The article is devoted to the discussion of problems and tasks that are relevant for the higher school of Ukraine. One of the main tasks is achievement of a higher level of new knowledge acquisition in the current situation related to quarantine. The article attempts to consider some problems and risks of the current situation in the education of foreign students who came to Ukraine. Modern conditions of existence and functioning of the entire education system are associated with the implementation of distance learning, which has become a kind of methodological and behavioral challenge for both teachers and students. Now Ukraine is actively working to overcome certain problems related to this problem. Most of the participants in the distance learning process are frightened by the lack of feedback, which was previously provided by the student’s personal contact with the teacher and took place in a familiar environment. Speaking about the foreign students currently studying in Ukraine, it should be noted that studying abroad forces these young people to adapt not only to the new language and cultural environment, but also to completely unknown rules and norms. And this applies not only to the obligatory/optional attendance of classroom classes, forms of control, working with academic obligations, etc. A serious problem for both teachers and students was the attendance of distance learning, which dropped significantly during the quarantine. Among the facts influencing the activity of students’ participation in distance learning, it should be noted, first of all, the psychological impact of a huge amount of negative information, increasing depression among students and some frustration with future learning outcomes. Another important negative factor is low self-discipline and unwillingness to participate in a new form of learning without the usual coercion from the family or teacher, which often leads to loss of responsibility. Among the main indicators that should be taken into account when preparing and planning distance learning are the ethnicity of students and their willingness to accept the opportunity to study without the usual presence of the teacher and outside the usual material objects. That is why, according to the majority of practicing teachers, in general pedagogy and methods of teaching foreign languages it is necessary to use an anthropocentric approach that takes into account the characteristics of certain ethnic groups of students in order to create methodological tools for managing pedagogical interaction.Key words: distance learning, anthropocentric approach, attending classes, independent work, contact with the teacher. Стаття присвячена обговоренню проблем і завдань, які зараз стоять перед вищою школою України. Одним із головних є досягнення більш високого рівня засвоєння нового знання за умов сучасної ситуації, пов’язаної з карантином. У статті робиться спроба розглянути деякі проблеми та ризики сучасної ситуації у навчанні студентів-іноземців, які приїхали в Україну. Сучасні умови існування та функціонування усієї системи освіти пов’язані з реалізацією дистанційного навчання, яке стало своєрідним методичним та поведінковим викликом як для викладачів, так і для студентів. Зараз Україна активно працює над подоланням певних проблем, пов’язаних із цім. Більшість учасників процесу дистанційного навчання лякає відсутність зворотного зв’язку, що завжди забезпечувало особистий контакт студента з викладачем та відбувалося у звичному оточенні. Говорячи про контингент іноземних студентів, які навчаються зараз в Україні, маємо відзначити, що навчання за кордоном примушує цих молодих людей пристосовуватися не лише до нового мовного та культурного оточення, але й до абсолютно незнайомих раніше правил та норм. Це стосується не тільки обов’язковості/необов’язковості відвідування аудиторних занять, форм контролів, відпрацювання заборгованостей тощо. Серйозною проблемою як для викладача, так і для студентів стало саме відвідування дистанційних занять, яке за час карантину значно впало. Серед фактів, що впливають на активність участі студентів у дистанційних заняттях, треба відзначити перш за все психологічний вплив величезної кількості негативної інформації, збільшення депресивних станів серед учнів та певне розчарування у майбутніх результатах навчання. Важливими негативними факторами є також низька самодисципліна та небажання брати участь у новій формі навчання без звичного примусу з боку родини або викладача, що часто призводить до втрати відповідальності. Серед головних показників, які треба враховувати під час підготовки та планування дистанційних занять, є етнічна приналежність студентів та їх готовність прийняти можливість навчатися без звичної присутності викладача та поза оточенням звичних матеріальних об’єктів. Саме тому, на думку більшості викладачів-практиків, у загальній педагогіці та методиці викладання іноземних мов треба використовувати антропоцентричний підхід, який враховує особливості певних етнічних груп учнів задля створення методичних інструментів управління педагогічною взаємодією.Ключові слова: дистанційне навчання, антропоцентричний підхід, відвідування занять, самостійна робота, контакт з викладачем.

The emergence of an increasing number of foreign students in Russian universities indicates the importance of the Russian higher education system in the world community. At the same time, a new problem emerged on the agenda — how to train foreigners from abroad with high quality, taking into account their different readiness in mastering the Russian language and different subject training. The article describes the problems that foreign students face when studying informatics at a pedagogical university. The combined profiles, including “Informatics”, of the Faculty of Physics and Mathematics of Mordovian State Pedagogical Institute named after M. E. Evsevjev were the experimental research site. On the example of the “Theoretical Foundations of Informatics” discipline, the ways of teaching informatics are shown. Examples of assignments, including tasks for independent work, for teaching foreign students to informatics at the specified university are given.

