Methodological approaches to analysis, estimation and prediction of the moral-psychological state of personnel

The article discusses the methodological approaches to the analysis, evaluation and forecasting of the moral and psychological state of the personnel, objective and subjective indicators that affect its state. Analyzed are the existing methods of assessing the level of moral and psychological state of the personnel of the Armed Forces of Ukraine. It is noted that the method of expert assessment is given a special role in assessing the state of combat readiness of units (subunits). The ways of introducing relevant methods in the activities of the Ukrainian Armed Forces management system, officials, taking into account the prospects for the implementation of NATO standards and the theoretical views of domestic specialists, have been proposed. The image of the Armed Forces of Ukraine is a complex and multifaceted socio-psychological and political phenomenon. A professionallycreated image functions as the most adequate informational object, creating public affection and recognition assuring the adequate perception of the Armed Forces as the power institution of the state. Thus, there's a relevant national challenge to form the positive image of the Armed Forces of Ukraine, and the numerous and versatile definitions of the term "image", the existence of a great number of approaches aimed at interpreting this definition, prove the multilateral aspects, the multidimensional categories and the significant scientific interest to this particular challenge.The Armed Forces of Ukraine is one of the most important elements of the political system of both state and society. In accordance with the Law of Ukraine "On the Armed Forces of Ukraine", the purpose of their existence is the protection of national interests, territorial integrity and inviolability of state borders. Considering the current state of development of the Ukrainian society, the state and its Armed Forces which is determined by the permanent increase of importance of the spiritual component, the issues of patriotic education and forming the image of the Armed Forces, are becoming the top state priority.The realities of modern life determine the objective necessity to develop a clear concept and the generic PR-strategy of the informativecommunication policy of the Armed Forces at a national level, with the aim to establish their positive image, based on the scientific approach and prominent world experience, yet taking into account the modern Ukrainian realities.The international experience has a variety of examples when the implementation of image technologies happens to play a significant role in solving a number of internal state developing tasks, namely: harmonizing the military-civil relations; increasing the level of the military-patriotic education and the general awareness of society in terms of task and activity of the Armed Forces, establishing firmness and sustainability of the moral-psychological state of the subordinated personnel, reinforcing military discipline etc.The information on the Armed Forces of Ukraine is to reflect the actual state of affairs. It is the irrelavance and the disproportion of theinformational material about the Armed Forces of Ukraine and the realities of life that has promoted the lack of trust in the course of the years of Independence, not only to the military command in particular, but to the state authorities as a whole.The article presents an analysis of the relevance of forming the image of the Armed Forces of Ukraine.

