Abstract: Zakat is intended to empowering the mustahik and improving their living standard. For this reason, the Islamic economic system through zakat is believed as one of  solution to overcome social gap and inequalities. Qualitative descriptive research is used to reveal Zakat Law Number 23 of 2011 drafting as Law Number 38 of 1999 replacement; and al-Maqashid al-Shari'ah as analysis approach. The high poverty rate, the great potential of zakat, and the responsibility of the State promote the “productive zakat” in form of scholarships, venture capital, and other forms are inevitably, while distributing the fund to the eight asnaf as stated in Al Qur'an Surah At-Taubah verse 60.Abstrak: Sistem ekonomi Islam melalui zakat merupakan solusi untuk menanggulangi kesen­jangan sosial yang akan berakibat pada kecemburuan sosial, konflik sosial, bahkan sampai revolusi sosial. Pengelolaan zakat yang baik mendistribusikan dana zakat tidak bersifat konsumtif tetapi secara produktif baik dimensi ekonomi, pendidikan, bahkan sarana sosial lainnya sehingga mustahik mampu mengembangkan dana zakat yang diteri­­ma guna meningkatkan taraf kehidupannya. Penelitian deskriptif kualitatif diguna­kan untuk mengungkapkan kejadian atau fakta proses pembuatan undang-undang nomor 23 tahun 2011 sebagai perubahan dari undang-undang nomor 38 tahun 1999. Sedangkan untuk menganalisis digunakan pendekatan al-Maqashid al-Syari’ah. Angka kemiskinan yang tinggi dan potensi zakat yang besar serta tanggungjawab Negara dalam hal itu menjadikan pengelolaan zakat secara produktif seperti dalam bentuk beasiswa, permodalan, pemberian alat-alat produksi dan sebagainya adalah hal yang niscaya dengan tetap mendistribusikannya tidak keluar dari delapan asnaf yang tertuang dalam Al-quran surat At-Taubah ayat 60.

This research paper is an investigation of providence of social security to human beings by Islam, also deals with support and security of Islamic economic system for human beings. Islam provides a complete solution to the problems faced by human beings in day to day life. In Islamic society, each and every person will get their basic needs. The one who is disable  or having illness (physical or mental), will be getting its basic needs. The second Caliph, Hazrat Umar (RA) saw an old Jew beggar, who was begging in the market, he called upon him and issued a monthly stipend. Hazrat Umar (RA) knew the responsibility of the state to provide him basic needs, further He state that the beggar had already paid to the state when he was young. Although, it is the duty of the state to ensure the basic needs of the people/citizen of state. Islam, also, encourages the individuals of the society to play their roles for the sustainability of equal system. The Quranic verses stresses on the responsibility of individual and state. The present world meet the misery of the people in nineteenth century while Islam had given born right to every human being, fourteen centuries ago. Islam has a fixed amount (specific amount of gold, silver, cattle and cash) of Zakat which has to be paid by the rich people to the state. In addition, the state will provide Zakat to the deprived people of the society.

Sistem ekonomi merupakan sistem yang digunakan dalam sebuah negara untuk mengatur dan mengelola semua bentuk aktivitas ekonomi, sehingga dengan berlakunya sebuah sistem ekonmi ini, negara dapat memaksimalkan perannya dalam mengelola dan meningkatkan segala sumber daya yang dimiliki. Tulisan ini mencoba untuk membandingkan sebuah sistem ekonomi Islam dengan sistem ekonomi kapitalis yang keduanya memiliki perbedaan yang sangat mencolok ketika diaplikasikan dalam aktivitas bisnis. Hasil kajian menyimpulkan bahwa sistem ekonomi Islam mengemban visi homo Islamicus yang memandang manusia sebagai kholifah di muka bumi yang diberi kemampuan oleh Allah untuk mengelola bumi beserta isinya dengan baik dalam memenuhi kebutuhannya sendiri dan orang di sekitarnya dengan tujuan memberikan keseimbangan antara individu, masyarakat dan negara, sehingga pengaplikasiannya dalam aktivitas bisnis adalah economic value of time atau nilai ekonomi adalah waktu. Sedangkan sistem ekonomi kapitalis mengemban visi homo economicus yang memandang manusia sebagai makhluk ekonomi dengan sistem yang bertujuan untuk meraih keuntungan sebesar-besarnya dengan modal yang kecil, sehingga pengaplikasiannya dalam aktivitas bisnis adalah time value of money atau nilai waktu adalah uang. (An economic system is a system used in a country to organize and manage all forms of economic activity, so that with the enactment of an economic system, the state can maximize its role in managing and improving all resources at its disposal. This paper attempts to compare an Islamic economic system with a capitalist economic system, both of which have very striking differences when applied in business activities. The results of the study concluded that the Islamic economic system carries a vision of homo Islamicus who views humans as kholifah on earth who is given the ability by Allah to manage the earth and its contents well in meeting its own needs and those around it with the aim of providing balance between individuals, communities and the state, so that its application in business activities is economic value of time or economic value is time. While the capitalist economic system carries a homo economicus vision that views humans as economic creatures with a system that aims to achieve maximum profits with small capital, so that its application in business activities is time value of money or time value is money).

