The efficiency of public procurement today is considered all over the world as a complex of effects that ensure sustainable socio-economic development of the country. Among these effects, a special role is played by budget savings obtained as a result of tenders. In this case, the average number of submitted bids for one purchase is considered as the main criterion for competition in purchases and a condition for the growth of financial savings. We assume that this criterion is not sufficient for a qualitative analysis of such savings and balanced management of all the beneficial effects of public procurement. Using a systematic and risk-based approach, we have formulated an extended list of indicators that allow us to identify opportunities for increasing savings and risks of deterioration of other characteristics of procurement. The study of the proposed indicators by statistical methods was carried out on the example of purchases by the Kaliningrad customs. A differentiated analysis of the savings obtained as a result of auctions with different numbers of bids submitted showed a relationship between the initial contract price, the level of competition in procurement and the amount of saved financial resources. At the same time, it was revealed that a significant share of auctions in value terms is held without competition, and among those held with high competition, the share of the risk zone is too high, where the winner of the auction reduces the initial contract price by 25% or more. Further testing of the approaches we have formulated to a multidimensional assessment of the budget savings will reveal patterns in ensuring the efficiency of procurement for government organizations of various territorial and departmental affiliations.

SHG is a movement which came to being in the early 1969. Prof. Muhammed Younus, a great economist of Bangladesh took initiative in setting up Self Help Groups and these SHGs were gradually spread all over the world. This social movement unites the people hailing from poor background. Those who are joining this group feel socially and economically responsible to one another. In India, there are some likeminded bodies and stakeholders of some government organizations play pivotal role towards the formation of SHG In this research article, role of SHGs in Vellore district is studies under the three dimensions of Cognitive role, leadership role and role towards entrepreneurship.

The theoretical and methodological principles of promising managerial decisions concerning the efficiency of attracting financial resources, as well as creation of fundamentally new sources of funding for the development of energy-oriented start-ups are considered. The role and place of the sectors of innovative energy saving and alternative sources of power supply in a complex system of energy independence of the country are determined. The way and the main directions of research and development of the ways to solve the aforementioned problem are outlined. As part of the search for optimization solutions, it is suggested to use the principles of the existing statistical and mathematical apparatus, marketing achievements and achievements in network development that take place in gaming business. An analogue comparison of the principal models was carried out, during which the existing types of energy-oriented start-ups were determined and presented. A separate direction in the economic search is proposed, and its profile characteristics are outlined. The type of model is typical for Ukrainian conditions. The author proposed a method of comparing strategies for attracting financial resources into a gaming business in the core of the research. To solve the investigated problem, it is proposed to apply the property of the law of the emergence. The analysis is based on a concrete example of the functioning of the tender procedure, namely the organization of public procurement. The purpose of the article is to consider and analyze the author's proposal to focus on such an important phenomenon as the constant creation of the difference between the expected price and the final contractual price. The model of the solution is based on the systematic combination of this phenomenon and the administrative stimulation of implementation of exclusively energy-innovation projects. The combination of these two points is the basis of an optimization policy for the potential formation and maintenance of a state program to search and stimulate the sources of funding for power plants.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

The Retailers all over the world are prospering from the burgeoning trend of online shopping. Kurdistan Regional Government is still struggling to grow its e-commerce markets. On the other hands e-commerce in Various countries in the Middle East have some of the world’s highest internet and mobile penetration rates. Alternative payments methods are quickly expanding, and having access to some of the world’s most coveted natural resources that allows countries in their region to have some of the highest GDP in the world. There are several challenges prevalent in the KRG Region market that will require international merchants to develop strategies based on innovation and vigilance. This unique region is plagued with complications many other countries have little to no experience with e-commerce, which highlights the need for retailers to have a deep understanding as to how this region operates before they can begin finding solutions. One of the biggest concerns today's consumers have is the risk of fraud when they are shopping online. With highly sophisticated malware and perceptive cybercriminals, customers' card and bank information can easily be stolen if a merchant does not take the proper security measures. In this paper we summarize all challenges need to be addressed in KRG in order to make correct steps to apply e-commerce in KRG. Finally, the recommendations and framework are proposed for e-commerce to encourage government, organizations, and people to take advantages from e-commerce.

Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed.

The review examines the results of the December 2020 official census of the population of China, the most populous country in the world. It is noted that the Chinese government is seriously concerned about the low rate of population growth. The authorities fear that a slowdown in population growth and its aging while the size of the labour force is decreasing may seriously slow down economic growth. The opinions and statements of analysts on the prospects of the demographic situation in China in the context of its socio-economic development are presented.
