THE STAFFING RURAL AREAS PROBLEM AND OBJECTIVES OF TOMSK REGION AGRICULTURAL EDUCATION

<p>The paper features theoretical and methodical approaches to the<br />classification of regions from positions of modern region studies. It contains social and economic characteristics of the Republic of Crimea as an agrarian region. The author has monitored the current state of agrarian and industrial complex of the Republic of Crimea. The research has revealed that although agriculture is responsible for 17,1 % of the gross regional product, only 5,0 % of labor capacity of the region are engaged in the agrarian sphere of economy, and only 6,3 % of Crimean students major in agriculture. A complex analysis of the Crimean agrarian complex has revealed that the problem of qualified personnel deficiency is not acute for the regional economy, as there is an agricultural institute, as well as a number of minor vocational education institutions. A more relevant task is to improve the quality of training of young specialists and to attract them into rural areas; for this purpose a system and target<br />approach to agrarian education has been established in the region. The transformation of agricultural education in the republic should be based on the model of a wellbalanced interindustrial staffing plan of agrarian and industrial complex according to sustainable development programs of rural territories in the re gion.</p>

This study was conducted to determine the effect of training in the prevention of migration as an obstacle for sustainable rural development. In this context, the causes of migration from rural areas to the cities were investigated and evaluated the educational status of people living in the villages. For this purpose, research has been implemented in rural part of Turkey’s Central Anatolia, Mediterranean and Black regions. Research data were collected by applying a questionnaire to the region inhabitants. A total of 123 questionnaires were evaluated. On statistical analysis, Cronbach's alpha value was found to be .833. Consequently, accessed findings are: 1) People living in region have low educational levels. 2) None of the participants had received any training related to agriculture in high school. 3) The proportion of participants receiving vocational training in related to agriculture, except for state schools is low. 4) Lack of education is one of the important reasons of the migration from rural to urban areas. 5) If enough agricultural education is given to region habitants, natural resources to ensure the survival of future generations are protected.

The article deals with the issues of legal regulation of ensuring accessibility of higher education for the disabled and people with disabilities. The relevance of obtaining agricultural education in the Russian Federation, which should be as close as possible to the main consumer — the rural population, is emphasized. The openness of agricultural education to the needs of rural residents will help reduce migration fl ows and preserve young people in rural areas. Attention is drawn to the fact that obtaining agricultural education is possible and accessible not only for people without disabilities, but also for people with disabilities. The advantage of providing higher agricultural education to this category of rural residents is that they are not aimed at migration, they live permanently and for a long time in a certain territory. The review of the current legal acts regulating the issues of accessibility and training in higher education organizations for persons with disabilities and persons with disabilities is presented. The article analyzes current trends in the legal fi eld of inclusive education. The article considers the concept and legal status of disabled people and students with disabilities, the concept of inclusive education and the requirement for its implementation at all levels, including higher education.

The agro-industrial complex is undergoing changes, experiencing personnel shortage. The article presents the experience of analyzing the pedagogical space state of agricultural personnel training using the general scientific concept "space". The concept "pedagogical space" is based on the concept "teacher". The whole society as a self-developing and self-learning system is "pedagogical space" in which in the modern world there is a process associated with the formation of spiritual and moral values, principles and professional qualities of the individual. The social space of the agro-industrial complex coincides with the pedagogical space of agricultural personnel training. In the article the practice of functioning of agro-industrial complex in Russia is discussed, which reveals the problems of workers: a personnel shortage, training programs backlog from requirements to the specialists competence, the reluctance of those, who received and are receiving agricultural education to work in rural areas. The authors draw attention to the fact that the agro-industrial complex problems are always associated with more general society problems. Their analysis, in turn, entails the need to refer to the society as a whole, which leads to the consideration of other society subsystems. Referring to the concept "space" allows to enhance the effect of analyzing the problem.

Pedagogical guidelines for the education in/of/to the rural areas must be based on the socio-educational development and on a constant dialogue between scientific and empirical knowledge. In this context, our objective is to identify formative interlocutions in the rural/countryside education in undergraduate courses of Agricultural Sciences in Brazil, through the analysis of their Political-Pedagogical Projects (PPP). This is a qualitative research with a descriptive and exploratory approach. It focuses on the theoretical background about rural educational project. It is also a document-based study that has as its source data from Anísio Teixeira Platform, connected to the Ministry of Education, as well as PPP emitted by the higher education institutions. The criteria chosen to establish the study’s time frame was the accessibility of the most recent information that were available during the process of information gathering – June, 2020. The results show that twelve of the studied courses had as their formative reference agricultural education – in terms of hegemonic production processes such as agribusiness, adopting a technicist approach. Only five of the studied courses were characterized by a formative framework aimed at the education of the rural areas – encompassing several expressions of rural life, such as family agriculture, peasantry and so forth. These courses make reference not only to these specific methodological approaches, but also to public policies related to this issue. Furthermore, we also identified in the institutions’ PPP a chaotic duality of concepts of education in/of the rural areas, on the one hand, and agricultural education on the other; such chaotic mixture of concepts is prone to be reproduced in the praxis of the teachers.

