Abstract:This study aims to describe the application of Law Number 14 of 2008 concerning Public Information Openness at the State Islamic Higher Education (PTKIN) with a case study of the Syarif Hidayatullah State Islamic University in Jakarta. UIN Syarif Hidayatullah Jakarta was chosen because among PTKIN throughout Indonesia, only UIN Jakarta has an Information and Documentation Management Officer (PPID). The research method used is action research by observing public bodies in the field of education namely UIN Jakarta by mapping public information services by PPID based on KMA Number 200 of 2012 concerning Information and Documentation Management Officials (PPID). Based on the research conducted it is known that PPID as the manager of public information services has not been optimal in providing public information services according to the mandate of Law Number 14/2018. The contributing factors are: First, the leaders at the level of the Bureau, Section, and Subbag many who do not know the obligations and urgency of the public body that must have a PPID to carry out public information management and services. Secondly, the incomplete list of public information that has been displayed on the UIN Jakarta website includes its supporting documents. Third, there is no infrastructure support, funds, adequate information officers so that the performance of the PPID can run simultaneously and continuously, given the PPID task is an additional task.Keywords: PPID, Public Information Disclosure, PTKIN. AbstrakPenelitian ini bertujuan mendeskripsikan penerapan Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik di Perguruan Tinggi Agama Islam Negeri (PTKIN) dengan studi kasus UIN Syarif Hidayatullah Jakarta. UIN Syarif Hidayatullah Jakarta dipilih karena diantara PTKIN seluruh Indonesia, baru UIN Jakarta yang telah memiliki Pejabat Pengelola Informasi dan Dokumentasi (PPID). Metode penelitian yang digunakan action research dengan melakukan observasi badan publik bidang pendidikan yakni UIN Jakarta dengan memetakan layanan informasi publik oleh PPID berdasarkan KMA Nomor 200 tahun 2012 tentang Pejabat Pengelola Informasi dan Dokumentasi (PPID). Berdasarkan penelitian yang dilakukan diketahui bahwa dari PPID sebagai pengelola layanan informasi publik belum optimal dalam memberikan layanan informasi publik sesuai amanat UU Nomor 14/2018. Faktor penyebabnya adalah: Pertama, para pimpinan pada level Biro, Bagian, dan Subbag banyak yang belum mengetahui kewajiban dan urgensi badan publik yang harus memiliki PPID untuk melakukan pengelolan dan pelayanan informasi publik. Kedua, belum lengkapnya Daftar Informasi Publik yang telah ditampilkan di website UIN Jakarta termasuk dokumen-dokumen pendukungnya. Ketiga, belum adanya dukungan prasarana, dana, petugas informasi yang memadai sehingga kinerja PPID dapat berjalan secara simultan dan kontinyu, mengingat tugas PPID adalah tugas tambahan.Kata Kunci: PPID, Keterbukaan informasi Publik, PTKIN.

Pillars of democracy, transparency and good governance are the objectives of public information services carried out, through Law No. 14 of 2008 on Public Information Disclosure. The form of service organized by the Government is a service in an effort to meet the needs of the public or the community. Communication, Public information is information generated, stored, managed, sent, and / or received by a public body, this research is a qualitative approach, a research paradigm to describe events, locus research located in the Department of Communication and Informatics Donggala Regency, this study uses Informants as many as 4 (four) people, using the theory of Pararusman, et al .Tjiptnono, 1996) there are five dimensions in assessing the quality of services or  services, namely, Tangibles, Realibility, Responsiveness, Assurance, Emphathy. 1) Tangibles; reflected in physical facilities, equipment, personnel and communication materials have not been effective and optimal.2) Realibility, i.e. lack of accuracy or lack of reliable information. Responsiveness: lack of sensitivity to respond to information. 4) Assurance; Knowledge is less effective and efficient. 5) Emphathy. This article discuss about case study on how Indonesian Football Association (Indonesian FA) give their respond to do the Public Information Disclosure. Indonesian FA than express their objection to the demand. Indonesian FA choose as the object in this case, as a representative of non-governmental public organization. This article use Indonesian FA statement related to the Public Information Disclosure, that posted on official website www.pssi.org. Then I use frame analysis Robert N.Entman model as a analytical tool to the statement. The results show that there are two factors that cause Indonesian FA objection. First is structural factor that came from the Indonesian Public Disclosure Act and Act related to the management of football federation. The second is cultural factor that non-governmental public organization in Indonesia, in general, not accustomed to public disclosure obligation.  Tulisan ini mengambil studi kasus bagaimana Persatuan Sepakbola Seluruh Indonesia merespon tuntutan untuk Keterbukaan Informasi Publik. Keputusan Komisi Informasi Pusat (KI Pusat) bahwa PSSI harus menerapkan praktek Keterbukaan Informasi Publik mendapatkan keberatan dari pihak PSSI. Permasalahan pun berbuntut panjang hingga sampai di persidangan tingkat Mahkamah Agung. PSSI dipilih sebagai objek penelitian guna mengkaji bagaimana badan publik non-pemerintah memahami Keterbkaan Informasi Publik. Data dalam tulisan ini menggunakan pernyataan-pernyataan yang disampaikan PSSI melalui website www.pssi.org berkaitan dengan keputusan KI Pusat. Pernyataan tersebut kemudian dianalisis menggunakan framing model Robert N.Entman. Analisis menunjukkan terdapat kendala struktural dan kultural. Faktor struktural datang dari peraturan yang berkaitan dengan PSSI dan peraturan di UU KIP itu sendiri. Sedangkan faktor kultural berkaitan dengan kondisi badan publik non-pemerintah yang tidak terbiasa menghadapi tuntutan keterbukaan informasi.

