Incorporation of North Atlantic Alliance standards into domestic legislation, that governs relations in the security and defense sector is one of the key requirements for Ukraine to obtain a NATO Membership Action Plan and further deepen Euro-Atlantic integration with a view to acquiring Alliance membership. An Important condition for these tasks is the implementation of NATO standards and procedures in the legislation governing military education. In the process of standardizing and achieving the state of compatibility of the security and defense sector of Ukraine with the relevant NATO forces, the specificity of the application of standards in improving the system of training specialists for the Security Service of Ukraine should be highlighted separately. According to this development course, military education today includes formal and informal (general training) components, and the improvement of professional competence (special training). Professional training of military specialist according to  NATO standards is carried out at the appropriate levels of management: operational, tactical, strategic. It remains compulsory for officers to have received a higher education in the relevant educational programs. Taking into account the specific nature of the professional activities of the members of the special service, the tasks assigned to them and the functions performed for that purpose, namely, countering intelligence and subversive activities, combating terrorism, counter-intelligence and defending national statehood, Ensuring the security of the State in cyberspace, etc., the training system for the Security Service may be differentiated according to its functional direction and institutionalized in the military education system or outside it. At the same time, an important basis for the development of the educational component in the Security Service of Ukraine will remain the recruitment of teaching staff from among persons with practical experience. Despite the format of the model chosen, training for the security forces should be based on NATO standards, with a conceptually new piece of legislation.

In legal documents of the Ministry of Education and Science of Ukraine, there is emphasized the need to find ways to improve the level of professional knowledge, skills, abilities and new forms of training in educational establishments, which, in its turn, necessitates the transformation of training strategy. The need to respond to dangerous natural, human-made, anthropogenic, epidemiological and social factors requires highly qualified professionals ready to work in extreme conditions. Therefore, the importance of filling existing gaps in the theory and practice of vocational education determines the need for conceptual justification, development and testing of an improved pedagogical system of civil security professionals’ advanced training. The paper considers the theoretical foundations of the organization of advanced training of specialists in civil security, summarizes the main problems of professional development within the institutions and educational establishments. The content and features of their professional training in order to ensure the safety of people in emergencies is analyzed as well. It is found out that the readiness of civil security specialists to carry out their professional activities is an individual feature that includes professional motives, a set of special knowledge, skills and abilities of civil security professionals, which in integration ensure their ability to perform professional tasks and provide their further professional development. The author outlines the conceptual provisions for improving the advanced training of civil security professionals in institutions and educational establishments for the formation of positive motives for educational activities, the appropriate level of professional competence and approaching the ultimate goals of education. The content of the concept of specialists in civil security advanced training is determined (relevant methodological approaches, didactic principles, goals, objectives, pedagogical conditions are outlined as well). The purpose of forming the concept of advanced training of civil security specialists in postgraduate education should be directed towards the individual needs for personal and professional growth, as well as to meet the needs of the state in highly qualified and professional specialists capable of responsible performing of the job functions related to solving problems in order to ensure the safety of life and activities of people. The proposed conceptual framework helps identify the main components of the advanced training system for civil security professionals, resolving a number of contradictions, the main of which is the contradiction between the public demand for highly qualified professionals prepared for the challenges of modern society and the current training system which at present does not fully meet these requirements.

Based on the analysis of scientific research, the principles of integration of professional training of future rocket and artillery armament officers are substantiated: transferring the knowledge, using the conceptual apparatus of other subjects, convergence of the components of general scientific knowledge, combining the components, and prediction. The main factors that affect the efficiency of the integration of general and special knowledge are defined: unity and interrelation of social, professional, pedagogical, logical and legal phenomena; need for a synthesis of knowledge and skills for all kinds of training and combat tasks and situations; opportunity for officer cadets to realize their potential effectively; ability to solve professional tasks in atypical situations. Coming from the variety of objectively existing factors, the levels of complementarity are defined, as well as the didactic synthesis and the level of integrity. The integrated approach in the professional training of future rocket and artillery armament officers is in the fact that, along with the independent conditionality, military education is the link between the professional and military education, it brings together all of the knowledge, abilities, skills, norms and values in a coherent whole. In the context of the integration of knowledge for general pedagogical and didactic purposes, integrative studying is close to the developing one as it is included in almost all learning types, it significantly affects the content of education and has the theoretical and exploratory nature. Consistency of professional knowledge is found out to be provided by the development of modern educational technology and the phased formation of the professionalism of the future rocket and artillery armament officers. In the educational process, the leading activity of cadets is training, during which further formation of the personality occurs, the professional competence and necessary skills of their service activities are being formed. The main tasks of preparing cadets to their professional activities are formulated, and directions for integration of general and professional training subjects are defined.

Special knowledge means specific knowledge, not considered common knowledge, on the phenomena, objects and processes in the surrounding world possessed by a particular group of people. Special knowledge is based on scientific findings and cannot be common knowledge. Special knowledge is acquired through purposeful professional training and practical experience in a particular sphere; they constitute a system of knowledge about specific objects, phenomena and patterns studied within a relevant scientific field.

