<p><strong>ABSTRAK</strong><br />Ketahanan pangan di Indonesia masih mengalami berbagai masalah khususnya di daerah Jawa Barat.Mulai dari masalah persediaan pangan dan kemampuan daya masyarakat dalam menjangkau kebutuhan pangan. Ketahanan pangan bertujuan sebagai akses setiap rumah tangga atau individu untuk memperoleh pangan untuk keperluan hidup yang sehat dengan persyaratan penerimaan pangan sesuai dengan nilai-nilai atau budaya yang berlaku dengan mempertimbangkan kondisi sosial ekonomi, akses, dan ketersediaan pangan. Artikel ini menggambarkan kondisi ketahanan pangan di Jawa Barat sebagai pengaplikasian regulasi yang telah dikeluarkan oleh Pemerintah Daerah Jawa Barat. Penelitian menggunakan metode yuridis normatif yaitu metode penelitian dengan cara studi kepustakaan dengan mengumpulkan data sekunder yang terdiri dari bahan hukum primer, sekunder, dan tersier seperti peraturan perundang-undangan dan buku literature dengan spesifikasi penelitian bersifat deskriptif analitis. Hasil penelitian menunjukan bahwa strategi yang digunakan pemerintah daerh dalam mewujudkan ketahanan pangan belum ada perubahan yang signifikan terhadap hasil panen bahan pangan yang diperoleh di Jawa barat walaupun sudah ditetapkanya Peraturan Daerah Provinsi Jawa Barat Nomor 4 Tahun 2012 Tentang tentang Kemandirian Pangan Daerah dan regulasi lainya dalam hal kebijakan pangan.<br /><strong>Kata kunci:</strong> ketahanan pangan; pemerintah daerah; regulasi.</p><p><strong><em>ABSTRACT</em></strong><br /><em>Food security in Indonesia is still experiencing various problems, especially in West Java. Food security is intended as access for every household or individual to obtain food for the needs of healthy life with the requirements for receiving food in accordance with the values or culture in force taking into account socio-economic conditions, access and food availability. Therefore the researcher aims to describe the condition of food security in West Java as an application of regulations that have been issued by the West Java Regional Government. This research was compiled using the normative juridical method, namely the research method by means of literature study by collecting secondary data consisting of primary, secondary and tertiary legal materials such as legislation and literature books. The research specifications are descriptive analytical, namely describing and analyzing problems based on relevant legislation so that legal facts can be obtained in the community, then analyzed qualitatively normatively. The results showed that the strategy used by the government in realizing food security had no significant changes to food crop yields obtained in West Java even though the West Java Provincial Regulation Number 4 of 2012 had been stipulated concerning Regional Food Independence and other regulations in terms of food policy Starting from the problem of food supplies and the ability of the community to reach food needs.</em><br /><em><strong>Keywords:</strong> food security; regional government; regulation.</em></p>

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.

This study aims to see the extent to which the West Java Regional Government applies a policy of rapid test drive thru located in Gedung Sate and Bandung City Hall. The rapid test drive thru technique is done inside the vehicle without having to get out of the vehicle. This research uses a qualitative method with a description model (event). Retrieval of data sourced from secondary data conducted through social media. This study aims to analyze the strategic management of regional government performance development Polewali Mandar. The type of data used in this study is quantitative and qualitative data. Data sources used are primary data and secondary data. The population in this study is the West Sulawesi provincial government apparatus, sampling using a purposive sampling method, with a sample that is the West Sulawesi Provincial Government apparatus. Analyzed data was performed using SPPS for Windows Version 20. The results of this study indicate that all proposed variables have a positive and significant influence on the performance of Polewali Mandar District Government employees, in this case showing that the strategy implemented by the government is very helpful in improving or developing employee performance. The results of the correlation of the three variables indicate that these three variables are still weak to be able to support employee performance improvement, so it is important to add variables or conduct research on variables that can still be used as a strategy to improve employee performance.