The article presents the essence and main points of the methodological approach to the substantiation of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of combat means of relevant j-types. Inconsistency between tasks scope, which are entrusted to the armed forces (AF) for national security, and level of their combat capability has been and remain one of the fundamental problems that adversely affects the process of their forming, developing, preparing and using. That kind of inconsistency is caused by the impact of some factors, primarily factors characterizing economic-military capabilities of the state. Such factors also involve the capacities of the defense industrial complex in terms of development, production, modernization and providing military units (MU) with weapons and defense equipment (WME). The experience of the troops shows that current financial constraints on the procurement and maintenance of the necessary WME negatively affect the level of MU fighting potential. Thus, the problem and need for the substantiation of optimal combat staff of the AF have been and remain inherent components of the process of their forming and developing taking into account military-economic capabilities of the state. The above defines the relevance of the research under consideration and needs new scientific approaches to the justification of optimal combat staff of the AF, which would ensure guaranteed execution of national security tasks. Based on the analysis of recent research and publications related to the problems of substantiation of the AF staff as well as the assessment of the impact of CP of MU on the level of their combat capability, the paper establishes that available methodologies (methodological approaches) don’t specify some issues, including what should the optimal AF combat staff be for guaranteed execution of their intended targets, taking into account the military-economic potential of the state? One of the alternate solutions of the problem is the methodological approach, which is presented in the article, to the justification of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of fighting means of relevant j-types. To get a much better sense of the essence and content of the research subject, the authors define a range of the concepts: “military-economic factors”, “prevented damage”, “prevented damage theory”, “combat potential”, “combat capability”, “combat staff”, “effectiveness of combat use of forces”. The authors believe that compared to the available methodological approaches (methods), the methodological approach set out in the article allows: formalizing the interrelation between the level of combat capability of our forces and the desired value of their prevented damage (CP maintenance) for a defined period of operation, which is achieved by the results of counteraction (fire effect) of fighting means of j-types of our troops against the enemy. This enables us to determine the number of combat means of all j-types of our troops required at the initiation of the operation, which (taking into account losses for T days of combat activities) ensures the target level of their fighting efficiency; carrying out the differentiated approach to the determination of the role (contribution) of every kind of our forces in the execution of tasks set in the operation that makes it possible: to calculate the contribution of every j-type of combat means (military branch) to the tasks of general damages on enemy and achievement of combat actions of the required correlation of parties’ CP during T days; to define the contribution of combat means of every j- types (military branch) to reducing the predicted value of the average-daily costs of the original CP of our troops to the acceptable one, the accomplishment of the necessary absolute value of our troops and maintenance of the target level of their combat capability during the T-days operation; improving (based on the indicators of prevented damage) the mathematical model of the optimization problem and elements of the calculation process (algorithm) that allows studying the interdependence between core indicators, which evaluate the effectiveness of combat use of troops during the operation, more specifically. Prospects for future research are the detailed elaboration of mathematical models and elements of the calculation process (algorithm) for upgrading methodical apparatus, which makes it possible to substantiate the optimal combat staff of the AF required for the successful execution of state security tasks from the perspective of the theory of prevented damage of our troops and taking into account military-economic capabilities of the state.

The purpose of the article is to study the features of the development of digitalization in the management system of the logistics complex. The transport complex serving important sectors of the economy is considered, with special emphasis on the development of the unified transport system of the Republic of Kazakhstan, modernization and efficiency improvement of all its elements in the resolutions of the Government of the Republic of Kazakhstan and other state documents. It was also noted that the transport sector of the republic plays a special role in ensuring the further dynamic and sustainable development of the economy of Kazakhstan, the implementation of the state strategy for its integration into the world economy. The development of the transport sector should take into account the current state and prospects of economic development, as well as the best international practices in the development of transport and logistics systems. Hence, the high relevance of solving issues aimed at the development of transport and logistics, which led to the importance of choosing the author's research and research in this area as a real sector of the economy of Kazakhstan. In this article, the authors considered the stages of implementation of the state program “Digital Kazakhstan” on the basis of the basic principles, identified goals and objectives. The system nature of the design work of the intelligent transport system is shown. The solution of tasks for the implementation of the program “Roadmap for the formation of the food belt of Astana for 2017-2018” is justified. Based on the results of a study of the transport sector in the context of the modern development of the economy of the Republic of Kazakhstan, the authors identified problematic issues and made appropriate conclusions.

В современной методологии юриспруденции происходит переход от изучения состо­яний ее объекта, которыми выступают право и государство, к постижению этого объек­та в его изменениях и превращениях. Две подсистемы методологии юриспруденции, подсистема обращенная к состоянию права и государства; и подсистема обращенная к изменениям права и государства, — получают свое отображение в концептуальной форме, методологических подходах, методах, специфических понятиях. Показательны перемены в содержании методологии юриспруденции, где определяю­щее значение имеют методологические подходы, определяющие стратегию исследова­тельских поисков во взаимосвязи юриспруденции с правом и государством. Среди наи­более характерных подходов антропологический, аксиологический, цивилизационный, синергетический и герменевтический — определяют плюралистичность современной методологии и свидетельствуют о становлении новой парадигмы методологии юриспру­денции.   In modern methodology of jurisprudence there is a transition from the study the states of its object to its comprehension in changes and transformations. Hence the two subsystems of methodology of jurisprudence: subsystem facing the states of the law and the state as well as their components and aspects; and subsystem facing the changes of the law and the state in general and their constituents. These subsystems of methodology of jurisprudence receive its reflection in conceptual form, methodological approaches, methods, specific concepts. Methodology of jurisprudence should not be restricted to the methodology of legal theory. In this regard, it is an important methodological question about subject of jurisprudence. It is proposed to consider the subject of jurisprudence as complex, covering both the law and the state in their specificity, interaction and integrity. Indicative changes in the content methodology of jurisprudence are the usage of decisive importance methodological approaches that govern research strategy searches in conjunction with the law and the state. Among the most characteristic of modern development approaches: anthropological, axiological, civilization, synergistic and hermeneutic. Modern methodology of jurisprudence is pluralistic in nature alleging various approaches to the law and the state. Marked approaches allow the formation of a new paradigm methodology of jurisprudence.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

