The backround of vision policy implementation in this govermental development, was pushed by the duty of political elite leader for implementing their promise to societies through vision and mission presentation, so the power legitimation could be believed societies. This research explain about the implementation in developmental mission and vision Tidore Government during 2005-2010 years. More substansially, the aim that would be reached are to know the succes implementation model of George Edaward III, about communication, , resourch, bureaucratic structure and dissposition in making that vision and mission. Besides that, this thesis also want to study the policy implementation failure in Tidore developmental programe. The model that uses is Merille Gerindle model, foccused that an implementation is failure because two factors, namely: (1) it relates with the policy contents, (2) and, it relates with the public policy environment.Methode that used in this research is qualitative research model. The data analysis model, according to Miles Huberman in this research describing three analysis rank (1) data reduction, (2) data presentation, (3) Conclussion result. The research result showed that several field communication in implementing vision and mission like religion and indepence by self-regulating that exist or according with RPJMD developmental planning, , mass media, semiloka, form seminary, consolidation form, there is religion medium for civiz religious form. Resources are still lack, bureaucratic structural empowering is still weak. It insight by intervention behaviour and disfungtion between one part with the others.. Disposition is also still improved because low of commitmen, thrust, consistency in developmental implementation in Tidore Archipelago. Even the faile form policy implementation in order to make governmental programe indicates that policy makers and politital elite has big power to influence those implementation developmental programe implementation in Tidore Archipelago, because they determine the decission contents of those programes. The Reccomendations mjust be improved in implemanting Governemntal developmental’s vision and mission is to communicate those vission and and at the really foccus. The improvement of human resources by practice and education wiyth step by step system for state apparatus in Tidore Government. Redesign of bureaucratic structure has aims in order to make open system and design management system toward simple of bureaucratic structure and make many function. People need ability improvement with commitmen, trust, consistency for doing government duty, with consider policy contents and policy environmental contex in the field area.

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures

This research aims to analyze the Implementation of ALPEKA Application Usage in the Management of BOS Fund in SD Negeri Se-Kecamatan Senapelan Pekanbaru City, which refers to: (1) Goals; (2) managers; (3) facilities and infrastructure; (4) Implementation; (5) Evaluation of the use of ALPEKA applications. Implementation of ALPEKA application is analyzed from: (1) communication, (2) resources, (3) executor attitude, and (4) bureaucratic structure, based on the policy implementation model according to Edward. This study used descriptive qualitative method. Data is taken through interviews, observation, and documentation.The results showed that: (1) Information received in the process of managing the BOS funds in SD Negeri as a sub-district senapelan Pekanbaru city has not been fully on time. (2) Resources, such as human resources, hardware resources, software resources and data management processes into information greatly assist the management of BOS funds. Because resources greatly affect the implementation of the use of ALPEKA applications in the management of BOS funds in SD Negeri in Senapelan sub-district Pekanbaru city. By using ALPEKA applications in the management of BOS funds will be more effective and efficient when compared with manuall.

Betung Kerihun National Park and Danau Sentarum (TNBKDS) have tourism potential based on the classification of tourist attraction object (ODTW), if developed and utilized optimally will bring socio-economic impacts for the people around the area of TNBKDS. The purpose of this research is to know the implementation of policy of tourism utilization of TNBKDS in relation of socio-economic impact for society around the area. By using approach of theory of policy implementation model G. Edward III which measure success of policy implementation through 4 variables include; Communication, Resources, Disposition, and Bureaucratic Structure. The method used is descriptive analysis by using quantitative approach. With data analysis techniques using the calculation of Weight Mean Score (WMS). And the analytical unit is divided into 2 sources, namely the implementer of the Central Park TNBKDS based on purposive sampling with the number of samples of 28 employees involved in the field of tourism. And the policy target of the village community Menua Sadap as cultural attractions and the village of Sepandan as a natural tourist attraction TNBKDS with purposive samples each 30 respondents with gender representation, ketokohan, work and so forth. The results of the study are generally based on the assessment of implementing the policy (implementor) is quite good with the acquisition score of 3.33. While the assessment of policy targets based on ODTW classification that is; cultural tourism Menua Sadap obtained a score of 3.49 according to the criteria of interpretation including good category, while the natural attractions Lake Sentarum village Sepandan with a score of 2.60 according to the criteria of interpretation including bad category. Based on the results of the analysis, the difference between the results of the assessment occurs due to communication intensity and bureaucratic structure, and the most fundamental because it is influenced by local culture / culture factors that influence the social, economic and political environment of the policy target itself.policy Implementation, tourism utilization, community of TNBKDS area

