This paper discusses the mobility of goods and people at the Port of Murhum Baubau during 1988-2012. This port has an important role in the process of mobility of goods and people in Southeast Sulawesi. This paper also addresses the issue of how the mobility of goods and people both in Southeast Sulawesi, national, and international through the Murhum Baubau Port in the period 1988-2012. To analyze these problems, the author applied historical to proof the major development of the Post of Murhum that functiones as mobility of goods and people passing the port of Murhum Baubau in regional, national, and international could be studied comprehensively, especially exploring some primary sources that coming from the oficials and other institution. In addition, the Port of Murhum is also considered important because it is a gateway for sea transportation, loading and unloading of goods, and transit points for passengers from various regions in Indonesia, both from eastern and western Indonesia. The term of Southeast Sulawesi used in this paper refers to the region between east and south of Sulawesi Island. This region has a strategic position in connecting eastern and western regions of Indonesia. The market commodities from the Baubau region are nickel, asphalt, bitumen, chrome, and fish. In addition, the mobility of goods and people from the Southeast Sulawesi region has a fluctuating increase periodicly.

The background of this research is the increasing of marine transportation activities. The following of the activities is the improvement of community welfare nationwide. Accordingly the utilitation of all infrastructures related to sea transportation activities, should be improved in order to make the distribution of goods less expensine. The cost of loading and unloading by using shore crane and ship’s crane are different. The problem related to loading and unloading process is the unequality of operational cost between shore crane and ship’s crane. The main objective of this research is to compare cost and time performance of each of above mentioned cranes. The research focused on general cargo ship. The analysis was done by comparing of cost and time of operational of both type of cranes. The result of the study showed the shore crane is more suitable and efficient than ship’s crane from cost and time point of view.

ABSTRAKPerdagangan bebas antara negara-negara di dunia telah mengubah pergerakan orang dan barang yang memberi dampak signifikan pada pemanfaatan transportasi laut. Fenomena ini akan berdampak pada peningkatan jumlah kapal yang berlabuh di pelabuhan. Ketika catu daya listrik tidak tersedia untuk kapal di pelabuhan, mesin diesel kapal dioperasikan untuk memenuhi kebutuhan beban listrik selama proses bongkar muat. Pengoperasian mesin diesel akan berdampak negatif pada area pelabuhan karena kebisingan dan polusi udara. Makalah ini akan menyediakan metode pasokan daya shore to ship (STS) yang memasok listrik dari darat ke kapal. STS dapat digunakan untuk meningkatkan kualitas udara di area pelabuhan. Hasilnya telah secara signifikan mengurangi jumlah polusi udara berbahaya, terutama untuk emisi NOx, VOC, dan PM masing-masing sebesar 97%, 94% dan 89%.Kata kunci: pelabuhan laut, pembangkit listrik tenaga diesel, shore to ship, berlabuh, emisi gas buang berbahaya ABSTRACTFree trade agreements between countries in the world have changed the movement of people and goods which creates a significant impact on sea transportation. This phenomenon will have an impact on the rapid increase in the number of vessels resting at the port. When the electrical power supply is not available for ships in the port, the ship diesel engine is operated to meet the electrical load during the loading and unloading process. Operation of the diesel engine will have a negative impact on the port area due to noise and air pollution. This paper will provide a shore-to-ship (STS) power supply method that supplies electricity from land to ships. STS can be used to improve air quality in the port area. The results have significantly reduced the amount of harmful air pollution, especially for NOx, VOC, and PM emissions by 97%, 94% and 89% respectively.Keywords: port, diesel plant, shore to ship, berthing, harmful air polution