The study investigates the current state and defines the methodological foundations for improving the practical training of lawyers in the context of reforming legal education by establishing the features of legal regulation of legal education and its role in the state system, identifying the main problems of modern legal education, as well as analysing foreign experience in practical training of specialists in the field of law. The study uses general scientific and special legal methods of scientific cognition, including comparative legal, philosophical and functional methods, dialectical and formal legal methods of cognition, method of analysis and synthesis. The paper established that the professional training of future specialists in the field of law is currently described by a disparity between the theoretical knowledge and practical skills of law graduates, which complicates their adaptation to practical work. The authors of this study proved that the reform of the legal training system through increasing its practical orientation, determining the state needs of legal personnel of various educational levels, internationalisation of higher education, introduction of new specialisations in accordance with the needs of various spheres of legal practice, should become the basis for the development of legal education in Ukraine. Attention was focused on the need to optimise the system of training legal personnel mainly through the introduction of new teaching methods, the approval of new educational standards, considering the corresponding progressive foreign experience in this field, provided that the accumulated experience, traditions, and principles of Ukrainian higher legal education are preserved, thereby ensuring the development of future specialists with stable practical skills of law enforcement activities. It was found that in the context of the reform of legal education, it is important to establish such requirements for the educational process that would ensure that students master not only a minimum amount of knowledge, but also practical skills because practical training of students is a mandatory component of the educational and professional programme for obtaining an educational degree. In particular, it is necessary to reorient the content and orientation of educational works of applicants for legal education, which should be focused not only on repeating or reproducing theoretical material, but also on solving specially developed practical situations. The issue of increasing the duration of internships and effective cooperation between educational institutions and employers is also important. Improving the effectiveness of training specialists in the field of law through a proportional ratio of theoretical and practical content of the educational process in legal specialities is aimed at modernising the higher legal education model in Ukraine


At present, a new concept of industrial production is being implemented in Uzbekistan. The continuous process of updating equipment and technology places high demands on the training of specialists in the field of preparing future foreign language teachers. In modern scientific, technical and socioeconomic conditions, the main requirement for professional training of a specialist is the guarantee of the formation of a clearly defined level of professional competence. This inevitably entails a change in traditional educational technologies, in which it is impossible to assess the potential learning outcome. As a fundamental one, we accept the provision that the main, achievable goal of the functioning of the professional education system is to build the competence of a specialist, which also includes the development of professional qualities of his personality. Thus, the formulated goal of vocational training, in our opinion, is more consistent with the real requirements and conditions of production. The universally noted goal-setting as an orientation to the training of highly qualified specialists who are fluent in their chosen profession remains at the level of declarations, without changing the real situation in practice. The article on modular training analyzes the integration of the principles of modularity, self-organization and context that can guarantee the formation of a certain level of professional competence of future specialists, which determines the relevance of the chosen scientific direction of research

The rapid pace of development of modern society, dynamism and continuous innovation processes lead to the fact that knowledge of the subject and possession of the method of teaching cannot fully characterize the current level of professional training of future teachers. The contents of the disciplines is constantly changing, new means and technologies of learning are emerging, and the flows of information that teachers should take into account in their professional activities are growing. Significant changes in the educational sector, in the first place, concern the use of Web technologies. The purpose of the article is to highlight the methodology and results of research and experimental work aimed at the verification of the effectiveness of forming the professional competence of future teachers with the use of Web technologies. In order to achieve the goal and check the tasks of the study, the selection, modification, development and testing of the theoretical and empirical complex (interviews, questionnaires and questioning of teachers and students, diagnostic methods) of research methods were carried out; qualitative and quantitative analysis of the results was carried out with the use of mathematical statistics methods. The empirical basis at the formative stage of the study included 315 students and 44 teachers of pedagogical institutes of Vinnytsia region. The research and experimental verification of the motivational-value-based, cognitive and design-technological components of the formation of professional competence confirmed that the introduction of the developed methods of forming the professional competence of trainee teachers by means of Web technologies had the greatest impact on the motivation for educational, cognitive and professional activities using Web technologies, development of professional, communicative motives, motives of prestige, awareness and development of the need for collaboration with the use of Web technologies. The result of applying the methods is the formation of the ability of teachers and students to identify the pedagogically appropriate means of Web technologies, analyze and evaluate existing ones, develop and apply them in future pedagogical activities.

