The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures

The problem in this study is that there are still: employees who do not comply with working hours, do not carry out morning apples, leave work hours for personal gain, and lack awareness in using working hours optimally. The purpose of this study was to determine the implementation of the policy and to find out the factors that influence the discipline of civil servants at the West Java Provincial Independent Training Center. The research method used is descriptive qualitative method. The instrument of this research is the researchers themselves while the research informants are Civil Servants at the Independent Training Center of West Java Province. Data obtained through observation, interviews, documentation, and literature study using data analysis techniques according to Miles and Huberman. In this study, researchers used the George Edward III model policy implementation theory. The results of the study show that the Policy Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. Supporting factors in implementing this policy are facilities and infrastructure, the existence of awards and incentives, and clear Standard Operating Procedures (POS). While the inhibiting factors are the low intensity of socialization, as well as human resources and readiness in implementing disciplinary regulations are not sufficient.

Abstract: This research is about Implementation of Integrated Administrative Service Program of Sub-District (PATEN) in Purwokerto. This research was conducted in four sub-districts in Banyumas District, North Purwokerto Sub-district, South Purwokerto Sub-district, Purwokerto Timur Sub-district and West Purwokerto Sub-district. This research uses explanatory quantitative approach. The policy implementation model used in analyzing the implementation of PATEN is the model proposed by George C. Edward III. This model explains that there are four variables that play a role in achieving successful implementation of communication, resources, disposition and bureaucratic structure. The results showed that the success rate of implementation of PATEN is in the medium category. In general, PATEN has helped to bring the public services to be more accessible, but still has constraints and needs needed to be overcome. One aspect that is needed to be improved is the resources owned by each District Office because it causes the PATEN implementation in each sub-district to not run consistently. While communication, resource, disposition and bureaucratic structure are found to have positive relationship and significant influence on successful implementation of PATEN both individually and collectively.Keywords: Integrated Administrative Service Program of Sub-District, Policy implementation, Public policy

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.

Abstract Prior to the enactment of Law Number 5 of 2014 that concerning regulate State Civil Apparatus, filling in positions was not conducted openly, but rather featured superior privileges. After the birth of Law Number 5 Year 2014, open promotion has become one of the levers of the success of bureaucratic reform, this system is expected to prevent the politicization of bureaucracy, practicing of collusion, corruption and nepotism. Through open promotion, it will create a good system in the career of civil servants. Even though until now, it is imperative to carry out new open promotions at high leadership positions. The purpose of this study is to examine and analyze how the implementation process of open selection Pratama High Leadership Position for civil servants in the framework of bureaucratic reform in the Human Resources and Human Resources Development Agency of Sumedang Regency, West Java Province. The analytical tool in this study uses the implementation concept of George Edward III in Supriatna (2010: 175-176), there are 4 (four) variables in implementing a public policy, namely: “Communication, resources, disposition, and bureaucratic structure”. These four factors influence the success/failure of policy implementation. The research method is used qualitative research with descriptive methods and collecting data through observation and interview. The results of the research show that the implementation process has run quite well from the aspects of communication, aspects of resources, disposition aspects, and aspects of the bureaucratic structure but need to be maintained and improved again for the open selection process of the Pratama High Leadership Position in the framework of bureaucratic reform in Human Resources And Human Resources Agency Sumedang Regency, West Java Province. The low competency of employees in the management of regional property in the West Java Provincial Government is a challenge for the West Java Province's Human Resource Development Agency (BPSDM) in developing apparatus competencies through education and training. The research aims to find out how much influence the policy instruments (policy instrument) and policy implementation (policy implementation) have in developing employee competencies through the technical training curriculum for regional property management. This study uses descriptive analysis with a qualitative approach. The data was explored in the form of the implementation of the technical training curriculum for the management of regional property held at the Human Resources Development Agency (BPSDM) of West Java Province in 2018. Data and information collection methods were carried out through observation, interviews, and document review. The results of the study show that there were errors in policy instruments (policy instruments) and policy implementation in determining the technical training curriculum for the management of regional property. Policy instruments through the establishment of curriculum (learning objectives, training courses, media and learning methods) and policy implementation through the implementation of curriculum (teaching and learning process and assessment) have not been oriented to competency requirements in accordance with training competency/employee position standards. competency of education and training graduates is not optimal.Keywords: Development of competency-based, profesional, competency-based curriculum

