The article defines the role of the financial component of the communication management strategy in HEIs based on the construction of the algorithm for optimizing the distribution of costs for communication processes and the construction of the financial mechanism of communication management. Communication processes in HEIs have a number of specific features due to the fact that a large number of people and groups of people with different levels of education, level of intelligence, age, upbringing and interests take part in the communication process. That is, effective communication management of HEIs requires from the management of institutions to develop a management strategy that would satisfy the interests of all groups of communication process participants. It has been emphasized that the communication management strategy in HEIs should be developed for the long term taking into account the conditions of the changing external environment, and have the goal to continuously transmit information to employers, applicants, their parents, and the whole society in order to make the services of institutions attractive to the target audience and have feedback which would allow monitoring the quality of communication processes and have an economic effect from their implementation. It has been noted that one of the main components of the communication management strategy in HEIs is finance. An algorithm has been built to optimize the costs of managing communication in HEIs based on the use of the classical method of mathematical nonlinear programming problems optimization. A financial mechanism for managing communication in HEIs has been built, which is a system of measures aimed at achieving a certain level of communication processes management while maintaining a certain level of financial stability and independence. It has been concluded that the financial component of the communication management strategy in HEIs is one of its main elements, which allows constant increasing the level of institutions competitiveness and the quality of education as well as scientific and technical potential.

Management strategy is something that will always exist in modern organizations. Communication management is a very important factor as a management tool to achieve its goals. From a communication perspective, various internal organizational factors are closely related to communication factors to become a communication strategy design with the output form being organizational communication design. To achieve organizational goals, communication management is a core element that works to optimize human resources and technology through a communication strategy to improve communication effectiveness. The communication process that takes place will create a two-way dialogue and a positive impression on the organization. Communication management is a core element in management strategy which is a booster factor for organizational performance in order to achieve its goals. Communication management design is comprehensive, covering all internal aspects of the organization and the complex nature of the management system. This natural communication is the optimization of the role to facilitate the relationship between organizational personnel at all levels, to build a supportive environment for the internal development of the organization. Top management's awareness and vision is very important in order to understand that persistence in learning how to communicate should be a top priority for them. When the ability to communicate becomes an organizational culture and a skill that is continually being refined, the goals of the organization will be more open to being achieved.

The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

This article investigates modern marketing communications with the emphasis on the importance of creating a model of communication management aimed at improving the results of market participation of the organization. Studying the transformation of the national economy, the trends of concentration of industrial and financial capital, digitalization and customer focus of national business are rightly noted. The author logically highlights the dominance of Internet advertising in the modern complex of communications, which for the first time in 2018 was ahead of TV advertising in terms of sales. Scientific novelty lies in the proposed model of management of a modern complex of marketing communications, which will allow management to increase the quality of customer service. Attention should be paid to the author’s emphasis on the importance of activating the feedback in the proposed model to adjust management decisions as a guarantor of the formation of demand, financial stability of the organization and the image of the organization.

The requirements and conditions for the functioning of professional sports that have been formed in the international arena indicate the need to review the current model of conducting financial and economic activities by domestic sports entities that are direct participants in the international sports movement, which requires a comprehensive study related to the optimization of the financial mechanism of professional sports. The relevance of this issue and the lack of a unified approach to the methodology of managing the financial mechanism of professional sports determined the purpose and subject of the research conducted within the scope of this article. Thus, the purpose of the study is to offer directions for optimizing the financial mechanism for managing professional sports, implemented in the context of the development of financial and economic independence of its subjects. At the same time, the subject of the research is the relations related to the development of the financial mechanism of professional sports and the use of its methods and tools to ensure the financial stability of professional sports subjects. Strict licensing conditions for the quality of financial support for clubs and sports infrastructure will allow the League to be formed from professional clubs that can provide high spectator interest in the competition, which will be the basis for financial stability and popularity of the entire League. The main criteria for compliance should be: the availability of modern infrastructure, in particular the stadium, base and youth Academy, as well as a balanced budget for the season, confirmed by the relevant contractual documentation.


