The article is devoted to consideration of the experience of using public relations and state-public mechanisms for promoting Russian education and the Russian language in Mongolia. These mechanisms provide for the intensification of activities with state and non-state structures of Mongolia with the goal of expansion of scientific, educational, cultural, economic, informational and other humanitarian ties. The author analyzes in detail the effectiveness of mechanisms of informational support for the activities of representative offices and marketing in social networks, which is a communication strategy in the Mongolian media space. Improving institutional mechanisms provides for the steady expansion of the public’s participation in the development, adoption, and implementation of managerial decisions in promoting Russian education, including as part of a selection campaign for the distribution of intergovernmental quotas in Mongolia. An important aspect of the study was to identify the role of the authorities of a friendly country and partner organizations of the Russian Centre of Science and Culture in Ulaanbaatar. The results of the research are presented in the form of conclusions con-taining further development prospects.

The relations between Russia and Africa today go to a new level. This was successfully demonstrated by the first Russia-Africa Summit. The «soft power» that is capable of creating an atmosphere of trust and mutual understanding and supporting the further development of political, economic, and cultural relations between the Russian and African peoples is of great importance for the further advancement of Russia’s interests, which is considered in this article. Currently, the «soft power» of Russia in Africa is represented by the activities of the Russian centers of science and culture, the «Russkiy Mir» Foundation, schools at the Russian Embassies in African countries, the education of Africans in Russian universities and more. However, the author concludes that Russia does not fully use «soft power» on the continent. It is necessary to increase the number of Africans studying the Russian language, to more actively promote Russian education, to involve compatriots and graduates of Soviet / Russian universities to joint projects, which will undoubtedly contribute to the further development of mutually beneficial Russian-African ties.

This article analyzes the main factors of anthropological crisis, its attributes, impact upon the worldview, psychological, and cultural characteristics of the modern global network generation of Millennials and Centennials. An overview is given to the sources, in which the authors raise the problems of personal crisis, its causes, as well as the prospects for further development of humanity. Analysis is conducted on key traits in communication of collective society, peculiarities of behavioral communication strategy in the conditions of Informatization of the society. The article provides the results of modern research of R. Jenkins and the agency PBN H+K jointly with Magram MR, as well as “Tomsk initiative” project on the representatives of Millennials – “generation Y” and Centennials – “generation Z”; comparative characteristics of their value orientations and life strategies is given. The current formation and development of the new cultural space with the specific features of global, universal, technologized, virtual nature is demonstrated. The role of Net-technologies is revealed; being the key factor of the transformation of modern space, change the forms of sociocultural interaction, production techniques, transformation and conveyance of information, require elaboration of the special forms of spiritual and practical mastering of the reality and self-reflection of the individuals. An assumption is made that due to the technologies of globalization and ideology of postmodernism, takes place the uniformity of social and political structures, destruction of the forms of human identification – cultural, historical and spiritual, as well as destruction of the worldview foundations of personal becoming. Deidentification of a person becomes the key reason of the anthropological crisis.

This study attempts to describe the communication strategies used and various kinds of activities carried out by UIN Ar-Raniry public relations in establishing relationships with the press media. The research method used in this study is the qualitative method with a descriptive approach. The data sources of this study were obtained from respondents as the primary data source through several stages in the form of observations records, in-depth interviews, and documentation. The data analysis was performed by using descriptive qualitative analysis techniques through three flows of activities that were carried out simultaneously, namely data reduction, data presentation, and conclusion drawing. The result of the study revealed that the role of public relations of UIN Ar-Raniry in establishing relations with the press media has been going well. It can be seen from the communication strategies used and the various forms of activities that is organized by UIN Ar-Raniry public relation in developing relations with the press media. The communication strategy used is a two-way symmetrical and Reciprocity communication strategy that conforms to the principles of media relations. Several kinds of activities carried out by UIN Ar-Raniry public relations in developing relationships with the press media are Press Coverage, Press Conference, Press Release, Press Statement, Press Interview, and Electronics Communications. Meanwhile, the informal activities are Press Reception and Morning Coffee.

The article highlights that the systematization of legislation is an essential measure on the path to European integration of our country, as well as that the systematization allows improving and streamlining legislation for ease of application and effective implementation in practice. The article reveals that the role of systematization of legislation is to create all the necessary conditions for its further development, to get rid of gaps and shortcomings in it and to ensure its internal unity. The article clarifies that the systematization of legislation creates opportunities to quickly find and correctly interpret all the necessary regulations, which provides a purposeful and effective legal education of society. Systematization of legislation becomes important in reviewing the sources of law, orientation in the system of legislation, for the adoption of new regulations by law enforcement agencies in coordination with all regulations, addressing obsolete acts and finding the most effective means of regulatory regulation of public relations. In the article, the systematization of legislation should be understood as a set of organizational and legal actions defined by the current legislation of Ukraine, which is carried out by authorized public authorities to bring existing regulations into a single internally coordinated system that improves overall efficiency. Systematization is a process of organizing individual elements, creating the right conditions for them to cooperate and interact with each other. Systematization is one of the main factors of purposeful and effective legal education (formation of legal awareness) and research in the field of student education.

The article examines the features of cross-border cooperation between Russia and Mongolia in order to increase interest in the Russian language and Russian education using the Khovd aimag of Mongolia and the Altai Territory of Russia as examples. The author emphasizes the main directions that contribute to increasing the interest of Mongolian students in the Russian language using mechanisms within the framework of the activities of the Russian Language Center at the Russian Centre of Science and Culture (RCSC) in the Khovd aimag of Mongolia.