This research aims to expand the implementation of public information disclosure assessed still experiencing various obstacles. It was at least indicated by the assessment of the central Kalimantan Provincial Information Committee as stated in the Central Kalimantan Provincial Information Commission DECREE number: 048/KEP/KI Kalteng/2018 dated October 12, 2018, where the regional office of the Ministry of Religious Affairs in central Kalimantan was given a value of 39.3. Research is conducted using a qualitative perspective with a case study method. Data collection is done by interview method and document study. The research was conducted at the Regional office of the provincial religious Ministry of Central Kalimantan. The results of the study showed that the implementation of public information disclosure in the regional office of the provincial religious Ministry of central Kalimantan was executed. Some public information services as regulated in the applicable legislation have been published. However, there are still obstacles encountered in the implementation to make some public information that has not been published. These constraints relate to the contents of the policy and its implementation environment.

<p class="Abstrak"><span lang="IN">Pada awalnya perguruan tinggi membuat situs web untuk mengenalkan dan mempromosikan lembaga pendidikannya. Diresmikannya Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (UU KIP) dan Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik (UU PP) menciptakan suatu keputusan di mana badan publik wajib “meningkatkan pengelolaan dan pelayanan informasi di lingkungan badan publik untuk menghasilkan layanan informasi yang berkualitas”. Penelitian yang bertujuan untuk meningkatkan kualitas situs web ITK dan mengecilkan tanggapan kurang baik yang diberikan mahasiswa ITK dilakukan dengan cara melakukan evaluasi dan <em>redesign</em> pada situs web ITK guna memperbaiki kualitas situs web ITK dan juga untuk mengurangi permasalahan yang di alami pengguna situs web ITK. Digunakan metode <em>User Experience Lifecycle Template</em> pada penelitian ini dikarenakan metode ini dapat digunakan untuk mengembangkan suatu produk (<em>Prototype, Hardware, dan Software</em>). Adapun hasil yang didapat pada penelitian kali ini ialah, pada aspek <em>learnability</em> meningkat 2x lebih cepat dibandingkan situs web ITK yang lama, lalu pada aspek <em>efficiency</em> didapat persentase pengguna mencapai tujuannya dalam menggunakan situs web ITK yang baru sebesar 94.40%, lalu pada aspek <em>memorability</em> jumlah klik mengalami penurunan pada situs web ITK yang baru jika dibandingkan dengan web ITK yang lama, dan pada aspek eror yang akan terjadi pada situs web ITK yang baru bernilai 1.61% kemungkinan.</span></p><p class="Abstrak"> </p><p class="Abstrak"><em><strong>Abstract</strong></em></p><p class="Abstract"><em>At first, the college created a website to introduce and promote its educational institutions. The establishment of Law No. 14 the year 2008 on Public Information Disclosure (KIP Law) and Law No. 25 of 2009 on public services (ACT PP) creates a decision where public bodies are obliged to "improve the management and information services in the public agency to produce quality information services". The research aimed at improving the quality of the ITK website and discouraging the poor responses given by ITK students are conducted by evaluating and redesign the ITK website to improve the quality of ITK's website and also to reduce the problems that are in the user's natural ITK website. Used method User Experience Lifecycle Template in this research because this method can be used to develop a product (Prototype, Hardware, and Software). As for the results gained on the research this time is, on the aspects of learnability increased 2x faster than the old ITK website, then on the efficiency aspect gained the percentage of users reached its goal in using the new ITK website 94.40%, then on the memorability aspect of the number of clicks decreased on the new ITK website when compared to the old web ITK, and on the aspect of the error that will happen to the new ITK Web site worth 1.61% of the probability.</em></p><p class="Judul2"><em> </em></p><p class="Abstrak"><em><strong><br /></strong></em></p>

