The author analyzes the innovation development programs of 11 Russian companies with state participation and state corporations and compares the achieved results with innovation development plans. The results of the analysis show that the existing relationships between the performance indicators of the companies’ innovation activity for 2014–2016 are not considered or reflected in the programs of innovation development until 2020. This study indicates the causes of the current situation and proposes directions for improving the efficiency of innovation development planning.Aim. The study aims to examine the mutual influence of indicators in innovation planning at enterprises.Tasks. The author analyzes the existing innovation development programs of large state-owned companies and the correlation between the performance indicators of innovation activity, assesses the actual results of the implementation of innovation development programs for 2014–2016 and the validity of the planned indicators of innovation development until 2020.Methods. This study uses the methods of systems and correlation-regression analysis.Results. The analysis shows that the actual relationships between the performance indicators of the companies’ innovation activity for 2014–2016 are not considered or reflected in the programs of innovation development until 2020. This study indicates the causes of the current situation and proposes directions for improving the efficiency of innovation development planning. A matrix for determining problem situations in innovation development planning is developed.Conclusions. The actual relationships between the indicators that characterize many aspects of innovation development at various stages of the innovation life cycle are not fully considered in the planning of innovation development. The conducted study confirms a formal approach to estimating the target values of the examined indicators, which disregards the actual relationships between them. The outcome of this can be seen in the programs of innovation development until 2020 developed by corporations. It is possible to make allowance for the actual relationships in the planning of the target values of innovation development indicators by using the methods and tools of dynamic modeling.

The Southeastern Spanish Region of Guadix is a mainly agrarian territory located in the Granada province, which is in demographic decline and has low economic dynamism. Reversing such a difficult socioeconomic situation requires the implementation of policies capable of promoting demographic revitalization and fruitfully exploiting potential for sustainable development in the zone. Such policies must be based on an appropriate diagnosis of the existing problems. In order to provide elements to make said diagnosis, this research combines the use of quantitative and qualitative methods. Quantitatively, the evolution of demographic dynamics in the region have been analyzed, as well as its levels of occupation, education, its economic situation, or its environmental conditions. In this regard, correlation analysis, factorial analysis, and clustering have been completed with the aim of revealing internal territorial imbalances. A series of qualitative interviews with key actors has also been conducted. Finally, given the little success of development programs applied to date, among other things, it is concluded that a greater involvement of local actors in said programs is needed. Thus, these actors have to be involved in development policies, which in turn must take into account the socioeconomic, cultural, environmental, and geological resources available in the area.

The article describes the specifics of the system of financing of small business and entrepreneurship in the recent history of Uzbekistan, the funds allocated for small business and entrepreneurship, the activities of commercial banks and the financial and banking system, some problems in the field. It also noted that since the early days of independence, a unique business environment has been created in the country to support the interests of entrepreneurs in the framework of development programs in this area, data on the role of financial mechanisms in the further development of small business and entrepreneurship in the country have been studied from a historical point of view. The article highlights the positive situation in the country's macro and microeconomic indicators, ie the active participation of banks in attracting local entrepreneurs and foreign investment, the existing problems in this area and the measures taken to address them. It analyzes the important factors and strategies of banks' participation in the development of business and entrepreneurship.

The increasing role of human capital, knowledge and high technology indicates the formation of a new stage of economic development – the knowledge economy, from which innovation becomes an integral part of business. However, in terms of innovation development, Russia lags behind the western countries several times. At the same time, the development of Russian regions is extremely uneven. First, it concerns mining regions. For analysis, a key mining cluster of Russian Federation was chosen – Kemerovo Region. The article assesses the innovative potential of the region, and identifies the most pressing problems that impede its integration into the knowledge economy. Solving existing problems should be carried out through a set of measures aimed at developing partnerships of government, mining science and mineral resources extracting business, creating conditions for attracting and retaining highly qualified specialists to the mining enterprises, creating an appropriate infrastructure, increasing the region’s investment attractiveness, developing interregional and international cooperation in the field of subsoil extracting management.

