This paper discusses the optimization of rural educational networks structure in the Samara Region and Russia from the late 1990s to 2020. Documents of the federal level that contributed to the development of the countrys educational system, including the development of a general education network in the countryside, are presented. The dynamics of changes in the number of general educational organizations in the country in comparison with the number of schoolchildren for the period from 1995/1996 academic year to 2019/2020 academic year is given. The author compares approaches to the optimization of rural general education network structure used in the experiment on restructuring the network of general educational institutions located in rural areas which was conducted in the 2002/2003 and 2003/2004 academic years and during the implementation of complex projects for education modernization by the Russian regions in 2007-2009. On the example of the Samara Region, differences and similar moments of rural general education network structure optimization in this region with all-Russian trends are considered. The basic regional principles of optimization are revealed. Models of changes in the structural elements of the general education network of the Samara Region in comparison with the models used in the framework of the experiment on restructuring the network of rural schools are presented.

The Far North is the most important territory for Russia, which largely determines the pace and prospects of socio-economic development. This means that its development requires special attention. One of the main drivers for the development of the Far North is the system of general education, which meets the needs of the society and the economy of the macro region. The article considers it in two ways. First, a comparison is made between the Far North and the rest of the country of the dynamics of indicators that characterize the training of the most talented and motivated children. For this purpose, the number of winners and prize-winners of the all-Russian subject Olympiads since the academic year 2011/2012 is ana-lyzed. It is shown that their number is significantly lower than the national average. Second, the dynamics of number of educational institutions, children attending them, and teachers working there are considered. The conclusion is made about the significant deterioration of the indicators, which is associated primarily with unfavorable demographic dynamics. The problems faced by the education system are considered and measures aimed at improving the situation are proposed. The most important of them are the concentration of efforts on the development of the mass system of general education, preparing children for work and living in rural areas, and improving the information support of the implemented policy.

On the example of the Samara Region, the question of the influence of the processes of optimizing the structure of the rural general education network on improving the quality of education of students in rural areas is investigated. The relevance of the processes, the elaboration of the topic through the presentation of research by Russian and foreign authors devoted to the development of social and educational space, social and educational networks are considered. The definitions of the educational network and optimization of the structure of the general educational network are given; the tendencies of changes in the structure of the rural general education network of the Samara Region are traced since the end of the 90-ies of the last century on the example of 19 schools of the Samara region subjected to reorganization. The analysis of changes in the quality of education of students based on the results of the main state exam and the unified state exam depending on the type of optimization is presented: reorganization of a small school, which is an independent legal entity, into a branch of another school; change in the level of educational programs being implemented.

In modern conditions, there is an increase in the prevalence of mental disorders among all age groups and high rates of adolescent suicides. The purpose of the study is to assess the sanitary-epidemiological and psychological well-being of adolescents studying in various educational institutions. The object of the study was 100 girls and 100 boys aged 15-18 years, studying in general education schools and col-leges. The study used hygienic, sociological, clinical, follow-up and statistical methods. The assessment of the conditions and organization of training in the schools surveyed allowed them to be classified as optimally acceptable, and in colleges – to potentially dangerous, and to predict in the latter the formation of morphofunctional deviations in adolescents. Various forms of mental disorders were revealed in 67.5 % of the surveyed patients. A significant part (36 %) of them were made up of painful conditions, 16 % of them – neurotic reactions, 20 % – pathocharacter reactions. Actually, neuroses were revealed in 20 % of surveyed patients. There was found a significant prevalence of mental disorders in adolescents in colleges – 82 %, compared to schools – 53 % due to pathocharacter reactions. Pathocharacterological and accented personal characteristics are the most important predictors of mental disorders. From them are formed risk groups, which should be in the sphere of attention of medical and pedagogical workers of educational organizations. The features of the formation of mental disorders in adolescents require pri-mary and secondary psychoprophylaxis in these groups.

The article presents the results of research among students and teachers to study the ideas about bulling and the specifics of its manifestations in educational organizations of the Republic of Bashkortostan. 20,480 students were examined. For this, we used a questionnaire developed by E.V. Novikova, an Educational Psychologist at Gymnasium No. 91, and I.R. Khokh, a Medical Psychologist of Clinical Psychotherapeutic Center of the Ministry of Health of the Republic of Bashkortostan. In parallel with the survey of children, a survey among teachers of the republic was also conducted. The survey involved 3219 teachers of educational institutions of the Republic of Bashkortostan. The researxh was aimed at as key questions as: how employees of general education organizations recognize, respond, and describe bullying; how do they explain its causes and consequences; what measures and measures are taken to prevent bullying in the school environment. The questionary was based on the methods developed by Russian scientists A.A. Bochaver, A.V. Zhilinskaya, and K.D. Khlomov from the Center “Perekrestok” of the Moscow State University of Psychology and Education.

