Abstract This article examines the Indonesian language for Foreigners Programme (Bahasa Indonesia bagi Penutur Asing or BIPA) implementation in the internationalisation of the Indonesian language in Thailand. Based on Law No.24 of 2009 Article 44, the Government of Indonesia has a task to develop the role of the Indonesian language at the international stage. This effort has gained momentum recently with the establishment of the ASEAN Economic Community (AEC), where ASEAN citizens including Thais are encouraged to have foreign language skills. Thailand is one of the gateways to Southeast Asia. Many businesses and tourists come to Thailand first and then continue to other Southeast Asian nations.  This condition encourages Thai people to learn foreign languages, including the Indonesian language. This article utilises a qualitative approach method, particularly interview and observation as a data collection method, and uses the concept of cultural diplomacy as the theoretical framework. It examines the content of BIPA books, the classroom learning process, and alumni’s feedback toward the programme. The research findings show the high effectiveness of BIPA programme in Thailand. Moreover, BIPA becomes a means of Indonesia's cultural diplomacy, where the Indonesian language and culture serve as tools in creating Thai people's interest in Indonesia. Key Words: BIPA, Cultural Diplomacy, Indonesia, Internationalisation of Indonesian Language, Thailand Abstrak Makalah ini meneliti pelaksanaan program pengajaran ‘Bahasa Indonesia bagi Penutur Asing’ (BIPA) dalam proses internasionalisasi Bahasa Indonesia di Thailand. Berdasarkan UU No. 24 tanggal 2009 Pasal 44, Pemerintah Indonesia memiliki tugas untuk mengembangkan peran bahasa Indonesia di panggung internasional. Upaya ini telah mendapatkan momentum baru-baru ini dengan ditetapkannya Komunitas Ekonomi ASEAN (AEC), dimana warga negara ASEAN  termasuk warga Thailand didorong untuk memiliki kemampuan berbahasa asing. Thailand adalah salah satu pintu gerbang penting ke Asia Tenggara. Para pebisnis dan wisatawan datang ke Thailand dulu dan kemudian melanjutkan ke negara Asia Tenggara lainnya. Kondisi ini mendorong orang Thailand untuk belajar bahasa asing, termasuk bahasa Indonesia. Penelitian ini menggunakan metode pendekatan kualitatif, terutama wawancara dan observasi sebagai metode pengumpulan data, dan menggunakan konsep diplomasi budaya sebagai kerangka teoritisnya. Makalah ini meneliti konten buku pengajaran BIPA, proses pembelajaran kelas, dan umpan balik alumni terhadap program. Temuan penelitian menunjukkan tingkat efektivitas yang tinggi dalam pelaksanaan program BIPA di Thailand. Selain itu, BIPA menjadi sarana diplomasi budaya Indonesia, di mana bahasa dan budaya Indonesia menjadi perangkat diplomasi  dalam  menciptakan ketertarikan rakyat Thailand  terhadap Indonesia. Abstract. The purpose of this research is to analyze the role of Panglima Laot in the management of fishery resources in Sabang Island. To be able to understand the fisheries management that involves the role of the community in the form of local institutions, a series in-depth interview, observation, as well as literature were successfully carried out to local fishery community. Since this study is a combination of qualitative and quantitative method, the data collection was analysed using phenomenological approach and critical interpretation process to see the validity and reliability of the research findings.  Referring to previous research evidence, the results show that the presence of Panglima Laot has played an important role in providing information, invitation, supervision and participation in the management of fishery resources. In addition, the role of Panglima Laot in the management of fishery resources includes carrying out customs, assisting the government, resolving conflicts in the community, preventing illegal fishing, preserving the coastal environment and fighting for the living standards of fishermen is very influential both in centralization and decentralization era.  Therefore, these findings can be categorized as a useful information for any party working in field of fishery program.

An imported product to be traded into the territory of Indonesia must include an Indonesian language label in accordance with established regulations, the regulation is regulated in Article 2 paragraph (1) of the Minister of Trade Regulation of the Republic of Indonesia Number 73 / M-DAG / PER / 9/2015 concerning Label Inclusion In Indonesian in Goods. Every product introduced to consumers must be accompanied by correct information. This information is needed so that consumers do not have a wrong picture of the product. This information can be submitted in various ways, one of which is by including an Indonesian translation label on the foreign language label listed on the product packaging. Information on product packaging labels is very necessary for the community so that each individual can correctly determine the choice before buying and consuming the product. In fact there are still many producers who are not responsible for selling cosmetic products that do not meet the requirements. Cosmetic products that do not meet these requirements can be found easily in malls, in traditional markets, or through the internet. The role of the state in this case the government is needed to protect consumers from the circulation of products that do not meet the requirements. So legal protection for consumers is needed to increase awareness of the rights as consumers.