Government Regulation No. 53 of 2010 Concerning Servants Discipline is the legal basis to ensure civil servants and can be made the basis for the preparation of State apparatus that is good and right. Within the Civil Service Police Unit Bogor itself often occur pelanggaranber relation to breaches of discipline of civil servants, such as doing things that can degrade the honor or dignity of the State, the Government, or Civil Servants in this case many civil servants are absent from duty as law enforcement, entering places that can pollute the honor or dignity of civil servants, except for the sake of office, but violations are frequent delays often occur in the office of civil servants and absent without information on working hours Based on this background and the many issues concerning the discipline of civil servants. The authors formulate the problem of how the implementation of regulations under PP PNS Discipline 53 of 2010 on the Civil Service Police Unit in the city of Bogor, how sanctions applied against civil servants who do not obey the rules of discipline of civil servants, under PP 53 Year 2010 on the Civil Service Police Unit Bogor. Obstacles that arise in the implementation of the Disciplinary Code of civil servants under PP 53 Year 2010 on the Civil Service Police Unit Bogor. Research methods and approach used in the study was descriptive, with respect to the subject matter to be discussed is associated with the practice in the field in order to solve a problem by collecting and analyzing the data. The results of the field which penlis get is that the Civil Service Police Unit Bogor has been carried out since the PP is applied, until now, only one case relating to violations of discipline that PNS. In connection with the sanction given by the Civil Service Police Unit Bogor related violations by PNS \ PP 53 in 2010. While the constraints on the field in the context of the discipline of civil servants within the scope of the Civil Service Police Unit Bogor authors see it because it is influenced by several factors, such as lack of infrastructure, lack of awareness of the civil servants concerned, the lack of device and the rules of discipline and lack of guidance that is given by the Civil Service Police Unit Bogor. The backround of vision policy implementation in this govermental development, was pushed by the duty of political elite leader for implementing their promise to societies through vision and mission presentation, so the power legitimation could be believed societies. This research explain about the implementation in developmental mission and vision Tidore Government during 2005-2010 years. More substansially, the aim that would be reached are to know the succes implementation model of George Edaward III, about communication, , resourch, bureaucratic structure and dissposition in making that vision and mission. Besides that, this thesis also want to study the policy implementation failure in Tidore developmental programe. The model that uses is Merille Gerindle model, foccused that an implementation is failure because two factors, namely: (1) it relates with the policy contents, (2) and, it relates with the public policy environment.Methode that used in this research is qualitative research model. The data analysis model, according to Miles Huberman in this research describing three analysis rank (1) data reduction, (2) data presentation, (3) Conclussion result. The research result showed that several field communication in implementing vision and mission like religion and indepence by self-regulating that exist or according with RPJMD developmental planning, , mass media, semiloka, form seminary, consolidation form, there is religion medium for civiz religious form. Resources are still lack, bureaucratic structural empowering is still weak. It insight by intervention behaviour and disfungtion between one part with the others.. Disposition is also still improved because low of commitmen, thrust, consistency in developmental implementation in Tidore Archipelago. Even the faile form policy implementation in order to make governmental programe indicates that policy makers and politital elite has big power to influence those implementation developmental programe implementation in Tidore Archipelago, because they determine the decission contents of those programes. The Reccomendations mjust be improved in implemanting Governemntal developmental’s vision and mission is to communicate those vission and and at the really foccus. The improvement of human resources by practice and education wiyth step by step system for state apparatus in Tidore Government. Redesign of bureaucratic structure has aims in order to make open system and design management system toward simple of bureaucratic structure and make many function. People need ability improvement with commitmen, trust, consistency for doing government duty, with consider policy contents and policy environmental contex in the field area.

This study aims to see the implementation of Government Regulation Number 53 Year 2010 about Government Apparatus Discipline in Kutai Kartanegara regency regarding the discipline on the use of working hours. Kukar district government has followed up this regulation by issuing Regional Regulation Number 46 Year 2013 about Enforcement of Civil Servants Discipline in Kutai Kartanegara regency. Based on interviews and questionnaires on the perception of civil servants in the Kutai Kartanegara regency, it can be concluded that in some local government units, the enforcement of rules related working hours disciplines have beenoptimized at the structural level, but still not up to the lower level. Understanding on the prohibitions of Government Apparatus Discipline has been predominantly known and understood by the majority of structural officials. Management to get permission to use work hours for personal use is still tolerable but has not been managed well, and additional revenue (TPP) were deemed to be highly related to the discipline of hours worked by employees and become a powerful instrument to encourage civil servants to be discipline and obeying the rules. Coaching employees to be able to behave professionally, improve capabilities and change his mind set against the additional revenue (TPP) and working hours.Keywords: Discipline, working hours , the Government of Kutai Kartanegara RegencyKajian ini bertujuan untuk melihat implementasi PP 53 No 2010 Tentang Disiplin Pegawai di lingkungan Pemerintah Kabupaten Kutai Kartanegara pada aspek kedisiplinan terhadap jam kerja. Pemkab Kukar telah menindaklanjuti PP tersebut dengan menerbitkan Perbup No 46/2013 tentang Penegakan Disiplin PNS di lingkungan Kabupaten Kutai Kartanegara. Berdasarkan hasil wawancara dan pengumpulan kuisioner terhadap persepsi dari PNS di Pemkab Kutai Kartanegara, disimpulkan di beberapa SKPD, penegakan disiplin terkait aturan jam kerja telah optimal pada tataran struktural, namun masih belum maksimal dilaksanakan hingga ke level bawah. Pemahaman terhadap larangan-larangan dalam aturan kedisiplinan telah secara dominan diketahui dan dipahami oleh sebagian besar pejabat struktural. Pengelolaan ijin terhadap penggunaan jam kerja untuk keperluan pribadi, masih ditoleransi, namun belum dikelola dengan baik dan TPP dianggap masih sangat berkaitan dengan disiplin jam kerja pegawai dan menjadi instrumen yang ampuh untuk mendorong pegawai taat pada aturan. Pembinaan pegawai agar mampu bersikap professional, meningkatkan kapabilitasnya dan merubah mind set-nya terhadap TPP dan jam kerja.Kata Kunci : Disiplin, Jam kerja, Pemerintah Kabupaten Kutai Kartanegara

