The article contains analysis of the reasons why the resource of the historical memory of civil societies and power elites is beginning to be actively used in the modern foreign and domestic policy of many countries, including Russia. The article describes the positive consequences of such a construction of political motivations, as well as the risks associated with the weakening of the influence of ideologies on political processes. From the author’s point of view, the interest of the subjects of modern politics in using the resource of historical memory is due to the distrust of citizens and elites to the motivational potential of ideologies growing in the modern world and in Russia. It is also caused by the desire to increase the “human capital” of democratic politics and reserve advantages for the national state in controlling the policy of implementing national interests. At the same time, the author argues, the active motivation of politics, both internal and external, by the arguments of historical memory can generate no less risks for its progress today than those that were generated by the dominance of “classical” ideologies in it.

he article examines the phenomenon of the spiritual factor of historical development, its influence on the emergence of various historical phenomena, and proposes to take into account the spiritual factor along with other factors of historical development (economic, political, social, climatic, etc.). The concepts of “spirit”, “spirituality”, “spiritual crisis”, “spiritual confrontation” are considered in the traditional for those concepts religious key. From the traditionalist point of view, the concept of “humanism” as the religion of man-God is analyzed. The article shows the confrontation between the teachings of humanism and traditional religions, as spiritual confrontation of various religious teachings. The main spiritual and political processes in the modern world are revealed.

Background. The research is devoted to revealing the semantic analysis of the dramaturgy of one of the large-scale compositions in the creative work of IvanKarabyts – the cycle “24 Preludes” for the piano. The composition was written by Ivan Karabyts in 1976 and today it is of great interest to concert performers and fans of modern piano music. The attention of pianists to the cycle “24 Preludes” by I. Karabyts is attracted, firstly, by the distinctive, original musical language, secondly – by a wide range of performing capabilities and means of expression, and thirdly – by vivid images that inspire pianists to reproduce artistic ideas, hidden philosophical implications. The object of research is the cycle “24 preludes” for the piano as a musical encyclopaedia, reflecting the artistic era in the context of the Ukrainian renaissance of tthe 1970s, and the aim is to identify stylistic patterns by means of the semantic analysis of the dramaturgy of the cycle, finding the intersection in a kind of dialogue with a diverse, significant fund of the music of the 20th century. The methodology of research is focused on the relationship of special methods of analysis: functional-structural, intonation, genre, style, semantic and interpretative one. Results. Ivan Karabyts chooses for his cycle a model of tonal dramaturgy of the cycle “24 Preludes”, introduced by F. Chopin and later by D. Shostakovich, namely – the movement along the circle of fifths in the ratio of major-minor. From the point of view of musical semantics of the preludes of the cycle they can be divided into 5 thematic groups (contemplative and introspective lyrics; grotesque and dance; sound imitation and spatial-visual; stylistic allusions; and tragedy ones), varied in genre-stylistic sense (according to the criteria of modelling the awareness of the lyrical hero (I – the world around me.) The dramaturgy of the cycle is built through their correlation, while forming a certain plot, which begins with the image of the lyrical hero, and ends with a demonstration of the society which is ambiguous and problematic for a human. The composer chooses the prelude as a genre with a historical memory of culture, which allows performers and listeners to experience the range of psychological moments of the human spirit in the turbulent world of events of the last third of the 20th century. The composer is fascinated by this genre not by chance, because the prelude allows reflecting in miniature numerous states of “fixed” moments of existence, the inner balance of the artist and the world. Each prelude in the cycle is a kind of creative laboratory, a field of creative experiments. It reflected both already developed and new methods and principles of the composer’s thinking. While performing one prelude after another as a whole composition, one realizes that this genre expresses the freedom of creativity, the element of existence: it is a fantasy, and a story of the heart, and the revelation of the spirit, and at the same time – bright genre sketches. Conclusions. The analysis of the musical semantics of I. Karabyts’s piano cycle “24 Preludes” testified to the presence of 5 genre-stylistic groups in the cycle (according to the criterion of the dual world notion “psychology I – the world around”). Thus, the genre-semantic analysis of the piano cycle “24 Preludes” has shown that I. Karabyts does not lose touch with history and time, by paying tribute to the masters of the 18th–20th centuries, continuing to develop the type of tonal dramaturgy, laid down by J. S. Bach. In the cycle there is a special “counterpoint” of the “blues” stylistic. The dramaturgy of the cycle has a detailed plot, which begins with the image of the lyrical hero, and ends with a demonstration of the society ambiguous and problematic for a human (“I – World”). The dramaturgy of the romantic dual world turns into a harmony of the modern world with multiple images, echoes of time and inner drama. The genre semantics and its analysis allow the performer to comprehend the large-scale cycle as an artistic picture of the world, and its stylistic unity – as a spiritual universe which belongs to the Ukrainian art of the 21st century.

