The drive of this study is to postulate empirical evidence about the evaluation of the enactment of regional autonomy in Indonesia after the enactment of Act Number 22 Year 1999 concerning Regional Government. Exclusively, this analysis aims to evaluate the wellbeing of the community, public services and regional competitiveness in the new autonomous regions. This research was conducted in 71 new autonomous regions in the Sumatra region after the depiction of Act Number 22 of 1999 concerning Regional Government during the 2000-2018 period.  This type of research uses quantitative research. While the research method used is descriptive method, which is a research method that describes the population under study and consists of variables. The results of the study found that (1) the success rate of implementing regional autonomy for 20 years in the Sumatra region from the welfare aspect was 64.78%, meaning that the implementation of regional autonomy in the Sumatra region so far (64.78%) "has succeeded in increasing the HDI" according to the mandate of the law; (2) the level of success in implementing regional autonomy for 20 years in the Sumatra region from the aspect of regional competitiveness is 18.30%. The conclusion is that the implementation of regional autonomy in the Sumatra region has not been sufficiently successful in increasing regional competitiveness in terms of GRDP; (3) Riau Province is a region that has been very successful in implementing regional autonomy both in terms of welfare and regional competitiveness.

The study contributes by providing empirical evidence on the extent to which financial and non-financial factors affect the size of the board of director of listed firms in Vietnam. Based on the data from 80 listed firms on the Vietnam’s stock market in 11 years from 2007-2017, using quantitative research method. We concluded that financial and non-financial factors affect board independence of listed firms in Vietnam. From the research results, it is recommended that listed companies have reasonable and effective corporate management policies, consistent with accounting policies at enterprises.

This study aims to test and obtain empirical evidence of factors that affect the environmental performance partially and simultaneously. Factors studied in this research are profitability, leverage and liquidity. The research method used is descriptive method verifikatif. With verificative testing using multiple regression, partial test (t test) and simultaneous test (F test). The data used are secondary data that is the company's annual report and PROPER report of Ministry of Environment as sample in the research. The sample of research is 11 State-Owned Enterprise (BUMN) Year 2009-2013 taken by using purposive sampling method. The results of this study indicate that profitability, leverage and liquidity have no significant effect on environmental performance partially. And profitability, leverage, and profitability have no significant effect on environmental performance simultaneously.

This study aims to find and examine how the effect of DPK, BOPO, and LDR on Profitability in the Banking Sector Listed on the IDX 2016-2018. Descriptive method is used in this research method and also the quantitative approach, and this type of quantitative research aims to examine the population and sample.  And to examine the population and the sample the researcher used a purposive sampling technique. Population of 44 companies with a sample of 17 companies from 2016-2018. Data collection techniques consist of reviewing documentation data and secondary data sources from the IDX financial statements for the 2016- 2018 period. This research has been tested in multiple linear regression studies. Existing data will be tested with the Classical Assumption Test. Hypothesis testing and classical assumption tests use the T and F tests in SPSS. DPK has a positive and significant effect on profitability partially, BOPO has no effect and is not significant to partially Profitability, LDR has a partial and significant effect on Profitability in the Banking Sector Listed on the Indonesia Stock Exchange

This research is motivated by the existence of public opinion about the issue of discourse of Lake Toba tourism destination as a global Toba Caldera Geopark by UNESCO which was pioneered by the Central and Regional Government through the website kompas.com. the problem in this study is how Student / Student opinion about the issue of discourse of Lake Toba tourism destinations as a global UNESCO Geopark Caldera. The research objective was to find out public opinion about Danau Toba tourism as a global UNESCO Geopark Caldera. To obtain this data used descriptive quantitative research method with analysis of respondents' distribution tables. The research technique was carried out by distributing questionnaire to 60 respondents who were active students of USU's Communication Department. The results of the study that public opinion is combined with the research conceptual framework, namely the AIDDA theory consists of attention, interest, desire, decision, action to produce public opinion on the issue of Lake Toba tourism destination discourse as global UNESCO Geopark Caldera.

As regional autonomy, a Regency has an obligation to organize government affairs. In addition, it also has the option of attribution authority in accordance with the constitution. The Regional Government organizes the field of government affairs that can foster healthy human resources. One of its authorities is the provision of sports facilities. This study aims to analyze the urgency of the Regulations on Organizing Sports. This research method is Legal Research through a qualitative approach by examining regulations/laws related to the authority of regional autonomy in organizing sports facilities. The results show that the formation of a Regional Regulation on the Implementation of Sports is prepared by taking into account the rules for the formation of legislation mandated by Law Number 12 of 2011 concerning Formation of Legislation. Thus the regulations decided can be implemented and in accordance with applicable legal provisions.

