The organizational and economic mechanism of innovationoriented public-private partnership should have a scientifically sound structure and a clear clearly structured conceptual model that can provide a superstructure for the regulation of its activities and development. It is provided by structuring and modeling of the organizational and economic mechanism is in accordance with the defined goals and innovation. That is, the structuring of the organizational and economic mechanism of innovation-oriented publicprivate partnership has a model completion and should have instrumental and functional support. The structuring of the organizational and economic mechanism of innovation-oriented public-private partnership in accordance with the defined goals, innovative technological solutions, created innovative value and other features reflects several of its variable models, which differ in format, but provide a holistic view of the mechanism. That is, the structuring of the organizational and economic mechanism of innovation-oriented public-private partnership has a model completion and should have instrumental and functional support.

The organizational and economic mechanism of innovationoriented public-private partnership (PPP) must have a scientifically sound structure and a clear clearly structured conceptual model that will be able to provide a superstructure for the regulation of its activities and development. Therefore, the structuring and modeling of this organizational and economic mechanism is primarily a change in the recognition and evaluation of innovation of the technological and organizational basis of the main production processes (activities) of the PPP. The idea, nature and essence of innovation-oriented PPP are determined by the innovative value formed by it, its perception by society, the innovative capacity of the private partner and the innovative readiness of the state to initiate and implement the innovation-oriented PPP. That is, the goals and objectives of the development of innovation-oriented PPP will differ from its other types, as they are caused by the simultaneous existence of two vectors of society and their impact on the economy - vectors of innovation and sustainable development.

The purpose of the study is to examine the features of innovative and investment development of vegetable growing. It is substantiated that innovative and investment activities are interrelated, their balanced combination is necessary for further development of the vegetable growing industry. Organizations that produce vegetables have been ranked. A conclusion is made about the need for innovative and investment development of the industry. The organizational and economic mechanism of the innovative and investment development of the industry is proposed, involving the use of public-private partnership, the involvement of industry associations and unions, the introduction of sectoral marketing, bringing the education system in line with the requirements of the innovation economy, the formation of clusters, the deepening of the specialization of organizations within the spatial organization of the country, and the development of infrastructure facilities. Basic innovations for introduction in vegetable growing are considered.

This article is devoted to the using of public-private partnership (PPP) in the context of systematic development of gastronomic tourism. The author defined the definition of «public-private partnership», proposed a mechanism of PPP in the field of tourist services, and a scheme for assessing the effectiveness of the organizational-economic mechanism of PPP in the management of gastronomic tourism. Goal. Research on the using of public-private partnership (PPP) in the field of tourism, namely the development and establishment of gastronomic tourism. Identification of the positive aspects of its formation. Method. The dialectical approach has been applied to the consideration of the identified problems with the simultaneous using of general ones: systematic, systematical analysis and modeling of economic research and its using in gastronomic tourism. Results. The author's vision of the mechanism of PPP in the field of tourist services and the scheme for assessing the effectiveness of the organizational-economic mechanism of public-private partnership in the management of gastronomic tourism are presented, and the classification of the main PPP actors in the service sector is developed. Scientific novelty. For the first time the organizational-economic mechanism of public-private partnership was proposed and the scheme of efficiency of its using in gastronomic tourism was developed. Practical significance. The model of public-private partnership in the field of tourist services is developed, the mechanism of its interaction at the level of the territory (territorial communities) is determined, the key element of which is the creation of a specialized platform for discussion and consideration of the interests of the local population, authorities and businesses when adopting a program of development of tourism in a certain territory (component is the development of gastronomic tourism).

Introduction. In recent years in Ukraine, the task of ensuring multi-faceted cooperation between the state and private business has been relevant. The formation of effective principles of realization of public-private partnership determines the need for a detailed study of the essence, characteristics and principles of its organizational and economic mechanism.Goal. The purpose of the article is to reflect and analyze the methodological principles of determining the essence and bases of formation of the organizational and economic mechanism of public-private partnership.Methods. In order to achieve the defined goal, a complex of general scientific methods applied: theoretical generalization - to determine the methodological principles and essence of the organizational and economic mechanism of public-private partnership, a method of scientific abstraction - in the distinguishing components and results of the organizational and efficient mechanism of cooperation between the state and business, abstract-logical Theoretical generalization and formulation of conclusions.Results. During the analysis of the methodological principles of the concept of «organizational and economic mechanism of public-private partnership», the basis of research of the methodology of development of a system of public-private partnerships is determined on the basis of the concept of the organizational and economic mechanism for implementing public-private partnership. The tasks and processes that are most accurate characterize the components of organizational and economic mechanisms and include the formation of corporate strategy, dividend policy, management of management, improvement of the payment system, participation in the Board of Directors, hostile acceptance, receipt of powers of power and bankruptcy. The main tasks of the economic mechanism of which include: ensuring the profitability of the system of establishing a mutually beneficial cooperation of the system elements, which resulted in a single center to provide a balance of horizontal integration and vertical management purposes, as well as optimize internal- system transaction and organizational costs and mutually beneficial cooperation of the elements of the system, which involves the integration of their activities, which increases their potential separately and the system as a whole. It is noted that the result of the functioning of the economic mechanism is to create conditions for highly efficient activity due to effective resource management and achieve the effect of synergy from optimal use both in individual elements and in the scope of the entire system. Discussion. A promising direction of the study arises the need to improve methodological approaches to the definition of the essence and meaningful characteristics of public-private partnership as a new form of intensification of business development in Ukraine.

