The background of this research is based on the access of people in Sambas Regency, West Kalimantan Province who know and read the bulletin of Al-Islam published by Hizbut Tahrir Indonesia (HTI). It’s happen because the Bulletin Al-Islam is widely circulated in mosques in Sambas District. The purpose of this research is to know the publishing management of bulletin Al-Islam issued by HTI of Sambas Regency. This research uses qualitative method with field research and using case study. The results of this study are firstly the topic of news prioritized by editors of Al-Islam bulletin is the news that is discussed by reader of Sambas Regency. Secondly, the editorial frames of language and facts are in line with the perceived by the readers, as a result it is personal interaction between the bulletin and the readers. Thirdly, the editor frames the bulletin for gaining intention and response of the event so the local governments could make policies that can realize the concept of Khilafah Al-Islamiyah through the local regulations. Latar belakang penelitian ini didasarkan pada banyaknya masyarakat Kabupaten Sambas Provinsi Kalimantan Barat yang mengetahui dan membaca buletin Al-Islam yang diterbitkan oleh Hizbut Tahrir Indonesia (HTI). Ini terjadi karena Buletin Al-Islam banyak beredar di masjid-masjid di Kabupaten Sambas. Untuk itu penelitian ini ingin mengetahui bagaimana manajemen penerbitan buletin Al-Islam yang diterbitkan HTI Kabupaten Sambas. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian field research dan menggunakan pendekatan studi kasus. Adapun hasil dari penelitian ini di antaranya pertama, topik berita yang diprioritaskan redaksi buletin Al-Islam adalah berita yang sedang hangat dibahas masyarakat Kabupaten Sambas. Kedua, redaksi membingkai bahasa dan fakta yang sesuai dengan yang dirasakan masyarakat sehingga terjadi interaksi personal antara buletin dan pembaca. Ketiga, redaksi membingkai buletin dengan maksud memberikan sebuah tanggapan dalam peristiwa yang terjadi agar pemerintah daerah membuat kebijakan yang dapat mewujudkan konsep khilafah Al-Islamiyah melalui peraturan-peraturan daerah.

As an alternative education institution which is known as opened publicly, that not all people can access this institution because of cultural and psychological obstacles for people who has special needs. While in the fact, people’ intention is getting higher towards this Institution. This research aims to describe people’s pesantren as the base of collaborative-cultural movement between common people (abangan) and santri in order to change black-world tradition into people-based santri tradition. Through field research or case study using social definition paradigm-qualitative method, observation data collecting technique, interview and documentation, this research reveals that pesantren al Amin is a collaborative cultural realm which is very effective in making common people and santri from poor-marginal area into people-based performance of santri, local wisdom–based with multy strategic- approach of empowerment as sunan Kalijaga’s preaching model in spreading Islam in Java island. Pesantren merupakan basis pendidikan Islam dan pewaris tradisi keislaman tertua di Indonesia. Sebagai lembaga pendidikan alternatif yang dikenal terbuka, namun tidak semua masyarakat bisa mengakses pesantren yang disebabkan hambatan kultural dan psikologis bagi kelompok masyarakat yang berkebutuhan khusus. This study aims to describe, analyze and assess exhaustively the implementation of institutional arrangement and the placement of local apparatus resources in the expansion area as well as the conflict of interest in the arrangement of regional institutions and placement of local apparatus resources and settlement of conflict of interest in regional institutions arrangement and the placement of local apparatus resources in the expansion area Pangandaran District. This study applies case study approach as qualitative method by interviewing eight participants (see Appendix 1) that are involved in regional expansion from various occupations. The gap of this study is the existence of the conflict of interest in the institutional arrangement and apparatus placement resource in the new regional expansion. This study found that there is a conflict association that caused the lack of development in regional expansion. The resolutions were as follows: (a) Establishment of a joint forum on a regular basis between the regent, council presidium and community leaders to discuss the plan and program areas. (B) The Regent accommodates the council presidium proposal, and put the appropriate and qualified officials. (C) Improve the performance of the region and increase cooperation in order to avoid misunderstanding by the local governments. Theoretically, this study is hoped could strengthen the conflict theory in the new district of regional expansion. On the other hand, the government’s role is hoped in arranging and managing the institution as well as apparatus resource in regional expansion by inventing the laws and policies to execute it.

