontalo city at the context stage, b) evaluate the availability of available resources to support the implementation of the acceleration program in SMA Negeri 3 Gorontalo city at the input stage, c) evaluate the implementation of the acceleration program at SMA Negeri 3 Gorontalo city at the stage of the process, and d) evaluate the success achieved in the implementation of the acceleration program in SMA Negeri 3 Gorontalo city at the product stage. This study employs an evaluative approach with data collection techniques, such as interview, observation and documentation.The results indicate that; 1) the results of the evaluation context that supports the acceleration program at SMA Negeri 3 Gorontalo city show that there is an acceleration program of policy in SMA Negeri 3 Gorontalo City and the understanding of policy makers about the acceleration program in SMA Negeri 3 Gorontalo city is intensively good , the formulation of the vision and mission of the school supports the policy implementation of the accelerated program, b) the results of the input evaluation show that the input component is a) the availability of human resources, namely teachers and academic support personnel, 2) the availability of facilities and infrastructure that support the implementation of the program (classes, laboratories, IT), d) curriculum, e) student recruitment , f) availability of funds, all of which support the acceleration program at SMA Negeri 3 Gorontalo city, 3) the results of the evaluation of the process show that the stages of the learning process carried out in the acceleration program in SMA Negeri 3 Gorontalo city are very dynamic and support the improvement of the competence of students studying in the accelerated class, and 4) the results of product evaluation indicate that a product stage of the acceleration program at SMA Negeri 3 Gorontalo city , shows that the evaluation criteria for students’ learning outcomes in the accelerated class display good results with an average of 95.75 or very good category.

Teacher Research Analysis Using the Visekriterijumsko Kompromisno Rangiranje Method (VIKOR). The process of analysis in teacher assessment can produce good teaching so that students can understand the lesson optimally. With a professional teacher who can create Human Resources (HR) who are experts. Therefore, teacher assessment plays an important role in producing human resources who are experts in their fields. But there are still many teacher assessments that are still manual, thus making the process long and inefficient. The entry of technology into various fields, especially education, can make the teacher assessment process more efficient and systematic. To facilitate the assessment of teachers can use a Decision Support System (SPK). With SPK, making weighting with complex and difficult criteria easier. There are many SPK methods to facilitate teacher assessment, in this case the author uses the SPK method is Visekriterijumsko Kompromisno Rangiranje (VIKOR). This method can facilitate the ranking of alternative professional teachers. So as to produce a decision support system to determine teacher achievement.
