This study aims to describe the villages in Barito Kuala Regency based on the Building Village Index (IDM) and find out the direction of policies related to disadvantaged villages in Barito Kuala Regency. This study uses Mix Methodes approach, with the type of research being explanatory sequential. Based on data from the Build Village Index Recapitulation from the Barito Kuala Regency Community and Village Empowerment Office in 2017, it shows that the percentage of underdeveloped villages in Barito Kuala Regency reaches 64% or reaches 126 villages, so it must be a big concern for the local government. Determining the status of the village uses the Building Village Index by the Ministry of Village as a measure consisting of 3 aspects, namely the Social Resilience Index (IKS), the Economic Resilience Index (IKE) and the Environmental Resilience Index (IKL). In reducing the number of underdeveloped villages in Barito Kuala Regency, the government must pay attention to these three aspects to take a policy that can reduce the number of underdeveloped villages. The results showed that the Economic Resilience village was the index with the lowest value, followed by the Environmental Resilience Index and the Social Resilience Index. Based on this, the local government plan two policies, namely the first priority for village fund use which includes two things, namely increasing the economic activities of rural communities and improving the quality of life of rural communities, and the second through Integrated Village Surgery programs.

Village development Index is an index used to determine of rural development by using indicators of Social Security Index (IKS), Economic Resilience Index (IKE), and Environmental Resilience Index (IKL). The purpose of this study is to determine the pattern of development of village development in the social, economic, and environmental fields. This research uses descriptive Quantitative approach. Analysis this study using triangulation data analysis. The results showed that the majority of villages in Gadingrejo sub-district belong to the Classification of Developing Villages of 87%. The Social Security Index score is the highest indicator in the realization of village development in Gadingrejo sub-district, which is 0.71. This shows the average of villages in the sub-district of gadingrejo social resilience / social development is in advanced calcification. The village community empowerment activities in Gadingrejo are able to contribute positively in promoting social resilience.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Abstract. After Village Law was published in 2014,  formation of BUMDes enforcement in each village became one of the strategic solutions for welfare of the village community. The issue of poverty and underdevelopment of villages is a priority that needs to be addressed by the government. However, not all problems can be solved in one village, but they need village collaboration to make institutions so that their role is more massive, effective, and efficient in encouraging the growth of the village economy. BUMDES Danar Garut is a form of cooperation between villages so that the resolution of a problem can be done at the village government level. since 2014,  BUMDes has been established many business activities. This paper aims to assess the level of contribution of the Danar BUMDes to the economic activities of rural communities. This research was conducted by means of semi-structured in-depth interviews with key stakeholders from both the village government, the director of the Joint BUMDes and the community as beneficiaries of the BUMDes by selecting purposive sampling. The results of the analysis show that BUMDes Danar has made a positive contribution to the village government, socio-economic village communities and the ability and expertise of the people in Leles District both the direct impact of reducing unemployment, increasing the welfare of the village apparatus and indirectly for the Villages or the scope of Leles District.Keywords: Joint-BUMDes, Social-economy, Village SocietyAbstrak. Setelah terbitnya Undang-Undang Desa tahun 2014,dorongan terbentuknya BUMDes di setiap desa menjadi salah satu solusi strategis dalam menyejahterakan masyarakat desa. Isu kemiskinan dan ketertinggalan desa menjadi prioritas yang perlu ditangani oleh pemerintah. Namun tidak semua masalah  dapat diselesaikan dalam satu desa, melainkan perlu adanya kolaborasi antar lembaga desa sehingga perannya lebih masif , efektif dan efisien dalam mendorong bertumbuhnya ekonomi desa. BUMDES Danar Garut merupakan perwujudan kerjasama antar desa agar penyelesaiaan suatu masalah bisa dilakukan pada tingkat pemerintahan desa. sejak 2014 BUMDes ini berdiri sudah banyak kegiatan usaha yang dilakukan. Paper ini bertujuan menilai tingkat kontribusi BUMDes Danar terhadap kegiatan ekonomi masyarakat desa. Penelitian ini dilakukan dengan cara wawancara mendalam semi terstruktur kepada para stakeholder kunci   baik dari kalangan pemerintah desa, direktur BUMDes Bersama maupun dari masyarakat sebagai penerima manfaat  dari adanya BUMDes dengan pemilihan purposive sampling. Dari hasil analisis menunjukkan bahwa  BUMDes Danar telah memberikan kontribusi positif  bagi pemerintah desa,  sosial-ekonomi masyarakat desa dan kemampuan serta keahlian masyarakat yang ada di Kecamatan Leles baik dampak secara langsung yaitu berkurangnya pengangguran, meningkatkan kesejahteraan aparatur desa maupun secara tidak langsung bagi Desa-Desa ataupun lingkup Kecamatan Leles.Kata Kunci: BUMDes Bersama, Sosial-ekonomi, Masyarakat Desa

As stated in the 2020-2024 National Mid-Term Development Plan, to support efforts to achieve the development goals of rural areas, namely reducing the number of underdeveloped villages to developing villages by 7000 villages, and increasing the number of villages developing into independent villages by 3000 villages. To reach a developed village, an effective strategy is needed. The research objective was to identify an effective strategy towards a developed village in Pakuhaji Village by using the SOAR model application. This research uses descriptive qualitative research methods. This type of data consists of primary data obtained through observation and interviews with the Pakuhaji Village Officials as many as 10 respondents. Meanwhile, secondary data is obtained from report documents, regulations, as well as research results related to the strategy to upgrade the status to a developed village in Pakuhaji Village. The results of this study indicate that the status of Pakuhaji Village has a Build Village Index value of 0.6784, a developing village status with a Social Resilience Index of 42.7 percent, and Economic Resilience Index of 27.8 percent, and an Environmental Resilience Index of 29.5 percent. After analyzing Strengths, Opportunities, Aspirations, and Results (SOAR), a strategy can be found to reach a developed village in Pakuhaji Village. Several strategies can be carried out, namely, 1) Building human resources by increasing community empowerment through efforts, developing entrepreneurship-based non-formal education. 2) Developing village economic enterprises to meet community needs through efforts.

