As discussões acerca do planejamento educacional em geral e, em âmbito municipal em particular, exigem novas reflexões a fim de situar a materialização da autonomia municipal, sobretudo no que concerne à sua política educacional tendo como epicentro seu respectivo plano municipal de educação. O presente texto tem por objetivo contextualizar o município enquanto ente federativo situando tal status jurídico-normativo à materialização da sua autonomia em matéria educacional, a partir das discussões de poder local e plano municipal de educação. Metodologicamente, a pesquisa constitui-se bibliográfica e documental na medida em que se busca a compreensão da produção do conhecimento científico acerca de determinados recortes da realidade investigada. O reconhecimento do município como ente federativo requer novas aproximações acerca do papel das instâncias e sujeitos locais, sobretudo com o advento da legislação educacional posterior à promulgação da Constituição da República Federativa do Brasil de 1988, que delimita o papel do poder local em matéria educacional.Palavras-chave: Planejamento educacional. A cidadania na Constituição Federal brasileira compõe um dos princípios fundamentais do EstadoDemocrático de Direito. No Art. 205 consta que a educação deve visar o pleno desenvolvimento da pessoa e seupreparo para o exercício da cidadania, a partir desse pressuposto, toda a legislação educacional é desenvolvida.Contudo, ao consultar a literatura especializada percebemos que ao longo de seu processo histórico, a palavra “cidadania”tem sido utilizada com diversos significados, inclusive na defesa de argumentos antagônicos. Assim, esteestudo de cunho qualitativo, objetiva analisar três dos principais sentidos utilizados para a compreensão da palavracidadania: cidadania enquanto valor econômico; valor gnosiológico e valor ético-político. A discussão textual evidenciaque esses três significados estão presentes no cotidiano e na política educacional.Palavras-chave: Política educacional. Cidadania econômica. Cidadania gnosiológica. Cidadania ética-política. EDUCATION AND CITIZENSHIP IN THREE AREAS: as economic value, gnosiologicaland political ethicalAbstract: The citizenship in the Constitution is one the fundamental principles of the democratic rule of law.Article 205 states that education should aim at the full development of the person and his preparation for the exerciseof citizenship, from this assumption, all educational legislation is developed. However, when we consults thespecialized literature, we realize that throughout history process, the word “citizenship” has been used with variousmeanings, including the defense arguments antagonistic. Thus, this qualitative research, analyzes three major directionsused for the understanding of the word citizenship: citizenship as economic value, value epistemologicaland ethical-political value. The paper analyses the evolution of Yu. Samarin’s ideas from rationalism to “holistic knowledge”. Special attention is paid to the philosopher’s conceptualization of the key role of religion for a nation. The author also examines the scholar’s position concerning the promotion of patriotism as an important impetus for social development. Emphasis is made on analyzing the interaction of universal and national aspects in the educational process, as well as on the value of national identity in the field of humanities. The article also presents Yu. Samarin’s critical evaluation of the government educational policy and his suggestions on increasing its effectiveness. The author notes the relevance of Yu. Samarin’s views for the contemporary philosophical and educational context.

AbstractBrazil has one of the fastest-growing COVID-19 epidemics worldwide. Non-pharmaceutical interventions (NPIs) have been adopted at the municipal level with asynchronous actions taken across 5,568 municipalities and the Federal District. This paper systematises the fragmented information on NPIs reporting on a novel dataset with survey responses from 4,027 mayors, covering 72.3% of all municipalities in the country. This dataset responds to the urgency to track and share findings on fragmented policies during the COVID-19 pandemic. Quantifying NPIs can help to assess the role of interventions in reducing transmission. We offer spatial and temporal details for a range of measures aimed at implementing social distancing and the dates when these measures were relaxed by local governments.