Abstract: This research is about Implementation of Integrated Administrative Service Program of Sub-District (PATEN) in Purwokerto. This research was conducted in four sub-districts in Banyumas District, North Purwokerto Sub-district, South Purwokerto Sub-district, Purwokerto Timur Sub-district and West Purwokerto Sub-district. This research uses explanatory quantitative approach. The policy implementation model used in analyzing the implementation of PATEN is the model proposed by George C. Edward III. This model explains that there are four variables that play a role in achieving successful implementation of communication, resources, disposition and bureaucratic structure. The results showed that the success rate of implementation of PATEN is in the medium category. In general, PATEN has helped to bring the public services to be more accessible, but still has constraints and needs needed to be overcome. One aspect that is needed to be improved is the resources owned by each District Office because it causes the PATEN implementation in each sub-district to not run consistently. While communication, resource, disposition and bureaucratic structure are found to have positive relationship and significant influence on successful implementation of PATEN both individually and collectively.Keywords: Integrated Administrative Service Program of Sub-District, Policy implementation, Public policy

In this paper, we argue that there is a need for the streams to be ripe at the moment of legislation approval to increase the probability of policy implementation. We developed a model of analysis that applies MSA, departing from a qualitative approach we purpose an empirical mathematical model which allows policy makers to evaluate the probability of successful implementation, given the variables available at decision moment. The contribution of this paper is to inform policy makers on the need to work towards policy acceptance, reducing the rate of non-enactment and legislative inefficiency.We applied the model to the case of public-private partnerships in education (ePPPs), using the Inner City Technology Colleges, which was the first attempt to create ePPPs by Margaret Thatcher in 1986. We conclude that the reason for implementation failure lies on the lack of balance between the streams, who were not ripe at the time of legislation.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. The relationship that exists between design, policies and governance is quite complex and presents academic researchers continuously with new opportunities to engage and explore aspects relevant to design management. Over the past years, we have witnessed how the earlier focus on developing policies for design has shifted to an interest in understanding the ways in which design contributes to policy-making and policy implementation. Research into policies for design has produced insights into how policy-making decisions can advance professional impact and opportunities for designers and the creative industries. This research looked into how design researchers and design practitioners themselves can benefit from specific policies that support design activities and create the space for emerging design processes.

Nut grass is Cyperaceae group and underestimated its existence. Nut grass has many benefits so  potential to be developed. This study aims to determine the effect of planting media and the addition of NPK fertilizer to the growth of the nut grass and find out the nutrient content of chips made from nut grass tuber. The design of this study was factorial complete randomized design (RAL) which consisted of two factors. First factor is Planting Media, consist of M1 = soil, M2 = Soil: Sand (2: 1), M3 = Soil: Compost Fertilizer (2: 1) and M4 = Soil: Cage Fertilizer (2: 1) and second factor is fertilizer dosage NPK 15: 15: 15 with the level P1 = Without NPK fertilizer, P2 = 5 g NPK fertilizer, P3 = 10 g NPK fertilizer. Research result showed that the media significantly affected the number of clumps, root weight, clump weight, overall weight and number of flowers but did not significantly affect the height, number of tubers and tuber weight. Fertilizer significantly affected the number of clumps, root weight, clump weight, overall weight, number of flowers, number of tubers and tuber weight but did not significantly affect the height at P≤0.05 level. Interaction between planting media and NPK fertilizer did not significantly affect all parameters. Keywords: Chips, NPK Fertilizer, Nut Grass, Planting Media

The review and assessment of urban greening patterns play a crucial role in sustainable urban planning and green spaces (GSs) management, helping to improve human well-being. In recent years, various methods and strategies were applied to examine the relationship between GSs and environmental sustainability, but so far, no studies on systematic review and empirical assessments were carried out in Saudi Arabian context. Thus, a comprehensive review and assessment of current GSs patterns and planning strategies are important for achieving urban environmental sustainability. This study aims to assess spatial pattern of GSs across the cities and a bibliographic review on the urban greening strategies in the Saudi context. These six urban strategies were further supported from empirical evidence on Saudi cities. Geographical information system (GIS) techniques and questionnaire surveys were performed for spatial mapping of GSs and the perceived role of GSs strategies of the respondent to environmental sustainability across cities. The findings showed that (i) highest PCGS was reported from Dammam (5.4 m2) followed by Riyadh (1.18 m2), and Jeddah (0.5 m2); (ii) most of the respondents use GSs for picnic (59%), mental well-being (53%), and physical activities (47%), respectively; (iii) GSs play a significant role for local climate regulation such as temperature control (78%) and UHI reduction (81%), and GSs provide thermal comfort (84%), respectively; and (iv) 40% respondents do not use GSs due to the lack of availability, accessibility, design, management, and safety of GSs. Thus, such findings of the study surely assist planners and policy makers to understand and implement the suggested GSs strategies to meet the satisfaction level of the respondents as well as to manage GSs at neighborhood and city level for urban environmental sustainability.
