This research aims to analyze the Implementation of ALPEKA Application Usage in the Management of BOS Fund in SD Negeri Se-Kecamatan Senapelan Pekanbaru City, which refers to: (1) Goals; (2) managers; (3) facilities and infrastructure; (4) Implementation; (5) Evaluation of the use of ALPEKA applications. Implementation of ALPEKA application is analyzed from: (1) communication, (2) resources, (3) executor attitude, and (4) bureaucratic structure, based on the policy implementation model according to Edward. This study used descriptive qualitative method. Data is taken through interviews, observation, and documentation.The results showed that: (1) Information received in the process of managing the BOS funds in SD Negeri as a sub-district senapelan Pekanbaru city has not been fully on time. (2) Resources, such as human resources, hardware resources, software resources and data management processes into information greatly assist the management of BOS funds. Because resources greatly affect the implementation of the use of ALPEKA applications in the management of BOS funds in SD Negeri in Senapelan sub-district Pekanbaru city. By using ALPEKA applications in the management of BOS funds will be more effective and efficient when compared with manuall.

The purpose of this research is to analyze the discipline of the State Civil Apparatus at the Human Resources Development and Human Resources Development Agency in East Aceh Regency in terms of time discipline and work discipline and what are the obstacles. While the purpose of this study is to analyze the time discipline and work discipline of the state civil apparatus at the Human Resources and Human Resources Development Agency in East Aceh District and determine what obstacles are faced in improving the time discipline and work discipline of the state civil apparatus. The research method used is descriptive qualitative method, with a focus of research that is time discipline and work discipline. Based on the results of research and discussion the authors conclude that time discipline and work discipline apparatus BKPSDM East Aceh in general is good. Barriers that occur are distant domicile, do not have standard work standards, lack of maximum vigilance, not all understand work ethics. Some things suggested are more cooperative, give penalties for violations, continuous supervision.

The purpose of this research is to explain the authority of LPD financial management in Badung Regency, after the enactment of the Badung Regency Regulation No. 29/2013 and to find out the direction of the utilization of LPD coaching funds in Badung Regency. This research used normative legal research, with a statutory approach that specifically regulates the financial management authority of the LPD after the enactment of the Badung Regency Regulation number 29 of 2013. The data sources used were primary and secondary legal materials. The data were analyzed using descriptive qualitative method, namely the presentation by describing in detail certain aspects related to the problem being researched. The results showed that the authority to regulate the implementation of village credit institution activities in Badung Regency is still handled by the Provincial government because so far the Province has never handed over or delegated this authority to Badung Regency. Second, the utilization of village credit institution development funds is to provide guidance to LPDs in Bali and to improve the performance and quality of LPD management human resources.

This research aims to describe sentence production errors especially pause and tongue slips in the 2018 Student Constitutional Debate Competition. The benefits of research for the researcher are to deepen knowledge about language, especially errors in the production of sentences, and for the reader to give knowledge to the public about the study of psycholinguistics in producing a sentence and broaden the insight into language about sentence production. Descriptive qualitative method was used in this study. This research used source data of 2018 Student Constitutional Debate Competition semifinal one and final one video. In this study the tapping technique was used for the data collection technique. Based on the results of data management and analysis, the sentence production errors contained in the 2018 Student Constitution Debate Contest video are (1) Breathing pause, (2) Doubt pause, (3) Malaproprism, (4) Transposition tongue slip, (5) Anticipation tongue slip, (6) Perseveration tongue slip. Abstrak Tujuan penelitian ini adalah untuk mendeskripsikan kesalahan produksi kalimat terutama senyapan dan kilir lidah pada Lomba Debat Konstitusi Mahasiswa Tahun 2018. Manfaat penelitian bagi peneliti adalah untuk memperdalam pengetahuan mengenai bahasa khususnya kesalahan produksi kalimat dan bagi pembaca yaitu untuk memberi pengetahuan kepada masyarakat tentang kajian Psikolinguistik dalam memproduksi suatu kalimat serta memperluas wawasan kebahasaan mengenai produksi kalimat. Dalam penelitian digunakan metode berupa desktiptif kualitatif. Penelitian menggunakan sumber data berupa video Lomba Debat Konstitusi Mahasiswa tahun 2018 babak semifinal satu dan final satu. Penelitian menggunakan teknik pengumpulan data berupa teknik sadap catat. Berdasarkan hasil pengelolaan dan analisis data, kesalahan produksi kalimat yang terdapat dalam video Lomba Debat Konstitusi Mahasiswa Tahun 2018 yaitu (1) Senyapan pernapasan, (2) Senyapan keraguan, (3) Kilir lidah malaproprisme, (4) Kilir lidah transposisi, (5) Kilir lidah antisipasi, (6) Kilir lidah perseverasi. The research used descriptive qualitative method. Service was said to be of quality if the service received more than expected, satisfying if the service received the same as expected and if the service received less than expected, the service was said to be of low quality. The results show that the service quality provided by the Fisheries, Agriculture and Fisheries Department of North Barito Regency was considered satisfactory in terms of dimensions of responsiveness, dimensions of assurance and empathy. While the dimensions of reliability and dimensions of tangibles are considered unsatisfactory. Based on the results of the study, it is expected that the Fisheries, Fisheries and Animal Husbandry Department of North Barito Regency will be able to improve the quality of services by improving the quality of human resources and making new breakthroughs in fish farming technology.

