Purpose: to study the problem of structural changes in the development of the agricultural sector in Russia within the framework of the national priorities implementation. Materials and methods: the synthetic tools of the study are based on the methods of economic statistics, which helped to analyze the structural dynamics of the country's agricultural sector. The object of the research was the agrarian structure of the Russian agricultural sector. The statistical analysis was carried out in the context of individual categories of farms. Results. The problems of structural changes in the agricultural sector of Russia within the framework of the implementation of national priorities are dealt with. For this, the methodology for calculating structural changes in agriculture and the mining industry, as well as the agricultural sector in the context of certain categories of farms, was used. The analysis is carried out for agricultural organizations, peasant (farmer) households. The problem of structuring the agrarian sector of the Russian economy is considered as a systemic task of state management of the industry, reduced to the formation of optimal proportions between the elements of the agrarian structure and their development. The results of agrarian reforms in agriculture for the period 2006–2019 are presented. A comparative characteristic of the options for organizing large-scale agro-industrial production in Russia and abroad is given. Conclusions. The presented dynamics of structural changes in agriculture on the basis of linear and quadratic coefficients makes it possible to determine the effectiveness of the state agricultural policy in the context of the implementation of national priorities. It has been substantiated that in the mid-term strategic development the intensity of structural changes in agriculture will be determined by the development trends of the small-format sector of the economy, including the one through the system of agricultural cooperation.

The stateless cloud-native design improves the elasticity and reliability of applications running in the cloud. The design decouples the life-cycle of application states from that of application instances; states are written to and read from cloud databases, and deployed close to the application code to ensure low latency bounds on state access. However, the scalability of applications brings the well-known limitations of distributed databases, in which the states are stored. In this paper, we propose a full-fledged state layer that supports the stateless cloud application design. In order to minimize the inter-host communication due to state externalization, we propose, on the one hand, a system design jointly with a data placement algorithm that places functions’ states across the hosts of a data center. On the other hand, we design a dynamic replication module that decides the proper number of copies for each state to ensure a sweet spot in short state-access time and low network traffic. We evaluate the proposed methods across realistic scenarios. We show that our solution yields state-access delays close to the optimal, and ensures fast replica placement decisions in large-scale settings.

The article deals with historical and modern problems of agricultural development in the Irkutsk region in the context of industrial development of the region. Structural changes in the agricultural sector, the ratio of crop production and animal husbandry in the production of agricultural products are traced. The study found that within the framework of large-scale programs for the development of the productive forces of the Irkutsk region, the main attention was paid to industrial development, and agriculture was assigned the role of a secondary industry. This was manifested in the residual principle of financing the agricultural sector, its material base and the development of the social sphere in rural areas. Rural youth were involved in the construction and operation of production facilities, which led to a reduction of the population in the nearby villages and villages of the region. Special attention is paid to the problems of modern agriculture in the conditions of market transformations in the industry. On the basis of statistical material, the characteristics of the main categories of farms are given: agricultural organizations, farms and households. The analysis shows the leading role of private households in the total volume of agricultural production. At the same time, there is still an insignificant share of farms in the goods produced. The demographic consequences of the destruction of the state-farm-collective-farm system, manifested in a reduction in the number of villagers and a large shortage of agricultural workers, are particularly noted.

The current trends in the development of innovative activities in Russia are far from fully meeting the expectations associated with improving the competitiveness of products and the quality of life of the population, with the provision of dynamic sustainable growth, and the formation of the innovative economy. The mixed nature of the Russian economy, the fundamentally different technological level and institutional conditions for the development of various sectors exclude the possibility of defining a single model of innovative development that is universal for all sectors. In the current conditions, the technical and technological level of the agrarian sector of the country's economy is the most catastrophically lagging behind the world's leading producers of agricultural products. Domestic agrarian production is 5 times more energy intensive and 4 times more metal consuming, and labor productivity is 8-10 times lower than in the USA, in the leading countries of the European Union and Canada. Not having eliminated this techno-technological backlog, without implementing the advanced development of certain specific areas of scientific research and technological developments in the field of agriculture, Russia's agrarian sector will finally lose its competitiveness and will not be able to ensure the country's food security. Thus, the need for a scientific justification of the theory, methodology and practice of the innovative development management of the agrarian sector of the regional economy in the context of large-scale economic and institutional transformations determines the urgency of the issue. Currently, most of the works of domestic researchers put emphasis on the problems of knowledge transfer, at the same time, the methodology for creating and commercializing competitive scientific knowledge through the formation of innovative agricultural clusters is beyond the scope of scientific research, and its management and economic mechanism has not been developed yet. Thus, the aim of this research is to develop proposals for optimization of the management mechanism for the innovative development of the region's agricultural sector (by the example of the Samara Region of the Russian Federation). The research used a set of methods of scientific knowledge used at both theoretical and empirical levels (conceptual modeling, synthesis and analysis, tabular and graphical interpretation of theoretical information and empirical data).