Indonesia is a developing country consisting of islands and has a large investment value related to natural resources, both produced at sea or on land, thus the sea transportation sector facilities are very important in supporting smooth transportation. Then the operation of the ship, the professionalism and loyalty of the crew is very influential, especially in completing the loading and unloading, and to prevent oil contamination from the rest of the oil so that it will reduce the quality of the oil. For this reason, competent and responsive nuns and subordinates are needed to be able to carry out loading and unloading well, thus the possibility of losses can be avoided. Then the failure of the loading and unloading process on the product oil load is also caused by the tank's poor quality and not in accordance with the specified standards seen from the results of the Wall Wash Test conducted by the Surveyor and Loading Master. Another factor is the lack of cooperation among crew members. This often happens because the conditions on the ship are not harmonious. The efforts made to prevent contamination are cleaning tanks and pipes until they are completely clean, caring for the sampling equipment properly, and increasing the accuracy of the crew in handling cargo contamination. This research is a type of descriptive research. In this study the authors used several data collection techniques with interviews, observations, and documentary studies to collect data. Keywords : Contamination of Cargo, Cargo Handling, Loading and Unloading Processes Indonesia adalah negara berkembang yang terdiri dari kepulauan dan mempunyai nilai investasi besar terkait sumber daya alam, baik yang dihasilkan di laut atau di darat, dengan demikian sarana sektor perhubungan laut menjadi sangat penting dalam menunjang kelancaran pengangkutan. Kemudian pengoperasian kapal, keprofesionalan dan loyalitas awak kapal sangatlah berpengaruh terutama dalam menyelesaikan pelaksanaan muat dan bongkar muatan, serta mencegah agar tidak terjadi kontaminasi minyak oleh sisa-sisa minyak lain sehingga akan menurunkan kualitas minyak tersebut. Untuk itu diperlukan mualim-mualim dan anak buah yang cakap dan tanggap untuk dapat melaksanakan pemuatan dan pembongkaran dengan baik, dengan demikian kemungkinan kerugian yang terjadi dapat dihindari. Kemudian kegagalan proses muat dan bongkar pada muatan minyak produk juga disebabkan oleh karena kualitas tanki yang kurang baik dan tidak sesuai dengan standar yang telah ditentukan dilihat dari hasil Wall Wash Test yang dilakukan oleh Surveyor dan Loading Master. Faktor lainnya yang adalah kurangnya kerjasama anak buah kapal. Hal ini sering terjadi karena kondisi di atas kapal tidak harmonis. Adapun upaya yang dilakukan untuk mencegah kontaminasi yaitu Cleaning tanki dan pipa-pipa sampai benar-benar bersih, Merawat alat pengambilan sampel dengan baik, dan Menambah ketelitian awak kapal dalam penanganan kontaminasi muatan. Penelitian ini adalah jenis penelitian deskriptif. Dalam penelitian ini penulis menggunakan beberapa teknik pengumpulan data dengan Wawancara, Observasi, dan studi dokumenter untuk mengumpulkan data. ABSTRACTMuna is an archipelago in Southeast Sulawesi, so as to distribute the crops and the potential of the region in Muna are more optimal by using of sea transportation. The port is expected to support the activities of loading and unloading of goods, up and down the passenger activities, so that the ship visits activity took place smoothly. On the other hand the port has a function of interface, meaning that it provides a variety of facilities and services which is required for transferring from ship to the land transportation and move goods from one ship to others. Node port terminal growth Paelangkuta Raha archipelago is a port-type collector. The port terminal is used as transportation among regions within the province or interprovincial. As well as being a place of transporting goods distribution services in the area of Muna Regency universal. The purpose of this study was to know the Influence of growth Node of Port Paelangkuta Raha toward Muna Regional development. To achieve these objectives, quantitative research in rationalistic approach is used in this research by using a simple linear regression analysis using SPSS16 application. Regional development made possible by the central growth which is based on the development of human resources and natural resources, both types of resource development takes place so that raises the flow of goods. Raw material is transported from producing areas to the plant site and the goods results are transported from producer to consumer. The findings from this research is that the growth Node of Port Paelangkuta Raha Muna affect the development area.  Keywords: Node, Growth

Mode of transport waterway river tallo Makasar has been operated since long transports passengers, luggage and a motor vehicle, and the only access mode for the island lakkang people through tallo to kera-kera, the eastern and the southern of Makassar city. In the operation of waterway mode, the owner ignored the shipping safety of waterway. It was proven that there is not any other safety devices above the waterway mode. Shipping safety device is an absolutely thing must be required for sea transportation, rivers and lakes. Hence it is necessary to disseminate the importance of shipping safety device for the owner of the river tallo makassar to increase the quality of service of shipping safety for passengers mode independently in accordance with national and international regulations. The safety of the device is based on land transport minister regulation no. PM 25 years 2015, transportion safety standards on the river lakes and crossing. Disseminate gives users of security and safety and public service quality shipping safety for passengers in the river tallo makassar when sailing and the process of loading and unloading of passengers and a motor vehicle.