Payroll accounting system is a group of human resources and equipment designed to process company data in the form of information. The purpose of this study is to analyze the application of a payroll accounting system to internal control at PT Sarana Sulut Ventura with descriptive qualitative method. This study finds that the documents and records are good, but the functions, procedures, and internal control are not good. This result indicates that the payroll accounting system applied at PT Sarana Sulut Ventura has not been good and is not in accordance with generally accepted theories. This has an impact on the internal control system applied at PT Sarana Sulut Ventura, which is also inadequate because it does not meet the components of good internal control.

The implementation of the duties and functions of government institutions in the President's closest circle is an interesting thing to research. Its strategic position does not necessarily make its role carried out optimally. This can be seen from the function of providing policy recommendations carried out by the Cabinet Secretariat. Problems such as the disobedience of stakeholders to the flow of policy submissions, as well as problems on administrative matters such as supporting rules, communication strategies, information technology support, the effectiveness of policy monitoring, and the implementation of sanctions, have made the implementation of such functions not run optimally. Therefore, this study aims to analyze the implementation of the function of providing policy recommendations by the Cabinet Secretariat. The analytical framework used in this study is Policy Implementation Theory, particularly the Administrative Implementation Model by Matland (1995). This research uses the qualitative method that is descriptive analysis, with the focus of the research is the Cabinet Secretariat in the period 2015 until now. The result of this study is the implementation of the function of providing policy recommendations in dealing with various challenges and problems. However, improvement efforts have been made so that the performance of the function of providing policy recommendations, which is the main performance of the Cabinet Secretariat, can be more optimal.

The purpose of this research is to investigate the implementation of Kurikulum <br />Tingkat Satuan Pendidikan (School-Based Curriculum) in MTsN Yogyakarta <br />II. Using descriptive qualitative method, the research successfully reveals that the MTsN II Yogyakrta provides some steps for implementing the School-Based Curriculum: preparation, implementation, and evaluation. The first step, preparation, is started from making rules, regulations, technical guidelines and socialization, continued with organizing documents I and II of the curriculum. The second stage is the implementation of the School-Based  Curriculum itself. The result of the research shows that MTsN II Yogyakarta performs the curriculum according to the document I and document II. The last step is evaluation. Some supporting factors for the implementation of the curriculum are facilities and infrastructures, instructional media, teaching  materials, learning resources, and qualified human resources. While the  only inhibiting factor is the fact that some teachers find difficulties in applying  multi learning media.<br /><br />

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures

An organization that want to exist needs qualified human resouces because it can strengthen the organiztion and become a leadership connector.  Muhammadiyah is an organization that needs qualified human resources called militant cadre. Muhammadiyh generation is necessary because without it, Muhammadiyah  will become weak organization. The problem happened is the difficulty in generating militant cadre in Muhammadiyah. From the beginning, Muhammadiyah  has Al Maun spirit and become one of the imlementations that Muhammadiyah is social movement. Based on the problem mentioned, it is necessary to disclose the extent to which Muhammadiyah genertion in social aspect. Then, this study used descriptive qualitative method and the data gained from branch leader and assembly chairman of LazisMu, Dikdasmen, and Tabligh. The result of this study is appropriate with social theory such social act, cooperation between assembly in social activities and be able to find social consensus / social agreement that generates  militan and less mlitant  Muhammadiyah cadre.Abstrak: Sebuah organisasi yang ingin terus eksis perlu memiki Sumber Daya Manusia berkualitas, karena SDM yang berkualitas akan memperkuat organisasi dan siap menjadi penyambung estafet kepemimpinan. Muhammadiyah merupakan sebuah organisasi yang memerlukan SDM berkualitas, ini disebut sebagai kader militan. Kaderisasi Muhammadiyah sebuah keniscayaan yang perlu dilakukan oleh Muhammadiyah, tanpa kaderisasi Muhammadiyah akan menjadi organisasi yang keropos. Permasalahan yang terjadi adalah sulitnya melahirkan kader-kader militan di Muhammadiyah. Muhammadiyah sejak awal berdirinya telah memiliki spirit al-Ma’un dan ini menjadi salah satu implementasi bahwa Muhammadiyah adalah gerakan sosial. Dari permasalahan tersebut, perlu diungkapkan sejauh mana kaderisasi Muhammadiyah dalam aspek sosial. Selanjutnya, dalam penelitian ini menggunakan metode deskriptif kualitatif dengan mengambil data dari Pimpinan Cabang dan Ketua Majelis LazisMu, Dikdasmen, dan Tabligh. Hasil dari penelitian ini sesuai dengan teori sosial yaitu tindakan sosial, bekersamanya antar Majelis dalam melakukan kegiatan sosial mampu menghasilkan konsensus sosial/kesepakatan sosial yaitu melahirkan kader muhammadiyah yang militan dan kurang militan.

This study aimed to described implentation of inclusif education in Elementary School 33 Payakumbuh (SDN Negeri 33 Payakumbuh),West Sumatera. This research is based from the problem inclusive education’s policy. This study used descriptive qualitative aproach to research at SD Negeri 33 Payakumbuh as a pilot project for inklusif education in Payakumbuh city. In-depth interviews, document studies, and observations were used to collect data and then analyzed using an Edwards III implementation model which include comunication, resources, and bureaucratic structure. The results of the study indicate that communication are effective. Resources are aspect that requires a lot of improvement, as well as the bureaucratic structure and disposition that is still not a good implementation. The impact of the policy is no discrimination experienced between inclusif student, reguler student, teachers and community.
