In the conditions of financial and economic crisis the problem of formation of human potential for sustainable development of rural areas arises with special urgency. The personnel problem is faced not only by farms in crisis, but also by economically stable agricultural organizations with efficient dynamics of reproduction, high profitability and competitive positions. Carrying out an active personnel policy requires the development of an appropriate management strategy, the definition of specific organizational and managerial decisions, the implementation of which should lead to the improvement of all work on the staffing of the agro-industrial complex. The use of personnel technologies contributes to the optimal solution of strategic and current issues of personnel policy, the formation of a competitive professional qualification structure, the identification of promising employees. Monitoring of personnel processes allows tracking trends, modeling and forecasting personnel situations in order to take the necessary measures in a timely manner. This requires a radical overhaul of existing statistical reporting on personnel, which will create the necessary database for the creation and implementation of flexible personnel policy and the adoption of sound management decisions on human resources in the industry. It is necessary to develop at all levels of management long-term programs of staffing of agriculture, taking into account its diversity. The priority of the governing bodies of the agro-industrial complex, agricultural education institutions is to improve the structure and quality of training, implementation of measures for their consolidation in specialized organizations and effective use of the received specialty. Solving personnel problems of multifaceted agriculture requires increasing the role of information and consulting services of the agro-industrial complex in non-formal education of staff and villagers, to expand the network of relevant services on the basis of educational institutions and research institutions. To solve the existing problem, it is necessary to organize a single professional and competence approach in the training of new generation of managers, which are necessary in connection with the introduction of innovative technologies in agricultural production.

In modern conditions of rural development, the most important productive resource of the agrarian company is human capital. Only well-trained, receptive to innovation, adapted to the market economy, the technician can solve problems for the effective implementation of the economic activity of any enterprise. However, in recent years the problem of staffing is both a management and staff machine operators have intensified. Numbers have fallen substantially, increased the load on one specialist. Inadequate salaries and general social problems in rural areas of Russia and Republic of Tatarstan reduce the attractiveness of work for graduates of agricultural education institutions. The main purpose of this research was to develop a new conceptual approach to staffing of agro industrial complex in modern conditions. The subject of the study was the system of training personnel for agriculture of Russia (on the example Republic of Tatarstan). The main methods used in this study are comparative theoretical-methodological research of educational institution and logical analyze agricultural education in Russia. The article discusses and analyzed the positive experience of scientific and educational cluster of agro-industrial complex of Republic of Tatarstan and Kazan State Agrarian University. One of the important conditions to solve some of the problems facing agriculture of Russia today, is the modernization of the agricultural education is associated with the formation of relevant scientific, scientific-educational and scientific-production platform. The progressive development of human potential of the agricultural sector plays an important role in achieving the designated high results as the main carrier of innovative knowledge and skills, without which the introduction of modern methods and technologies in production and management of enterprises of agro-industrial complex is simply impossible. Staffing issues agriculture is of great socio-economic importance and is the most important priorities of the state policy not only at present but in the future. Identified key staffing problems of the agro industrial complex of Russia and Tatarstan. Designed and proposed a new intensive model of development of scientific-educational cluster of agro-industrial complex of Republic of Tatarstan.

<p>The paper features theoretical and methodical approaches to the<br />classification of regions from positions of modern region studies. It contains social and economic characteristics of the Republic of Crimea as an agrarian region. The author has monitored the current state of agrarian and industrial complex of the Republic of Crimea. The research has revealed that although agriculture is responsible for 17,1 % of the gross regional product, only 5,0 % of labor capacity of the region are engaged in the agrarian sphere of economy, and only 6,3 % of Crimean students major in agriculture. A complex analysis of the Crimean agrarian complex has revealed that the problem of qualified personnel deficiency is not acute for the regional economy, as there is an agricultural institute, as well as a number of minor vocational education institutions. A more relevant task is to improve the quality of training of young specialists and to attract them into rural areas; for this purpose a system and target<br />approach to agrarian education has been established in the region. The transformation of agricultural education in the republic should be based on the model of a wellbalanced interindustrial staffing plan of agrarian and industrial complex according to sustainable development programs of rural territories in the re gion.</p>

