Introduction. The results of the annual monitoring of the input and final diagnostics of the development of additional professional programs by students are presented. Aim and objectives. The goal is to determine the degree of formation of students’ professional competencies when mastering additional professional programs, as well as to determine the dynamics of changes in the subject position of students regarding their professional competence. Material and methods. The research material was the data obtained from the final diagnosis developed by the Institute of Continuing Professional Education. Identified difficulties in the training of students, as well as interesting dynamics in four sections of the questionnaire are presented: the position of students of the courses regarding their legal competence, psychological and pedagogical competence, professional skills, and the relevance of using the Institute’s information and methodological resources. Results and discussion. An analysis of the data of the conducted input and final diagnostics of the level of training of students in the development of additional professional programs for 2019 revealed the typical and remaining difficulties that students experience. Two categories took part in the survey: “Pedagogical workers” and “Leading workers”. Diagnostic data showed that most students feel the need to develop their professional competence. The need for the development of skills that allow you to build your own professional activities in accordance with the legislation in the field of education remains relevant in the work of both teachers and managers. An important issue is the use by students of psychological and pedagogical knowledge and skills in professional activities. Input diagnostic data show a fairly small percentage of students who use psychological and pedagogical knowledge and skills, as well as the use of a systematic and natural basis. Another problem remains the awareness of an insufficient level of knowledge of information and communication technologies. Despite the sufficient openness of the institute’s information resources and its presence on the official website, a fairly large percentage of students are not sufficiently familiar with project and information-methodological resources, including those presented on portals and sites located on the official website, since this is not in their circle duties, according to listeners. Conclusion. The remaining difficulties identified will allow us to adjust the work of carrying out operational adjustments to the content and forms of work of the teaching staff with students during the development of additional professional programs, as well as to determine approaches to making effective management decisions aimed at ensuring positive dynamics in the results of the development of additional professional programs by students.

Incorporation of North Atlantic Alliance standards into domestic legislation, that governs relations in the security and defense sector is one of the key requirements for Ukraine to obtain a NATO Membership Action Plan and further deepen Euro-Atlantic integration with a view to acquiring Alliance membership. An Important condition for these tasks is the implementation of NATO standards and procedures in the legislation governing military education. In the process of standardizing and achieving the state of compatibility of the security and defense sector of Ukraine with the relevant NATO forces, the specificity of the application of standards in improving the system of training specialists for the Security Service of Ukraine should be highlighted separately. It remains compulsory for officers to have received a higher education in the relevant educational programs. Taking into account the specific nature of the professional activities of the members of the special service, the tasks assigned to them and the functions performed for that purpose, namely, countering intelligence and subversive activities, combating terrorism, counter-intelligence and defending national statehood, Ensuring the security of the State in cyberspace, etc., the training system for the Security Service may be differentiated according to its functional direction and institutionalized in the military education system or outside it. At the same time, an important basis for the development of the educational component in the Security Service of Ukraine will remain the recruitment of teaching staff from among persons with practical experience. Despite the format of the model chosen, training for the security forces should be based on NATO standards, with a conceptually new piece of legislation.

The article discusses the methodology of forming the teacher's readiness to use the electronic educational environment by immersion technology. The relevance of the study is determined by the challenges of our time. During the pandemic, all educational institutions of the Russian Federation had to switch to distance learning for students. Which presupposes possession of digital technologies by all participants in the educational process. To bridge the «digital divide» in the student-teacher relationship, a methodology has been developed to improve the qualifications of the teaching staff, which allows them to organize their professional activities using digital technologies. The leading method of researching this problem was a pedagogical experiment conducted among teachers and students, which made it possible to identify a positive trend in the willingness of teachers to use the capabilities of the University's electronic information and educational environment based on the results of the proposed methodology. The article clarifies the structure of a teacher's readiness to use the electronic information and educational environment of an educational organization, substantiates the effectiveness of the methodology for the formation of readiness using immersion technology.
