Higher Education in our country is changing in accordance to the processes of Europian integration that is supported by the government of Ukraine and the Ministry of Higher Education and Science. The urgency of the problem is enhanced by contradictions between: the objective need of society for teachers and researchers able to solve the problems of professional activities in Higher School institutions at the international level that are associated with modern trends of European nations to make in future a unified system of multilevel Higher Education, the need for close collaboration with foreign colleagues and the real situation with willingness of up-to date teachers and researchers for foreign language professional collaboration. The Purpose of the article – theoretical analysis of the role of intercultural professional competence in the training of future masters of Pedagogy of Higher School.Intercultural professional competence of future masters of Pedagogy of Higher School is considered to be the integrated personal and professional activities which refers to psycho-pedagogical willingness of an adult to perform professional activities successfully, productively and efficiently, using the foreign language or foreign culture and interact effectively in a foreign professional environments.According to the results of the theoretical analysis we note that the constituent components of the intercultural professional competence of future masters of Pedagogy of Higher School competence is formed on the basis of the interconnected socio-cultural, socio-linguistic and language development due to their age and psychophysical characteristics and due to their professional and personal interests on each stage of the intercultural professional competence of the masters. One of the main parts of intercultural professional competence is its connection with professional awareness of masters, their professional value, since it is about degree of formation of the level and style of communication of future teachers and researchers while conducting different professional activities. Further we considered learning of pedagogical conditions for the development of intercultural professional competence of future masters of Pedagogy of Higher School in formal and informal education.

Technologies of vocational training play an important role in the concept of informal education and they can be implemented as in higher education, and organizational learning. In the modern understanding of education the two sides are emphasized - the communion of each person to the society and the development of individual personality features. If formal education is moving towards these goals systematically and purposefully at certain training sessions, the place and time of informal education is in no way limited. Informal education can be characterized not only by independent, human progress in cultural development, but also directed and projected improvement of professional and personal skills of employees of organizations. The purpose of this papers to examine informal education not only as an independent, but also as a guide and the projected improvement of the professional and personal skills of employees of organizations. The leading approaches to the study of this problem are social-pedagogical and managerial approaches to substantiate the essence of the process and the role of leaders of organizations trained in the management of such education.

Abstract Introduction: This article examines the first level of the European higher education system, namely the short-cycle higher education trainings related to the ISCED 5 whose Hungarian characteristics, and its historical changes were described. Methods: We examined participation rates among OECD countries. As there are large differences in the short-cycle higher education trainings in Europe, we have relied on data that makes the different systems comparable. Results and discussion: The interpretation, definition and practical orientation of the trainings varies from country to country, we presented the Hungarian form in connection with the results of international comparative studies and data. To understand the role of trainings, it is essential to get to know their history, especially because short-term higher educational trainings were transformed in several European countries. Conclusions: Prioritising or effacing the social-political role of short-cycle higher education trainings depending on the political orientation of the government and as a part of this, prioritising the disadvantaged regions instead of the disadvantaged students.

Article is devoted to consideration of questions of transformation of a modern role of the teacher of high school which changes and supplements a substantial basis of its professional competence and demands reconsideration and acceptance of new concepts. The role and the functions of the teacher connected with problems of education of youth in educational space of high school that promotes formation of communicative skills and social intelligence of competitors of higher education which of objects of influence become its subjects is characterised. It is defined that consulting preceptorship of group carries out adviser – the key subject of the socially-humanitarian influence which functions essentially differ from functions of the curator in traditional understanding. Socially-humanitarian functions and roles of adviser of groups of competitors of higher education are presented, socially-humanitarian directions and forms of its work. Status definition in educational process of an institution of higher education of student's advisers is proved, the purpose of their activity, the primary goals and functions. The conclusion, concerning modern development of the Ukrainian higher school, its European orientation which demands from teachers of performance of a certain number of roles – not as instructors and a source of knowledge and as couch, facilitator, the tutor, the moderator, the mentor and adviser of an individual educational trajectory of competitors of higher education is drawn.

An imported product to be traded into the territory of Indonesia must include an Indonesian language label in accordance with established regulations, the regulation is regulated in Article 2 paragraph (1) of the Minister of Trade Regulation of the Republic of Indonesia Number 73 / M-DAG / PER / 9/2015 concerning Label Inclusion In Indonesian in Goods. Every product introduced to consumers must be accompanied by correct information. This information is needed so that consumers do not have a wrong picture of the product. This information can be submitted in various ways, one of which is by including an Indonesian translation label on the foreign language label listed on the product packaging. Information on product packaging labels is very necessary for the community so that each individual can correctly determine the choice before buying and consuming the product. In fact there are still many producers who are not responsible for selling cosmetic products that do not meet the requirements. Cosmetic products that do not meet these requirements can be found easily in malls, in traditional markets, or through the internet. The role of the state in this case the government is needed to protect consumers from the circulation of products that do not meet the requirements. So legal protection for consumers is needed to increase awareness of the rights as consumers.