PT. Container Maritime Activities (CMA) Indonesia, based in Jakarta, is an agency shipping company engaged in container shipping, in other words, having its own containers. In economic activity, it cannot be separated from the import process, because imports are a reflection of a country's economic sovereignty, whether goods and services made in the country are still the masters in their own country. The Port of Tanjung Emas Semarang is located in the northern of Java which is regarded as a strategic position to support sea transportation connectivity to Kalimantan. Conducted at the Port of Tanjung Emas Semarang, this research applied exploratory descriptive as the research methodology. Measurements of this research were made by using ADCP (Acoustic Doppler Current meter Profiler) type of Multi Cell Argounaut-XR. The research was carried out in 3 days (January 16th, 2016 – January 19th, 2016). Current velocity data were taken at ± 7 meters depth in five depth strata. The research was aimed to measure the current pattern and distribution of ballast water discharges from commercial vessels at the port. Based on the research, it was found that the current velocity of all water columns in the port varied ranging from 0.042-0.124 m/s with minimum current velocity of 0.0–0.003 m/s and maximum current velocity of 0.139-0.452 m/s. It was also found that the dominant current direction was north and south. It was predicted that the distribution of the ballast water discharges during falling tide (the tide went from high to low) moved from south to north, heading the port exit. In contrast, during rising tide (the tide went from low to high), the distribution of the ballast water discharges moved from north to south, heading the estuary of Baru river.

Sea transportation is seen as the most effective means of responding to the high demand for a commodity. The development of industry 4.0 and society 5.0 has a big influence on the economic growth of a country. Loading and unloading must go well, so efforts are needed to ensure its implementation. Delay in unloading due to hydraulic leakage. The captain and guard officer as more experienced parties are expected to make efforts to prevent it. Coordinating work when unloading shows that the ship has followed procedures and efforts to repair hydraulic leaks. The method used by researchers to analyze problems is the fishbone analysis method. Research data obtained from primary data and secondary data, while data collection was obtained from observations, interviews, descriptive and literature. Fishbone analysis aims as an effort made to change the data from the results of a study into simpler information, so that it is easy to use to draw conclusions. Based on the results of this study, hydraulic maintenance was further improved and procurement of spare parts continued to be pursued by the ship. In addition, the company's management also affects the performance of the crew on the ship so that there is a need for improvement in the company's management of the ship.

Sebagai negara kepulauan, Indonesia memiliki karakteristik yang unik. Selain di tepi pantai, terdapat juga pelabuhan perairan pedalaman seperti di semenanjung Malaysia and Nigeria, dilayari oleh kapal laut hingga pelosok menuju pelabuhan tujuan. Pengaruh Pandemi Covid-19 dialami juga oleh angkutan laut, khususnya terhadap Kunjungan kapal di Pelabuhan, salah satunya adalah Pelabuhan Talang Duku. Tujuan dari penelitian ini untuk memberikan rekomendasi kebijakan terkait proses bongkar muat kargo selama masa pandemi Covid-19 di Pelabuhan Talang Duku. Penelitian ini menggunakan metode penelitian kuantitatif, analisis gap, dan analisis komparatif. Kajian ini akan membandingkan penanganan bongkar muat barang sebelum dan selama pandemi, serta menganalisis bahwa bongkar muat kargo di pelabuhan mengikuti protokol kesehatan yang ditetapkan pemerintah. Secara umum, panggilan kapal kargo sedikit menurun tidak signifikan sebesar 8,5% di awal pembatasan mobilitas. Sedangkan untuk kegiatan bongkar muat terjadi penurunan yang tidak signifikan sebesar 13,0%. Penurunan terendah terjadi pada Oktober 2020.The Effect of the Covid-19 Pandemic on Inland Water Port Arrival: A Case Study of Talang Duku Port; As an archipelagic country, Indonesia has unique characteristics. In addition to port in the coast, there are also inland water ports such as in peninsula of Malaysia, and Nigeria, navigable by ships to remote areas to the destination port. The influence of the Covid-19 pandemic is also experienced by sea transportation, especially on ship visits at the port, one of which is the Talang Duku Port.The purpose of this study is to give a policy recommendation regarding the process of loading and unloading cargo during the Covid-19 pandemic at Talang Duku-port. This research using quantitative research methods, gap analysis, and comparative analysis. This study will compare the handling of loading and unloading goods before and during the pandemic, and analyze that loading and unloading cargo in the port is following health protocols established by the government. In general, cargo ship calls decreased slightly, but not significantly by 8.5% at the beginning of restriction mobility. While for loading and unloading activities, there was an insignificant decrease of 13.0%. The lowest decline occurred in October 2020.

The loading and unloading company is an Indonesian legal entity established to carry out and carry out business activities for loading and unloading goods from and to ships.
