In order to improve the business climate, the Indonesian government focuses on carrying out a fundamental reform program. One part of the program is issuing online business licenses. As a form of compliance, the Ministry of Trade (MoT) needs to implement the Integrated Trade Licensing System (ITLS), where the system’s values will be made possible through a collaboration between government agencies. This condition illustrates a self-organizing network of organizations where each agency will be able to contribute its values and result in a new set of values. This concept is aligned with the extended organization. This paper aims to examine how ITLS can successfully work through government agencies’ collaboration in an extended organization. The research methodology used a qualitative approach by collecting data through documentation study, observation, and interviews. The study found that trade licenses can only be issued if the value given by the extended organization is sent to ITLS with the assistance of information technology (IT). This research is expected to be a lesson learned of extended organization concept in government agencies.

As a high populated country, one of Indonesia major problem is unemployment. The Indonesian government has been working on several programs to reduce the unemployment level. In the province level, Disnakertrans Jatim has several initiatives, including: developing Employment Service Center as well as Online Job Service Center. The number of Internet users is increasing significantly in the last several years, including in Indonesia. The use of Information Technology is expected to assist the job seekers to find jobs, and allows companies to find workers effectively. This paper discusses about the development of the Online Job Service Center

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

The purpose of this research was to gain an understanding of the principal's strategies as a manager in overcoming problems that arouse during the implementation of online learning at SDIT al-Kahfi in Lebong Regency, Bengkulu Province. This study applied a qualitative approach, with data gathered through observation of learning activities via Whastapp groups and interviews with informants such as school principals, PAI teachers, students, and parents. Following the collection of data, an analysis was performed using Miles’ et al theory in order to find conclusive answers. The principal's strategies to solve the problems of online learning at SDIT al-Kahfi Lebong fell into the following: sending teachers to attend seminars or getting engaged into the training of information technology and learning with peers, providing guidance or training for children in groups or individually, providing counseling and conducting counseling meetings with students’ parents about the importance of android in the learning process, and giving an understanding of the importance of parental cooperation in supervising their children's learning from home.

<span>This research was conducted to develop the Indonesian Government Enterprise Architecture (IGEA) framework which is suitable for Indonesian government agencies. Due to their complexity and expensive implementation cost, existing EA frameworks such as TOGAF and Zachman have so far not been the choice for building GEA by some countries including Australia and New Zealand. Those countries have built their own GEA namely Australia’s AGA and New Zealand’s GEA-NZ, respectively. Learning from this experience, the authors did a research to build Indonesia’s GEA or IGEA. This paper explains the research process which starts from mapping or comparing TOGAF, AGA, and GEA-NZ frameworks to get the underlying foundation for building GEA, analyzing framework artifacts, to building IGEA by adding specific Indonesian regulations and policies such as RPJMN and Nawacita. This IGEA framework is expected to become a reference for developing EA not only at institutional level but also the most important thing at national or cross institutional level, in order to increase the effectiveness of government IT spending.</span>

The unequal distribution of the population in Indonesia is caused by the concentration of the population of Java, which led the government to create a population movement program called transmigration. The types of transmigration carried out by the Indonesian government are general transmigration and self-employment transmigration. West Borneo, which is the destination for transmigration, is Rasau Jaya District, Kubu Raya Regency. Of the six villages in the Rasau Jaya sub-district, there are only four villages that are the placement areas for transmigrants, namely Rasau Jaya Satu Village, Rasau Jaya Dua Village, Rasau Jaya Tiga Village and Bintang Mas Village. Rasau Jaya Tiga Village in 1975-1977 became the most transmigration destination area because it had the largest land area among other villages. The method used is descriptive with a qualitative approach and the object under study is the transmigrant who came from West Java.

AbstractThis research aims to describe (1) the form of the application of the learning commons concept in the Archives Service and Library West Sumatra Province; (2) the concept of learning commons in the Archives and Library of West Sumatra Province; (3) efforts to realize learning commons in the Archives and Library of West Sumatra Province; and (4) factors that must be considered in applying the concept of learning commons. This study uses a descriptive method with a qualitative approach, which is collecting data by conducting observations and interviews with librarians and library users in the Archives Service and Library West Sumatra Province. The results of the research that have been carried out show, First, the form of the application of the concept of learning commons in the Archives and Library of West Sumatra Province is applied in information technology, namely by using the INLISLite application to provide technology-based services as well as maximum utilization of library space and facilities. Second, there are three concepts of learning commons that exist in the Archives and Library of West Sumatra Province, namely, the concept of learning, the concept of discussion, and the concept of information technology. Third, the efforts made in realizing learning commons in the Archives Service and Library of West Sumatra Province are influenced by the performance of librarians in the Archives and Library West Sumatra Province. Fourth, there are seven factors that must be considered in implementing the concept of learning commons, namely, user-centered, flexible, repetitive questions, join resources, delete remove barriers, trust your users, and publicize. All these factors have been carried out by the Office of Archives and Library of West Sumatra Province although there are still some applications that have not been maximized.Keywords: library; concept; learning commons.