During the 1990s, a conventional wisdom emerged, based on literature going back decades, that political decentralization might be among the most effective forces for democratization. If ordinary people could participate in autonomous local governments, democracy would be built from the ground up, ultimately shaping the entire political system. Once decentralization reforms were implemented across the world, however, the results were disappointing. Authoritarianism not only thrived at the local level, it could also undermine democratization at the national level. Thus, local-national transference still held, but sometimes as a poison. In this context, the case of post-Soviet Kyrgyzstan is an anomaly. Here, the relative success of political decentralization—rather than its failure—nevertheless failed to spur democratization at the national level. I argue that this is because decentralization allowed national authorities to appease international donors while they consolidated their own power. Moreover, while decentralization empowered local communities, it did so in ways that personalized local authority and pitted local and national authorities against one another, resulting in intense localism and antagonistic center-local relations that undermined any democratic transference. The case study findings are based on ten months of field research, which includes interviews with local and national officials, ordinary villagers, and representatives of NGOs and international organizations.

<p class="15bIsiAbstractBInggris"><em>Talking about character education, the current condition is difficult to implement character values which are usually carried out directly in schools with teachers. It takes technology-based learning media to be able to apply the process of religious character education with a remote process with the position of students from home. The purpose of writing in this study is to find out the implementation of religious character education through technology-based learning media with deepening efforts from the results of field research on the object of research that will describe the implementation steps. The method used is a qualitative method with a case study approach. Religious character education during distance learning needs to consider the process of implementing activities that support it as well as media that is easily accessible by students. The results of this study are efforts in implementing the implementation of character education must still be done even from home with direction from teachers at school and in collaboration with parents at home. Technology-based learning media that are applied to the implementation process are YouTube Google Classroom, Google Form, Google Sites, and WhatsApp.</em></p><p class="15cKeywordsBInggris"> </p><p class="16aJudulAbstrak"><strong>Abstrak</strong></p><p class="16bIsiAbstrak">Berbicara mengenai pendidikan karakter memang kondisi saat ini sulit rasanya pengimplementasian nilai karakter yang biasanya dilakukan secara langsung di sekolah bersama para guru. Dibutuhkan media pembelajaran berbasis teknologi untuk dapat menerapkan proses pendidikan karakter religius dengan proses jarak jauh dengan posisi peserta didik dari rumah. Tujuan penulisan dalam penelitian ini yaitu ingin mengetahui pengimplementasian pendidikan karakter religius melalui media pembelajaran berbasis teknologi dengan upaya pendalaman dari hasil penelitian lapangan pada objek penelitian yang akan dilakukan pendeskripsian langkah pengimplementasiannya. Metode yang digunakan adalah metode kualitatif dengan pendekatan studi kasus. Pendidikan karakter religius pada masa pembelajaran jarak jauh perlu dipertimbangkan proses penerapan kegiatan yang menunjangnya serta media yang mudah diakses oleh peserta didik. Hasil dari penelitian ini adalah Upaya dalam menerapkan pelaksanaan pendidikan karakter harus tetap dilakukan meskipun dari rumah dengan arahan dari guru di sekolah dan kerja sama dengan orang tua di rumah. Media pembelajaran berbasis teknologi yang diaplikasikan pada proses pengimplementasian adalah Youtube, Google Classroom, Google Form, Google Sites dan WhatsApp.</p>