Introduction. The deterioration in the health of children and adolescents in the dynamics of education in general education organizations dictates the need to minimize the risk factors for the development of school-related diseases based on the development of a methodology for calculating the level of hygienic well-being of these organizations, taking into account existing health care opportunities (preserving and improving the health of students). The purpose of the study is to develop a comprehensive indicator for assessing the sanitary and hygienic well-being of educational institutions from the standpoint of health and safety. Material and methods. The methodology for the integrated assessment of the educational environment includes: a) defining a list of the most significant hygienic indicators from the standpoint of health preservation; b) an assessment of the weight of each of them; c) the development of a comprehensive indicator of sanitary and epidemiological well-being, combining individual indicators into one with its translation into a qualitative assessment. Results. Based on the materials of the research, a rationale for a comprehensive assessment of sanitary and hygienic well-being in educational organizations from the standpoint of health care has been proposed, that is, a technique is proposed, the use of which will help determine the full use of opportunities for maintaining and improving health in an educational organization. Discussion. Developed as a result of the conducted research, the algorithm for constructing a comprehensive indicator for assessing sanitary and hygienic well-being allows objectively characterizing the conditions and modes of education in educational institutions from the standpoint of health and safety, determining the risk factors of the educational environment and predicting the likelihood of school-related diseases. The construction of a complex indicator is proposed to be used as an additional assessment of the educational organization’s capacity to preserve the health of students in the dynamics of learning. Conclusion. The proposed model of an integrated assessment of the educational environment, which is based on quantitative (scoring) and qualitative assessments, identifying the resources for maintaining and promoting health in general education organizations, determines: risk factors of the educational environment; definition and prediction of the probability of changes in the students’ health status (positive and negative); justification of the system of management decisions to minimize risk factors and prevent violations in students’ health.

One of the main objectives of the Russian educational policy is to achieve a new quality of education. In addition, the importance of including the public in the evaluation of the education system, presenting greater opportunities for initiative and activity of direct participants in educational relations is updated. One of the indicators of high-quality General education is the satisfaction of students and parents, which can also be seen as the eff ect of modernization processes taking place in the regional education system. Satisfaction with the quality of General education in the region is determined through the study of the opinions of respondents in the framework of the annual monitoring study, during which students in grades 10, 11 and their parents express an opinion on the quality of the implementation of certain areas of activity of educational institutions. Also, these studies provide an opportunity to get an idea of the requests of participants in educational relations. The article presents the results of the study for the period from 2013/14 to 2017/18 academic year, the directions of improving the activities of educational institutions.

This paper aims to reflect an effort to identify the problems associated with the educational learning process, as well as its function to express some inherent considerations to the most effective forms of the classroom management. Mentioned in this discussion are ways of management for various categories of students, not only from an intellectual level, but also by their behavior. Also, in the elaboration of this theme I was considering that in addition to other development directions of the country, an important place is occupied by the education of the younger generation in our school environments and especially in adopting the methods of teaching and learning management with a view to enable this generation to be competitive in the European labor market. This, of course, can be achieved by giving this generation the best values of behavior, cultural level, professional level and ethics one of an European family which we belong to, not just geographically. On such foundations, we have tried to develop this study, always improving the reality of the prolonged transition in the field of children’s education. Likewise, we have considered the factors that have left their mark on the structure, cultural level and general education level of children, such as high demographic turnover associated with migration from rural and urban areas, in the capacity of our educational institutions to cope with new situations etc. In the conclusions of this study is shown that there is required a substantial reform even in the pro-university educational system to ensure a significant improvement in the behavior of children, relations between them and the sound quality of their preparation. Used literature for this purpose has not been lacking, due to the fact that such problems are usually treated by different scholars. Likewise, we found it appropriate to use the ideas and issues discussed by the foreign literature that deals directly with classroom management problems. All the following treatise is intended to reflect the way of an effective classroom management.

Singapore is not known for astronomy research. However, the interest in astronomy has grown since the 1990s, when more educational institutions and observatories were built to equip students with the skills and knowledge in astronomy. The National University of Singapore (NUS) currently has a strong and rigorous astronomy and astrophysics programme that leads to an astrophysics specialization within the physics B.Sc. degree as well as four general education modules in astronomy and astrophysics. As experimental data is the final arbiter of any scientific theory, we emphasize the practical aspects of astronomy in this programme. We also have a state-of-the-art observatory equipped with a robotic telescope and a planetarium for tutorials. This paper outlines the philosophy, pedagogy and approach of how our NUS team has achieved a very successful undergraduate astronomy and astrophysics for aspiring Singaporean youth.

This article deals with the method of using regional studies in foreign language classes in a non-linguistic university. It speaks about the realization of interdisciplinary relations as one of the effective means of professsionalizing the educational process. The paper also considers some variants of activities at the English lessons. Combinations of such subjects as Geography and English, History and English are presented. The interests of students in the field of their specialty are revealed. The interdisciplinary relations as a means of increasing general education and cultural potential of higher educational institutions are also highlighted. The necessity for highly qualified specialists in various specialities is emphasized in this article.
