The government-guided establishment and incubation of the retail sector in Taiwan has achieved striking success and generated high consumption. This success was even more striking because when the increase of consumption began, the country had not enough retail shopping centers and it was to accept some foreign retail investments. Originally there were no Taiwanese retail firms with deep technological roots and managerial skills. Yet government decision-makers recognized the challenges of upgrading the nation’s economy basing and formulating a strategy that entailed the creation of high-level economic growth which serve as vehicles to stimulate the consumption. Beyond a comprehensive review on Taiwan’s retail sector, the main objective is to analyse the role and the influence of the sector in the Taiwanese macroeconomy. The first issue is getting a picture in Asia (special in Asia – Pacific region) of retail trends. To examine this issue, the authors have done some comparisons between Asia and Europe and apart from the obvious similarities, number of significant differences have been found. The research objective is to provide an effective introduction to the business context of consumption in Taiwan.

This chapter analyses the role of government initiatives in tourism competitiveness, using data collected from suppliers operating in a distressed tourist destination. The government’s involvement in the process of tourism development, especially in developing countries, is critical. The role and participation of governments in tourism development vary from minimal to a high level of involvement. Developing economies with ongoing political and economic challenges like Zimbabwe have not been comprehensively researched, especially on the nexus between competitiveness and government initiatives. Using qualitative data from a convenience sample of 15 hospitality and tourism managers in Zimbabwe, it was found that the role of government is important for enhancing tourism competitiveness. The study concludes that a higher level of government involvement is needed for Zimbabwe to enhance competitiveness. The government should play a greater role, especially in providing an enabling environment for improved competitiveness while reducing corruption.

The rate of underage marriage in Gorontalo is very high, even though religion, customs and state laws prohibit it. The results of the direct interviews conducted and the observations made indicate that poverty, low levels of education and matchmaking myths may have caused this increase. Furthermore, the increasingly high level of promiscuity and weakened socio-cultural ties have led to an increase in the number of extramarital pregnancies, and forced marriage is unavoidable to maintain the dignity of the community. It was discovered that most married couples do not wed legally until they have problems in their marriage and seek a divorce. Moreover, women must also be responsible for their life choices because this paper shows that poor service practices have caused underage women to be objectified by physical, social and symbolic violence. The unavailability of a support system from the government and society makes a partner rely on the kindness of his or her parents. Therefore, it was suggested that government intervention, in the form of prevention and support systems for underage married women, must be integrated with the role of the community and religious leaders.

Social media have been increasingly used by governments and planning professionals to gain public opinions, distribute information, and support participation in planning practices. Nevertheless, few studies have been conducted to understand the influence of local contexts and the extent to which social media can enhance citizen power and inclusion. This study investigates the role of social media in citizen participation by taking case studies in the Netherlands. It adopts a mixed methods approach that combines interviews, web scraping, and content analysis to understand the characteristics of social media participation. There are several key findings. First, support policies and a high level of social media penetration rate are preconditions for more inclusive participation. Second, social media enhance social inclusion by engaging many participants, who may not be able to participate via traditional methods. Third, they facilitate interactions and different levels of citizen power, though the government still plays a leading role within top-down approaches. Finally, they improve the effectiveness of participation regarding transparency, accessibility, and workable solutions. However, there are several potential political and social bias associated with social media technology. The combination of online and offline participation methods is properly necessary to engage different groups in the planning process.

Woman had been neglected from the political affairs in the early of post-independent era. It raised the concerns of women activists on political participation. They realized Timorese women had played a significant role in fighting for independence along with male veterans. Caucus Feto Iha Politika appears as the prominent NGO in Timor-Leste that promoting gender equality in politics. It resulted the rising of women’s representation in Timor-Leste Parliament significantly. Moreover, its woman participation in parliament achieves the highest percentage in the Asia Pacific. This research lies on the question of how does the role of Caucus Feto Iha Politika in increasing women’s representation in parliament of Timor-Leste. The data obtained from primary and secondary sources by conducting the in-depth interview and library research. In order to answer the research question, the authors reiterated the three main components of NGOs roles –implementer, catalyst, and partner by Lewis as the analytical framework. The authors humbly concluded that for increasing the number of women MPs, Caucus Feto Iha Politika played two prominent roles, as follows: 1) catalyst, by advocating the policy change of women-friendly legislative quota policy to the Government of Timor-Leste, and 2) partner, by working closely with the related stakeholders to increase the capacity of potential female candidates and elected women MPs through capacity building.

