This study aims to determine the legal political formation of indigenous villages in the government system in Indonesia. Village administration system becomes an important issue in setting the model villages in Indonesia. State recognition of indigenous villages punctuated with the enactment of Law No. 6 of 2014 concerning the village. This study uses normative legal research in which data are collected and analyzed by the sentences associated with existing theories. The results of the study explained that the significance of the state recognizes indigenous villages namely to restore the identity and culture of rural communities, develop and preserve the local wisdom that a system of life of indigenous people of the village and as the controlling influence of globalization that destroys the social culture and Indonesian culture and restore the identity nation. Unification and pluralism to be one cause erosion of the power system and the character of the life of indigenous peoples through policies issued by the State. Therefore it is important to realize the concept of law that characterizes the character and culture of Indonesia in accordance with the times and the law in the society through the instrument of legislation.

This study aims to describe the villages in Barito Kuala Regency based on the Building Village Index (IDM) and find out the direction of policies related to disadvantaged villages in Barito Kuala Regency. This study uses Mix Methodes approach, with the type of research being explanatory sequential. Based on data from the Build Village Index Recapitulation from the Barito Kuala Regency Community and Village Empowerment Office in 2017, it shows that the percentage of underdeveloped villages in Barito Kuala Regency reaches 64% or reaches 126 villages, so it must be a big concern for the local government. Determining the status of the village uses the Building Village Index by the Ministry of Village as a measure consisting of 3 aspects, namely the Social Resilience Index (IKS), the Economic Resilience Index (IKE) and the Environmental Resilience Index (IKL). In reducing the number of underdeveloped villages in Barito Kuala Regency, the government must pay attention to these three aspects to take a policy that can reduce the number of underdeveloped villages. The results showed that the Economic Resilience village was the index with the lowest value, followed by the Environmental Resilience Index and the Social Resilience Index. Based on this, the local government plan two policies, namely the first priority for village fund use which includes two things, namely increasing the economic activities of rural communities and improving the quality of life of rural communities, and the second through Integrated Village Surgery programs.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

In Latin America, based on the recognition of Indigenous Peoples, the identification of gaps or disparities between the Indigenous and non-Indigenous population has emerged as a new research interest. To this end, capturing Indigenous identity is key to conducting certain analyses. However, the social contexts where the identity of Indigenous persons are (re)produced has been significantly altered. These changes are generated by the assimilation or integration of Indigenous communities into dominant national cultures. Within this context, limitations emerge in the use of this category, since Indigenous identity has a political and legal component related to the needs of the government. Therefore, critical thought on the use of Indigenous identity is necessary in an epistemological and methodological approach to research. This article argues that research about Indigenous Peoples should evaluate how Indigenous identity is included, for it is socially co-produced through the interaction of the State and its institutions. Thus, it would not necessarily constitute an explicative variable. By analyzing the discourse about Aymara Indigenous communities that has emerged in the northern border of Chile, this paper seeks to expose the logic used to define identity. Therefore, I conclude that the process of self-identification arises in supposed Indigenous people, built and/or reinforced by institutions, which should be reviewed from a decolonizing perspective and included in comparative research.

This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

Este artigo é uma tentativa de entender as relações sociais e de poder na construção de uma escola nos sertões do Rio Doce (Cuieté). Estudamos os processos de instituição do Estado na fronteira colonial, especialmente na gestão da força de trabalho dos povos indígenas. Problematizamos a construção de uma escola sobre os domínios indígenas, avaliando a configuração deste espaço, assim como os conflitos e identidades inerentes a este processo. O principal objetivo de nossos estudos é resgatar a historicidade dos povos conquistados em meio às representações e ações dos empreendimentos de conquista.Schools, catechesis and indigenous work in Minas Gerais (18th century). This article is an attempt to understand the social and power relationships in the construction of a school in the “sertões do Rio Doce” (Cuieté) ("hinterland of river Doce"). We studied the processes of institutionalization of the State in the colonial frontier, especially in the management of the indigenous workforce. We problematized the construction of a school in the indigenous domains, assessing the arrangement of this area, as well as conflicts and identities inherent to this process. The main purpose of this research is to retrieve the historicity of the colonized people amid the representations and actions of the ventures of conquest. Disasters are inevitable.  The island resorts in Malapascua Island, Daan Bantayan, Cebu, Philippines are vulnerable to natural risks such as typhoons and earthquake. In increasing disaster resilience, a model should be based on risk assessment results and be integrated with the strategic planning of the government and communities. It should consider risks and risk treatments across the social, built, economic and natural environments (Councils for Australian Governments, 2009). The study aimed to propose a disaster resiliency model for Malapascua Island, Daan Bantayan, Cebu, Philippines. The output of this study is a guide for the local community in case of natural disasters.  The descriptive survey method was utilized using a two survey questionnaires. The data regarding disaster preparedness in hotel resorts are gathered from the 80 respondents consists of the staff and managers of resorts in Malapascua Island, emergency rescue personnel, as well as the village officials of village Logon and municipal officials of Daan Bantayan, Cebu, Philippines.  Simple percentage and rank were used in the treatment of the data.  Results showed that island is vulnerable to risk and that devised plans for emergency disasters, hazard mitigation, and contingency are needed. The researchers recommended the use of the model. However, further research on its effectiveness should be conducted to confirm the preliminary findings.

<p><em>The state has provided a lot of welfare to the citizens of rural communities, who make up the largest part of this nation. Socio-economic welfare as a public interest has been pursued by the state with its authority, including in the form of a policy to establish Village Owned Enterprises (BUM Desa). The issuance of Law Number 6 of 2014, PP Number 43 of 2014 and the Village Regulation of PDTT Number 4 of 2015 relating to the interests of the village community, became a strong foundation for the establishment of BUM Desa. In Karawang Regency, this was followed up with the issuance of Regional Regulation Number 4 of 2019 and Perbup Number 35 of 2020. One of the problems when public policy was implemented started from the substance of policies that were bad policy, unclear, not operational/incomplete, ambiguous, and contradictory.</em><em> </em><em>The research uses normative juridical methods and literature review. The results of the study indicate that the issue of welfare of rural communities is embodied in various state/government regulations. There is a relationship between the local government as an operational policy maker and the policy environment as well as a hierarchical relationship with policy makers regarding BUM Desa at the national level. There are several policy substances that are considered bad policies, because they are unclear, not operational/incomplete, ambiguous and contradictory. This will have implications for the ineffective implementation of BUM Desa policies by implementers at the lowest level of government.</em></p><p><strong><em>Keywords</em></strong><em> : evaluation, public policy, village-owned enterprises</em></p>

The political concept of Alfarabi is derivated from the concept of Platonic, Aristotelian, and Islam. The ideal state is the state which is elaborated the universal values of humanism, not just limited to certain ethnic and nation which is emphasizing its obedience just to God, not the something else. In this paper, the writer tried to interpret the original works of Alfarabi which is directly related to his political thought and the other thinkers who are studying his political thought. In his political thought, Alfarabi emphasized that the main purpose of the state is to make the social-welfare for its citizens. Based on the organic theory, Alfarabi stated that the government of the state is just look-like the human organism system. In which, each of the existing element functioned to strengthen each other to achieve one goal. The ideal state for Alfarabi is the state which is having the goals for its citizen welfare, and who become the prime leader is a philosopher, who is having the prophetic character, having the wider knowledge, and able to communicate with al 'aql al fa’al trough al ‘aql mustafad.