Farms require an extensive labor force to meet production demands. In rural areas, the demand is greater, and farm operators must often rely on family members, including youth, who face unique risks due to farming practices. This quantitative study examined rural high school agricultural education programs in which students participate in family farming operations. The purpose of this study was to determine rural youths’ knowledge about farm safety and health hazards. Participants completed class activities related to farm safety and participated in farm safety demonstrations. It was found that most students reported being slightly knowledgeable about and practiced safety farming practices. It was concluded that, while most students reported having knowledge of farm safety practices, they fail to always practice them. The researchers recommend youth and at a younger age of diverse backgrounds received more farm safety practice initiatives in order to reduce the number of injuries and fatalities.

In the conditions of financial and economic crisis the problem of formation of human potential for sustainable development of rural areas arises with special urgency. The personnel problem is faced not only by farms in crisis, but also by economically stable agricultural organizations with efficient dynamics of reproduction, high profitability and competitive positions. Carrying out an active personnel policy requires the development of an appropriate management strategy, the definition of specific organizational and managerial decisions, the implementation of which should lead to the improvement of all work on the staffing of the agro-industrial complex. The use of personnel technologies contributes to the optimal solution of strategic and current issues of personnel policy, the formation of a competitive professional qualification structure, the identification of promising employees. Monitoring of personnel processes allows tracking trends, modeling and forecasting personnel situations in order to take the necessary measures in a timely manner. This requires a radical overhaul of existing statistical reporting on personnel, which will create the necessary database for the creation and implementation of flexible personnel policy and the adoption of sound management decisions on human resources in the industry. It is necessary to develop at all levels of management long-term programs of staffing of agriculture, taking into account its diversity. The priority of the governing bodies of the agro-industrial complex, agricultural education institutions is to improve the structure and quality of training, implementation of measures for their consolidation in specialized organizations and effective use of the received specialty. Solving personnel problems of multifaceted agriculture requires increasing the role of information and consulting services of the agro-industrial complex in non-formal education of staff and villagers, to expand the network of relevant services on the basis of educational institutions and research institutions. To solve the existing problem, it is necessary to organize a single professional and competence approach in the training of new generation of managers, which are necessary in connection with the introduction of innovative technologies in agricultural production.

To meet global demands towards food security, safety as well as sustainable agriculture and food systems innovative approaches are inevitable. Despite the growing body of literature in both innovation research and in values and aims, what has been explored to a lesser extent is the bridging link between these areas. This study represents a first step in addressing this relationship. Policy- and decision-makers foster sustainable innovation in agriculture, since on-farm innovation and innovation adoption have attracted their attention as a means of enhancing competitiveness as well as socially and environmentally benign farming also benefiting rural areas. By using a negative binomial model we explore the relationship between farmers’ innovativeness and those values and aims which guide farmers’ farm-management decisions as well as other farm/farmer characteristics. Based on a sample of 174 Austrian farmers agricultural education is found to be an essential driver of innovativeness. Regarding the different values we find that self-direction and hedonistic values, in contrast to achievement and economic, are associated with more innovative capabilities. In conclusion, we see a need to foster self-direction and hedonistic narratives in policy and extension service, together with reducing the focus on an economic angle to promote farmers’ innovation capabilities.

The research object is agricultural unions formed in Eastern Siberia in the late 19th - the early 20th century. The research subject is reflected in the title of the article. The purpose of the research is to define the forms of agricultural education and the channels of popularization of agricultural knowledge among the broad public. To achieve this goal, the author analyzes, based on the dynamics of agricultural unions formation, the initiation and dynamics of the change of the main directions of work and the extent to which the forms of education corresponded to the aspirations of the authorities, the demands of the progressive public, and the practical needs of rural population. Generally, the work of East-Siberian agricultural unions was definitely less active than the work of the unions of the European part of Russia. That could be explained by the lack of educated employees, the difficulty of using the new agricultural approaches in risk farming areas, and the low literacy rate of the rural population. However, in the first decade of the 20th century, the work of agricultural unions became more active, which was determined, among other things, by the change of the authorities&rsquo; attitude and the channels of popularization of agricultural knowledge: exhibitions and public lectures were organized, libraries were founded, and books and magazines were sent out. The ways of rational farm management were popularized via special newspapers and agricultural magazines. Before and during the World War I the agricultural unions of Irkutsk province and Transbaikal started actively creating the branches in rural areas. Agricultural unions created the atmosphere of public interest, broadened and clarified the ideas of society about the needs of Siberian villages.&nbsp; &nbsp;