The purpose of this study is to consider the main aspects of system security providing institutional concept within the technological & innovation systems research methodology development through institutional innovations. In this paper, we will consider how the new evolutionary institutional theory of economic systems in the context of the space-time approach can help in organizing strategic management of development path of the innovation system, increasing system security, and effectiveness of its activities through the balance of system structure. Methodology. The scientific novelty of the research and the solution of its tasks deals, first of all, with the application of the non-system approach, which allows one to consider the factors and results of functioning of such complex economic systems as innovation macro projects, innovation processes, institutional and informational environments, etc. within the framework of providing national security. Involvement on a systematic basis of spatiotemporal analysis allows us to consider in the interrelation processes the distribution of flows of innovation resources and functions, on the one hand, and the distribution in time of similar flows. To solve the tasks of research, the classical scientific methods (analysis and synthesis, logical generalization, analogies, comparative comparison, and grapho-analytical methods), and specific methods of high technologies economy and innovation management were used. Results. As a result of the study, the features of the systemic socio-economic patterns of the functioning of innovation system institutions and the mechanism of management of innovation development in the conditions of modern global technological transformations have been determined. In the future, this makes possible the substantiation of promising areas of state regulation (participation) aimed at activating innovation processes in the economy according to the priorities related to scientific and educational, cluster and network development, and the development of a set of models for the harmonization of the system of priorities of national security and sectoral priorities of innovation development. Using the gained knowledge in practice will help to improve the state of national security, resource saving, improve conditions, and increase labour productivity, as well as the transition to sustainable development of the national economy. Practical implications. Systemic coordination of innovation components of state programs, stimulation of innovation activity, involvement of financial strategies in the innovation economy, expansion of international cooperation and activation of demand for high-tech products, increasing the effectiveness of innovation development programs of companies, and launching of national projects have been proposed as the objectives of forming institutional innovations. The proposed institutional and technological design methodology provides for the selection of institutional tools and scaling of the most effective development tools. Value/originality. The proposed network mechanisms for systemic security ensuring provide the improvement of implementing innovative development programs for the largest companies with state participation; further development of priority technological platforms and innovation networks; harmonization of technological priorities and projects formed within the framework of technological platforms, with the tools of state strategies.

In this chapter, the purpose is to present the existing problems and suggestions for the solution of these problems by examining the current situation related to the professional development practices for developing ICT competencies of teachers. According to the results of the research, professional development practices included various problems such as lack of training content in accordance with needs and expectations, lack of quality of materials used, the necessity of the participation process, etc. Expected qualifications related to professional development programs are working with activities that support the teaching process, cooperation with colleagues, supporting theoretical knowledge with practical activities, expert support in the process of professional development, compliance with personal interests and needs. Based on the findings, the professional development programs should be structured in accordance with related criteria such as content, active learning, duration, joint participation, compliance with individual needs, colleague collaboration, and expert support.

The large businesses role in the current Russian and world’s innovation activity practice is considered in this paper. Priority guidelines for the improvement of innovation development programs (IDP) technology relating to vertically integrated companies have been identified in the frame of Russian partially governmentowned companies’ IDP analysis. In particular, key principles for corporate IDP formation, which defined requirements to this document, as well as methods for their accounting, have been presented. An integrating stage of the corporate IDP formation process, consisting in the development of a specific methodological approach to the implementation of the above principles and requirements in the frame of selected methods for their accounting has been considered in details.

The purpose of this study was (1) to find out and analyze the effectiveness of the role of the escort team, government security and regional development (TP4D) at Palopo in preventing corruption, (2). Knowing and analyzing the factors that influence the implementation of the role of the Guardian Team, Government and Regional Development (TP4D) at Palopo in preventing corruption. The research conducted by the author is a type of descriptive research with a juridicalempirical approach is research that examines positive legal rules in order to get answers to existing problems by linking to facts or phenomena about the role of TP4D Palopo in preventing corruption. Research Results show that The implementation of Attorney Palopo's TP4D duties in the prevention of corruption has been carried out effectively, including: escorting and safeguarding the course of government and development through preventive efforts; provide legal assistance in each stage of the development program; coordinate with the Internal Government Supervisory Apparatus (APIP) to prevent irregularities; monitoring and evaluating the implementation of work and development programs.

The essence of the “social responsibility” concept is defined. The process of social responsibility introduction into management of the enterprise personnel is investigated. Existing problems are detected during the implementation of this process at the enterprise. It is established that the important moment for a successful enterprise existence is the usage of socially responsible tools in the personnel management system of the organization. In particular, corporate culture, decent pay, staff development programs, internal communications support, flexible working hours, assistance in emergency situations, etc.