Penelitian ini bertujuan untuk mengetahui validitas preparat histologi sebagai media pembelajaran pada submateri pencemaran air kelas X SMA. Metode penelitian yang digunakan adalah metode deskriptif dengan bentuk penelitian kuantitatif. Penelitian ini terdiri dari dua tahapan yakni tahapan pembuatan preparat dan validasi  media. Validasi media preparat dilakukan oleh validator, dan instrumen penilaian berupa kuesioner yang terdiri dari aspek tampilan media preparat, ketepatan materi, dan mikroteknik. Hasil validasi menunjukkan nilai rata-rata total validasi untuk preparat 1.1 sebesar 3,83; preparat 1.2 sebesar 3,83; preparat 2.1 sebesar 3,81; preparat 2.2 sebesar 3,83; preparat 3.1 sebesar 3,85; dan preparat 3.2 sebesar 3,85. Dapat disimpulkan bahwa preparat histologi valid digunakan sebagai media pembelajaran pada submateri pencemaran air.Kata kunci: Media pembelajaran, preparat histologi, pencemaran air The validity of microscope slides on sub-materi water pollution as learning media. This research aims to evaluate the validity of microscope slides as learning media on sub-materi water pollution. The research method used is descriptive method with the form of quantitative research. This research consists of two phases: creating and the validation of media microscope slides. Microscope slides media validation was performed by validator. The instrument of assessment is questionnaire which consisting of appearance of media, material accuracy, and microtechniques. The result showed total average of microscope slides 1.1 is 3.83; microscope slides 1.2 is 3.83; microscope slides 2.1 is 3.81; microscope slides 2.2 is 3.83; microscope slides 3.1 is 3.85; and microscope slides 3.2 is 3.85. It is concluded the microscope slides microscope slides are valid as learning media on sub materi water pollution.Keywords: Instructional media, microscope slides, water pollution

This study aims to understand the implementation of regional autonomy or decentralization which aims to improve service quality, regional competitiveness and community welfare, but in this study it will further explain clearly that regional autonomy is able to provide stimulus to the regions to become new autonomous regions or new areas of expansion. The formation of a new autonomous region is normal if it is able to realize the desires of the local people because what is clear with the emergence of new autonomous regions will also raise new problems. There are positive impacts and negative impacts overshadowing the implementation of regional autonomy especially for the new autonomous region The birth of the new autonomous region is expected to be based on the wishes of the people who are able to increase community participation in building the region and not at the wishes of the local elite.

Abstrak Pelayanan publik adalah segala kegiatan dalam rangka pemenuhan kebutuhan dasar sesuai hak dasar setiap warga negara dan penduduk atas suatu barang, jasa dan / atau pelayanan administrasi yang disediakan oleh penyelenggara pelayanan  yang  terkait dengan kepentingan publik. Masyarakat sebagai pelanggan memiliki kebutuhan dan harapan pada kinerja penyelenggara pelayanan publik yang profesional. Tugas Pemerintah Pusat maupun Pemerintah Daerah adalah memberikan pelayanan publik yang mampu memuaskan masyarakat. Implementasi kebijakan desentralisasi dan otonomi daerah di Indonesia mengakibatkan pemerintah daerah mempunyai tanggung jawab dan kewenangan dalam menentukan standar pelayanan minimal. Permasalahan mendasar dalam proses pelayanan publik di Indonesia adalah tentang etika. Tidak ada standar universal tentang norma atau etika serta sanksi yang mengatur secara khusus untuk pelanggaran yang dilakukan aparat dalam pelayanan publik. Kata Kunci : Pelayanan publik, Etika, Norma     Abstract Public services are all activities in order to fulfill basic needs in accordance with the basic rights of every citizen and resident of an item, service and / or administrative service provided by service providers related to the public interest. Communities as customers have needs and expectations in the performance of professional public service providers. The task of the Central Government and Regional Government is to provide public services that are able to satisfy the public. The implementation of decentralization and regional autonomy policies in Indonesia has resulted in regional governments having responsibility and authority in determining minimum service standards. The fundamental problems in the process of public service in Indonesia are about ethics. This research aims to describe; (1) internal factors, and (2) external factors that influence the participants in utilizing the special collection of Bung Hatta in the Upt Library Proclamation Bung Hatta Bukittinggi. This type of research is quantitative research, the research method used is a descriptive method. The location of this research was carried out at upt Library Proclamation Bung Hatta Bukittinggi Research object is a 19-year-old who has visited bung hatta special collection service of 36 respondents. Data collection conducted by disseminating questionnaires directly to the UPT library of Bung Hatta Bukittinggi Proclamation Library using incidental sampling techniques. The data analysis used is a quantitative deksriptive analysis presented in the form of a frequency and percentage distribution table.