Background: In a society increasingly marked by the logic of contemporary capitalism, education becomes an instrument for the reproduction of alienated labour forces. Objectives: To provide an overview of the characteristics of subjectivity and attitudes of the postmodern subject based on the studies of Fredric Jameson and David Harvey; unveiling the development of techniques for producing more effective ways of subjecting the company culture to neoliberal rationality described by Pierre Dardot and Christian Laval and their influences on the formation of contemporary identities; reflect on the role of education, in particular of scientific education, in overcoming the state of alienation brought about by the capitalist system of neoliberal societies. Design: Articulation between exploratory and bibliographic research, articulated with the theoretical frameworks of Paulo Freire’s critical theory and pedagogy.  Settings and Participants: Given the typology of the research carried out, articles, books and documents about the capitalist system in neoliberal societies, the educational legislation and Paulo Freire’s pedagogy. Data Collection and analysis: Critical reflection on the texts consulted and included in the research. Results: There is a relationship between the subjects constituted from the marketing logic and the role of the school as a reproducer of mechanisms of subjugation to the hegemonic capitalist system; there is also the business and industrial influence in the development of educational policies throughout the history of education. Conclusions: As a possibility of transforming this scenario of alienation from the educational system to hegemonic power, the Freirean conception of emancipatory critical humanist education is presented, in addition to the reproduction of capitalist logic, based on the awareness of subjects based on dialogical pedagogy and the appropriation of the scientific knowledge as a transformer of reality.

The article demonstrates the role of the electoral process in the modern Russian democratic state and society. The distinctive features of the new electoral process are highlighted. The role of municipal elections in the implementation of the electoral right is defined. The peculiarities of the implementation of electoral rights at the local level are noted. The two-system nature of the principles of electoral law is presented. The interrelation and interdependence of the fundamental ideas of the electoral law of the Federal and municipal levels is emphasized.

O artigo trata das redefinições no papel do Estado, que reorganizam as fronteiras entre o público e privado e materializam-se das mais diferentes formas na educação básica pública, e suas implicações para o processo de democratização da educação. No caso brasileiro, muito lutamos no período de abertura política pela democratização com direitos sociais materializados em políticas. Mas, ao mesmo tempo em que avançamos nos direitos conquistados, também foi naturalizado que o Estado não seria mais o principal executor.Palavras-chave: parceria público-privada em educação; política educacional; democratização da educação.The article deals with the redefinitions of the role of the state, which reorganize the boundaries between public and private that materialize in many different forms in basic public education, and their implications for the process of democratization of education. In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. However, while we have advanced in the conquered rights, at the same time the idea of the State as the main provider no longer prevails.Keywords: public-private partnership in education; educational policy; democratization of education

The article analyzes the administrative and legal guarantees of higher spiritual education institutions in the context of modern educational legislation of Ukraine. Given the insufficient level of scientific and legal study of the topic and given the innovative processes in the Ukrainian educational environment, our intelligence to some extent fills the gaps in the study of this issue. Despite the declared norms in the educational legislation, the administrative and legal guarantees of the activity of institutions of higher spiritual education as religious organizations continue to be formed. The new educational legislation laid down new guarantees for institutions of higher spiritual education and defined a new trajectory for the development of theological education. In particular, the law preserves autonomy from the Ministry of Education and Science of Ukraine, and as a result of accreditation ZVDO may issue a state diploma. The legislator allows religious organizations to maximally correlate the educational policy of ZVDO, to determine the principles of student self-government. Regarding the licensing and accreditation procedure, opening of postgraduate and doctoral studies, specialized academic council on specialty 041 "Theology", the legislator provides for significant concessions and clearly recognizes all documents of the EITI that are equivalent to state documents. The legislation also stipulates that documents on education, scientific degrees and academic titles, which are issued to persons in the ZVDO, may be recognized as equivalent to state documents. However, the institutionalization of theology in the secular education system requires the search for new forms of its presence in the educational and scientific space of Ukraine.

This article deals with the institute of mayor and his interaction with municipal councils in the countries of Eastern Europe. The author points out that the mayor personifies the whole urban governance mechanism and acts as an arbitrator in the struggle of various interests coming into confrontation at the level of a modern city. The article contains analyses of the trend towards “presidentialization” of the local political system and decollectivization of the decision making process at the municipal level common for many modern cities. On the basis of popular support and expectations the mayor begins to increasingly squeeze positions of local councils in the municipal mechanism. Direct mayoral elections are becoming more common and increase the independence of the head of local administration from political parties and slightly reduce the role of the latter in the decision making process
