District office is one of the government agencies. This office certainly produces documents in every administrative process and policy. The document management provides a good solution for each document in order to be accessed and used by users. The improper document management causes difficulty to find the needed documents. Moreover, the document is very difficult to access because it is only kept by certain people for various reasons. Besides, the document is also public rights that should be accessed by many people. An Act number14 in 2008 on Public Information Disclosure indicates that the document is a certain entity to reduce a public dispute so that it is mandatory matter that must be done. Under this condition, it is expected that the document must be stored in the websitebased application to allow all parties to easily access the document stored.

The implementation of good governance become the main agenda that has to be done by any government agencies. Because this is a requirement that shows the Government's commitment in carrying out theirs duty to serve the community. All officers must have an understanding of public information disclosure / Keterbukaan Informasi Publik (KIP) based on Act Number 14 of 2008, the principles which referred to is accountability, transparency and the supremacy of law. This article is a normative legal research studying the principles/laws that is a research on applied regulations related to The Implementation of Trust +Positif Concerning Good Governance. This research aims to reveal the regulations related to the implementation of community service in conducting good governance in order to prepare ASEAN Economic Community. The conclusion of this research are that to create a good governance as expected by the community, the implementation of the function of Trust +Positif service is needed and we have to create synergy between the governmental officers who implement the policy and the community whom the policy applied to. Therefore, it is necessary to have cooperation between the two parties.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

The capacity of the isolation room at the hospital appointed by the Government to treat Covid-19 patients is no longer able to accommodate the positive Covid-19 patients. Positive Covid-19 patients with no symptoms or other signs of worsening physical conditions are advised to do self-quarantine and isolation independently. This self-quarantine/isolation becomes a problem especially in densely populated settlements, especially informal settlements. The case study on this community service activity is an informal settlement located along the Surabaya railroad. Together with the Surabaya ARKOM team as partners, this community service activity conducting field observations with the results that there are still many poor house conditions in this area, the conditions of the houses are tight and not fulfilled the standards of a healthy house, which causes a larger potential spread of Covid-19 virus and makes it impossible to carry out self-isolation in their each homes. The solution offered is to create a communal isolation room module as an emergency isolation room for informal village communities during a pandemic or can be used in other certain emergency conditions with a participatory design method that meets health standards for isolation rooms designed with the easy and fast module applications process. The purpose of this activity is to provide a set of modules for communal quarantine units as prototypes that can be made by the community with a simple system, easily available materials, fast and prioritizing community participation in its assembling.   Abstrak: Kapasitas ruang isolasi di Rumah Sakit yang ditunjuk Pemerintah untuk merawat pasien Covid-19 sudah tak mampu menampung membeludaknya pasien positif Covid-19. Pasien positif Covid-19 yang belum mengalami atau bahkan yang tidak menunjukkan gejala penurunan kondisi fisik, dianjurkan untuk melakukan karantina dan perawatan secara mandiri. Karantina secara mandiri ini menjadi tantangan tersendiri untuk permukiman padat penduduk, terutama permukiman informal. Menjadi studi kasus pada kegiatan pengabdian masyarakat ini adalah permukiman informal yang berada di tepi kereta api. Bersama tim ARKOM Surabaya sebagai mitra melakukan observasi lapangan dengan hasil menunjukkan bahwa kondisi rumah yang memprihatinkan masih banyak terdapat di area ini, kondisi rumah berdempetan dan tidak sesuai standar rumah sehat inilah yang menyebabkan potensi besar penularan Covid-19 dan tidak memungkinkan untuk melakukan isolasi mandiri di rumah masing-masing. Solusi yang ditawarkan adalah membuat modul ruang karantina komunal sebagai ruang karantina darurat bagi masyarakat kampung informal pada masa pandemi atau kondisi darurat tertentu dengan metode desain partisipatif yang memenuhi standar kesehatan untuk sebuah ruang karantina yang didesain dengan proses aplikasi modul yang mudah, murah dan cepat. Tujuan dari kegiatan ini adalah memberikan modul unit karantina komunal sebagai prototype yang dapat dibuat sendiri oleh masing-masing kampung padat penduduk dengan sistem yang sederhana (portable), material mudah didapat, cepat dan mengedepankan usaha partisipatif masyarakat dalam pembuatannya.

The many cases of corruption that have come to light, among other scandals, have led the public to lose faith in the management of public institutions. In order to regain confidence, the government needs to inform its citizens of all its actions. Public information should be accessible and controlled by means of a regulatory framework. The aim of this chapter is to analyze the transparency achieved and the progress still needed to be made by Dominican Republic municipalities with regards to complying with the requirements of the law on public information management. The chapter discusses the voluntary transparency achieved and factors that affect the implementation of information policies. The results highlight deficiencies in certain areas of online public information disclosure. The population size, economic capacity and electoral turnout are all factors that affect the online dissemination of public information by local governments in the Dominican Republic.

The green building certification system of Taiwan, EEWH (Ecology, Energy Saving, Waste Reduction and Health), has been in operation for more than 20 years (since 1999). In order to understand the relationship between green building certification and the construction costs of residential buildings, this study obtained 37 green building-certified residential cases and 36 general residential cases available from public information and conducted a comparative analysis. The results of this study showed that the average construction cost of a green building certification residential building was only 1.58% higher than a general residential building, indicating that green building certification does not require a large increase in costs. However, for residential buildings, achieving a high-grade (gold-grade or diamond-grade) green building certification means an increase of 6.7% to 9.3% in construction costs. This shows that the pursuit of higher levels of green building certification does require higher construction costs. In addition, the results of this study can not only provide important references for the government in making green building policies, but also offer a practical strategy for developers for decision-making.