This study was conducted to determine the effect of training in the prevention of migration as an obstacle for sustainable rural development. In this context, the causes of migration from rural areas to the cities were investigated and evaluated the educational status of people living in the villages. For this purpose, research has been implemented in rural part of Turkey’s Central Anatolia, Mediterranean and Black regions. Research data were collected by applying a questionnaire to the region inhabitants. A total of 123 questionnaires were evaluated. On statistical analysis, Cronbach's alpha value was found to be .833. Consequently, accessed findings are: 1) People living in region have low educational levels. 2) None of the participants had received any training related to agriculture in high school. 3) The proportion of participants receiving vocational training in related to agriculture, except for state schools is low. 4) Lack of education is one of the important reasons of the migration from rural to urban areas. 5) If enough agricultural education is given to region habitants, natural resources to ensure the survival of future generations are protected.

The agro-industrial complex is undergoing changes, experiencing personnel shortage. The article presents the experience of analyzing the pedagogical space state of agricultural personnel training using the general scientific concept "space". The concept "pedagogical space" is based on the concept "teacher". The whole society as a self-developing and self-learning system is "pedagogical space" in which in the modern world there is a process associated with the formation of spiritual and moral values, principles and professional qualities of the individual. The social space of the agro-industrial complex coincides with the pedagogical space of agricultural personnel training. In the article the practice of functioning of agro-industrial complex in Russia is discussed, which reveals the problems of workers: a personnel shortage, training programs backlog from requirements to the specialists competence, the reluctance of those, who received and are receiving agricultural education to work in rural areas. The authors draw attention to the fact that the agro-industrial complex problems are always associated with more general society problems. Their analysis, in turn, entails the need to refer to the society as a whole, which leads to the consideration of other society subsystems. Referring to the concept "space" allows to enhance the effect of analyzing the problem.

Abstract The strategy of personnel policy should be subordinated to the general strategy of the organization, its strategic planning. Human resources management is determined by the goals and objectives of the organization. Its functions are associated with ensuring and maintaining the performance of staff. Investments in the personnel potential of the company became an indispensable condition for gaining and maintaining a stable position in the market and began to be taken into account in the personnel policy of the leading companies in the world. Today, the role of effective strategic management and, above all, personnel management, especially the process of planning of the development of human potential, its capabilities and perspectives. Enterprises that do not pay due attention to working with staff and do not direct personnel management towards business success are at risk of aggravation of survival problems.

Human resources are the most important factor in the socio-economic development of the econo-my, including the economy of the agricultural sphere (meaning the organic unity of agricultural production and rural areas). In this regard, the authors of the study pay special attention to the analysis of the situation of its staffing, primarily in terms of studying the processes occurring in the human resources potential of mass professions, specialists and managers of agricultural organ-izations in Russia. The analysis was carried out according to the departmental reports of the Min-istry of Agriculture of the Russian Federation. The article shows the dependence of the agricultur-al labor market, characterized by a shortage of personnel, both mass professions and specialists, on the internal factor (training of personnel) and external (attraction of migrants), examines the modern agricultural labor market, describes the multidirectional trends in the supply of labor both at the expense of migrants and at the expense of the domestic system of professionalization of personnel. It is determined that the outfl ow of rural population within and between the regions of Russia is more extensive than the inflow due to migration exchange with foreign countries, this disparity increases during the pandemic caused by COVID-19 and related social distancing measures. At the same time, despite the constantly observed decline in the number of workers in mass professions in the agro-industrial complex, the availability of jobs is almost at the same lev-el of 93–95 %. It is shown that the income of migrants and the transfer of part of the funds to the countries of emigration have a positive effect on GDP growth and poverty reduction in these countries, and the quality of exported labor also improves. The relationship between rural migration and agricultural production is revealed. As a result of the study, the authors come to the conclu-sion that the state migration policy should stimulate the consolidation of the rural population and the return migration of the urban population to the rural area, and increase the attractiveness of rural areas for resettlement through the formation of unified rural-urban labor markets and agglomerations.