The article is devoted to one of the advanced formats of foreign language teaching at high school, which effectively complements extramural and full-time forms of education – distance learning. The author emphasizes that the quality and effectiveness of foreign languages distance learning athigher educational establishments depends on effectively organized course; the pedagogical skills of teachers, participating in the educational process; the quality of applied methodical content.The main principles of foreign languages distance learning in higher education has been covered, the means of improving the quality and effectiveness of this educational format has been proposed, the key conceptual regulations of foreign languages distance learning has been determined. The article proposes a model for organizing foreign languages distance learning course for future specialists, describes a system to control and monitor the knowledge of all types of speech activities. It is also noted that independent work in the foreign languages distance course at high school should not be passive, but on the contrary, the student should be involved in active cognitive activities, not limited to acquiring foreign language skills, but necessarily includes their practical application; to solve certain communicative tasks in the future professional activity.The article concludes that in the process of organizing the foreign language distance learning course at high school, it is necessary to take into account not only the didactic characteristics and functions of multimedia and telecommunications as a technological basis, but also the conceptual trends of didactic distance learning as a component of modern education. Abstract The internet can be made as a way to transfer knowledge from lecturers to students, while Learning that utilizes the internet is one of the E-Learning Learning media. E-learning is distance learning that utilizes computer technology or computer networks or the Internet E-learning, so that it can enable the learning process through computers in their respective places without having to physically go to attend classes or lectures in class, Systems e-learning learning is a new way of teaching and learning. E-learning as a special learning media PAI courses provide a very important role and a large function in the course because so far there are many shortcomings and weaknesses such as the limitations of space and time in the teaching and learning process through E-learning which prioritizes the efficiency of learning so students get full teaching even though they do not have to be face to face, can also be accessed anywhere, anytime, according to the assignments given by the lecturer usually scheduled with a specified deadline. The development of education towards e-learning is a must so that the quality standards of education can be improved, E-learning is one of the uses of internet technology in the delivery of learning and its broad reach. E-learning can also be an answer to a health problem that is Pandemic Corona (Covid-19) which is very influential also in every aspect of life, especially in education.Keywords: Effectiveness, Utilization, Islamic Religious Education, E-Learning, Covid 19. Abstrak Internet dapat dijadikan cara untuk mentransfer ilmu pengetahuan dari Dosen kepada mahasiswa/mahasiswi. Adapun Pembelajaran yang memanfaatkan internet salah satunya adalah media pembelajaran E-Learning. E-learning adalah pembelajaran jarak jauh (distance learning) yang memanfaatkan  teknologi komputer atau jaringan komputer atau internet E-learning, sehingga dapat  memungkinkan proses pembelajaran melalui komputer di tempat mereka  masing– masing tanpa harus secara fisik  pergi  mengikuti pelajaran atau pun  perkuliahan di kelas,  Sistem pembelajaran e-learning adalah cara baru dalam proses belajar mengajar. E-learning  sebagai   media pembelajaran khususnya mata kuliah PAI memberikan  peran   sangat   penting  dan fungsi yang besar pada mata kuliah tersebut karena selama  ini terdapat banyak  kekurangan  dan kelemahan seperti keterbatasan ruang dan waktu dalam  proses belajar  mengajar melalui E-learning yang  mengedepankan keefisienan dalam belajar sehingga  mahasiswa mendapat pengajaran yang penuh meski tidak harus bertatap muka, juga bisa di akses di mana saja, kapan saja,  sesuai dengan tugas yang diberikan oleh dosen biasanya terjadwal dengan  batas  waktu  yang  di tentukan. Pengembangan  pendidikan menuju e-learning merupakan suatu keharusan agar standar mutu pendidikan dapat ditingkatkan,  E-learning merupakan salah satu penggunaan teknologi internet dalam penyampaian  pembelajaran  serta  jangkauannya yang luas. E-learning  juga dapat menjadi jawaban dari suatu permasalahan kesehatan yaitu Pandemi Corona (Covid-19) ini yang sangat berpengaruh juga pada setiap aspek kehidupan terutama bidang pendidikan.Kata kunci  :  Keefektifitas, Pemanfaatan, Pendidikan Agama Islam,  E-Learning, Covid 19.

The article considers some psychological, pedagogical and technical aspects of the introduction of distance learning. It is emphasized that the main purpose of creating a system of distance education is to ensure free access to educational resources through the use of modern information technologies and social networks and to create conditions for citizens to exercise their rights to education. The main disadvantages of distance education are depersonalization, lack of proper motivation of participants in the educational process, loss of educational and socialization functions of education, hyperbolization of independent work, low level of control over the educational process.

The study is basically to examine electronic-voting in Nigeria elections as an improvement on the traditional paper voting with a focus on Owerri Senatorial Zone, Imo State. Worried by the frequent and debilitating incidences of electoral fraud and disenfranchisement of voters for unsubstantiated reasons, the study tended to sample opinion of respondents in Owerri on the subject as a way of strengthening democracy. Martin Hagen theory of e-democracy was adopted as theoretical framework. Hagen construes e-democracy as a strategic tool to strengthen democratic practices using the information and computer technology (ICT). The study is a survey attempt which made use of structured questionnaire to elicit information from respondents. Simple per centage was used for data analysis. It is our finding among others that e-voting will reduce incidences of election fraud especially in the areas of voting and counting of votes, and also the physically challenged qualified voters and citizens living and working abroad will have opportunity to cast their votes. The study concludes that Nigeria must cash in on flourishing (ICT) to fight endemic electoral irregularities in Nigeria through firm belief in and avowed adoption of e-voting. The study recommended among others institutionalization of legal frameworks and structures that will formidably support the practice of e-voting in Owerri senatorial zone in particular and Nigeria in general.

The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. In universities with a technological focus, the creation of an educational environment that meets the established requirements is impossible with distance learning. As an additional educational resource, it can be used in organizing students' independent work, studying optional courses, in DPO centers (retraining, professional development).
