As for the background of the authors conducting this research is the existence of some students who have not prayed properly such as not hastening to the mosque or mushalla after the call to prayer, I did not do the tahiyyatul prayer before sitting, most students prefer to do other activities, many also learners who perform prayers by force and are still lazing in the classroom despite being reprimanded by the homeroom teacher, not a few students who still took time to the canteen. Application or process (deed) fulfill (obligation, duty). From the research carried out, it can be seen that the Guidance and Counseling teacher strategy in providing an understanding of the practice of the students' prayers has gone quite well by providing material about prayer in general to students in accordance with the material students have learned. The research method by the author is one of the descriptive qualitative field research. This research was conducted on students of class VIII at MTsN 2 Bukittinggi. The key informants were guidance and counseling teachers and supporting informants for PAI students and teachers. The author collects data with observation, interview and documentation techniques. Data processing techniques using qualitative descriptive analysis and techniques to test the validity of the data with data triangulation.

AbstractThis study discusses "The Effect of Communication in Organizations for Smooth Work in the Bone Regency Manpower Office". The purpose of this study is to obtain an objective picture of the effect of communication to improve the performance of employees of the Bone District Manpower Office. This research uses the field research method which is the method used by researching the object under study by interview, observation and, documentation. The source of the data in this research is the employees of the Bone Regency Manpower Office. Data collected from the results of the study were analyzed using qualitative descriptive analysis techniques. The results showed that 1). The conditions of the implementation of organizational communication in supporting the smooth implementation of the tasks within the Bone District Manpower Office, 2). The effectiveness of the communication carried out, and what factors underlie its implementation. 3). This study aims to determine the description of the Planning program preparation of counseling program especially PKO Services with the field of Tutoring and to know the extent to which the implementation of Tutoring Teachers Teachers in overcoming students' learning difficulties in SMA Simpang Semambang. The subjects of this study are teachers, principals and students. This type of research is field research (field research), with qualitative descriptive approach. Data collection techniques by observation, documentation, interview and distribution of KPMP data. Data analysis technique used qualitative descriptive analysis. The results of research and data analysis have concluded that Program Guidance and Counseling Service (Tutoring) in Simpang Semambang State Senior High School has been planned and made in accordance with the needs of schools and guidelines. In fact the implementation of tutoring in SMA Simpang Semambang sometimes not fully able to solve every problem of student learning difficulties that occur due to the service process or guidance is implemented minimal intensity and minimal continuity, it could be from other factors that influence it. The services are done with classical format that is in the classroom as for the service materials only in the form of advice and motivation, while the service with the field of tutoring is still minimal. Teachers have an important role in education. To support it, teachers should have good profess sionalism especially in writing articles. In fact, many teachers are not proficient in writing articles because they do not have enough knowledge about it. Teachers need such training for increasing their experience in writing. After that, the progress will be seen. The research method is descriptive quantitative. The data in this research is quantitative data. The type of data is the primary data. A data collection technique in this study is questionnaires. Data processing techniques used include editing, coding, tabulation, and scoring. Data analysis technique is descriptive analysis percentage. After doing the training, the teachers have more knowledge and interest of writing articles.

This research takes the object of Sebening Syahadat by Diva SR, this work is a novel that tells the story of the journey ofa teenager named Sam who is in the process ofsearching for identity. The journey is filled with interesting twits and turns embelissed with a love story that is very suitable if consumed by the younger generation who are learning to find identit. This study aims to reveal the value motives that led Sam’s character in finding his identity, which expected to be a material for reflection for readers, especially young people who are in the process of discovering his identity, the scope of the problem in this study is to reveal the value motives that affect the character’s psyche. Sam is told to have a rascal character.The research method used in this study took a descriptive qualitative approach, data colletion used was a literature study technique with stages of reading, note taking, coding for futher analysis. The analysis technique used is qualitative descriptive analysis technique.The result of the research in this research process indicate that the mental process of Sam’s character influenced by several factors, including: a. Motives in cultural factors (Situasional Factors), b. The motive for love begins with admiration for the attitude of someone who is full of noble values of character, c. The motive of curiosity and fulfillment of his needs for true value.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