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

Using 'illness as metaphor," critical communications theory, citizenship studies and critical political economy, this thesis presents a case study of the confrontation between "Big Pharma" and HIV/AIDS activists concerning access to HIV/AIDS medicines; a confrontation that spilled over into the World Trade Organization (WTO) causing worldwide public outrage. The timeline starts in the 1980s, but focuses on confrontations between these actors during the 1990s and early 2000s. By making HIV/AIDS 'public and 'political', activists: battled stigmatization; revealed the politics of medicine; made Big Pharma more socially responsible; influence the WTO's and global health agenda; and stirred dissent against a neoliberal globalization, exposing power relations between the global rich and global poor. This is about antiBody (HIV/AIDS activists) targeting a dangerous site of infection (Big Pharma) and combating the spread of two illnesses (HIV/AIDS and neoliberalism which invigorated the 'public body' in terms of public health and debate.

The many cases of corruption that have come to light, among other scandals, have led the public to lose faith in the management of public institutions. In order to regain confidence, the government needs to inform its citizens of all its actions. Public information should be accessible and controlled by means of a regulatory framework. The aim of this chapter is to analyze the transparency achieved and the progress still needed to be made by Dominican Republic municipalities with regards to complying with the requirements of the law on public information management. The chapter discusses the voluntary transparency achieved and factors that affect the implementation of information policies. The results highlight deficiencies in certain areas of online public information disclosure. The population size, economic capacity and electoral turnout are all factors that affect the online dissemination of public information by local governments in the Dominican Republic.

Purpose The tenuous financial viability of many of Georgia’s rural hospitals has driven increased scrutiny of the hospital authorities (HAs) that own and govern them. HAs are a type of “special district” established in state law to allow for specialization of function, while evading statutes that can limit local government borrowing and multi-year contracts. The paper aims to discuss this issue. Design/methodology/approach This paper uses a case example to introduce transparency and accountability in one local Georgia hospital and expands to include a descriptive analysis of transparency measures in 29 rural Georgia HAs. Findings Findings indicate that, like many other special districts in Georgia and the USA, Georgia’s rural HAs often act more like private entities than the public organizations they are. The lack of transparency demonstrated in this sector limits access to public information and reduces opportunities for citizen engagement, a necessary component of representative institutions. Research limitations/implications This case study is limited to Georgia HAs; however, the data support the lack of accountability and transparency found in many special district governments. Originality/value The lack of transparency in all of the organizations reviewed in this study demonstrates blurred lines between between public matters and private interests and raises questions of transparency, a key value in democracies.

This retrospective case study of merger efficiencies focuses on the 1996 merger of two large, U.S. rail networks. Information on the public record permits some evaluation of pre-merger efficiency claims, and the weighing of those claims against regulatory and antitrust standards. Access to additional public and non-public information also permits at least a preliminary determination that a number of the claimed efficiencies were plausibly merger-specific and actually realized post-merger. This is contrary to skepticism expressed about merger efficiency claims, both generally and with respect to this particular rail merger, and thereby illustrates the value of doing retrospective studies of merger outcomes.

District office is one of the government agencies. This office certainly produces documents in every administrative process and policy. The document management provides a good solution for each document in order to be accessed and used by users. The improper document management causes difficulty to find the needed documents. Moreover, the document is very difficult to access because it is only kept by certain people for various reasons. Besides, the document is also public rights that should be accessed by many people. An Act number14 in 2008 on Public Information Disclosure indicates that the document is a certain entity to reduce a public dispute so that it is mandatory matter that must be done. Under this condition, it is expected that the document must be stored in the websitebased application to allow all parties to easily access the document stored.