Higher Education in our country is changing in accordance to the processes of Europian integration that is supported by the government of Ukraine and the Ministry of Higher Education and Science. The urgency of the problem is enhanced by contradictions between: the objective need of society for teachers and researchers able to solve the problems of professional activities in Higher School institutions at the international level that are associated with modern trends of European nations to make in future a unified system of multilevel Higher Education, the need for close collaboration with foreign colleagues and the real situation with willingness of up-to date teachers and researchers for foreign language professional collaboration. The Purpose of the article – theoretical analysis of the role of intercultural professional competence in the training of future masters of Pedagogy of Higher School.Intercultural professional competence of future masters of Pedagogy of Higher School is considered to be the integrated personal and professional activities which refers to psycho-pedagogical willingness of an adult to perform professional activities successfully, productively and efficiently, using the foreign language or foreign culture and interact effectively in a foreign professional environments.According to the results of the theoretical analysis we note that the constituent components of the intercultural professional competence of future masters of Pedagogy of Higher School competence is formed on the basis of the interconnected socio-cultural, socio-linguistic and language development due to their age and psychophysical characteristics and due to their professional and personal interests on each stage of the intercultural professional competence of the masters. One of the main parts of intercultural professional competence is its connection with professional awareness of masters, their professional value, since it is about degree of formation of the level and style of communication of future teachers and researchers while conducting different professional activities. Further we considered learning of pedagogical conditions for the development of intercultural professional competence of future masters of Pedagogy of Higher School in formal and informal education.

AbstractThe purpose of darma students come to Indonesia was to learn the language and culture of Indonesia. In the context of Indonesian disrup students of darma students are still experiencing difficulties because Indonesian is a foreign language for them. The purpose of this research is to describe the error of composing sentence of darma students of Diponegoro University in 2017. Samples taken in this research was darma students. This research focuses on language errors, especially writing skills. This research is a qualitative descriptive study. The data source of this research is the writings of advanced students of Diponegoro University in 2017. Data collection used purposive sampling technique. Data analysis was conducted by identifying sentence errors and then classifies by mistake. The result of the research showed that the errors found are the use of affixes, the use of conjunctions and prepositions, the arrangement of sentences is too long, the sentence structure is incomplete, the improper use of diction, the errors of spelling, and the use of the word redundant.IntisariTujuan mahasiswa darma siswa datang ke Indonesia yaitu belajar bahasa dan budaya Indonesia. Dalam mempelajari bahasa Indonesia diduga mahasiswa darma siswa masih megalami kesulitan karena bahasa Indonesia merupakan bahasa asing bagi mereka. Tujuan penelitian ini adalah mendeskripsikan kesalahan penyusunan kalimat  mahasiswa darma siswa Universitas Diponegoro tahun 2017. Sampel yang diambil dalam penelitian ini mahasiswa darma siswa tingkat lanjut. Penelitian ini memfoluskan  pada kesalahan berbahasa terutama keterampilan menulis. Penelitian ini merupakan  penelitian  deskriptif kualitatif. Sumber data penelitian ini berupa tulisan mahasiswa darma siswa Universitas Diponegoro tingkat lanjut tahun 2017. Pengambilan data menggunakan teknik purposive sampling. Analisis data dilakukan dengan mengidentifikasi kesalahan kalimat kemudian mengklasifikasikan berdasarkan kesalahanmya. Hasil penelitian menunjukkan  bahwa kesalahan yang ditemukan yaitu kesalahan pemakaian afiks, pemakaian konjungsi dan preposisi, susunan kalimat terlalu panjang, struktur kalimat tidak lengkap, pemakaian diksi yang kurang tepat, kesalahan pemakaian  ejaan, dan pemakaian kata mubazir

