What is an underground? Is it possible to embed this particular way of life into any definition? After all, even underground did not have the need to define itself at the beginning. The presented text represents a brief reflection of the development of underground in Czechoslovakia; attention is paid to the impulses from the West, which had a significant influence on the underground. The text focuses on the key events that influenced the underground. For example, the “Hairies (Vlasatci)” Action, which took place in 1966, and the State Security activity in Rudolfov in 1974. The event in Rudolfov was an imaginary landmark and led to the writing of a manifesto that came into history as the “Report on the Third Czech Musical Revival.”

The police are often key actors in conflict processes, yet there is little research on their role in the production of political violence. Previous research provides us with a limited understanding of the part the police play in preventing or mitigating the onset or escalation of conflict, in patterns of repression and resistance during conflict, and in the durability of peace after conflicts are resolved. By unpacking the role of state security actors and asking how the state assigns tasks among them—as well as the consequences of these decisions—we generate new research paths for scholars of conflict and policing. We review existing research in the field, highlighting recent findings, including those from the articles in this special issue. We conclude by arguing that the fields of policing and conflict research have much to gain from each other and by discussing future directions for policing research in conflict studies.

The secret correspondence of the Ventspils District Committee of the Latvian Communist (Bol-shevik) Party (LC(b)P) with the Prosecutor’s Office, the Interior and the State Security Institutions dur-ing the last years of the district’s existence, from 1945 to 1949, shows how the Communist Party man-aged and controlled life in the region. The research is based on the scope of documents dedicated to Ventspils District Committee of the LC(b)P. The secret correspondence covers the following issues: collection of compromising materials on the nominees; abuse of authority performed by officials and military personnel; events organized by the Ministry of the Interior and the Ministry of State Security in Ventspils District on election days of the Supreme Council, local councils and the People's Court; sending the best communists to work in the sys-tem of the Ministry of the State Security and the Ministry of the Interior, as decided by the Central Committee Bureau of LC(b)P; the staff conflicts within the Interior and State Security Institutions; defi-ciencies in the work of people's courts; non-compliance with the fire safety regulations, etc.

The Police constitute a major element in the state security system. Their operation has both a national and local dimension. The Police have an impact on a local community’s security, ensuring the safety of people, their health, life, property, as well as maintaining public safety and order. This article aims to indicate the areas of the Police’s operation that result in an improvement of the residents’ safety and an increase in their sense of security.

This paper presents a short history of Polish formations protecting the governing bodies of the state, starting from the moment Poland regained independence at the end of the twentieth century. The considerations are presented against the rules and principles of the functioning of the state security system, with particular emphasis on the control subsystem. This paper demonstrates the need to research attitudes to safety in the past, in order to develop and apply effective contemporary solutions. The considerations contained in it also concern the existing threats to the management of state organs. They may contribute to further discussions on the purpose and rules of operation of the formation which is supposed to protect the most important people in the state.

Las banderas ya no tienen finalidad táctica, pero como símbolo de la nación, representan los valores superiores expresados en la Constitución de 1978.A diferencia de las Fuerzas Armadas, donde las banderas se mantienen como parte de las tradiciones, y aportan gran brillantez a los actos militares, en la literatura española existen pocos estudios relativos a la bandera en el ámbito de las fuerzas y cuerpos de seguridad del Estado.Tras un breve repaso a la normativa vigente en el ámbito de la Vexilología, este trabajo aborda el procedimiento para la concesión del derecho de uso de la enseña Nacional a distintas unidades de las fuerzas y cuerpos de seguridad de ámbito estatal, así como sus modalidades, uso y colocación en actos oficiales, honores y protocolo.Finalmente, se analizan las peculiaridades del ceremonial en el acto de entrega de la bandera, como distinción que se otorga en reconocimiento a la labor que desarrollan como garantes de las libertades públicas y de la seguridad ciudadana, considerando la distinta naturaleza -militar y civil- de ambos cuerpos de seguridad. _________________ The flags are no longer tactical, but as a symbol of the nation, they represent the higher values expressed in the Spanish Constitution of 1978.The Army has kept flags as part of the traditions, and provide great brilliance to the military acts. Instead, in Spanish literature there are few studies about the flag in the State Security Forces.After a brief review of current legislation in Vexillology, this paper deals with the procedure for bestowal of the use the National Flag to different units of the National Security Forces, as well as their modalities, use and placement in official events, honours and protocol.Finally, we analyze the peculiarities of ceremonial in the Act of delivery of the flag, as a distinction that is given in recognition of the work they perform as guarantors of citizen freedoms and public safety, considering the different nature - military and civil- of both security Forces.

This chapter examines the changes that were made in Russia after Joseph Stalin's death. Within weeks of Stalin's death, the charges against the “murderer doctors” had been dropped, the use of torture had been outlawed, and the punitive authority of the security apparatus had been limited. Furthermore, the last remaining victims of the “Mingrelian Affair” were released from prison, and Solomon Mikhoels, the assassinated chairman of the Jewish Antifascist Committee, was rehabilitated posthumously. Despotism, the hallmark of Stalinism, would disappear from daily life, and fear and dread would no longer be the ruling standard. Nikita Khrushchev became the new party leader, Georgi Malenkov was made prime minister, Vyacheslav Molotov was allowed to return to his former post as foreign minister, and Stalin's executioner Lavrenty Beria assumed control of the Ministry of Internal Affairs and the state security apparatus. Throughout the years of de-Stalinization, it remained the great exception for any of the crimes against defenseless individuals to be prosecuted.

The article considers the issue of state security in the context of the objective attention of public administration. Based on the semantics of the concepts of "state" and "security", elaboration of a set of approaches to the interpretation of these definitions, analysis of options for different authors in favor of certain approaches to the interpretation of the concept of "state security" formed and motivated the author's vision of this term such a state of protection of various vector interests of the state and its simple cluster unit - the citizen - which ensures the effective functioning of all spheres, industries, institutional sectors (including their units), mechanisms in general and the implementation of the functions and powers of the state institution in particular for their further development in a changing environment, external and internal threats. The proposed in some way unification approach allows emphasizing the content of the concept, as a logically related set of relevant objects, in the context of the prevailing philosophical nature of the phenomenon of "security", leaving open the "scope" of the concept for further more detailed detailing of its characteristics in the segment. theoretical foundations of the science of public administration in the field of public security concerning its elemental components. This approach provides a focus on the most general object-subject features of the concept while avoiding minor characteristics.
