COMPARATIVE ANALYSIS OF STATE SUPPORT FOR AGRICULTURE OF UKRAINE WITH SOME FOREIGN COUNTRIES

In this article it was found that the importance of agricultural development is due to the direct impact of this area on the living standards of citizens, which largely depends on the welfare of the population, including per capita income and social living conditions. It is proved that providing organizational, legal and economic measures for sustainable development of agricultural production will provide an opportunity to increase production of relevant products, improve its quality and safety, and, consequently, its competitiveness, both domestically and internationally. It is analyzed that despite the focus on the development of other sectors of the economy, in particular, technology, in most developing countries much of the territory is occupied by the agro-industrial sector, and among the population from 70 to 90% are employed in agriculture. Therefore, it was proved that the development of agriculture will always be relevant and require attention from scientists in various fields of science. This article noted that the structure of the agricultural sector, as well as the specific set of mechanisms of state regulation in different countries is different. At the same time, it is noted that some countries seek intensive development of this sector of the economy, while others suffer losses. In the presented article we have analyzed the current state of agriculture in Ukraine and identified problems that stand in the way of its development; In order to solve the existing problems, the experience of advanced foreign countries, including the United States, the European Union, Canada and Japan, was analyzed, and the factors due to which these countries managed to achieve stable growth in agriculture were identified. Based on the research, practical recommendations were provided, which we propose to take into account in the formation of state regulation of the agricultural sector in Ukraine.

The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. This article is intended for those who work in the field of Finance of the agro-industrial complex.

This article presents the author’s view on the integration strategy for the development of tax mechanisms in agriculture. The importance and necessity of developing such a tax mechanism are updated, and arguments in favor of such a development strategy are presented. The authors proposed a new scientific term that characterizes the process of harmonization of tax regulation mechanisms in related sectors of the economy. The ways and directions of such harmonization within the agricultural and agro-industrial sector of the Russian economy as a whole are proposed. The analysis of the current state of the tax environment for Russian agricultural producers has been carried out, and the main factors for strengthening and reducing the growth rate of the agricultural sector have been identified. Based on the results of the study, the author gives an opinion on the current state of the tax environment in relation to agriculture.

Every year, the vast majority of countries switch to an online environment. This is especially true for online stores. The subject of this study is the system of consumer protection upon buying goods in online stores and its effectiveness. The purpose is to analyse the state of development of e-commerce in Ukraine and the system of consumer protection upon purchasing goods in online stores. The following general scientific methods were used: classification and theoretical generalisation – to study the theoretical foundations of e-commerce; statistical analysis – to analyse the current state of e-commerce in Ukraine and the consumer protection system. The following results were obtained: based on the analysis of the provisions of current legislation and the experience of foreign countries describing the development of the e-commerce market in Ukraine and the world, the main trends that have developed have been identified, the positive and negative aspects of e-commerce have been identified, as well as the effectiveness of the consumer protection system upon purchasing goods in online stores. It was concluded that the “e-commerce” industry is developing very dynamically. Consumer protection upon purchasing goods through online stores is carried out as with a regular purchase and sale, but it has a number of specific features. To attract potential customers and build their trust, online stores try to post as much information about their products and services as possible on their official websites, including customer reviews. This indicates that the sellers themselves are interested in resolving disputes as soon as possible and preserving their reputation. Taking this into account, it is the improvement of the consumer literacy of citizens, the ability to fully exercise their rights, and to protect their interests in case of certain contradictions that is one of the ways to solve the existing problems

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

This paper focuses on the process of convergence in per capita CO2 emissions that would occur if the measures taken by the European Union to meet the Kyoto Protocol commitments had been effective. We apply a time series and cross-sectional analysis to test for the existence of convergence among countries and for different economic sectors. The sample covers data for the 28 member countries from 1960 to 2012. The results show weak absolute convergence across countries but clear evidence of conditional convergence, with GDP, the weight of industrial sector and the use of renewable energies being the main drivers of divergence. Concerning sectors, there is an increase of emissions in the agricultural sector, but a reduction in the industrial and energy sectors. Different patterns arise in the energy subsectors where manufacturing and electricity notably reduced their emissions while the transport sector increased them in all countries.