The article is devoted to the problems of sustainable development of social infrastructure and social services, which are beyond the effective demand of large cities, cannot develop according to market laws, and provide the necessary level of infrastructure fullness. Despite 45.9% of private companies in the social sectors, the vast majority of real estate objects continue to be owned by the state, forming the need to find economic mechanisms for the development of state social infrastructure, outside of limited budget opportunities. The possibility of attracting private investment in new construction and reconstruction without alienating the ownership right to it makes public-private partnership (PPP) and the economic mechanism based on it have no alternative. However, its practical application suffers from asociality, leading to the appearance of state-owned facilities where private investors conduct exclusively commercial activities. The apparent budget savings lead the state, judicial and supervisory authorities in such territories to a strategic failure, reducing the number of state facilities operating at state prices, ignoring the requests of the population for affordable social infrastructure, increasing social tension in society. This work is aimed at studying the irrational behavior of private investors, the stability of which is provided by the PPP mechanism, where the state determines the necessary level of the sociality of infrastructure objects that best corresponds to the existing stratification of residents of a certain territory through competitive procedures and essential conditions of the future project. It is necessary to continue research on improving federal legislation, whose social neutrality leads to conflicting expectations of the parties from PPP, adding sensitivity to a wide range of risks, repelling private investment and investors, limiting infrastructure development only to budget opportunities. The development of an economic mechanism that ensures finding a balance of accessibility and market rationality of social facilities is not an easy task, which has many solutions taking into account the characteristics of a particular territory and its population

The article summarizes the main shortcomings in the functioning of university clinics, including inadequate  material and technical equipment, the lack of up-to-date diagnostic and treatment technologies, low salary for medical personnel and scientific staff, students’ insufficient practical training. All these issues necessitate the search for more effective forms of establishing university clinics, and, in particular, on the principles of public-private partnership (PPP). It has been shown that one of the possible ways to develop university clinics is implementing private-public partnership (PPP) that can provide a number of advantages compared with purely public administration: private investment, development of innovative areas, ensuring economic stability, the influx of highly qualified personnel, providing high-quality medical care, ensuring profitability for enterprises etc. The article provides the methodological approaches to elaborating the model of PPP establishing based on PPP principles. Within the methodological approaches, the key stages of the establishment and development of university clinics and their management have been identified. These stages enable to monitor the implementation of the strategies for developing university clinics and to make adjustments it in accordance with environmental conditions. The methodological approaches presented in the article are summed up as a set of methods for investigating the possibilities and prospects of improving public and private business to solve a difficult practical task – to organize a modern university dental clinic based on PPP principles. The methodology of creating this model is an important prerequisite for organizing the model and serves as the basis for forming a modern management company, a legally independent high-technology clinical dental base of the university, and system of professional personnel training.

The purpose of this article is to develop the main elements of the organizational and economic mechanism of increasing the investment attractiveness of the sphere of culture. Method. The research is based on the use of a systemic approach to assessing the current state of functioning of the cultural sphere and improving the organizational and economic mechanism for increasing the investment attractiveness of the sphere. This research also uses a modeling method, in particular, to develop a concept of models of cultural services that can be provided by cultural institutions: free services, services on a co-payment basis and full payment by the consumer of cultural services. Results. The research identified the main problems of attracting investment in the sphere of culture and main components of the sphere of culture that need improvement. It is proved that the full functioning of the sphere of culture is possible only with the provision of quality services that can meet consumer demand. Also the place where the service is provided (infrastructure) and the staff who provide this service are very important. Therefore, to attract capital investment in the sphere of culture, it was proposed to use the tool of public-private partnership. To improve the quality of work of employees, it was proposed to introduce a system of key performance indicators for employees. In the course of scientific research, the main element of the organizational and economic mechanism of increasing the investment attractiveness of the cultural sphere in Ukraine was determined by the need to use a project approach to the formation of competitive markets for cultural services. It was determined that the solution of problems in the sphere of culture can be done only if the creation of legal and organizational conditions for financing the sphere of culture, results-oriented, diversification of funding sources, the formation of competitive markets for cultural services. Value/originality. According to the results of the research, an organizational and economic mechanism for increasing the investment attractiveness of the cultural sphere was proposed, the main elements of which were updated models of financing cultural services, new approaches to the remuneration system, use of public-private partnership, project approach.