A significant part of Ukrainian bridges on public roads is operated for more than 30 years (94 %). At the same time, the traffic volume and the weight of vehicles has increased significantly. Insufficient level of bridges maintenance funding leads to the deterioration of their technical state. The ways to ensure reliable and safe operation of bridges are considered. The procedure for determining the predicted operational status of the elements and the bridge in general, which has a scientific novelty, is proposed. In the software complex, Analytical Expert Bridges Management System (AESUM), is a function that allows tracking the changes in the operational status of bridges both in Ukraine and in each region separately. The given algorithm of the procedure for determining the predicted state of the bridge using a degradation model is described using the Nassie-Schneidermann diagram. The model of the degradation of the bridge performance which is adopted in Ukraine as a normative one, and the algorithm for its adaptation to the AESUM program complex with the function to ensure the probabilistic predicted operating condition of the bridges in the automatic mode is presented. This makes it possible, even in case of unsatisfactory performance of surveys, to have the predicted lifetime of bridges at the required time. For each bridge element it is possible to determine the residual time of operation that will allow predict the state of the elements of the structure for a certain period of time in the future. Significant interest for specialists calls for the approaches to the development of orientated perspective plans for bridge inspection and monitoring of changes in the operational status of bridges for 2009-2018 in Ukraine. For the analysis of the state of the bridge economy, the information is available on the distribution of bridges by operating state related to the administrative significance of roads, by road categories and by materials of the structures. Determining the operating state of the bridge is an important condition for making the qualified decisions as regards its maintenance. The Analytical Expert Bridges Management System (AESUM) which is implemented in Ukraine, stores the data on the monitoring the status of bridges and performs the necessary procedures to maintain them in a reliable and safe operating condition. An important result of the work is the ability to determine the distribution of bridges on the public roads of Ukraine, according to operating conditions established in the program complex of AESUM, which is presented in accordance with the data of the current year. In conditions of limited funding and in case of unsatisfactory performance of surveys, it is possible to make the reasonable management decisions regarding the repair and the reconstruction of bridges. The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

Presented is the research in a large number of studies, devoted to the study of state policy in relation to compatriots living abroad, at the same time, today there are practically no data on the state and assessment of the state and non-state support. In this regard, the authors have classified the forms of support into two groups - state and non-state, investigate the specific features of these forms of support, and analyze their effectiveness. Empirical analysis carried out in this research study includes qualitative data from expert interviews collected in 2021. In total, 31 interviews were conducted with experts from sixteen countries (Russia, Ukraine, Republic of Kazakhstan, Republic of Moldova, Republic of Kyrgyzstan, Armenia, Tajikistan, USA, Germany, Czech Republic, Turkey, Great Britain and Northern Ireland, Cyprus, Panama, Uganda, New Zealand). Representatives of Russian and foreign public authorities, heads of the Coordination Councils of organizations of Russian compatriots abroad, heads of Russian youth public organizations abroad, heads of higher educational institutions, teachers and educators, and public figures acted as experts. In conclusion, the authors summarize the effectiveness of state and non-state support for young students of compatriots abroad, form a set of practical recommendations for improving these forms of support.