Efficiency of combination of soil herbicide Command (CE 0.02 ml/m2) and growth stimulators Melafen and Emistim S for tobacco seedling growing in sheltered ground has been studied. Before studies inhibition properties of herbicide on first stage of tobacco growing were found. For decreasing effect of herbicide ’s depression and increasing growing processes researches during greenhouse and field stages have been carried. It has been found that soaking seeds in solution of growth stimulator Melafen (concentration 0.05 %) and Emistim S (concentration 0.00001 %) during 3 hours in combination with further treatments on basic stages of seedling development (cotyledon and ready for transplanting before pulling out) led not only to decreasing toxic effect of herbicide but also increasing qualitative properties of tobacco plants. Growth stimulators led to increasing length of plants from collar to growing point by 46-62 %, to end of tips - by 20-35 %, above ground plant mass - by 42 - 86 %, root mass - by 32 %. It was also noticed 28 - 36 % increasing outcome of standard seedlings from m2 in time of transplanting. Due to prolonged effect of Melafen and Emistim S seedlings transplanted into field were with increased surviving properties. Later, due to increased growing rate it was noticed increasing leaf area by 9-18 % and productivity - by 16-24 %. Economic effect due to utilizing growth stimulators Melafen and Emistim S during seedling stage reaches 360 and 470 rubles/m2 and during field stage - 66 and 98 th.rubles/ha respectively. Offered elaboration can be utilized for protecting systems of different agricultural plants where utilizing soil herbicides is recommended. Also quality of cured tobacco grown with stimulators had been improved.

The role and importance of the educational migration environment in activating migration movements of the population is described. The main components of the educational migration environment of the population are identified, and their features are outlined. Indicators have been proposed and the conditions for the formation of the educational migration environment of the population have been determined. It is proved that «freedom of knowledge movement» motivates students, teachers and researchers to combine educational and research activities with future employment abroad. The processes of educational migration in the form of cross-border education and academic mobility are presented. The concept of educational migration environment is defined and five main components of its formation are described: quantitative measurement of educational migration potential; quality of the academic environment; motivational conditions; opportunities for universities and industry collaboration in research; institutional conditions in the educational sphere. The list of indicators offered by the Ukrainian statistics is provided for quantitative representation of each component of the educational migration. Based on the method of multidimensional (cluster) analysis, the regional index of formation of educational migration environment is calculated. Using this method allows to move from the assessment of educational migration environment on 28 indicators to the construction of one synthetic indicator. Application of methodical approach allows to see the place of the region by the important parameters of development of the environment of educational migration of the population, to evaluate the attractiveness, opportunities and threats of formation of this environment in the regional dimension. It is proved that the «most favorable» environment in the Carpathian region has the Lviv region (4th place in Ukraine). Other regions of the Ukrainian Carpathians occupy in the ranking the lower places: respectively Ivano-Frankivsk (15th place), Chernivtsi (21st place), Transcarpathian region (24th place).

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

Background: Scutellariae Radix (Huangqin) is commonly processed into 3 products for different clinical applications. However, a simple analytical method for quality control has rarely been reported to quickly estimate the degree of processing Huangqin or distinguish differently processed products or unqualified Huangqin products. Objective: To study a new strategy for quality control in the processing practice of Huangqin. Methods: Seven kinds of flavonoids that mainly exist in Huangqin were determined by HPLC-DAD. Chromatographic fingerprints were established to study the variation and discipline of the 3 processed products of Huangqin. PCA and OPLS-DA were used to classify differently processed products of Huangqin. Results: The results showed that baicalin and wogonoside were the main components in the crude and the alcohol Huangqin herb while baicalein and wogonin mainly existed in carbonized Huangqin. The results of mathematical statistics revealed that the processing techniques can make the quality of medicinal materials more uniform. Conclusion: This multivariate monitoring strategy is suitable for quality control in the processing of Huangqin.

Background: Quality control and the standardization of herbal medicines involve steps like standard source and quality of raw materials, good manufacturing practices and adequate analytical screening. These practices play a vital role in guaranting the quality and stability of herbal preparations. Chandrashakaladi Vataka is an Ayurvedic herbal formulation mentioned to be beneficial in Kushtha. Till date no published data is available on its analytical profile. Aim: To develop the Pharmacognostical and Phyto-chemical profile of Chandrashakaladi Vataka. Material and Methods: Chandrashakaladi Vataka was prepared as per classical method and analytical findings were recorded. Samples were subjected to organoleptic analysis, physico-chemical analysis and HPTLC examination by optimizing the solvent systems. Results and Conclusions: Pharmacognostical profile of Chandrashakaladi Vataka was established. Loss on drying, Ash value, Acid insoluble extract, Methanol soluble extract, Chandrashakaladi Vataka was found within prescribed limits. HPTLC profile of Chandrashakaladi Vataka revealed 12 spots at 254 nm and 13 spots at 366 nm.