The phenomenon of corruption is a big problem faced by countries with rapid economic development. The problem is not only faced by developing countries, but also in some developed countries. The factors that cause corruption classified into three broad categories--economic, political and socio-cultural. The high level of corruption in a country can also cause high cost economy that could hamper economic growth through the obstacles that occur in the investment. The purpose of this study is to analyze the factors that affect the level of corruption and to analyze the impact of corruption on economic growth in the Asia Pacific region. The results show that public budget, political stability, and urban population affect the level of corruption. Low institutional quality, indicated by the failure of the government (corruption), has a bad influence on economic growth performance.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

The purpose of this community service was to provide knowledge and understanding of halal certificates to the public, increase public awareness of the importance of halal certificates and motivate the community to have halal certificates for those who have businesses in the scope of halal products. The service method was carried out by socializing the role of the halal certificate, giving questionnaires to participants and evaluating the questionnaire. The parameters of public halal awareness are reviewed from general knowledge about halal law, public awareness about the implementation of halal products and knowledge about the role of halal certificates. The results showed that all participants had good general knowledge of halal law, had high level of awareness of the implementation of the use of halal products and all participants have good knowledge about the role and management of halal certificates. The results of direct discussions with participants explained that micro business actors do not have a halal certificate due to the lack of socialization regarding halal certificate management by the Government. It can be concluded that basic knowledge of halal law and high awareness of halal are not sufficient to guarantee the high desire of micro-entrepreneurs to apply for halal certificates.

In modern conditions of increasing impact of global risks on the national economy, the role of financial support for the socio-economic development of the state is increasing. Financial problems are generated largely by the external environment. Consequently, in order to fulfill the tasks set by the government of the Russian Federation, it is necessary to develop a financial strategy that will allow, taking into account the highest external and internal risks, to ensure the development of the economy and social sphere. The article examines topical problems of finance in the context of economic globalization and the emergence of new challenges and threats at the mega-level, in other words, for all of humanity. Based on statistical data, expert assessments, analysis of scientific literature, the article proposes a set of measures to reduce the high level of global risks, and also considers the possibilities of ensuring an acceptable level of internal risks in the country. The study identified problems at all stages of the financial process, namely, in the formation, distribution and use of financial resources. On the basis of the analysis, conclusions were drawn and ways were proposed for solving urgent financial problems in the Russian Federation.

To monitor the progress of the COVID-19 outbreak, ensure equitable access to testing and treatment, and provide up-to-date information to Indigenous decision-makers engaged in setting up measures to protect their communities, the Manitoba Inuit Association (MIA) mobilized to work with the First Nation Heath and Social Secretariat of Manitoba, Ongomiizwin Research, and the Manitoba Government to identify Inuit in COVID-19 diagnostic tests, including Inuit who reside in Manitoba or those who come from Nunavut to the province to access health services. Provincial work was already underway to add Indigenous identifiers into provincial clinical health information systems; however, it was apparent early in April 2020 that reporting to Indigenous organizations on identified COVID-19 cases for First Nation, Metis, and Inuit People would be also be required in order for remedial measures to occur. This article describes the governance considerations needed to establish an information-sharing agreement with the Government of Manitoba and the role of the MIA in overseeing this process. Further background information is provided in addition to an extended discussion around the context in which Inuit are identified and receive healthcare services in Manitoba.

Introduction. It is known that credit is a significant achievement of mankind. The emergence and development of credit took place on the basis of the money function as a means of circulation. The development of commodity production and the need for increased working capital are the economic reasons for the credit need. Purpose .The aim of the article is to determine the role of bank credit in the economy of Ukraine and analysis of key indicators of credit activity. Results. The dynamics of loans to residents by sectors of the economy and the types of currencies and maturities for loans were studied. Loans issued by types of economic activity were analyzed. The current enterprise lending programs in 2020, initiated by the Government of Ukraine was considered. The main directions for improving bank lending were identified. Conclusions. Following conclusions are based on the analysis of the current state of bank lending in Ukraine: – the maximum value of loans in 2018 amounting to 1,073,131 million, and the lowest in 2012 – 815,142 million; – according to the sectors of the economy, the largest share of lending is lending to non-financial corporations (70-80% depending on the year); – over the period of lending in local currency dominated loans in foreign exception is 2015; – the structure of loans according to maturity prevails in local currency short-term loans and foreign currency structure of loans according to maturity – homogeneous; – The Cabinet of the Ministry of Ukraine introduced two programs to support small and medium-sized businesses in the country: «Available loans 5-7-9%» and the program «New Money»; For the development of bank lending and the establishment of financial stability in Ukraine should: conduct active banks to attract customers to the government lending programs, in turn, a borrower for the loan according to the program, to properly open the financial statements and maintain business activity at a high level for real bank assessment of the borrower’s creditworthiness.