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

The establishment of the Surakarta Complaint Service Unit (ULAS) in 2013 as a non-structural government organization unit that carried out public complaints services. ULAS was formed to improve service quality and ensure the provision of public services in accordance with the principles of good governance, including the realization of public information disclosure in response to complaints from people who are not satisfied with the services they receive. This study examines the effectiveness of ULAS in accepting citizen complaints and the steps of the Surakarta City Government to follow up on these complaints, as well as solutions. All results state the existence of effectiveness, with some special notes on the conditions or variable questions that have answers that do not agree, among others concerning: the target of resolving citizen complaints by ULAS, complaints of citizens against certain problems have not been channeled to more than one OPD, solving problems against Complaints have also not fulfilled the satisfaction and aspirations of citizens, and related infrastructure facilities have not been in line with the development of information technology. Some of these are specific notes regarding the organizational effectiveness of ULAS.

ABSTRACTThe Covid-19 pandemic due to a novel virus yet infectious disease needs to be informed to the public. This process was implemented due to a gap in information from the public regarding knowledge of the Covid-19 pandemic. This very circumstance requires the continuity of public information dissemination in Indonesia.                                This study aims to examine the sustainability of public information dissemination in the era of the Covid-19 pandemic; to describe the meaning of the role of public information in the era of the Covid-19 pandemic. This study employs a literature study to determine concepts and discussions in the conditions of the Covid-19 pandemic.                                This study employs the concept of public information, dissemination, and principles of sustainable development. In addition, this study refers to a number of government regulations, namely: KMK-No.-HK.01.07 MENKES 413 2020 concerning Guidelines for the Prevention and Control of Covid-19, Law No. 14 of 2008 concerning Public Information Disclosure, and the Minister of Communication and Informatics Regulation Number 17/Per/M.Kominfo/03/2009 concerning National Information Dissemination by the Government, Provincial Governments and Regency/City Governments. Furthermore, the study is related to the condition of the Covid-19 pandemic. This study concludes that the sustainability of public information dissemination in the Covid-19 pandemic era can be implemented if it is applied with the concept and several applicable requirements, namely the quality of information, optimization of dissemination, and the adoption of the principle of sustainable development in the dissemination of public information.Keywords:  Covid-19 pandemic, information public, dissemination, sustainable development principle. ABSTRAKPandemi Covid-19 yang disebabkan oleh penyakit baru dan menular perlu diinformasikan kepada publik. Kondisi ini memerlukan adanya keberlanjutan diseminasi informasi publik di Indonesia.Kajian ini bertujuan untuk untuk mengkaji keberlanjutan diseminasi informasi publik di era pandemi Covid-19; untuk menguraikan pemaknaan perana informasi publik di era pandemi Covid-19. Kajian ini menggunakan studi kepustakaan untuk menemukan konsep dan pembahasan dalam kondisi pandemi Covid-19.Kajian ini menggunakan konsep dari informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan. Selain itu, kajian ini juga merujuk pada sejumlah peraturan pemerintah, yakni: KMK-No.-HK.01.07 MENKES 413 2020 tentang Pedoman Pencegahan dan Pengendalian Covid-19, Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik, dan Permen Kominfo Nomor 17/Per/M.Kominfo/03/2009 tentang Diseminasi Informasi Nasional oleh Pemerintah, Pemerintah Daerah Provinsi dan Pemerintah Daerah Kabupaten/Kota. Selanjutnya, kajian dikaitkan dengan kondisi pandemi Covid-19. Kajian ini menyimpulkan bahwa keberlanjutan diseminasi informasi publik di era pandemi Covid-19 dapat dilakukan jika dilakukan dengan konsep dan beberapa persyaratan yang berlaku, yakni kualitas informasi, optimalisasi diseminasi, dan adopsi prinsip pembangunan keberlanjutan dalam diseminasi informasi publik. Kata Kunci: Pandemi Covid-19, informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan

This article discuss about case study on how Indonesian Football Association (Indonesian FA) give their respond to do the Public Information Disclosure. Indonesian FA than express their objection to the demand. Indonesian FA choose as the object in this case, as a representative of non-governmental public organization. This article use Indonesian FA statement related to the Public Information Disclosure, that posted on official website www.pssi.org. Then I use frame analysis Robert N.Entman model as a analytical tool to the statement. The results show that there are two factors that cause Indonesian FA objection. First is structural factor that came from the Indonesian Public Disclosure Act and Act related to the management of football federation. The second is cultural factor that non-governmental public organization in Indonesia, in general, not accustomed to public disclosure obligation.  Tulisan ini mengambil studi kasus bagaimana Persatuan Sepakbola Seluruh Indonesia merespon tuntutan untuk Keterbukaan Informasi Publik. Keputusan Komisi Informasi Pusat (KI Pusat) bahwa PSSI harus menerapkan praktek Keterbukaan Informasi Publik mendapatkan keberatan dari pihak PSSI. Permasalahan pun berbuntut panjang hingga sampai di persidangan tingkat Mahkamah Agung. PSSI dipilih sebagai objek penelitian guna mengkaji bagaimana badan publik non-pemerintah memahami Keterbkaan Informasi Publik. Data dalam tulisan ini menggunakan pernyataan-pernyataan yang disampaikan PSSI melalui website www.pssi.org berkaitan dengan keputusan KI Pusat. Pernyataan tersebut kemudian dianalisis menggunakan framing model Robert N.Entman. Analisis menunjukkan terdapat kendala struktural dan kultural. Faktor struktural datang dari peraturan yang berkaitan dengan PSSI dan peraturan di UU KIP itu sendiri. Sedangkan faktor kultural berkaitan dengan kondisi badan publik non-pemerintah yang tidak terbiasa menghadapi tuntutan keterbukaan informasi.