<p><em>Bukit Buluh temple is one of the kawitan of the homeland / Tutuan people who are in the village of Adat Gunaksa Dawan District Klungkung Regency. Pura Center citizens Tutuan Bukit Buluh has an inscription which until now still stored and awake its existence in Pura Bukit Buluh.</em><em> </em><em>Issues to be discussed include: (1) The contents of the Inscription Ki Mantri Tutuan. (2) The Value of Hindu Religious Education In Prayer Ki Mantri Tutuan. (3) The Function of Inscription Ki Mantri Tutuan. This study aims to determine: (1) the contents of the Inscription Ki Mantri Tutuan. (2) The value of Hindu Religious Education contained in the Inscription Ki Mantri Tutuan. (3). Function of Inscription Ki Mantri Tutuan.</em><em> </em><em>Theories used to analyze problems are: Value theory, hermeneutical theory and structural functional theory. Subject of this research is Inscription Ki Mantri Tutuan. Methods of data collection are interviews, observations, literature studies and documentation. Data that has been collected is analyzed by qualitative descriptive analysis research method.</em></p><p><em>The results showed: (1) The content of Prasati Ki Mantri Tutuan is telling about the birth of  Ki Mantri Tutuan in the kingdom of Keling Kediri Java until becoming the king of Bali Ida Dalem Tegal Besung and established pasraman in the reed hill which is now known as pura hill reed. Forest resources can be utilized through various activities in the land-based sector, including forestry, plantations, and mining. The implications of the issuance of various permits are indicated to cause changes in the area of forest and land cover. This paper aims to analyze and explain the implications of the various land-based sector licenses that have been issued by the local government and the central government on the condition of forest areas in Riau Province. The research method was carried out with qualitative descriptive analysis, through interviews, spatial analysis, and review and tracking documents. The results of the study showed that during the period 1986-2017 there had been a change in the area of forest area and land cover. The biggest changes in forest areas occur due to the conversion of forest areas into plantations, while the largest land cover changes in successive classes are land cover for plantations (Pk), forest plantations (Ht) and mining (Pn). Some of the recommendations that we propose are the temporary dismissal of licenses in the Riau forest area, the rearrangement of all licenses related to forest areas, increasing integrity and willingness of all parties in Riau and the central government in sustainable forest management.

This research aims to find out (1) the description of needs toward the model of Lulo dance of Southeast Sulawesi to improve students’ social skills and (2) utility, feasibility, and accuracy in the model of Lulo dance of Southeast Sulawesi to improve students’ social skills. This research applied the development research proposed by Borg & Gall. Small group testing was conducted to 12 students. Data collection technique used in this research was interview and social skill scale. This research employed descriptive statistic and qualitative descriptive analysis. The results point out that (1) students were indicated to have low social skills, so school counselors need social guidance and counseling services so that the video-based model of Lulo dance of Southeast Sulawesi was developed to improve students’ social skills (2) the validation test with 3 (three) experts shows that utility, feasibility, and accuracy in the model of Lulo dance of Southeast Sulawesi based on video were suitable to improve students’ social skills. The observation result from the limited group explained that the model of Lulo dance of Southeast Sulawesi could be accepted well by the students.

The issue  in this article discusses about the understanding meaningcontext of poetry that has been not  be studied from structural linguistics  since the early 20th century. The purpose of this research is  studying and analyzing contemporary poetry WS Rendra using the function of Leech language and  enriching class VIII KD 3.7 material. and 4.7 on the building blocks of poetry text and deducing the meaning of the poetry text. Throughthe qualitative descriptive analysis method, WS Rendra's poetry was described by analyzing the lines in the verse of his poetry. The function of Leech language can be studied and analyzed in poetry literature, especially contemporary poetry.  Five of the  language functions, there is only one function that cannot be examined from the poem. It is the phatic function because the poem in entitled 'Kecoa Pembagunan' contains social criticism which used the words of satire and ridicule in every  lines of the sentences. The function of the Leech language can be implemented in teaching because the results of the analysis can be integrated with the building blocks of poetry. As my suggestion,  the teachers should expand the study of language functions from several experts to improve and expand literary material, especially poetry.Permasalahan yang dibahas dalam artikel ini tentang adanya pemahaman makna  pada konteks puisi  yang belum bisa dikaji dari linguistik struktural yang sudah ada sejak awal abad 20. Tujuan penelitian untuk mengkaji dan menganalisis puisi kontemporer WS Rendra dengan mengunakan fungsi bahasa Leech serta memperkaya materi kelas VIII KD 3.7 dan 4.7 pada unsur pembangun teks puisi serta menyimpulkan makna teks puisi. Dengan metode analisis deskriptif kualitatif, puisi WS Rendra dideskripsikan maknanya dengan menganalisis baris-baris dalam bait puisinya. Fungsi bahasa Leech dapat dikaji dan dianalisis pada sastra puisi, terutama puisi kontempoer. Dari lima fungsi bahasa hanya satu fungsi yang tidak bisa dikaji dari puisi tersebut, yaitu fungsi fatis. Hal ini dikarenakan puisi yang berjudul ‘Kecoa Pembagunan’ berisi kritik sosial yang menggunakan kata kias sindiran dan ejekan pada baris-baris kalimatnya. Fungsi bahasa Leech dapat diimplementasikan dalam pengajaran karena dari hasil analisis dapat terintegrasi dengan materi unsur-unsur pembangun puisi.  Saran penulis, guru sebaiknyalebih memperluas kajian fungsi bahasa dari beberapa ahli untuk meningkatkan dan memperluas materi sastra terutama puisi.