Air pollution is of major importance to the environment. Last years the findings related to air pollution of the agricultural sector and the impact on it are crucial for the future development of plant and livestock breeding sectors. The main purpose of this paper is to identify, analyze and assess, on the one hand, the impacts of agriculture on air pollution and, on the other, agriculture as a pollutant. The conclusions drawn will serve as suggestions for the introduction of practices and mechanisms in agriculture that will contribute to the improvement of the environment and in particular the quality of the air.The object of the survey is the agrarian sector, and the subject of the research is 1) the impact of air pollution on the agrarian sector and 2) the effects of agrarian activities on air pollution. The paper is based on the following sequence: theoretical framework, analysis of statistical information and a survey of agrarian, environmental and agroecology experts. The survey is made under the scientific project DN 15/8 11.12. 2017 Sustainable multifunctional rural areas: reconsidering agricultural models and systems with increased demands and limited resources.

The article examines the problem of the effective use of resource potential in agriculture. It is argued that the reasons for increasing the efficiency of resource use at the current stage of development are closely related to the digital transformation of the industry. The aim of the study is to develop a model for diagnosing the efficiency of using the resource potential of the agricultural sector of the economy, which is based on a regional industry approach that takes into account the current trends of large-scale transformations, the driver of which is the dependence on innovation and the rapid penetration of new technologies. The developed integrated territorial-industrial model allows us to link logically occurring structural changes in agriculture associated with digitalization and technical modernization of its sub-sectors, to identify the specifics of the spatial development of the agricultural sector, to determine the vector of effective management decisions. The criteria for identifying the degree of digitalization of economic resources are justified, the main of which is the percentage of: digitalization of agricultural land; employees with an IT specialty; automation and computerization of the management of the main production assets; agricultural machinery provided with the Glonas and GPS system.

The paper presents the results of the analysis of state policy realization regarding sustainable development of industry in Mongolia. The study gives the reason for recovery of macroeconomics stability (in the short term) and transfer to a more stable and diversified economy model (in the longer term) as well as on the basis of the Russian experience necessity of using modern forms of regional industry organization. Consequently, it is explained the essentiality of structural changes, development of financial intermediation, investment in infrastructure and regional integration with the purpose of increase the level of regions interconnection and access to foreign markets. The purpose of the research is to define priority activities of the economic growth as well as measures focused on improvement of state management concerning sustainable industry development in Mongolia. To this effect there are used monographic and economic statistic research methods. It is concluded that relating to definite countries and regions taking into account the peculiarities it is advisable to explore the system of indexes, capable of measuring the results (and estimating efficiency) of sustainable development of economics industries. Thus, economic growth in Mongolia is possible only as a subject to partnership relations with the countries that have innovation technologies, know-how and attracting finance from foreign investors. Thereupon sustainable development of Mongolian industry, including mining industry depends on such factor as a possibility of application of the high technology in traditional economic activity, digital transformation of the industry, increase of human capital, environmental conditions. There are defined the conditions of realization of sustainable development strategy of Mongolian industry, for example forming territorial innovation industrial clusters and assuring effective cooperation between government, business and society at the regional level. There are proposed the measures regarding improvement of institutional environment of Mongolian industry. There are specified the tasks necessary to be solved for the purpose of setting the regions of industrial development and complex industrial planning.

<p>The purpose of this study was to analyze per capita availability of foodgrains and agriculture system of India. The  agriculture is the backbone of our country, but recently the growth of Indian economy the share of agriculture in GDP has declined over the years and even today’s productivity of some agricultural products are declining in high extent, if compared with like the USA and China and other countries,as well,the present paper is a new attempt to focus on the dichotomy of excess foodgrain production and large-scale subsidized food distribution on the one hand, and huge wastage and millions of hungry families on the other. As well as, it clearly focuses on the issues that Indian government has not given adequate attention to the storage and transportation of foodgrains during the last three decades or so. At this point, the government is caught between huge foodgrain stocks and the states inability to absorb them. India’s agricultural sector is surprisingly fragmented when compared with other countries.</p>

The article presents the author's vision of the actuality and factors of development of the Ukrainian economy agrarian sector; it outlines the differences and the influence of the variance and variability of these factors. The role of the concept of sustainable development in relation to the tendencies of adaptation and self-management of structural and functional elements of the agrarian system is indicated. The separate trends of the agrarian sector development in Ukraine in the form of variant are considered. The peculiarities of structural distribution of agrarian production in Ukraine are established. The importance of agricultural producers choosing as a factor of branch and structural changes, the role of partnership with stakeholders are noted. The complexity of modeling of production and socioeconomic processes in agrarian sector of the national economy in conditions of uncertainty and risk, which should be based on the games theory, simulation models, fuzzy set theory, neural networks, are shown. Predictable scenarios of agrarian development are suggested. The strategies of further development of the national economy agrarian sector are proposed.

Large-scale mining disturbs wide areas of land. The development program for the mining industry, with an expected considerable increase in production output, aggravates the problem with even vaster territories exposed to the adverse anthropogenic impact. Recovery of mining-induced ecosystems in the mineral-extracting regions becomes the top priority objective. There are many restoration mechanisms, and they should be used in integration and be highly technologically intensive as the environmental impact is many-sided. This involves pollution of water, generation of much waste and soil disturbance which is the most typical of open pit mining. Scale disturbance of land, withdrawal of farming land, land pollution and littering are critical problems to the solved in the first place. One of the way outs is highquality reclamation. This article reviews the effective rules and regulations on reclamation. The mechanism is proposed for the legal control of disturbed land reclamation on a regional and federal level. Highly technologically intensive recovery of mining-induced landscape will be backed up by the natural environment restoration strategy proposed in the Disturbed Land Reclamation Concept.
