The enactment of Act No. 23 Year 2014 on Regional Government revised the Article 18 paragraph (1) of Act No. 32 of 2004 and caused the authority of local governments in the exploration and exploitation of resources in the sea area not applicable anymore. The impact of this change is the difficulty of local authorities to ensure the welfare and/or the prosperity of communities in the coastal areas that lead to injustice in the realization of people's constitutional rights. Legal issues discussed in this paper are the principle of distributive justice on the management of fishery resources in the autonomous region and the application of the principle of distributive justice on fisheries management in the autonomous region. The principle of distributive justice in an effort to fisheries management is based on several principles: the principle of utility, justice, solidarity, equity and sustainable development. Distributive justice serves as the basis of government policies to the people. The studies of state policy on regional autonomy could delegate that policy through local governments. This should be an opportunity for the region to manage natural resources in order to accelerate the achievement of well-being, especially in the regions.

Local governments have been created as agents of local development in which the people in the local areas are given greater opportunities to influence policies and programs that directly affect their well-being and thereby reducing their poverty levels. But the implementation of the policies and programmes is bedeviled with many problems. Key among them is the issue of financing the local development projects in order to reduce rural poverty. The government of Ghana attempted to reduce this problem when it introduced a development fund in1994 known as the – District Assemblies Common Fund (DACF) to encourage local governance and deepen Government’s commitment to decentralization in general and fiscal devolution in particular. The study therefore, seeks to assess the impact of District Assembly Common Fund on Local Government Development in the Adaklu District Assembly in the Volta Region of Ghana. The study mainly adopted qualitative methods of research to obtain information on the experiences of the poor people in the Adaklu communities selected as study areas. Interview guides were used to obtain information from the people in the communities, staff of the Assembly and some heads of the decentralized departments. A major finding of the study is that the assembly did not involve the rural people in the poverty reduction programmes in the district.

The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

The COVID-19 pandemic brought new challenges to the global community, reinforcing the role of public health in society. The main measures to combat it had (and still have) a huge impact on the daily lives of citizens. This investigation aimed to identify and monitor the population’s perceptions about how it faced this period and the impact on health, well-being, and daily life. In this study, we describe the main trends observed throughout the COVID-19 pandemic in terms of mental health status, confidence in the capacity of the health services to respond to the pandemic, and the use of health services by participants. The online survey collected responses from 171,947 individuals ≥16 years of age in Portugal, over a period of 15 weeks that started on 21 March 2020. Participants could fill the questionnaire once or weekly, which enabled us to analyse trends and variations in responses. Overall, 81% of the respondents reported having felt agitated, anxious, or sad during the COVID-19 pandemic; 19% did not experience these feelings. During the confinement period, the proportion of participants feeling agitated, anxious, or sad every day/almost every day ranged between 20 and 30%, but since the deconfinement this proportion decreased. Around 30% reported having more difficulty getting to sleep or to sleep all night; 28.4% felt more agitated; 25.5% felt sadder, discouraged, or cried more easily; and 24.7% felt unable to do everything they had to do, women more frequently than men. Overall, 65.8% of the participants reported feeling confident or very confident in the health services’ capacity to respond to the challenges associated with the pandemic, and this confidence increased over time. Concerning the people who needed a consultation, 35.6% had one in person and 20.8% had one remotely, but almost 44% did not have one due to cancellation by the service (27.2%) or their own decision not to go (16.3%). At this unusual time in which we find ourselves and based on our findings, it is essential to continue monitoring how the population is facing the different phases of the pandemic until it officially ends. Analysing the effects of the pandemic from the point of view of citizens allows for anticipating critical trends and can contribute to preventative action.

The increasing number of regions proposing themselves to form new autonomous regions since the enactment of Law Number 32 of 2004 concerning "Regional Government", aims to improve economic development and the welfare of the people in each region. The purpose of this study was to analyze the impact of regional expansion on the economic growth of North Toraja Regency. The Technik of data collection in this study uses the documentary Technik, which is in the form of reports from relevant agencies. The analysis technique used is by using the independent sample T-test. The results of the study show that regional expansion has an impact on the economic growth of North Toraja Regency.

By aiming at improving social welfare and well-being, social policies, social innovation, and smart territories are closely related to each other. Local authorities are in direct contact with citizens and regional needs, which makes them an important actor in overcoming challenges ranging from housing, spare-time activities to education to improving democratic standards. There are many successful examples of social innovations, including FixMyStreet.com, participatory budgeting, and Open Government Vienna, which are supported by local governments that can contribute to the formation of smart cities and territories. By elaborating related examples from various perspectives, this chapter highlights the relation between social policy, social innovation, and smart cities.