Abstract;                      Nurul Hikmah, (2019). Teacher performance class in organizing and developing learning devices in the state SDN KIP Maccini Makassar. Guided By Syarifuddin Cn Sida and Idawati.This study aims to study the performance of the teachers in developing and expanding learning devices in the state SDN KIP Maccini Makassar. This type of research uses qualitative descriptive research methods. The location in this research is the state elementary school KIP Maccini Makassar. The types of data in this study are primary data obtained directly from the informant and secondary data in the form of documents relating to the issues and the research reports. The instruments in this research are own researchers and supporting data collection tools are interview guidelines. Based on the results of the study that the performance of teachers certified by SDN KIP MACCINI in the planning of learning received an average score of 18.32 in the category quite effective. The assessment showed that teachers certified by SDN KIP MACCINI were well-performing in the planning of learning. Keywords: teacher performance; Learning devices

The aim of this research was to determine and understand the royalty fees for retail store franchise business in the perspective of Islamic economic law in the city of Makassar. This research was a type of qualitative descriptive research (non-statistical) using normative, phenomenological, and sociological approaches. Findings of this research revealed that: First, the franchise of company X with its franchisee was in accordance with the Islamic law, there was no element of fraud in terms of contracts and agreements which was implemented in transparency. While, the franchise of company Y and its franchisee, there were different perceptions of policies related to the contract and franchise agreement, namely the absence of a written signing so that it was not in accordance with sharia, but both parties agreed on considerations and amendment policies that made specifically by the franchisee. Second, the implementation of royalty fees between the two companies had been carried out in transparency. The difference of both companies and their franchisees was from the policy of late payment of royalty fees. Company X and its franchisee used a maximum three-month deadline with an interest system, this was not adjusted to Islamic law because interest includes usury. Then, company Y and its franchisee would absolutely not use the delay system policy, because the royalty fee would automatically be deducted from the franchisee's cashback by purchasing products at Company Y.

The current utilization of digital services especially in finance sector among the productive age communities is increasing. Mobile money utilization and the implementation of a digitalization system in the financial sector are expected to increase financial inclusion. By increasing financial inclusion, the poverty rate is also expected to be reduced. Buleleng Regency is one of regency in Bali Province, Indonesia which has a high poverty rate. It is necessary to increase financial inclusion through mobile money usage. However, it is also necessary to increase consumer protection to support this digitalization. This research aims to determine the effect of mobile money usage on financial inclusion with digital consumer protection as a mediator in productive age communities in Buleleng Regency, Bali, Indonesia. The population of this research consists of 439,400 people from productive age group in Buleleng Regency, Bali, Indonesia. This research used a non-probability sampling technique with the total of 477 samples. This research applies the Sobel test, Baron and Kenny’s mediation analysis, and the PROCESS method by Hayes. The results of this study show that digital consumer protection partially mediates the effect of the mobile money usage on financial inclusion in Buleleng Regency, Bali, Indonesia. Based on the results of this study, it is suggested to regulators and related agencies in Indonesia to show more attention about the safety factors of mobile money users by strengthening consumer protection in terms of both regulation and the system reliability. Furthermore, it is also necessary to develop education programs on how to manage finance properly by using mobile money in order to improve people’s welfare.

