Rural Infrastructure Development Program (PPIP) strives to establish and improvethe quality of people's lives, either individually or in groups through participation insolving various problems related to poverty, women's empowerment and village leftbehind in an effort to improve the quality of life, independence and prosperity. Locationof Rural Infrastructure Development Program (PPIP) spreads in 29 provinces, targetinglocations follow the provisions Minister Decree of Public Works with Public WorksMinister's decision regarding the determination target villages of Rural InfrastructureDevelopment Program (PPIP). Which is basically establishes village recipients list ofprogram then called as Rural Target of Rural Infrastructure Development Program(PPIP). The purpose of this study is to describe and analyze the implementation of theRural Infrastructure Development Program (PPIP) in Temanggung District; andanalyzes factors that support and inhibit the success of the Rural InfrastructureDevelopment Program (PPIP) in TemanggungDistrict. The driving factors of this policyis good communication and disposition of Rural Infrastructure Development Program(PPIP) from implementor namely Public Works Department of Temanggung to the publicas the program implementers i.e. Getas rural communities. While the inhibiting factorsare affected by a lack of human resources i.e. the number of employees who areconsidered insufficient to handle the number of programs in a relatively time together.Another inhibiting factor is the structure of bureaucracy, namely the division of dutiesand functions of officials and employees with each other, cross over the fieldoftenoccurred. Besides that, the prominent barriers which felt by rural communities is basicusage per sub-district as the main indicator of the disbursement of funds by terms orgradual disbursement system. According to the name of this policy, namely RuralInfrastructure Development Program (PPIP), the basis for the disbursement of fundsshould be per village, so that the implementation of the program can be run moreeffectively.

Indonesia as a developing country continues to make improvements in the program and policy of quality of life and human resources development. The new vision of Indonesia’s president is 'SDM unggul Indonesia maju’ and this vision also applied by government today shows that the government is serious about improving human resources quality. The sustainable development program is the benchmark for how seriousness of this country performs evaluation and improvement for a fair and prosperous welfare of society. The pattern of community-based development has been integrated and structured into a challenge in the policy model of sustainable program. This paper focuses on the development issue of rural communities with critical to the thought of functional structural theories. The approach used is qualitative study of the library by using scientific research of both articles, journals, as well as related agency data. This paper explains that the social structure that occurs in rural communities, gives an unsubstantial impact on the development of the poor. Then, the development that is still on the functional structural is the benchmark in overcoming the reality of poverty in the rural community today. Nevertheless, the development of functional structural perspectives is still difficult to be contributed to the significance of Community welfare development. It is concluded that community development programs are still loaded with importance and vulnerable to being politicized by the elite.

The construction of public participation has paid his dues. This is that in realizing development projects readily undergoing a failure that empowers people. Related in all process that deals with planning, implementation, the use of results and development monitoring. The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

This study aims to analyze and understand the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources. This research uses a qualitative case study approach. The data collection technique is done through interviews, observation, and documentation. Data analysis is done through data presentation, data reduction, and concluding. The results showed that the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources was through the Subject Teacher Consultation (MGMP) activities which were carried out periodically by the existing schedule, involving teachers in seminars on learning methods that creative, innovative and fun, holding independent training in schools by inviting resource persons who are experts in the field, and programmed supervision carried out by school principals to employees regarding the achievement of planned educational goals.

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

Village Fund Allocation is funds originating from the APBN allocated to villages, used to finance village administration, implementation of village development, community development, and empowerment of village communities, in order to alleviate poverty. The purpose of this study was to analyze the effect of village fund allocation for rural development, village community development, empowerment of rural communities and gross regional domestic product on the poverty level of districts / cities in Aceh Province. This research is quantitative using panel data consisting of cross-sectional data, namely 23 regencies / cities with 3-year time series data. Data analysis method is panel data regression using eviews tools. The results of the study showed that the allocation of village funds for village development and village community development had a negative effect on poverty levels. Whereas the allocation of village funds to empower rural communities and gross regional domestic products does not affect the level of poverty. This indicates that the use of village funds prioritizes village development. Furthermore, the overall results of the study indicate that all independent variables simultaneously have a simultaneous effect on the level of poverty. Village fund allocation should not only focus solely on village development. Because the development of the quality of human resources must also get the same portion as the allocation of village funds for development, so that with the advancement of development will be in line with improving the quality of good human resources. Keyword : Components, village funds, gross regional domestic products, poverty

This study aims to describe and analyze the empowerment of communities through  the Rural Infrastructure Development Program (PPIP) in Improving Public Welfare Wanasalam District of Lebak.From the results of this study concluded that the Community Empowerment through Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak has implemented 10 (ten) of the 12 (twelve) principles proposed community empowerment in Mardikanto Dahatma and Bhatnagar (2013: 106), then through the Community Empowerment for Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak not carry two (2) principles of community empowerment which principles of community development cooperation is based on the analysis of the participation and empowerment of the principle of democratic society based on the analysis in the application science, this is due 1.Less public's understanding of the meaning of community empowerment and the existence of the Rural Infrastructure Development Program (PPIP), 2 Lack of socialization given by the community facilitators and institutional devices village in providing information on the activities and the lack of public awareness both as individuals and members of society concerning the conditions and environment, 3 There is a culture of compliance citizens against warlords (formal and informal leaders) that affect people's attitudes in policy decision making.

Since 2015, the Government has allocated village development funds in the form of Village Fund policies of IDR 20.7 trillion, then in 2016 it increased to IDR 46.9 trillion, and continues to increase in the following years. However, based on field research in a number of regions in Indonesia, it turns out that the use of Village Funds is not optimal, some of which have been proven wrongly targeted, not transparent in use, and not accountable in reporting. The aspect of planning activities and the quality of human resources implementing policies and coordination between parties that should play a role are still a major problem. The PPP (Public-Private Partnership) model is actually intended for the development of large-scale projects, such as the construction of highways or seaports and airports. But by taking the substance of cooperation from the parties that each have strengths, the PPP model (and its variants) may be applicable in the use of Village Funds. Using secondary data analysts, the following article discusses the theoretical aspects of the advantages of the PPP model. This model is juxtaposed with cases of success in building the economic self-reliance of rural communities with the help of private parties and academics. It is assumed that the partnership model can be an alternative solution to further optimize the use of Village Funds in order to reduce poverty in rural areas.

The implementation of development, especially in coastal areas of Riau Province, has not been able to improve the welfare of the people especially those living in rural areas. The disparity between rural and urban areas caused by bias and distortion of the development which more pro to urban economy. It causes disadvantaged areas that poor and underdeveloped. The strategy of disadvantaged areas development in Regency of Kepulauan Meranti is the development of agriculture sector based on agribusiness, because most of its population are farmers and fishermen. In the effort to spur the development from economic and social aspects in disadvantaged areas, then the program of rural development should prioritize the three main aspects, those are: 1) Improvement of People's Economy (Eradicate Poverty); 2) Improving the Quality of Human Resources (Alleviation of Ignorance); 3) Infrastructure Development.