In the digital era these days, the role of public relations that is referring to communication has a huge influence on the development of all aspects of an organization. One example of its implementation is the Public Relations of the Immigration Office Class I of Border Control Cirebon, which has a role as an intermediary between the community and the office which aims to carry out the socialization plan as a means of disseminating information about government policies, especially in the immigration sector. This paper discusses the concept of work steps and the role of Public Relations of the Immigration Office Class I of Border Control Cirebon in socializing the prevention of Non-Procedural Indonesian Migrant Workers (PMI) and provides an explanation in the form of a study of some of the problems encountered in the socialization process. This paper used descriptive qualitative method which aims to provide an explanation regarding the role of public relations of the Immigration Office Class I of Border Control Cirebon in socializing the prevention of Indonesian Migrant Workers (PMI) and the obstacles they face. Thus, this paper produces 2 (two) main points that have answered the research problem formulation. First, the Public Relations role of the Immigration Office Class I of Border Control Cirebon in socializing the prevention of PMI Non-Procedural has fulfilled 7 (seven) indicators of success in the public relations communication process. Second, several major obstacles have been found that hindered the socialization process, which then urgently need to be addressed immediately by the Public Relations of the Immigration Office Class I of Border Control Cirebon.

This article features managerial decisions in business area, where the state plays the role of an external regulator of public relations and the main influencer. The legal tools that affect decision-making in business depend on the social mechanisms of business regulations. The author describes the position of the rational regulator that evaluates the decisions made by a business entity. Positive law is an integral part of objective reality and is a set of codified principles of legally appropriate behavior. Imperative and dispositive regulations of public relations in business area imply that a business entity can choose a model of managerial and entrepreneurial behavior based on the rules provided by the legislator. The active role of the state as an external regulator of the social relations reflects the problem of dissonance between legal and social norms underlying managerial decision-making, which leads to additional economic and transaction costs. The paper also features the problem of frustration conflict between the regulator and the business environment in the context of applying the rationality proposed by the state in business activities and the problem of choosing the right managerial decision for its subjects. By refusing from a radical and negative assessment of the entrepreneur's management decisions, the state can solve this problem. The state needs to be more tolerant to business risks as an alternative rationality, without identifying them with deviant behavior. By preventing alienation of business from the state, one can eliminate the conflict between law and favorable climate in business area, i.e. maximal convergence of social and legal norms.

AbstractThis paper considers the important practicality, scientific and methodological principles in the design of the pre-masters program in National Research Tomsk Polytechnic University (or simply TPU). TPU is a university that mainly provides technical education, particularly education in engineering, science and technology disciplines. The design of the pre-masters program also considers the incorporation of educational technology for its realization for the international students, who received the bachelor’s degrees in other countries in English language and want to study masters programs in Russian language in Russia. According to the results of a comparative analysis that explored the experiences of the international students from English-speaking and Russian-speaking universities in the world within their pre-bachelors and pre-masters programs, this paper explains the differences between these programs and the specific features of the pre-masters programs. Further, this paper reports the analysis results of the implementation, monitoring and outcomes of the pre-masters program in TPU. It also presents some proposals for its further development.

Many agree that PR and marketing are at their best when used together, when it comes to local public administration institutions there is the need for both an individual and symbiotic approach of the two. Taking into consideration that public interest organizations act within public space, PR represents a public communication strategy. Thus they present the role of generating a climate and state of social normality and, especially in democratic societies, PR plays the part of generator of communication flows between public institutions, citizens and stakeholders. In a social-political marketing context, envisaged as an aggregate of processes, with a multiple purpose, the generator which is PR must unfold coherently for each of the processes. It is our purpose in this paper to depict the PR role and management in the case of one local public administration institution (Bacau Prefect Institution), in a socio-political marketing context.

The article presents a brief history covering foundation and development of female gymnasiums in Russia in the XIX century and opening the main secondary educational institution for girls in Vologda Region. The relevance of the study is justified by the fact that this educational institution was one of the first of its kind in the Russian Empire. The purpose of the article is to study the specifics of the foundation process of Vologda Women’s Mariinsky Gymnasium in comparison with similar institutions in other governorates and to analyze its activities in the early years of its functioning. The scientific novelty of the study is to identify the chronological stages of the history of Vologda Gymnasium and the role of this educational institution in the further development of education in Vologda. Based on archival information, the article gives the analysis of female students’ composition by their birth status during the second half of the XIX century. These data demonstrate that until the 1870s the proclaimed principle of estates equality in education in the gymnasium was not observed. However, after 1872, the term of study was no longer 6, but 7 years. The 1st grade was divided into two departments, which gave the opportunity for even students with average knowledge to enter the gymnasium. This innovation ensured the estates equality of education in Vologda Women’s Mariinsky Gymnasium. The article analyzes as well the list of academic subjects taught and the Rules of admission to the educational institution prior to the educational reform of 1864 (according to the Memorandum Book as of 1862, 1863) and after it (according to the Memorandum Book as of 1873). Some of the disciplines changed their name to broader ones, which indicates a more extensive material covered by the discipline. For example, grammar and language arts were added to the Russian language, geometry – to mathematics. Vologda Women’s Gymnasium functioned 60 years and played an important role in the development of women’s education in the Vologda Region. Now Vologda Pedagogical College can be considered its original legal successor.