Improving the quality of training military specialists at the command level is undoubtedly an urgent problem for law enforcement agencies and the state as a whole. This fact is directly related to the maintenance in a combat-ready state of military units deployed both in the territory of the Russian Federation and abroad. The article analyzes the views of domestic and foreign scientists on the problem of digitalization of education. Its goals, objectives, current state and prospects for further development are revealed. The ways of improving the quality of the organization of the educational process in terms of learning in a distance (digital) format are presented. The current state of integration of immersion technologies in higher education, including military education, is analyzed. A method of giving military education a practical orientation is presented, which consists in the use of immersive technologies. The main provisions of the immersive approach in military education are analyzed. Within the framework of this article, the ways of further development of immersive technologies in the military education system are presented. The parallel development directions of immersion technologies are highlighted: virtual reality (VR) and augmented reality (AR). The possibilities of using these technologies in the perspective of the development of military education are revealed. The necessity of re-profiling the role of the teaching staff of military educational institutions of higher education due to the further integration of immersion technologies into the training system of officers of the Russian army is proved.

In the article is presented the scientific substantiation of standardization of the professional training (education) of the civil servants on the basis of the competent approach as a fundamental part of modernization of the civil service. The research establishes: among the main components of the modernization of the civil service of Ukraine is the reform of the professional training system for the civil servants, and part of it is the modernization of the professional training (education) of the civil servants; the lack of standardization of the professional training (education) of the civil servants of Ukraine; the need to take into account the experience of the developed countries of the world that standardized both the professional activities and appropriate professional training (education) of the employee based on a competent approach and mutually consistent with these standards.It was established that for the modernization of the system of professional training (education) of the civil servants of Ukraine in the conditions of European integration it is necessary: to clarify in the current legislation of Ukraine the concept of “competence” as a demonstrated ability to apply in practice knowledge and skills (in accordance with the standards of ISO 9001); to specify in the National Classifier (of professions) of Ukraine not only senior positions in the public administration, but also other positions of the civil service; to develop and approve professional standards for all the positions of the civil service of Ukraine; development of standards for higher education within the specialty “281. Public management and administration” based on the professional standards and in accordance with the National Qualifications Framework; clarify and legislatively establish a coherent set of competences to be held by higher education recipients (master, bachelor, junior bachelor) and civil servants in positions of categories “A” and “B” (the degree of higher education not lower than the master’s degree), category “C” (the degree of higher education is not lower than bachelor, junior bachelor).

Introduction. Due to the intensive development of the software industry, there is a constant update of technologies and languages used in professional programming. These processes bring up to date the tasks of improving the quality of education and ensuring the development of competency in programming among students in specializations where they are trained for the information technology industry. The purpose of the article is to highlight the results of scientific research aimed at developing and implementation at higher education institutions a system of future software engineers tr aining in professional activities. Materials and Methods. The study involved 139 students from several Ukrainian universities. We studied the influence of the proposed forms, methods and training tools on the success of the formation of future software engineers’ programming competence. The study was organized using the parallel experiment method (data collection was carried out in the control and experimental groups). To collect data on the level of students’ competence in programming, their learning outcomes in a number of professionallyoriented disciplines were analysed. To analyse the data, methods of grouping, construction of pivot tables, and graphical presentation of data were used. The reliability of the data was verified using Fisher’s test and Pearson’s chi-square test. Results. The authors were first who developed a system of training o future software engineers in professional activities and experimentally tested the effectiveness of students’ programming competence moulding in the framework of this system. Here, presented are results of the study of formation of future software engineers’ professional competency, in particular competency in the field of programming, during their college education. A brief description of the professional competence structure and the system of future software engineers training for professional activities is given. Description of the pedagogical experiment stages and its contents is given, along with quantitative data in the form of tables and bar charts and its analysis. At the decisive stage of the experiment, more than a third of the students had low levels of competence under consideration, which indicated the inadequate level of professional training. According to the results of the control stage, it was established that in the experimental group, the level of competence in programming increased significantly. Discussion and Conclusion. The study results are of practical value for the scientific and pedagogical staff of universities for the development of educational programs for professional training of future software engineers, in particular, in the field of programming.

Improving the professional skills of penitentiary personnel is a multifaceted process of obtaining additional knowledge to perform tasks and responsibilities within their professional activities. The article analyzes the main forms of personnel advanced training. The first is carried out in educational institutions of central executive bodies, local executive bodies (external form), and the second – in educational institutions of the State Penitentiary Service of Ukraine (internal form). When clarifying the content of the external form, attention is paid to the model of its implementation. The first model is a holistic system of advanced training, which ensures the unity of the educational process and adequate educational technologies. The second is a variational model, which means working on a certain side of the profession that needs to be improved. The third model – involves using special diagnostics with subsequent monitoring of acquired knowledge. The article details the advantages and disadvantages of the external form of advanced training. The internal form of advanced training provides the participation of educational institutions of the State Penitentiary Service in this process. The structure of bodies that provide advanced training within the State Penitentiary Service is revealed. Among its advantages is the possibility of involving experienced specialists of the penitentiary service in the training process, introduction of effective innovative technologies and motivation of service activity. The disadvantages of this form of education are also analyzed. The article states the combination of external and internal forms helps to increase the level of professional knowledge and skills based on best practices used in various spheres of professional activity of society and allows to maximize the professions in bodies and penitentiary institutions.