The article is devoted to the psychological and pedagogical substantiation of the expediency of learning foreign languages while studying in the institution of higher education. The authors analyse the current educational process in Ukrainian and identify the most important factors influencing the formation of qualified professionals and establish the role of foreign language in each of these factors. It was found that studying can be extremely intensified due to learning a foreign language. It is established that learning foreign languages increases a person’s ability to develop intellectually. The work is devoted to the problem of intensification of teaching Russian as a foreign language in the process of formation and development of the lexical competence of students. The role of educational dictionaries of various types is emphasized. The Experimental Electronic Multilingual Dictionary of Military Terms is presented. It is based on ABBYY Lingvo software for teaching Russian to foreign students of military universities. His vocabulary includes a special vocabulary describing various segments of military activity (weapons, equipment, commands, military life, etc.). For each word there are translations into European languages (boi - English batttle, combat; French combat (m); Portuguese combate) and Asian languages (Laos ; Arabic ; Pashto ). The potential of an electronic multilingual dictionary in the implementation of multicultural and professionally oriented teaching of Russian as a foreign language in a non-linguistic university is identified. The role of the electronic translated multilingual thesaurus in the formation of speech professional competence, which ensures the removal of language barriers in the study of military-technical sciences by foreigners, is determined. The universality of the dictionary is characterized. It was created taking into account those national languages whose speakers receive special education in Russian military universities, and provides opportunities for the redistribution of classroom and independent work of students. Its effectiveness has been proven as a tool for modern interactive, multilingual and multicultural education.

В данной статье говорится о важности повышения уровня читательской грамотности как одной из стратегических целей в решении задач повышения качества российского высшего образования. Поставленная в исследовании проблема представляется одной из ключевых в современной педагогической ситуации, о чем свидетельствует ряд постановлений правительства Российской Федерации, которые приводятся в представленной статье. Авторами настоящего исследования отмечается необходимость опоры при языковой подготовке обучающихся в системе высшего образования на современные требования к профессиональной компетентности будущих специалистов. В статье показана значимость расширения системы знаний, умений и навыков, важных для эффективной профессиональной деятельности выпускников. Доказывается необходимость улучшения читательской грамотности студентов нефилологических факультетов образовательных организаций, функционирующих на уровне высшего образования. В практической части представленного исследования авторами анализируется уровень читательской грамотности обучающихся нефилологических факультетов воронежских вузов, причем именно в аспекте процесса повышения качества образования в высшей школе. The given article focuses on the importance of enhancing the reading literacy quality as one of the strategic targets in solving the problems of enhancing of Russian higher education quality. The problem researched in the article is thought to be among the central ones in the modern educational situation, which is proved by a set of governmental documents of Russian Federation mentioned in the article. The necessity of basing on modern requirements to the professional competence of future specialists in the student language training in the system of higher education is empathized by the authors. The importance of developing the system of knowledge, skills and accomplishments, urgent for graduates’ professional activities, is demonstrated in the given research. The necessity of improving reading competency of the students of non-philological departments of higher education institutions is proved. In the practical segment of the given research the level of reader competency of the students of non-philological departments of Voronezh higher education institutions in the aspect of the process of enhancing high school education quality is analyzed.

Purpose The purpose of this paper is to analyse critically the Russian Academic Excellence Initiative (the Project 5-100), designed to propel five leading Russian universities into world university rankings (WURs) by 2020, and research it through the lens of neoliberalism. The paper seeks to reveal recurrent discourses and dominant orders of discourse constituting the overall concept of “excellence” in Russian higher education (HE) policy. Design/methodology/approach Since the Project 5-100 has been designed in line with a neoliberal model of academic excellence initiatives, emphasising “competition as a driver of excellence” (Hazelkorn, 2009), Fairclough’s approach to critical discourse analysis (CDA) has been adopted as a qualitative research method. There is no universally accepted definition of “excellence” in HE policy; therefore, this CDA also aims at revealing the Russian government’s vision of the concept and its voice in HE policy. Findings The paper concludes that the government reinforces neoliberal discourse on the HE agenda and transforms the 5-100 Universities’ identities through emphasising the role of WURs in modernising the HE system. Consequently, within the neoliberal paradigm, the Project 5-100 can be regarded as a manifestation of the commodification of “excellence” in Russian HE policy. Originality/value This research intends to broaden knowledge of excellence initiatives in HE policy and reveal their features and neoliberal natures. It also seeks to contribute in terms of showcasing a qualitative study of the Project 5-100 for future comparative analyses of similar HE policies.

Purpose This study aims to propose a national frame of reference for the accreditation of engineering programs (EPs) in Tunisia. It uses as a benchmark the structure used by the world’s leading accreditation systems such as the Accreditation Board for Engineering and Technology (ABET) and Commission des Titres d’Ingénieur. It provides a comprehensive framework for academic institutions to evaluate the performance of their programs. In addition, it suggests the procedures, steps and timeline for the application process and defines the required documents that should be submitted. Design/methodology/approach The study analyzes the standards applied by well-established accreditation agencies such as ABET, Commission Titre Ingenieur and European Accredited Engineer, studies the perceptions of academicians who participated in six workshops and uses the results of surveys and interviews to characterize their opinions about accreditation. A sample population of 146 faculty members, experts and policymakers from 23 different higher education institutions in Tunisia, who had participated in the workshops mentioned above, was solicited to participate in the survey. The opinions of 51 respondents who responded to the survey were analyzed. This methodology led to the establishment of a proposed national frame of reference for accreditation of EPs. Findings Analysis reveals that the Ministry of Higher Education and Scientific Research (MHESR) provides authorization (“habilitation”) to institutions allowing them to offer their educational program. However, it is inaccurate to consider this procedure as accreditation because it is more of a licensure process. In addition, the MHESR grants the “habilitation” to those institutions that successfully apply. The National Authority for Assessment, quality assurance and accreditation Instance Nationale de l’Evaluation, de l’Assurance Qualité et de l’Accréditation (IEAQA) is not involved in this process, which makes the latter’s role trivial. Practical implications This frame of reference will help the MHESR to evaluate the EPs based on a comprehensive analysis of well-established accreditation systems, to improve its “habilitation” process by splitting it into two parts as per international practice, namely, licensure and accreditation and to make the existence and role of the IEAQA much clearer. Originality/value This study is the foremost study to propose a comprehensive frame of reference for accrediting EPs in Tunisia.