Individuals frequently speak English differently depending on their native language or the society they live in. A primary goal of our research is to learn more about the unique linguistic characteristics of the Indonesian people. This study aims to discover the language variation of English used by Indonesian tourist guides. Researchers used library and field research to perform the analysis. The researcher gathered data by recording, transcribing, and categorizing it in three separate processes. Furthermore, the researchers utilized a descriptive qualitative method to examine the usual linguistic features of English used by the tour guide. According to the findings of this study, the code choice of the three tour guides is relatively comparable. They used some particular lexical, namely actually, so, this is I and ‘and then’ In addition, they perform code-switching and code-mixing. AbstrakPenelitian ini mengemukakan tentang analisis kualitatif Penyaluran Kredit/Pembiayaan Bank. Dengan fokus masalah yaitu bagaimana penyaluran pembiayaan Tujuan penelitian ini adalah memperoleh data tentang bagaimana penyaluran pembiayaan. Jenis penelitian ini adalah penelitian lapangan (field research) yang bersifat studi kasus dengan menggunakan pendekatan kualitatif deskriptif dan proses penyimpulan hasil penelitian dengan  cara berfikir induktif, metode  yang  digunakan  ialah  metode  kualitatif  yaitu  strategi meneliti yang lebih banyak memanfaatkan dan mengumpulkan informasi secara mendalam ter­hadap fenomena yang diteliti. Analisis ini dilakukan dengan cara menelaah dan mengkaji secara mendalam terhadap data yang didapat, sehingga diperoleh kesimpulan yang dapat dipertanggungjawabkan dalam kajian ilmiah. Berdasarkan hasil penelitian di lapangan penyaluran pembiayaan yang dilakukan sudah sesuai dengan prosuder yang ada yaitu berdasarkan peraturan dan ketentuan yang sudah di tetapkan oleh Bank yaitu setiap nasabah yang datang ke bank untuk meminta pembiayaan harus memenuhi semua persyaratan dari Bank.Kata Kunci: Penyaluran, Pembiayaa, Ekonomi Lemah AbstractThis research proposes about qualitative analysis of Credit Distributi / Bank Financing. With the focus of the problem is how the distribution of financing The purpose of this study is to obtain data on how financing disbursement. This analysis is done by reviewing and examining deeply to the data obtained, so that obtained conclusions that can be accounted for in scientific studies. Disaster information is an important factor in disaster management efforts, including in West Java. It helps officers and the community to immediately anticipate disasters that may occur. Journalists are among those who play a role in disseminating disaster information. This study aims to describe disaster information cycle model of West Java television journalists in obtaining and disseminating disaster information with the help of technology to increase the speed. This research applies a qualitative method, namely a case study to describe a usage model of disaster information seeking which is uniquely influenced by the developments in information technology. Data collection is carried out through observation, interviews, and documentation. This study finds that smartphone technology contributes to the dissemination of disaster information by television journalists through providing access to social media, online media, and information in group chats. There is an interrelated flow of information between journalists, television editors, local governments, officials and the community. Participation of public and journalists in obtaining and disseminating disaster information helps the government and officers to find out the real conditions of disaster locations and how to handle them.

In this paper, the authors explain how language usage can affect human resource performance. They do that by explaining how language can be used in different institutions. Authors provide their explanations by referring to Bududa Local district government. The study's objectives were to explain the importance of human resources in organisations and the usefulness of language usage in human resource performance. The research problem is that in Uganda, language usage has not been emphasised so much as a key element in human resource performance. In this study, the researchers used a case study and field research designs. By using this particular research design, they interviewed only a few people and the results were used to represent the whole District. The researchers used the staff in different departments as their respondents following their experience. The researchers tallied the data and gave the frequency of each role of language usage in human resource performance. After tallying the data, the results were presented by the use of tables. The study's findings are as follows: promoting unity among the employees, promoting love among the employees, giving employees the zeal to do the work, making the employees develop the spirit of belonging, and developing a collective responsibility spirit.