This paper aims to find out the communication patterns of the Nahdatul Ulama in Community Economic Development in West Java, in order to improve the welfare of the community, especially those that have received less attention from the government. In addition to strengthening the economy of the people, PWNU West Java also has a goal to foster and motivate religious life in the community as mad'u. As well as to find out the strategy of economic development which was proposed by the West Java PWNU and its implementation. The research method using the case study method with the type of research is qualitative and the Constructivism Paradigm. While the data source in the study is divided into two parts, namely primary sources and secondary data sources. The data collection method is obtained by observation, interviews, and documentation studies. The results of the study indicate that the pattern of organizational communication in the Management of the Region of Nahdatul Ulama in West Java is the Wheel Pattern. In this pattern the chairperson is a central position in which all West Java PWNU members provide information and reports to the general chairman and if there is a problem that urges the general chairman to consult directly to solve the problem by asking for advice and approval from the PWNU West Java advisory board. Regarding economic issues, the benefits of the West Java PWNU have begun. Because some economic activities are already underway. Even though it hasn't arrived at a satisfying stage, because it does require time that is not instant.Tulisan ini bertujuan untuk mengetahui pola komunikasi Nahdlatul Ulama dalam Pengembangan Ekonomi Umat di Jawa Barat, guna meningkatkan kesejahtraan masyarakat khususnya yang kurang mendapat perhatian dari pemerintah. Selain untuk memperkuat ekonomi umat, PWNU Jawa Barat juga memiliki tujuan untuk membina dan memotivasi masyarakat dalam kehidupan beragama sebagai mad’u. Serta mengetahui strategi pengembangan ekonomi yang di gagas PWNU Jawa Barat dan pelaksanaanya. Metode penelitian menggunakan metode studi kasus dengan jenis penelitian adalah kualitatif dan Paradigma Konstruktivisme. Sedangkan sumber data pada penelitian terbagi ke dalam dua bagian yakni sumber data primer dan sumber data sekunder. Adapun metode pengumpulan data diperoleh dengan cara observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pola komunikasi organisasi di Pengurus Wilayah Nahdatul Ulama Jawa Barat adalah Pola Roda. Dalam pola ini, ketua umum menjadi posisi sentral yang dimana seluruh anggota PWNU Jawa Barat memberikan informasi dan laporan kepada ketua umum dan apabila ada masalah yang penting, maka ketua umum dapat berkonsultasi langsung untuk memecahkan masalah dengan meminta saran dan persetujuan syuriah atau dewan penasehat PWNU Jawa Barat. Berkaitan dengan persoalan perekonomian, yang telah dilakukan PWNU Jawa Barat sudah mulai terasa manfaatnya. Karena beberapa kegiatan ekonomi sudah berjalan. Walaupun memang belum sampai pada tahap memuaskan, serta memerlukan waktu untuk tercapainya target yang ditentukan.

This study raised the title of the Analysis of Local Government Implementation Report (LPPD) in Bolaang Mongondow Utara Regency, North Sulawesi Province. The data collection technique was done by interviewing and literature study. The data analysis technique used is the Miles and Huberman model, namely data analysis which is carried out directly and continuously until it is complete, so that the data is saturated. Based on the results of the data research and analysis process carried out, it can be explained that in Article 16 of Government Regulation Number 6 of 2009 which is the implementation of Article 6 paragraph (3) of Law Number 32 of 2004 concerning Guidelines for the Evaluation of Regional Government Administration, it is stated that the source of information The main role in implementing the Implications of the Performance Evaluation of Regional Government Administration (EKPPD) is the Regional Government Implementation Report (LPPD). The LPPD itself, as stated in Law Number 32 Year 2005, states that regional heads are required to submit a Regional Government Administration Report (LPPD) to the central government. The scope of the LPPD is divided into matters of decentralization, general duties, and assistance tasks. This is stated in article 2 PP No. 3 of 2007 which contains the LPPD to the government, information on the LPPD to the public, reports on the accountability of the Regional Head to the Regional People's Representative Council (DPRD).

This Article aims to explain how the West Java Quick Response position in the West Java regional government system 2018-2020 as an auxiliary institution outside the main government institutions is a new problem in the West Java regional government system. This type of research is qualitative with descriptive type. Data collection techniques are observation, interview, and documentation. The number of informants are 11 people who are determined proportionally. The results showed that the position of West Java Quick Response in the local government system in West Java 2018-2020 by looking at the two principles of independent institution criteria, namely First, the Policy Principle, and second, the Tenure or not-Political Party Principle. It can be concluded that West Java's Quick Response position in the regional government system of West Java 2018-2020 is not only a supporting institution, which helps, and supports humanitarian and social tasks, as well as the political stability of the governor of West Java as the regional head. West Java Quick Response in addition to being an innovation in West Java regional government in an effort to realize Good Governance. Although the position JQR cause problem, but it is also an effective step in the politics of the governor of West Java in carrying out leadership as the regional head in the government of West Java.

The problem in this study is that there are still: employees who do not comply with working hours, do not carry out morning apples, leave work hours for personal gain, and lack awareness in using working hours optimally. The purpose of this study was to determine the implementation of the policy and to find out the factors that influence the discipline of civil servants at the West Java Provincial Independent Training Center. The research method used is descriptive qualitative method. The instrument of this research is the researchers themselves while the research informants are Civil Servants at the Independent Training Center of West Java Province. Data obtained through observation, interviews, documentation, and literature study using data analysis techniques according to Miles and Huberman. In this study, researchers used the George Edward III model policy implementation theory. The results of the study show that the Policy Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. Supporting factors in implementing this policy are facilities and infrastructure, the existence of awards and incentives, and clear Standard Operating Procedures (POS). While the inhibiting factors are the low intensity of socialization, as well as human resources and readiness in implementing disciplinary regulations are not sufficient.