Modern world trends have a significant impact on the university and human capital as an important part of the university. From our point of view, an active process is currently underway and namely it is transition from a university-function, to a university-subject of change. Only a small amount of the university's academic staff have the necessary competences for the implementation of full-life projects and the ability to work in a project team, this is primarily due to the lack of soft-skills. In this regard, to assess the capitalization of the human resource in the university community, in this article propose to introduce the concept of capitalization index (CI), which takes into account the diversity of activities of the university staff (scientific work, teaching, interaction with students, etc.) and determines its effectiveness. This system allows us to supplement it with various components, depending on the trends of development of the university, and also shift the focus from one area to another (priority factor) and strengthen the significance of a certain type of activity (quality factor).

Традиционный фольклор является обширной сферой человеческой деятельности, именно поэтому важна фиксация и изучение этнокультурных явлений и их переосмысление. Данная статья посвящена исследованию некоторых вопросов взаимовлияния двух самостоятельных областей фольклористики: языческого в древности обряда сөрән (сорэн) и не менее древнего жанра – эпоса, выявлению общих проблем в данных областях народной культуры. Рассматриваемые с точки зрения историко-мифологических, художественных, эстетических, нравственно-воспитательных, социально значимых критериев, дошедшие до наших дней обрядовые и эпические акции вправе называться институтом сохранения самобытности, ценностей и творческого самовыражения. Выявление ранних мифологических представлений и исторической памяти народа, зафиксированных в вербальном эпическом тексте обряда, например, способно играть немаловажную роль в этнической идентичности той или иной нации, что особенно важно для современного общества. Научные изыскания по данной тематике способствуют созданию баланса между процессом глобализации в культуре и необходимостью сохранения и поддержания этнического разнообразия в современном мире. Цель исследования – определить общие корни эпоса и обряда сорэн, по сохраненным в обрядовом и эпическом фольклоре кодам установить эволюционирующие признаки мифологического сознания этноса. Основным источником фактического материала в исследовании послужили тексты тюркского эпического фольклора, а также песенные тексты, исполняемые во время названного народного праздника; широко использованы вновь найденные во время научных экспедиций материалы, в особенности – по обрядовому фольклору. В исследовании использованы сравнительные, структурно-описательные, историко-типологические методы. Научная новизна статьи заключается в том, что здесь впервые в своеобразном этническом примере поднимается вопрос интеграции эпического наследия и обрядового фольклора, рассматриваются современное состояние и трансформация календарно-обрядового праздника сорэн у татар, вводится в научный оборот новый материал по обрядовому фольклору татар в сравнении с образцами тюркского эпоса. Подход авторов к проблеме в малоисследованном ритуально-ситуативном аспекте позволил выявить некоторые общие маркеры и коды, бытующие в эпической и обрядовой культуре народа. В результате исследования охарактеризовано соотношение традиционности и современности в татарском эпическом и календарно-обрядовом фольклоре, установлена некоторая стилистическая и жанрово-поэтическая общность между обрядностью и эпосом, сделаны соответствующие выводы, определен потенциал темы для дальнейшего изучения вопроса. Traditional folklore is a vast area of human activity, which is why it is important to fixate and study ethnocultural phenomena and their rethinking. This article is devoted to the study of some issues of the mutual influence of two independent areas of folklore: the pagan rite of Soren in antiquity and the no less ancient genre – the epic, identifying common problems in these areas of folk culture. Considered from the point of view of historical, mythological, artistic, aesthetic, moral, educational, socially significant criteria, ritual and epic actions that have come down to our days can be called an institution for the preservation of identity, values and creative self-expression. Revealing the early mythological ideas and historical memory of the people, recorded in the verbal epic text of the rite, for example, can play an important role in the ethnic identity of a particular nation, which is especially important for modern society. Scholarly research on this topic contributes to the creation of a balance between the process of globalization in culture and the need to preserve and maintain ethnic diversity in the modern world. The purpose of the study was to determine the common roots of the epic and the Soren rite, and from the codes preserved in ritual and epic folklore, to establish the evolving signs of the mythological consciousness of the ethnos. The main source of factual material in the study was the texts of the Turkic epic folklore, as well as the song texts performed during the said folk holiday; materials newly found during scientific expeditions were widely used, in particular – on ritual folklore. The study used comparative, structural and descriptive, historical and typological methods. The scholarly novelty of the article lies in the fact that for the first time, in a kind of ethnic example, the issue of integration of the epic heritage and ritual folklore is raised, the current state and transformation of the Soren calendar-ritual holiday among the Tatars is considered, new material on the ritual folklore of the Tatars is introduced into scientific circulation in comparison with samples Turkic epic. The authors' approach to the problem in a little-studied ritual-situational aspect made it possible to identify some common markers and codes that exist in the epic and ritual culture of the people. As a result of the study, the relationship between tradition and modernity in the Tatar epic and calendar-ritual folklore were characterized, some stylistic and genre-poetic commonality between ritual and epic were established, appropriate conclusions were drawn, and the topic's potential for further study of the issue were determined.