Purpose The purpose of this paper is to explain the rise of geospatial data, its importance for business and some of the problems associated with its development and use. Design/methodology/approach The paper reviews a certain amount of previously published literature but is based mainly on analysis of the very large number of responses to a consultation paper on geospatial data published by the UK Government. Findings The findings are that while there is strong appreciation of the potential benefits of using geospatial data, there are many barriers to the development, sharing and use of geospatial data, ranging from problems of incompatibility in data definitions and systems to regulatory issues. The implication for governments and for providers and users of geospatial data relates to the need to take a long-term approach to planning in resolving the issues identified. Research limitations/implications The research findings are limited to the UK, but similar findings would be likely in any other large Western country. Practical implications This paper confirms the need for a strong and coherent approach to the planning of geospatial data and systems for the establishment of a clear basis for the different parties to work together and the need to clearly separate the roles of the government in establishing frameworks and standards and the role of the private sector in developing applications and solutions. Social implications Society is increasingly dependent on the use of geospatial data, in improving living standards and dealing with social problems. The recommendations identified in this paper, if followed, will facilitate these improvements. Originality/value The value of this paper is the tight synthesis that it provides of a wide ranging and complex range of responses to the UK Government consultation and placing these responses in the wider context of the development of geospatial data.

Abstract Following the agreement of the ASEAN Economic Community (AEC) in 2015, it has been approved that cooperation between ASEAN and the other five partner countries, namely China, Japan, Australia, New Zealand, and Korea, has been bound in new economic partnerships, Regional Comprehensive Economic Partnership (RCEP). The main objective of RCEP is to empower economic integrity and enhance the economic development of respective member countries. Coffee and cocoa are two of Indonesia’s important estate commodities for exports. A study focusing on coffee and cocoa agribusiness development to take advantage of RCEP was conducted in several production centers of rural areas. This paper aims to analyze the role of coffee and cocoa business in RCEP trade cooperation by: (i) understanding and analyzing trade on RCEP using RCA and RO, (ii) reviewing trade development in RCEP toward Indonesia’s coffee and cocoa performance using Gereffi analysis. This study was conducted in North Sumatra and South Sulawesi provinces. The study revealed an opportunity for coffee and cocoa to increase their market in the RCEP region but only with its high quality. Coffee and cocoa should be well prepared with significant, integrative, and comprehensive improvement. The government is suggested increasing the production and productivity of coffee and cocoa through intensive extension and closely working with the farmers.

As a multilingual country, the Indonesian government has set the positions of local language, national language, and foreign language in education through Law of National Education System No.20 of 2003, Chapter VII, Article 33. Fifteen years passed and this paper seeks to find the results of the law in higher education students by investigating the patterns of language use of multilingual students in English Literature Study Program of FBS UNY. This is a descriptive study with parallel mixed method design. The data in this study were responses upon questions in the questionnaires distributed to respondents where the results were then analyzed quantitatively by using SPSS (17) and the results of interviews were analyzed qualitatively. The source of data in this study were 162 respondents who were students of English Literature study program, Faculty of Languages and Arts, Universitas Negeri Yogyakarta year 2015-2017. The results show that at home, more than 60% of students use Javanese with intimacy and habit as motivating factors. As English Literature students, they are more exposed to media in Bahasa Indonesia. On the campus, English is only used for academic purposes, Bahasa Indonesia for communicating with lecturers while Javanese is for a casual talk with classmates. Javanese is close to traditional commerce while for the modern one, they prefer to use Bahasa Indonesia. For cognitive and mental activities, Bahasa Indonesia is the most dominant, and Javanese is used more than English. These results imply that rather than conforming to the law made by the government, contexts play a more important role in forming people’s language choices.Keywords: multilingualism, local language, national language, foreign language, English Literature UNY POLA PENGGUNAAN BAHASA MAHASISWA MULTILINGUAL JURUSAN BAHASA INGGRISSebagai negara multibahasa, pemerintah Indonesia telah menetapkan posisi bahasa daerah, bahasa nasional, dan bahasa asing dalam pendidikan melalui Undang-Undang Sistem Pendidikan Nasional No.20 tahun 2003, Bab VII, Pasal 33. Hasil penelitian ini menunjukkan bahwa di rumah, lebih dari 60% mahasiswa menggunakan bahasa Jawa dengan keakraban dan kebiasaan sebagai faktor pendorongnya. Sebagai mahasiswa Sastra Inggris, mereka lebih terpapar media dalam Bahasa Indonesia. Di kampus, bahasa Inggris hanya digunakan untuk tujuan akademik, Bahasa Indonesia untuk berkomunikasi dengan dosen, dan bahasa Jawa untuk percakapan santai dengan teman. Bahasa Jawa sangat dekat dengan perdagangan tradisional, sedangkan untuk perdagangan modern, mereka lebih memilih untuk menggunakan Bahasa Indonesia. Untuk kegiatan kognitif dan mental, Bahasa Indonesia adalah yang paling dominan, dan bahasa Jawa digunakan lebih dari bahasa Inggris. Hasil ini menyiratkan bahwa alih-alih menyesuaikan ketentuan yang telah dibuat oleh pemerintah, konteks memainkan peranan yang lebih penting dalam membentuk pilihan bahasa penggunanya.Kata kunci: multilingualisme, bahasa daerah, bahasa nasional, bahasa asing, Sastra Inggris UNY