Meskipun Indonesia telah mengenakan tindakan anti-dumping terhadap beberapa jenis produk baja, namun impor produk tersebut masih meningkat. Salah satu kemungkinan penyebabnya adalah importasi melalui produk yang dimodifikasi secara tidak substansial atau melalui negara ketiga yang tidak dikenakan tindakan anti-dumping, yang dalam perdagangan internasional umum disebut sebagai praktik circumvention. Studi ini ditujukan untuk membuktikan bahwa circumvention mengakibatkan tindakan anti-dumping atas impor produk baja Indonesia tidak efektif dan untuk memberikan masukan berdasarkan praktik di negara lain supaya kebijakan anti-dumping Indonesia lebih efektif. Circumvention dianalisis dengan membandingkan pola perdagangan antara sebelum dan setelah pengenaan bea masuk anti-dumping (BMAD) menggunakan data sekunder dari Badan Pusat Statistik (BPS) maupun Global Trade Information Services (GTIS). Hasil analisis menunjukkan adanya indikasi kuat bahwa circumvention mengkibatkan pengenaan tindakan anti-dumping impor produk baja di Indonesia menjadi tidak efektif. Oleh karena itu, sangat penting bagi Pemerintah Indonesia untuk segera melakukan penyempurnaan terhadap Peraturan Pemerintah No. 34/2011 tentang Tindakan Antidumping, Tindakan Imbalan, dan Tindakan Pengamanan Perdagangan dengan memasukkan klausul tindakan anti-circumvention yang setidaknya mencakup bentuk-bentuk dan prosedur tindakan, sebagaimana yang telah dilakukan beberapa negara seperti: AS, EU, Australia, dan India. Although Indonesia has imposed anti-dumping measures on several types of steel products, the import of steel products is still increasing. One possible cause is that imports are made by non-substantial modification of product or through a third country which is not subject to anti-dumping measures, which is generally referred as circumvention practice. This study is aimed to prove that circumvention made Indonesian anti-dumping actions on the steel products ineffective. This also study provides recommendation for a best practice for other countries so that Indonesia's anti-dumping policy can be more effective. Circumvention was analyzed by comparing trade patterns between before and after the imposition of anti-dumping duty using secondary data from the Central Bureau of Statistics (BPS) and the Global Trade Information Services (GTIS). The results of the analysis indicate that circumvention became the reason why Indonesian anti-dumping measures on imported steel products are ineffective. Therefore, it is very important for the Government of Indonesia to immediately make amendments to the Government Regulation No. 34/2011 on Antidumping, Countervailing, and Safeguard Measures by adopting clauses of anti-circumvention. This can be done bycovering the forms/types and procedures of action, as has been implemented by several countries such as the US, EU, Australia, and India.

Climate change is posing a threat on present and future food security in low income countries. But, the actual effect of the climate change on food security is not known. Using secondary data reported by the government, the paper examines the effects of climate change on food security in Nepal in the context of policies of commercialization of farm production. Statistical analysis is used to delineate the situation of food security in the country and regression analysis for exploring the effects of global warming on domestic production of major cereals. The results are discussed at global, national, household and individual levels empirically and qualitatively. The results suggest that a rise in minimum temperature decreases the productivity of rice increasing threat of food insecurity. The paper suggests some policy measures for improving food security situation in the country and open up some areas for further research. Restriction on the broadcasting  of 17 western songs considered full of sexual aspects in the Indonesian province of West Java has given rise to  polemic and criticism. Various reactions, both negative and positive, emerged. Instead of supporting the restriction the Indonesian public appeared to blatantly oppose the policy made by the West Java  Regional Indonesian Broadcasting Commission (KPID). It is interesting to analyze and study this phenomenon more deeply through the great concepts of Gramsci’s counter hegemony.  Of course, a mature and strategic counter hegemony is needed  to counter   western music hegemony in the  country. The study of counter hegemony has not been widely discussed, especially when it comes to the counter of the counter hegemony itself and this can be the novelty of this study. This phenomenon is analyzed through critical perspective by conducting literature study in several online media sites  related to the topic of this research. The results show that the counter hegemony which was not carried out systematically and strategically with regard to  the restrictions on the broadcasting of 17 western songs in the province of West Java did not yield a fruit in the form of  the hegemony’s downfall. The hegemony of western songs remains strong.  The failure of counter hegemony will strengthen the hegemony of  western songs in Indonesia. For its part, it is necessary to have mature planning and strong collaboration  between political society and civil society to make the counter hegemony run well in an attempt to undermine the hegemony.
