The purpose of this paper is threefold: 1) to investigate the role of small and medium sized enterprises (SMEs) in the economy, 2) to classify obstacles for SMEs growth, and 3)to review policy measures in Japan and problems to be solved as soon as possible. This study indicates that SMEs have played a significant role in the economy. SMEs create production linkages among companies in the economy by supplying goods and services. In addition, SMEs have been a main promoter of trade. Moreover, SMEs provide people with various job opportunities, which generate an important source of income. SMEs, however, face many obstacles to sustainable development. One major problem is that SMEs have limited financial resources compared with large enterprises. Due to this financial constraint, it is difficult for SMEs to upgrade production facilities and keep up with new technology. Furthermore, SMEs are suffering from a shortage of skilled labor. This becomes more serious when they try to expand business in the global market. In order for SMEs to compete with rivals in the international market, employees need a wide variety of knowledge and skills, such as foreign business know-how, human resource management, foreign language expertise, etc. Human resources of SMEs are often insufficient to meet their business needs. In Japan, both the central and local governments have implemented various policies to address these challenges. This research found that some policies worked well and supported SMEs, while others did not. The author, however, points out that some studies need to be carefully reconsidered because there is no consistent framework for policy evaluation. This means that the results of the evaluation of SMEs are likely to vary because of the different methodologies used. Thus, this paper recommends the government develop an appropriate system for assessing SME policies.

Aceh Patchouli is an export commodity product that has a high value on the global market. In fact, this great potential can increase the income of farmers and will also indirectly have an effect on the economy of the community, but this has not yet happened, many problems have arisen, ranging from rent issues, unilateral monopoly prices to the continuity of patchouli production. Therefore the role of the government as a facilitator for the development of regional potential is very much needed. Moving on from these problems, this study aims to see how the role can be done by local governments in increasing the selling value of patchouli by using Global Value Chains or GVC glasses. The election of the GVC perspective in seeing this case is certainly inseparable from the swift influence of globalization on the local government that is now happening. The government should be able to capture the current of globalization as an opportunity to improve the people's economy.

The changing environment, coupled with citizen and business demands, encourages government involvement in e-government initiatives and related uses of information technologies. Clearly, the role of information technology in the public sector has changed rapidly over the past decade. The computer systems that were once a luxury investment for wealthy states and local governments are now supporting almost every function of local government. In virtually all local governments across the nation, information-technology investments are becoming an increasingly important area of attention for elected officials and administrative leadership alike.

The MSME sector occupies a position of strategic significance in the Indian economic structure. This sector contributes nearly eight per cent to country’s GDP, employing over 80 million people in nearly 36 million widely-dispersed enterprises across the country; accounting for 45 per cent of manufactured output, 40 per cent of the country’s total export, and producing more than 8000 valueadded products ranging from traditional to high-tech. Furthermore, these enterprises are the nurseries for innovation and entrepreneurship, which will be key to the future growth of India. It is also an acknowledged fact that this sector can help realise the target of the proposed National Manufacturing Policy to enhance the share of manufacturing in GDP to 25 per cent and to create 100 million jobs by the end of 2022, as well as to foster growth and take India from its present two trillion dollar economy to a 20 trillion dollar economy. Despite the sector’s high enthusiasm and inherent capabilities to grow, its growth story still faces a number of challenges. In this light, the present paper examines the role of Indian MSMEs in India’s economic growth and explores various problems faced by the sector. The paper also attempts to discuss various policy measures undertaken by the Government to strengthen Indian MSMEs. Finally, the paper proposes strategies aimed at strengthening the sector to enable it to unleash its growth potential and help make India a 20 trillion dollar economy.

The initiatives seek to provide the marginalised with better access to services and products and job opportunities by empowering them to contribute to society. Hence, this paper seeks to take stock the government policy measures as well as the initiatives by reviewing the relevant documents. The findings show that the existing government innovation efforts are aligned with the national and global agenda on sustainable development, where inclusivity and sustainability remain as its main agenda. The authors proposed an integrated framework of implementation to serve as a tool to guide policymakers for better implementation in the future

This research is focused to identify and analyze the role of the expert information as evidence in the case of corruption. One of the criminal acts of corruption that often occurs in the government is the criminal act of corruption in goods and services procurement, in which the perpetrators have abused the social aid fund from the government. There was the case of criminal act of corruption in goods and services procurement for social aid fund that occurred in Tabanan -Bali, which committed by I Wayan Sukaja, who had corrupted the State’s financial or social aid fund. Within the process of verification in the trial, the public prosecutors submit 2 (two) experts who provided information to assist in terms of verification. This study uses normative research methods. The purpose of this study is to analyze the role of expert information as evidence in criminal act of corruption. The role of an expert cannot be ignored because it will help the judges, prosecutors and lawyers who have limited knowledge. If the expert’s information is contrary, it could be ruled out by the judges but the expert’s information that excluded must be based on clear reason, and the judges must have strong base in assess the role of the expert’s information.

Every product introduced to consumers must be accompanied by correct information. This information is needed so that consumers do not have a wrong picture of the product. This information can be submitted in various ways, one of which is by including an Indonesian translation label on the foreign language label listed on the product packaging. Information on product packaging labels is very necessary for the community so that each individual can correctly determine the choice before buying and consuming the product. In fact there are still many producers who are not responsible for selling cosmetic products that do not meet the requirements. Cosmetic products that do not meet these requirements can be found easily in malls, in traditional markets, or through the internet. The role of the state in this case the government is needed to protect consumers from the circulation of products that do not meet the requirements. So legal protection for consumers is needed to increase awareness of the rights as consumers.

Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. The Purpose of the article – theoretical analysis of the role of intercultural professional competence in the training of future masters of Pedagogy of Higher School.Intercultural professional competence of future masters of Pedagogy of Higher School is considered to be the integrated personal and professional activities which refers to psycho-pedagogical willingness of an adult to perform professional activities successfully, productively and efficiently, using the foreign language or foreign culture and interact effectively in a foreign professional environments.According to the results of the theoretical analysis we note that the constituent components of the intercultural professional competence of future masters of Pedagogy of Higher School competence is formed on the basis of the interconnected socio-cultural, socio-linguistic and language development due to their age and psychophysical characteristics and due to their professional and personal interests on each stage of the intercultural professional competence of the masters. One of the main parts of intercultural professional competence is its connection with professional awareness of masters, their professional value, since it is about degree of formation of the level and style of communication of future teachers and researchers while conducting different professional activities. Further we considered learning of pedagogical conditions for the development of intercultural professional competence of future masters of Pedagogy of Higher School in formal and informal education.