Article 33 of the 1945 Constitution aspires to the Indonesian economy being managed by the state with the aim of the prosperity of the Indonesian people. But the fact is that prosperity is only enjoyed by certain people and certain groups because the economy is only controlled by those who are only a small part of the Indonesian people. The growth of super markets, modern retail stores such as IndoMart, AlfaMart in all corners of the country, both villages and cities, has displaced traditional markets and caused traditional traders to go out of business. This is a violation of the constitution and must be stopped. Traditional traders are populist economic actors in the economic system, so the state must not commit arbitrariness, such as allowing competition, unhealthy competition between traditional traders and modern retail traders. This study aims: a). Knowing the need for social construction to traditional traders, b). what is the impact of the presence of modern retailers on traditional markets, c). the response of traditional traders to the mushrooming of IndoMart and AlfaMart, d). How should the local government protect Traditional market traders. This study uses a qualitative approach, with its social paradigm of social definition. Data retrieval through in-depth interviews, observation, documentation, while data analysis uses Interactive Miles and Hubermann Models. The results of the study show that it was necessary to do "Social Reconstruction" to traditional traders. The presence of modern markets has resulted in declining sales levels, the flight of buyers from the “Sleko” market, “Besar” market, and other traditional markets. This condition creates an "economic shock" for traditional traders because they felt their territory is "robbed" by traders who have large capital. If this condition is left uncontrolled, it would create social insecurity, namely traders become unemployed, beggars, which shall trigger an increase in crime rates. Local governments must act quickly by doing "Social Trader Reconstruction Traditional". A policy that was oriented to the economy of the people to revive traditional markets and allow traditional traders to resell. Don't treat people only become social objects! Economy, politics of politicians and regional governments at certain times such as the regional elections and the presidential election

The Covid-19 pandemic not only has an impact on the health aspect of the community, but also has an impact on the declining level of the economy and community welfare. Based on data from the Central Statistics Agency (BPS) of Pasuruan City, since the arrival of the Covid-19 pandemic, poverty in Pasuruan City has increased by 0.20 percentage points. The purpose of this study is to analyze how the impact of the Covid-19 pandemic on the economy of the community in Pasuruan City, as well as solutions or policies that can be implemented by the Pasuruan City Government. The method used in this research is normative legal research using the approach of applying the law, conceptual, and case. The results of the study show that the Covid-19 pandemic has had a tremendous impact on various sectors, one of which is the economy of the people of Pasuruan City. So that the situation and conditions need responsive efforts from the Regional Government of Pasuruan City in where the steps from the demand side themselves, could be in the form of (1) tax incentives, loan interest subsidies, and credit restructuring to the firms (including micro, small, and medium enterprises) to jumpstart their activities; (2) employment and income provision for the furloughed (unpaid leave) workers to make sure that the workers have a decent livelihood and to prevent them from falling into poverty; and (3) inclusive protection for the workers, both in terms of social protection and employment agreement. As for the supply side, efforts can be made by (1) increasing access to secondary and tertiary education; (2) enhance the quality of education; and (3) provide training and education for workers and everyone over the lifecycle. So that through this idea it is hoped that it can be a solution for the economic recovery of the community in Pasuruan City due to the Covid-19 Pandemic.


As India is overrunning towards digitalization, and along with showing technological advancements and conveniences, it has also presented some unfortunate consequences for the youth. This research paper focuses on the serious concern of negative effects of technology on the teenagers and youngsters of the country. The researcher has attempted to identify the various factors having influence on youth’s digital addiction level and also analysis the impact of demographic variables on it. The study has been conducted through the structured questionnaire rolling among the people of different age groups to analyse the perception of the different occupation on the addiction level of the youth. With the sample size of 405 people, the finding has uncovered the facts of addiction level, and the mess between the youth and overuse of gadget. The results also suggest how the parents can tackle with the negative effects of technology for the well-being of their children.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. Introduction. The development of bilateral relations in the context of globalization and European integration involves expanding the range of forms of cooperation, as well as those areas covered by cooperation. The implementation of medical reform in Ukraine necessitates the intensification of the exchange of experience in the medical field with other countries, including Poland. The rapid processes of digitalization against the background of the Kovid-19 pandemic determine the modernization of communication tools and cooperation in the field of health services.The purpose of the article is to study the state and prospects of exchange of experience in the field of medical services between Ukraine and Poland.Research methods. To achieve the goal set in the article, general scientific and special methods were used, namely: analysis and synthesis, induction and deduction, abstraction and concretization, systematization, as well as elements of comparative analysis. The methodological basis for the study are national and international regulations of Ukraine and Poland, which regulate the functioning of health care and bilateral relations in the field of medical services, scientific works of domestic and foreign researchers, statistical reports and more.Results. The exchange of experience in the provision of medical services between Ukraine and Poland is carried out in a slightly different state of health care and taking into account Ukraine’s integration intentions using tools such as conferences, seminars, webinars, academic mobility of scientists and students, bilateral agreements between medical institutions with the support of local governments and self-government, etc. Digitalization, on the one hand, expands opportunities for collaboration, and on the other - necessitates the need to improve the quality of technical equipment of hospitals and makes new demands on human capital. Improving the exchange of experience in the field of  medical services is enhanced by receiving technical assistance from Polish partners, including under the auspices of international institutions, such as the EU, WHO, UNICEF, etc. Perspective areas are the introduction of the eHealth system in Ukraine, as well as the involvement of Polish specialists to modernize the management system in domestic health care facilities. The article details the recommendations for intensifying the exchange of experience between Ukraine and Poland in areas and tools.Perspectives. Future research is important to focus on an interdisciplinary analysis of the consequences of health care reform in Ukraine and Poland in the context of the impact on the well-being of citizens.