This research discusses about strategies to sustainable improve village status in the village of Kundur, Kepulauan Meranti Regency. The problems and phenomena in this study are the selection of Kundur village to be one of the priority development target villages, the lower the IKE value in 2018-2019, and the IDM calculation 2018-2019 The purpose of this research (1) to find out the social, economic and ecology conditions in the Kundur village, (2) to find out the strategies carried out to continuously improve the status of the Kundur village. The research method used is a mixed method. From the results of the study, the existing conditions of social security get a sccore of 0,878 economic resilience of 0,600 ecology resilience of 0,850. From the results of these scores get the Kundur village IDM score of 0,776. And the strategy that should be carried out by the Kundur village to improve the status of thee village is anaggresive and growing strategy, by making utilizing human resources in maintaining natural resources for sustainable development, innovation in adding village owned business entity (BUMDes) units in accordance with existing conditions, and addition of plantation production types.

This study aims to determine the legal political formation of indigenous villages in the government system in Indonesia. Village administration system becomes an important issue in setting the model villages in Indonesia. State recognition of indigenous villages punctuated with the enactment of Law No. 6 of 2014 concerning the village. This study uses normative legal research in which data are collected and analyzed by the sentences associated with existing theories. The results of the study explained that the significance of the state recognizes indigenous villages namely to restore the identity and culture of rural communities, develop and preserve the local wisdom that a system of life of indigenous people of the village and as the controlling influence of globalization that destroys the social culture and Indonesian culture and restore the identity nation. Unification and pluralism to be one cause erosion of the power system and the character of the life of indigenous peoples through policies issued by the State. Therefore it is important to realize the concept of law that characterizes the character and culture of Indonesia in accordance with the times and the law in the society through the instrument of legislation.

The matrilineal society of the Khasi tribe in Meghalaya is now undergoing a transitional phase, whereby, on the one hand, the government is attempting to destine its traditional political institutions into more efficient instruments of democratic decentralisation, resulting into contradictions over the ‘manoeuver of village-level governance’ between the government and the Khasi Hills Autonomous District Council (KHADC), and, on the other hand, a section of Khasi men presuming themselves to be deprived of the property rights wanting to be recognised at par with the Khasi women. Given such a situation, this piece of work attempts to analyse the status of both Khasi males and females in terms of their involvement in social, economic and political affairs under matrilineality. It also critically evaluates the fecundity of the Village Administration Bill (VAB) of 2014 keeping a gender perspective in focus. The article, however, argues that despite having claimed to have placed women in higher position than men in the society, the Khasi matrilineality vitriolically relegates the role of women in politics and governance, thus portraying a contradiction. This contradiction even vividly exists in the recent VAB passed by the KHADC. Our primary survey also reflects that the female workforce has mostly established a foothold in the low-profile economic activities while dominance of the male workforce is found in those economic activities that are associated with a higher social status.

Social entrepreneurship is an important concept for realizing the welfare of rural communities. This concept refers to the dedication of individuals, who have the character of a leader, who collaborates actively with their communities, to realize collective welfare. This research aims to analyze the role of Village-Owned Enterprises (BUMDes) in improving the welfare of rural communities through social entrepreneurship. This research was qualitative. The data collection technique used in this research was the observation. The results of observations are then analyzed, combined, and enriched with secondary data. The results showed that BUMDes is an institution in rural areas, which has an important role in encouraging and supporting the principles of social entrepreneurship in rural communities. However, the various BUMDes activities and innovations have not yet provided significant changes for the village such as job opportunities for rural youth and various economic activities in rural areas to improve the local economy. Strengthening the social system in the village is needed to realize social entrepreneurship comprehensively through the active collaboration of village leaders and the community. Village fund management by BUMDes needs to be continued and evaluated in its implementation.

This study aims to determine: setting the status of the land in order to establish the village, the authority of local government in the formation of the village, the significance of soil status the establishment of a village, and the policy of the Government of the Regency / City in Lampung province in the formation of the village related to land status. The analysis showed that the regency / municipal government has the authority to conduct the formation of the village which must be incorporated into regional regulation. Tanjung Obit Village is one of the villages in Bacan Island, South Halmahera. Recently, Tanjung Obit has socially and economically is developing rapidly because its main economic activities are driven by gold and bacan stone mines. Besides this, Tanjung Obit Village has the potential of natural resources in the form of plantations and fisheries which are very abundant. Mining activities and natural resource management activities affect people’s lives there, especially in terms of the economic aspect. The study aimed to understand and analyze the social resilience of the community. The data collection was conducted through interviewing community leaders, asking the village residents to complete a questionnaire and field observations of the village. The findings of the study showed that in their daily life, people had maintained their social and social resiliencies. In terms of the economic aspect, the optimization of natural resources potentials was very important to improve their social welfare. In addition, by implementing the four aspects of social resiliencies comprising mimicking, adaptive, and transformative capacities as well as local wisdom, Tanjung Obit’s people had survived and been capable of developing themselves further in the future.