<p><strong><em>Abstract. </em></strong><em>Education is a process of improvement, strengthening, and refinement of all human potential and potential . Through education, life is expected to experience a change to a better direction. Although the government's efforts in equitable education have been done, but in reality there are still many Indonesian people, especially those who are in the countryside have not received education. Under these conditions, innovations needed to address the potential of rural areas that can support the assurance of increased knowledge through non-formal education for the sustainability of economic activities in rural areas. Therefore, Indonesia needs non-formal education innovation with local content that is Kampung Pendidikan. A social movement project initiated by the youth of the village (Inspirator) as a manifestation of awareness to improve the living standards of rural communities through character education and competitiveness that involves the community to take part in advancing education by learning and innovating by putting forward local content (Local Culture ) to participate in contributing to build Indonesia. There are several Kampung Pendidikan programs: DIDIKMASYARAKAT (Collaboration and Synergy), DIDIKPEMUDA (Global Thinking, Acting Local), DIDIKKAMPUNG. Based on research conducted in Desa Kuajang, Binuang District Polewali Mandar Regency, West Sulawesi, the local community, desperately needs the presence of Kampung Pendidikan as a forum to build the potential of both the village of human resources, as well as natural resources.</em><strong><em></em></strong></p><p><strong><em>Keywords: Kampung Pendidikan, rural, education.</em></strong><strong><em></em></strong></p><p><strong><em> </em></strong></p><p><strong>Abstrak. </strong>Pendidikan merupakan proses perbaikan, penguatan, dan penyempurnaan terhadap semua kemampuan dan potensi manusia.Melalui pendidikan, diharapkan kehidupan akan mengalami perubahan ke arah yang lebih baik. Walaupun upaya pemerintah dalam pemerataan pendidikan telah dilakukan, namun dalam kenyataannya masih banyak masyarakat Indonesia khususnya mereka yang berada di pedesaan belum mengenyam pendidikan. Dengan kondisi tersebut maka dibutuhkan inovasi penanganan potensi pedesaan yang dapat mendukung terjaminnya peningkatan pengetahuan melalui pendidikan nonformal demi keberlanjutan kegiatan perekonomian di pedesaan. Olehnya itu Indonesia perlu inovasi pendidikan nonformal yang bernuansa muatan lokal yaituKampung Pendidikan. Sebuah gerakan sosial project yang di inisiasioleh para pemuda kampung (Inspirator) sebagai wujud kepedulian untuk meningkatkan taraf hidup masyarakat desa melalui pendidikan berkarakter dan berdaya saing yang melibatkan masyarakat untuk ambil andil dalam memajukan pendidikan dengan cara belajar dan berinovasi dengan mengedepankan muatan lokal (Budaya Setempat) untuk ikut turut kontribusi membangun Indonesia. Ada beberapa program Kampung Pendidikan yaitu: DIDIKMASYARAKAT (Kolaborasi dan Sinergi), DIDIKPEMUDA (Berpikir Global, Bertindak Lokal), DIDIKKAMPUNG. Currently, the relevance of the effective use of state support funds used in the agro-industrial complex is associated with the special situation in the Russian agro-food market caused by sanctions. The paper analyzes the implementation of the state program in terms of funding and target indicators. The tendency of a decrease in production volumes of the main types of products of the agro-industrial complex, a weak connection between program measures and indicators of the industry's productivity is revealed. The conducted research shows the low efficiency of the use of budget funds, the need to develop new mechanisms for the implementation of program activities.

The article is devoted to the assessment of existing level of development of information and consulting system in agricultural and industrial complex. The relevance of covering methodological issues is due to the current level of development of information and consulting services in regions, the rapid and large-scale expansion of the Internet space, the established world experience in introducing innovations, and the need to implement state policy in the field of agriculture. The paper considers the works of Russian scientists and economists on improving the system of agricultural consulting. The positive world experience of spreading an effective system of innovative and consulting services of rural areas is studied. For discussion, the authors propose a methodology for choosing a model of an innovative service center in rural areas. The effectiveness of application of comprehensive information system with the involvement of educational organizations is justified. The experience of functioning of Center for Support of Rural Development on the basis of regional university is presented. The authors formulate proposals for improving the innovation and consulting infrastructure in the agricultural and industrial complex in order to increase the efficiency of providing information and consulting services, increase the level of knowledge of rural population, the personnel of agricultural producers, disseminate information about the achievements of scientific and technical community, innovative developments and methods of management, effective interaction of agricultural entities, authorities, scientific and educational organizations.