The aim of this study is to compare various lexical structures between a learner corpus of students with Italian as a foreign language and a reference monolingual Italian corpus. More specifically, the first is a learner corpus (part of a wider learner corpus) comprised of Greek students studying Italian as a foreign language while the second is the CWIC reference corpus of native Italian speakers. The research findings help us explain the role of didactic material in comprehending linguistic structures that are found in informal letters/emails and, moreover, they provide us valuable information regarding the use of the same lexical structures by native speakers.

The existence of Lampung culture is very important to regard because the culture is a good culture strategy to maintain and develop Lampung language, that is by seeing and examining how the government apply the rules designed by the local government to retain one characteristic in the area, such as language and culture. This study is also conducted to find out how the development of Lampung language and the culture in Lampung province. The results in this study shows that language and culture is slowly eroded by the progression of time. Unfortunately, the education of Lampung language shows a lot of inequality in the learning process. This study uses a qualitative method to look at the use of language Lampung in customs procession that have lasted all this time. Afterwards, the researcher also look at and examine how the role of the government related to Lampung language and its culture,s including the teaching of Lampung language. Abstrak Keberadaan kebudayaan Lampung sangat penting untuk diperhatikan sebab kebudayaan tersebut adalah stategi kebudayaan yang sangat baik untuk memelihara, membina bahasa Lampung.  Melihat dan meneliti bagaimana pemerintah mengaplikasikan  Peraturan-peraturan yang di rancang oleh pemerintah daerah untuk mempertahankan salah satu ciri khas yang ada di daerah seperti bahasa dan kebudayaan. Penelitian ini juga  untuk mengetahui bagaimana perkembangan bahasa lampung dan kebudayaan yang ada di Provinsi Lampung. Hasil dalam penelitian ini bahwa bahasa dan kebudayaan perlahan-lahan terkikis oleh perkembangan waktu. Sungguh disayangkan kependidikan bahasa Lampung banyak ketimpangan dalam proses pembelajaran. Penelitian ini mengunakan metode  kualitatif   dengan  melihat  pengunaan bahasa Lampung dalam acara prosesi  adat istiadat yang  telah  berlangsung  selama  ini. Kemudian melihat dan meneliti bagaimana peran pemerintah terkait bahasa daerah Lampung dan budaya di lihat juga dalam pengajaran bahasa Lampung.

Purpose The growing number of studies shows that government policies and measures are critical in determining entrepreneurship levels of regions. Any changes in the government policies and measures are, therefore, expected to bring significant changes at the entrepreneurship levels. This paper aims to explore the importance of the government policies and measures, along with supply and demand-side determinants in regional entrepreneurship in Turkey and explains the convergence of entrepreneurship among two distinct periods corresponding to changes in the government policies and measures concerning entrepreneurship. Design/methodology/approach Looking at a study on 81 NUTS-III regions of Turkey, this paper focusses on regional determinants important in the separation of regions with different entrepreneurship trajectories (based on the initial level and the rate of increase in entrepreneurship). Using discriminant function analysis, this paper tries to show how far government policies are important in distinguishing regions with different entrepreneurship levels. Findings The outcomes of the analysis show that certain policies and measures recently introduced have become instrumental in triggering higher entrepreneurship levels in regions with already higher levels of entrepreneurship, but not in regions with initially lower levels of entrepreneurship. Originality/value This study contributes to the existing regional entrepreneurship literature through introducing the research findings on the importance of government policies and institutions on regional entrepreneurship, besides the role of regional capacities and assets.