This research aims to analyze the Implementation of ALPEKA Application Usage in the Management of BOS Fund in SD Negeri Se-Kecamatan Senapelan Pekanbaru City, which refers to: (1) Goals; (2) managers; (3) facilities and infrastructure; (4) Implementation; (5) Evaluation of the use of ALPEKA applications. Implementation of ALPEKA application is analyzed from: (1) communication, (2) resources, (3) executor attitude, and (4) bureaucratic structure, based on the policy implementation model according to Edward. This study used descriptive qualitative method. Data is taken through interviews, observation, and documentation.The results showed that: (1) Information received in the process of managing the BOS funds in SD Negeri as a sub-district senapelan Pekanbaru city has not been fully on time. (2) Resources, such as human resources, hardware resources, software resources and data management processes into information greatly assist the management of BOS funds. Because resources greatly affect the implementation of the use of ALPEKA applications in the management of BOS funds in SD Negeri in Senapelan sub-district Pekanbaru city. By using ALPEKA applications in the management of BOS funds will be more effective and efficient when compared with manuall.

<p><strong>ABSTRAK</strong><br />Ketahanan pangan di Indonesia masih mengalami berbagai masalah khususnya di daerah Jawa Barat.Mulai dari masalah persediaan pangan dan kemampuan daya masyarakat dalam menjangkau kebutuhan pangan. Ketahanan pangan bertujuan sebagai akses setiap rumah tangga atau individu untuk memperoleh pangan untuk keperluan hidup yang sehat dengan persyaratan penerimaan pangan sesuai dengan nilai-nilai atau budaya yang berlaku dengan mempertimbangkan kondisi sosial ekonomi, akses, dan ketersediaan pangan. Artikel ini menggambarkan kondisi ketahanan pangan di Jawa Barat sebagai pengaplikasian regulasi yang telah dikeluarkan oleh Pemerintah Daerah Jawa Barat. Penelitian menggunakan metode yuridis normatif yaitu metode penelitian dengan cara studi kepustakaan dengan mengumpulkan data sekunder yang terdiri dari bahan hukum primer, sekunder, dan tersier seperti peraturan perundang-undangan dan buku literature dengan spesifikasi penelitian bersifat deskriptif analitis. Hasil penelitian menunjukan bahwa strategi yang digunakan pemerintah daerh dalam mewujudkan ketahanan pangan belum ada perubahan yang signifikan terhadap hasil panen bahan pangan yang diperoleh di Jawa barat walaupun sudah ditetapkanya Peraturan Daerah Provinsi Jawa Barat Nomor 4 Tahun 2012 Tentang tentang Kemandirian Pangan Daerah dan regulasi lainya dalam hal kebijakan pangan.<br /><strong>Kata kunci:</strong> ketahanan pangan; pemerintah daerah; regulasi.</p><p><strong><em>ABSTRACT</em></strong><br /><em>Food security in Indonesia is still experiencing various problems, especially in West Java. Food security is intended as access for every household or individual to obtain food for the needs of healthy life with the requirements for receiving food in accordance with the values or culture in force taking into account socio-economic conditions, access and food availability. Therefore the researcher aims to describe the condition of food security in West Java as an application of regulations that have been issued by the West Java Regional Government. This research was compiled using the normative juridical method, namely the research method by means of literature study by collecting secondary data consisting of primary, secondary and tertiary legal materials such as legislation and literature books. The research specifications are descriptive analytical, namely describing and analyzing problems based on relevant legislation so that legal facts can be obtained in the community, then analyzed qualitatively normatively. The results showed that the strategy used by the government in realizing food security had no significant changes to food crop yields obtained in West Java even though the West Java Provincial Regulation Number 4 of 2012 had been stipulated concerning Regional Food Independence and other regulations in terms of food policy Starting from the problem of food supplies and the ability of the community to reach food needs.</em><br /><em><strong>Keywords:</strong> food security; regional government; regulation.</em></p>