The paper is devoted to the study of the possibilities of developing conceptual approaches to create a legal definition of the concept of “sports-doping drug”. Foreign court practice is examined in order to identify legal positions that suggest ways to improve the definition of the concept of «sports doping». The author explains that in the field of preventing and eliminating the illegal use of doping in sport, the administrative potential of the current state regulation is exhaustive in the framework of the modern paradigm, it has limitations to improve the efficiency of administrative and restrictive measures. The paper describes a set of regulatory and empirical materials developed by the author to develop a theoretical framework for a homologated (for new challenges and requirements) legal definition of the term “sports doping agents”. The author gives a legal definition of this concept. The legislation of 33 foreign countries became the regulatory basis of the study. The court practice of 16 foreign countries became the empirical basis of the study. Based on the aforementioned regulatory and empirical foundations, using the methods indicated at the beginning of the paper, the author has developed an author’s conceptual and in-depth legal definition of the term “sports doping agents”, which can significantly improve state regulation in this field.

In this paper, we firstly analyzed the categories and characteristics of safety hazards of genetically modified organisms. Then, we summarized and compared the laws on safety hazard compensation for genetically modified organisms in the United States, the European Union and China. Finally, suggestions were put forward to solve the existing problems in compensation laws in China so as to ensure the healthy and orderly development of China's genetically modified biological industry.

The relevance of the topic of the article is caused by the need to study the level of agricultural production and the country's self-sufficiency with basic food products in the context of fierce competition in the world food market and sanctions from Western European countries and the United States. The purpose of the article is to identify trends in the implementation of the strategy of import substitution of food products and to determine the priorities for the development of the agricultural business in import and export activities. The article is devoted to a comprehensive study of the current state of food production and the development of priority directions for the effective functioning of enterprises of agricultural production and processing of agricultural raw materials in modern conditions of external and internal socio-political challenges and risks. The article defines the current state of food supply for the population of the country, identifies trends and priority strategic directions for implementing the policy of import substitution, and ensuring food security of the country suggests the need for an interconnected and balanced organization of import and export activities of agricultural enterprises. The theoretical provisions and practical recommendations proposed in the article allow solving the problem of stable self-sufficiency of the country with competitive food products and the transition to the implementation of an export-oriented strategy for the development of the agricultural sector of the economy.

The aim of the work was to study the current state of domestic legislation of state regulation in the field of licensing the activities of business entities manufacturing veterinary medicinal products and its harmonization with the requirements of the European Union. Materials and methods. The research materials were regulatory and legislative acts, regulations and principles of the state policy of Ukraine connected with licensing the activities of business entities manufacturing veterinary medicinal products, in force from 2015 to the present. To carry out this study, the methods of information retrieval, systematization, analytics, graphic, comparison, and data generalization were used. Results. The article presents the main results of the analysis of the Ukrainian legislation which regulates the production of veterinary medicines and preparations. According to the results of the analysis, it was found that in the period from 2015 to 2018, Ukrainian manufacturers of veterinary medicinal products worked in such conditions that did not require a license for this type of activity. By the decree of the President of Ukraine, the program of sustainable strategic development of the country “Ukraine-2020” was approved which provided for reforms in the format of deregulation and the development of entrepreneurship and excluded the necessity of licenses for veterinary drugs production. Conclusions. Based on the study, it can be concluded that the Law of Ukraine “On Licensing of Types of Economic Activities” dated March 3, 2015 No. 222-VIII was actually aimed at reducing the governmental influence and regulatory pressure on the activities of business entities involved in the production of veterinary medicinal preparations.

Research background: In the modern world the rate of global transformation of economic processes is constantly increasing, while stimulating the growth of industrial production in the countries of the world. The industrial sector plays an important role in achieving stable growth in national wealth indicators, as well as in ensuring national security. Accelerating the pace of industrial development, especially high-tech, contributes to an increase in employment and the transition to a balanced economic development of the country. Purpose of the article: The main purpose of the publication is to study the current state and structural transformations in industry in the world economy, to analyze the level and dynamics of the main indicators of industrial development. Methods: Using statistical analysis of time series and dynamics indicators, the authors have evaluated the development trends of the industrial sector, based on the methods of scientific knowledge, a comparative analysis of the systematic results of development indices characterizing the functioning of industry around the world. Findings & Value added: A statistical analysis of the development of the industrial sector in the context of globalization allows the authors to determine the exact number of enterprises, the costs of the industry and their income, as well as the contribution made to the development of both region and the country as a whole. In this research the authors have considered the main economic indicators of industrial development in the world. The authors have systematized the main measures aimed at the development of the industrial sector.