Abstract The condition of fishermen’s households that are less food secure can be triggered by poverty. As a developing country, Indonesia still has a fairly high poverty rate of 34.96 million people, of which 63.47% are people living in coastal areas. According to the Food Consumption Survey of Lampung in 2017, 2018, and 2019 conducted by the Food Security Agency of Lampung Province, it is known that the amount and level of energy consumption of fishery households in Bandar Lampung City has decreased from 1,815.1 kcal/cap/day or by 93, 1% in 2017 to 1,666.4 kcal/cap/year or 84.0% in 2018, and decreased again to 1,568.0 kcal/cap/day or 75.1% in 2019. This study aims to analyze the level of food security of fishermen’s households in and the level of energy and protein adequacy of fishermen’s households in Teluk Betung Selatan District. This research was conducted in Teluk Betung Selatan District, Bandar Lampung. The research was conducted on March to July 2021. The sample of fishermen in this study was 50 fishermen from 1,207 fishermen in Teluk Betung Selatan District. Sampling was done by simple random method. The results of this study are (1) the food security of fishermen’s households in Teluk Betung Selatan District is mostly in the food security category (78%), while the remaining 22% are in the food insecurity category; (2) the level of energy adequacy of fishermen’s households in Teluk Betung Selatan District is mostly in the poor category (52%), but the level of protein adequacy is mostly.

Neglected parasitic diseases are a group of infections currently considered as a worldwide concern. This fact can be attributed to the migration of these diseases to developed and developing countries, associated with therapeutic insufficiency resulted from the low investment in the research and development of new drugs. In order to overcome this situation, bioprospecting supports medicinal chemistry in the identification of new scaffolds with therapeutically appropriate physicochemical and pharmacokinetic properties. Among them, we highlight the nitrogenous heterocyclic compounds, as they are secondary metabolites of many natural products with potential biological activity. The objective of this work was to review studies within a 10-year timeframe (2009- 2019), focusing on the pharmacological application of nitrogen bioprospectives (pyrrole, pyridine, indole, quinoline, acridine, and their respective derivatives) against neglected parasitic infections (malaria, leishmania, trypanosomiases, and schistosomiasis), and their application as a template for semi-synthesis or total synthesis of potential antiparasitic agents. In our studies, it was observed that among the selected articles, there was a higher focus on the attempt to identify and obtain novel antimalarial compounds, in a way that an extensive amount of studies involving all heterocyclic nitrogen nuclei were found. On the other hand, the parasites with the lowest number of publications up until the present date have been trypanosomiasis, especially those caused by Trypanosoma cruzi, and schistosomiasis, where some heterocyclics have not even been cited in recent years. Thus, we conclude that despite the great biodiversity on the planet, little attention has been given to certain neglected tropical diseases, especially those that reach countries with a high poverty rate.

Korea’s elderly poverty rate remains very high. The fact that a society long governed by the Confucian idea of respect for the elderly has a high elderly poverty rate is ironic. This paper reveals the causes of the exceptionally high poverty rate of the elderly in Korea. Significant reductions in the birth rate and the rapid aging of the population have fueled reductions in private transfers from adult children to elderly parents. Efforts to strengthen the public transfer system have not kept pace with reductions in private transfers in relieving elderly poverty. Korea’s experience provides policy implications to developing countries.

Da'wah can be done with various strategies according to the state of mad'u. Management in the organization is structured in such a way that da'wah activities run well and according to purpose. The Qur'an Tafsir Council (MTA) is one of the da'wah institutions that carry out its da'wah with various methods, one of which is through television media among other da'wah media. MTA TV presents various da'wah programs in accordance with the vision of the MTA institution. The purpose of this study is to see how the MTA propaganda strategy through television is also side by side with other media. The author uses a qualitative descriptive research method. The findings of this study indicate that MTA through MTA TV can carry out their da'wah effectively because they are able to reach a wider audience. MTA TV is also able to adapt to the times so that this channel can survive, in addition to utilizing social networks that are in great demand by the public. However, on the other hand, the audience of listeners is still limited among Muslims who are members of this da'wah institution and the variety of programs is not so diverse.

A crucial problem faced by Indonesia is its high poverty rate. One of the redistribution instruments that can be used to reduce poverty is zakat. The zakat potential of Pati Regency, Indonesia in 2016 was approximately Rp 20 billion, but the funds collected only amounted to around 9 percent of this figure (Rp 1.8 billion). This statistic shows that the management of zakat is not optimized, both in terms of its collection and distribution. This study aims to evaluate the performance of zakat practices, and the influenceof zakat on the welfare of mustahik (recipients of zakat) in Pati Regency, Indonesia. The research was conducted by means of a survey of 100 households of mustahik and interviews. The sampling method that used in this research was purposive sampling technique. Analysis of the result was undertakenusing by National Zakat Index (NZI) and Muti-Stage Weight Index Method. The result of this research show that the performance of zakat practices in Pati Regency is in the “less good” category with an index value of 0.392.
