Based on data from the Build Village Index Recapitulation from the Barito Kuala Regency Community and Village Empowerment Office in 2017, it shows that the percentage of underdeveloped villages in Barito Kuala Regency reaches 64% or reaches 126 villages, so it must be a big concern for the local government. Determining the status of the village uses the Building Village Index by the Ministry of Village as a measure consisting of 3 aspects, namely the Social Resilience Index (IKS), the Economic Resilience Index (IKE) and the Environmental Resilience Index (IKL). In reducing the number of underdeveloped villages in Barito Kuala Regency, the government must pay attention to these three aspects to take a policy that can reduce the number of underdeveloped villages. The results showed that the Economic Resilience village was the index with the lowest value, followed by the Environmental Resilience Index and the Social Resilience Index. Based on this, the local government plan two policies, namely the first priority for village fund use which includes two things, namely increasing the economic activities of rural communities and improving the quality of life of rural communities, and the second through Integrated Village Surgery programs.

Plempoh Cultural Tourism Village possesses a unique attraction such as natural resources and cultural heritage. Collaborating with the government, entrepreneurs, academicians and media, a group of tourism awareness called Pokdarwis Prabu Boko appears to be the central group behind every development of the Plempoh Cultural Tourism Village. However, previous research reveals that poverty still appears in this village, there is lack of community confidence and knowledge related to tourism; and lack of community participation in developing the village. This research aims to study the realization and the level of community empowerment in terms of economical, psychological, social and political aspect. This research used qualitative paradigm with descriptive method and purposive sampling technique. Data is collected using interview technique, observation and documentation. The data is then validated using source triangulation. The result shows that the community empowerment efforts undertaken by village stakeholders have not been optimal because some of the tourism village stakeholders still have not given strong commitment and they have not received trust from local communities. However, there are some evidence of community empowerment progress as follows: (1) the economic empowerment has now reached the fourth stage, namely support level. (2) the psychological empowerment is at the second stage, called reinforcement; (3) the social empowerment of the community is at its fifth stage, namely Maintenance, (4) the political empowerment is at the lowest level, namely possibility.

Based on the sample data of 81 non-provincial smart cities in China in 2017, the comprehensive evaluation index of the resilience of sample cities is calculated by using the entropy method, and the spatial differences of different factors on the resiliency are analyzed by using the geographical weighted regression (GWR) model. The conclusions are as follows: Firstly, the comprehensive evaluation index of the resilience of smart cities presents a spatial distribution characteristic of decreasing from the east to the west. At the same time, the resilience comprehensive index, the public infrastructure resilience capacity index, the economic development resilience index, the social security resilience index, and the ecological environment resilience index of smart cities have obvious agglomeration effects on their geographical spaces. Secondly, the public infrastructure resilience capacity index and the ecological environment resilience index are both low with a discrete distribution, while the economic development resilience index and the social security resilience index are both high with a concentrated distribution. Thirdly, different factors have significantly positive effects on the resilience of smart cities. In particular, the public infrastructure capacity resilience index decreases from the north to the south with the spatial distribution pattern of concentration, the economic development resilience index and the ecological environment resilience index of smart cities decrease from the east to the west with a concentrated spatial distribution pattern, and the social security resilience index of smart cities decreases from the southwest to the northeast with a concentrated spatial distribution pattern. Therefore, it is necessary to enhance awareness of smart cities, strengthen the driving force of science and technology innovation, strengthen public infrastructure and service construction, and continuously improve the rapid resilience of smart cities.
