In this scientific study, the authors made attempts to consider the current problems of criminalistics caused by the features of modern crime and highlighted modern innovative approaches to the detection and investigation of crimes. There is a trend in the evolution of crime, which determines the need for new modern criminalistics innovations, as well as new approaches to training investigative officers. Тhe article uses proven methods of scientific analysis. The authors analyse the views of leading experts on the main areas and trends of innovative development of Russian criminalistics. Тhe authors justify the need for simultaneous development of material innovations (new technologies), ideal innovations (new theories, concepts, recommendations) and the most innovation-oriented subject of law enforcement. The results of the research can be used in research and forensic activities, as well as in teaching criminalistics and related courses in higher and secondary specialized educational institutions of legal profile

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

The textbook provides an in-depth comprehensive scientific analysis of the legal status of representative bodies at the federal, regional, and municipal levels, taking into account the results of the ongoing reform of constitutional legislation and law enforcement practice, various points of view on controversial issues. The article deals with the issues of criminological characteristics of female crime, analyzes the data of official statistics. Special attention is paid to the analysis of the causes and conditions of female crime. The paper substantiates the need to study women's crime, study its causes and conditions. The peculiarities of women's crime are determined by the gender status and the role of women in modern society. In this regard, the article analyzes the social characteristics and psychological characteristics of women in modern Russia. Special attention is paid to the prevention of women's crime. It is proposed to develop a national program for the prevention of women's crime. The program should be comprehensive in nature, and also contain a system of interaction between various bodies and services in the prevention of women's crime, ranging from educational institutions to law enforcement agencies.

The subject of this research is the issues emerging in consideration of jurisdiction of the material on extradition of a foreign citizen by the Russian Federation. The article touches upon the peculiarities of national and territorial aspect of jurisdiction, and its specific regulation in the criminal procedure law. The article employs the general scientific and private scientific methods, such as scientific analysis, generalization, comparative-legal, formal-logical, which allowed to most fully reflect the essence and problematic aspects of the selected topic. The question at hand is of major importance for the theory of criminal procedure and law enforcement practice, as the mistakes in determination of jurisdiction of the material are a severe violation of the rights, including the convict, and entail the unconditional annulment of court decision. The analysis of the most common mistakes occurred in application of the norms regulating the jurisdiction of extradition of a foreign citizen convicted by the court of the Russian Federation, as well as theoretical issues associated with determination of the court that deals with the particular issue allows outlining the vector and finding solution to the indicated problems.

Most of educational institutions follow classical method of teaching that means same curriculum for all learners in the same order. But new generations look for a system of learning that adapts to his/her personal capacity. Adaptive education or adaptive learning is such a solution which can organize the content of the learning system based on learner’s profile. This process is not simple, especially without using new technologies. Implementing adaptive learning in schools is very expensive. One of the digital techniques used in eLearning is by games. Games which are used for education more than entertainment are serious games. Games are the most famous and effective tools used in education because of the popularity of many kind of game devices and applications. In this paper we try to explain how serious games can be used in adaptive education. We also explore a new idea of using time in adaptive mechanisms. Adapting the content of learning based on multiple criteria not just learners' answers. Wrong answers does not always means inability to do things, or not understanding. Also, this may be due to lack of time or unfamiliarity with the device. This paper will also attempt to uncover the reasons for such delays and thus help us to better design an adaptive game.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities.
