EVOLUTION OF PRIVATE MILITARY COMPANIES IN THE WORLD

In a rapidly changing and unstable situation on the world stage, private military companies are present and developing very effectively in the military sphere. Relation to private military companies is a relatively new actors in the military sphere, is not clear. The history of formation and development of these organizations is short, but very bright. Mercenarism and prototypes of private military companies were known in ancient times. We show the evolution of private military companies from mercenaries to modern companies. In the modern sense of the term private military companies began to be actively created only in the middle of the 20th century. European states, in particular, the United States, played an active role in these processes. This state also went down in history as the first legally regulate the activities of military companies. In just over half a century, private military companies have been involved in many military conflicts and have proven to be a highly mobile and versatile tool for addressing geopolitical and state tasks. Since the early of 21th century, international private corporations and enterprises have become interested in the services of these organizations. The private-military segment of the market is developing very actively and steadily in the conditions of the modern world situation.

The aim of the Ukrainian Bureau in Washington was propaganda of Ukrainian question among US government and American publicity in general. Functioning of the Bureau is not represented non in Ukrainian neither in foreign historiographies, so that’s why the main goal of presented paper is to investigate its activity. The research is based on personal papers of Ukrainian diaspora representatives (O. Granovskyi, E. Skotzko, E. Onatskyi) and articles from American and Ukrainian newspapers. The second mass immigration of Ukrainians to the US (1914‒1930s) has often been called the «military» immigration and what it lacked in numbers, it made up in quality. Most immigrants were educated, some with college degrees. The founder of the Ukrainian Bureau Eugene Skotzko was born near Western Ukrainian town of Zoloczhiv and immigrated to the United States in late 1920s after graduating from Lviv Polytechnic University. In New York he began to collaborate with OUN member O. Senyk-Hrabivskyi who gave E. Skotzko task to create informational bureau for propaganda of Ukrainian case. On March 23 1939 the Bureau was founded in Washington D. C. E. Skotzko was an editor of its Informational Bulletins. The Bureau biggest problem was lack of financial support. It was the main reason why it stopped functioning in May 1940. During 14 months of functioning Ukrainian Bureau in Washington posted dozens of informational bulletins and send it to hundreds of addressees; E. Skotzko, as a director, personally wrote to American governmental institutions and foreign diplomats informing about Ukrainian problem in Europe. Volume Nine of this series traces the development of the ‘world novel’, that is, English-language novels written throughout the world, beyond Britain, Ireland, and the United States. Focusing on the period up to 1950, the volume contains survey chapters and chapters on major writers, as well as chapters on book history, publishing, and the critical contexts of the work discussed. The text covers periods from renaissance literary imaginings of exotic parts of the world like Oceania, through fiction embodying the ideology and conventions of empire, to the emergence of settler nationalist and Indigenous movements and, finally, the assimilations of modernism at the beginnings of the post-imperial world order. The book, then, contains chapters on the development of the non-metropolitan novel throughout the British world from the eighteenth to the mid twentieth centuries. This is the period of empire and resistance to empire, of settler confidence giving way to doubt, and of the rise of indigenous and post-colonial nationalisms that would shape the world after World War II.

S'inspirant d'études similaires sur les États-Unis et la France, l'analyse de l'histoire du mot «démocratie» révèle que le Canada a été associé à la «démocratie» en raison de stratégies discursives des membres de l'élite politique qui cherchaient à accroître leur capacité de mobiliser les masses à l'occasion des guerres mondiales, et non pas à la suite de modifications constitutionnelles ou institutionnelles qui auraient justifié un changement d'appellation du régime.Abstract.An examination of the speeches of modern Canada's “founding fathers” lays bare their openly anti-democratic outlook. How did a regime founded on anti-democratic ideas come to be positively identified with democracy? Drawing on the examples of similar studies carried out in the United States and France, this analysis of the history of the term “democracy” in Canada shows that the country's association with “democracy” was not due to constitutional or institutional changes that might have justified re-labelling the regime. Instead, it was the result of the political elite's discursive strategies, whose purpose was to strengthen the elite's ability to mobilize the masses during the world wars.

Nuclear weapon free zones (NWFZs) were an important development in the history of nuclear nonproliferation efforts. From 1957 through 1968, when the Treaty of Tlatelolco was signed, the United States struggled to develop a policy toward NWFZs in response to efforts around the world to create these zones, including in Europe, Africa, Latin America, and the Middle East. Many within the U.S. government initially rejected the idea of NWFZs, viewing them as a threat to U.S. nuclear strategy. However, over time, a preponderance of officials came to see the zones as advantageous, at least in certain areas of the world, particularly Latin America. Still, U.S. policy pertaining to this issue remained conservative and reactive, reflecting the generally higher priority given to security policy than to nuclear nonproliferation.

The distinguished Africanist Robert Harms once observed that “we historians are a practical people who pride ourselves on our attention to facts and our painstaking attention to detail.” If this is the case in other parts of the world, it is certainly true of American historians, who have been periodically admonished for their disinterest in questions of theory and purpose related to their craft. In this issue we have an opportunity to discuss the question of theory as it may pertain to the history of education, with particular attention to the United States. Regardless of whether one believes that historians should be ardent students of social theory, after all, there is little question about whether they should be cognizant of it. Indeed, there is danger in ignoring it. Quoting John Maynard Keynes, Harms suggested that practical people who feel “exempt from any intellectual influences” run the risk of “becoming slaves to some defunct economist.”

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Abstract The United States of America invests heavily on their military capability and it is estimated that it spends, alone, approximately 40 per cent of what the whole world spends on military. Four of the other super powers that make up the five permanent members of the United Nations Security Council (UN-SC) also spend a significant percentage of their national budgets on military. Chinweizu has for a long time argued that Africa needs a well-resourced African Standby Force (or the Black Africa League) that will protect the interests of the continent so as to prevent the history of Africans enslavement and colonialism repeating itself. This article seeks to analyse Africa’s investment on its military defense capability vis-à-vis the five permanent members of the UN-SC and North Korea, by critiquing two case studies of two of the continent’s economic giants – South Africa and Egypt. Realist and Sankofa perspectives are used as the prisms through which the article was researched. In line with Chinweizu’s observation, the article argues that without serious political will and dedication to building Africa’s nuclear weapons capability and ensuring that Africa is economically self-reliant, diplomatic engagements with the rest of the world as (un)equal partners will remain a pipe dream and the looting of Africa’s mineral wealth will continue unabated. It is clear that given the reality of the African Holocust if African countries fail to collectively defend themselves, Africa will continue to be a political football for the rest of the world.