The purpose of this research is to analyze and describe the implementation of academic supervision of madrasah principals as supervisors, obstacles and solutions offered in the implementation of academic supervision, and the implications of the academic supervision activities. This research was carried out through field research using a qualitative method and a phenomenological approach to a multi-site case study. Data mining techniques are observation, interview and documentation. Data analysis is through reduction, display and verification, while data validity is tested through perseverance of observation and triangulation. The results of this thesis study show that: 1) The urgency of the implementation of adakamic supervision by the heads of madrasas KKM members in improving pedagogical and professional competence of MI Riadlul Jannah NW Penjor as a KKM program departs from the results of the analysis of the need to improve teacher professionalism. This is also reinforced by a number of inhibiting factors experienced by teachers in the process of learning activities in class. 2) The implementation of the academic supervision of madrasa principals through role exchange techniques in enhancing the pedagogical and professional competence of MI Riadlul Jannah NW Penjor teachers is done through planning, implementing and evaluating activities. 3) Implications for the academic supervision of madrasa head of role-changing techniques for MI Riadlul Jannah NW Penjor are broadly divided into two parts, namely the beneficial implications for the development of institutions or madrassas providing supervision, and also the positive implications for teachers in developing pedagogical and professional competencies. Tujuan diadakannya penelitian ini untuk menganalisis dan mendeskripsikan tentang implementasi supervisi akademik para kepala madrasah selaku supervisor, hambatan dan solusi yang ditawarkan dalam pelaksanaan supervisi akademik, dan implikasi dari kegiatan supervisi akademik tersebut. Penelitian ini dilaksanakan melalui kajian di lapangan (field research) menggunakan metode kualitatif dan pendekatan fenomenologis studi kasus multisitus (multysite case study). Penggalian data dengan teknik observasi, wawancara dan dokumentasi. Analisis data melalui reduksi, displai dan verifikasi, sedangkan uji keabsahan data melalui ketekunan pengamatan   dan   triangulasi.  Hasil   penelitian   tesis   ini   menunjukkan  bahwa: 1) Urgensi pelaksanaan supervisi adakamik oleh para kepala madrasah anggota KKM dalam peningkatan kompetensi pedagogik dan profesional guru MI Riadlul Jannah NW Penjor sebagai sebuah program KKM berangkat dari hasil analisis kebutuhan peningkatan profesionalisme guru. Hal ini diperkuat juga dari sejumlah faktor penghambat yang dialami oleh guru dalam  proses  kegiatan  pembelajaran di kelas. 2) Implementasi supervisi akademik kepala madrasah melalui teknik tukar peran dalam peningkatan kompetensi pedagogik dan profesional guru MI Riadlul Jannah NW Penjor dilakukan melalui  kegiatan  perencanaan,  pelaksanaan   dan   evaluasi. 3) Implikasi supervisi akademik kepala madrasah  teknik tukar peran bagi MI Riadlul Jannah NW Penjor secara garis besar terbagi menjadi dua bagian yaitu implikasi yang bermanfaat bagi pengembangan lembaga atau madrasah penyelenggara supervisi, dan juga implikasi positif bagi guru dalam mengembangkan kompetensi pedagogik dan kompetensi profesionalnya.

The purpose of this study was to determine the kyai leadership style in developing the majelis taklim Islamic Boarding School Ar-Rahmah Sleman Yogyakarta. This study uses a qualitative method using descriptive analysis. At the same time, this type of research approach is a case study or field research oriented towards collecting data in the field. Data collection techniques were carried out using observation and interviews. The observation is used to determine the ongoing program of activities, leadership styles and activities with members of the majelis taklim. At the same time, interviews were conducted with 20 informants from the board of foundations and members of the majelis taklim. The results showed that the Kyai leadership style in developing the majelis taklim Islamic Boarding School Ar-Rahmah Sleman Yogyakarta uses a democratic leadership style with indicators that include: The leader makes plans together with members, evaluates ongoing programs, decision making is carried out based on deliberation, respecting the ability or potential of members, the familiarity of the leader with the members without any distance like siblings, having good communication, being able to provide motivation, provide protection, input, guidance, and direction to members to carry out their duties better.