The author considers the questions relating to the formation of lawyers’ professional traits from the point of view of the significance which human capital and investment in this capital hold in contemporary times. It follows from the analyses, which were carried out, that the dire need for taking up actions with the aim to shape lawyers appears one of the most vital tasks. This requires taking into account visible trends in the changing job market. Another aspect results from the need for multilevel qualifications and conditions behind lawyers’ actions and their decisions. Thus, colleges of higher education which educate prospective lawyers, as well as lawyers’ corporations, are confronted by challenges of forming, in young people, features that are indispensable for them to be valuable lawyers and not only executors of simple activities. The author points to the fact that lawyers need shaping because, among others, during their whole social lives and realization of professional tasks their personality traits and potential related to communication will constantly manifest through accepting and following or rejecting and opposing values, principles, reflexions, empathy, sensitivity, the farthest-fetched imagination, objectivism, cooperation, dialogue, distancing themselves from political disputes, etc. Students of the art of law should be characterized by a changed mentality, new vision of law – service to man, and realization of standards of law, as well as perception of the importance of knowledge, skills, attitudes and competences.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

International forest policy is mainly shaped by the participation of countries at global level, which is why forest-related organisations in Europe and their political processes have received little attention up to now. Meanwhile, however, global forest policy is being increasingly influenced by regional processes. Efforts are underway in the context of various European processes to put sustainable forest management on a firmer footing and make it better known outside the sector. Hence the safeguarding of national interests in the European context is becoming more important for Switzerland. This contribution presents the main forest policy organisations in Europe from Switzerland's perspective, i.e. Forest Europe, the FAO European Forestry Commission, the UNECE Timber Committee, the European Union and the European Forest Institute, so as to provide a better understanding of where European forest policy originates.

Infamously, the 1991 Bulgarian Constitution contains a provision banning political parties “formed on an ethnic basis.” In the early 1990s, the neo-communist Bulgarian Socialist Party invoked this provision when it asked the country's Constitutional Court to declare unconstitutional the political party of the beleaguered Turkish minority. In this article, Venelin I. Ganev analyzes the conflicting arguments presented in the course of the constitutional trial that ensued and shows how the justices’ anxieties about the possible effects of politicized ethnicity were interwoven into broader debates about the scope of the constitutional normative shift that marked the end of the communist era, about the relevance of historical memory to constitutional reasoning, and about the nature of democratic politics in a multiethnic society. Ganev also argues that the constitutional interpretation articulated by the Court has become an essential component of Bulgaria's emerging political order. More broadly, he illuminates the complexity of some of the major issues that frame the study of ethnopolitics in postcommunist eastern Europe: the varied dimensions of the “politics of remembrance“; the ambiguities of transitional justice; the dilemmas inherent in the construction of a rights-centered legality; and the challenges involved in establishing a forward-looking, pluralist system of governance.


The Napoleonic Wars took place from 1802 to 1815 and fundamentally altered the political, social, cultural, and military structures of Europe and, to a lesser extent, the rest of the world. This created a collective memory that influenced, and continues to influence, the modern world in a myriad of ways. The conflicts were a continuation of the French Revolutionary Wars, which bear their own collective and historical memory. They involved nearly every power in Europe, affecting them each to varying degrees. Political and legal systems changed, both as a result of Revolutionary ideals and the introduction of the Code Napoléon. Nationalism and national identity formation accelerated during the period, often benefiting from opposition to Napoleon or the destruction of existing systems wrought by the Revolutionary spirit that French armies brought to occupied territories, spurring the creation of national memory wherever they appeared. Napoleon and his power, undeniable genius, success, and ultimate failure have proven an irresistible and enduring figure of autobiographical and biographical memory in realms as diverse as fiction, wargaming, and history, both popular and academic. The methods of his armies became the paradigm for contemporary militaries, and their legacy continues to form the bedrock of collective, institutional, and popular memory. The arts contain their own cultural memory of Napoleon, many of which remain current. Collectively, the various aspects of the cultural and historical memory of the Napoleonic Wars have become a part of many important areas of history and historiography. As a result, works on Napoleon, his empire, and the Napoleonic Wars are voluminous and grow significantly every year.
