Recommendations are recognized circumstances by an agency in appreciation for the appearance of an activity. The holistic development and rural empowerment program or Program Holistik Pembinaan dan Pemberdayaan Desa (PHP2D) a 2020 Gondangmanis is initiated on opportunities from the Directorate of Learning and Literacy, the Directorate General of Higher Education, and the Ministry of Education and Culture (Kemendikbud). The program is particularly helpful for village development and the implementation of student competence in the community. The free policy of studying the Free College is particularly relevant to the program, students have the right of three semesters for study outside the program, including performing the program. Recommendations in PHP2D activities relating to the implementation of a subject that will be converted. Associated with conversion of subjects, at this time between tutors, leaders of HM Pelita, lecturer and head of the Agricultural Extension and Communication study program have a number of subjects that can be converted by the PHP2D Gondangmanis activities. PHP2D activities can be converged into a Semster Credit System (SKS) a course with a scheme (a) activities carried out ina full (offline) village (b) activities carried out ina full village (b), offline and online combination, can be converged into 8 courses (c) activities fully online, can be incorporated into 8 courses. Conversion of subjects adapted to the scope selected by each group of students matches the caption of college studies to which there are Penyuluhan Pertanian; Proses Belajar dan Penyuluhan; Komunikasi Pertanian; Manajemen Pelatihan; Jurnalistik Pertanian; Dinamika Pembangunan Pedesaan; Pembangunan Pertanian; Perubahan Sosial; Pengembangan Masyarakat; Pengembangan Partisipasi Masyarakat; and Kuliah Kerja Nyata (KKN).

Some time ago, Minister of Education and Culture (Mendikbud) Nadiem Makarim launched a program called "Merdeka Learning" aimed at Universities / Colleges which is also known as the Independent Campus. The discourse conveyed by the Minister of Education and Culture regarding the Merdeka Campus has four policies in the scope of higher education, namely (1) Opening of new study programs, in which this program provides autonomy for State (PTN) and Private Universities (PTS) to open or establish new study programs, (2) Higher education accreditation system, (3) Freedom for PTN Public Service Agency (BLU) and Work Unit (Satker) to become PTN Legal Entity (PTN BH), (4) Right for students to take courses outside the study program and changing the definition of the Semester Credit System (SKS). The purpose of this study was to determine how the Medan State University Student Response to the Discourse of the Merdeka Campus. The data collection technique used in this study used several methods including literature study, observation, interviews, and documentation. This data analysis technique uses a qualitative descriptive method which is used to describe a situation that is currently running at the time the research is carried out and examines the causes of a particular symptom, then analyzed by conducting a conceptual examination of a statement so that the clarity of the meaning contained in the statement can be obtained. the. Where all the speakers know the discourse on an independent campus that has been conveyed by the Minister of Education and Culture some time ago, but from the results of the interviews conducted in more depth, five people only approved and three people did not approve of the independent campus.

Merdeka Belajar Kampus Merdeka (MBKM) program is one of the distinguished programs issued by the Ministry of Education and Culture. It is expected that the university students enhance soft and hard skills by joining one of eight suggested programs. Link and match was an initial policy in the 1990s while the MBKM program is improved. The study aims to uncover the industrial interest embedded in MBKM policy by reviewing the concepts and educational design in Indonesia. Library research towards the ideas was reviewed. Reputable journals and books were collected and overviewed while the critical concept of education was carried out as a tool of analysis. The theory of education addressed by Illich (2000), Walker (1981), and Nabhani (2001) was employed to trace the Industrialization of education in MBKM policy. The study shows that the industrial factors in MBKM policy are highlighted and strengthened by giving students the right to take a program and doing a credit transfer at the end of the program. The university and study program curriculum is focused on the need for the business and industrial world.

The Minister of Education and Culture Regulation Number 3 and 20 of 2020, students are given the right to study for a maximum of three semesters of study outside the study program and campus through the Merdeka Learning-Independent Campus or “Merdeka Belajar Kampus Merdeka” (MBKM) Program and the Pancasila student profile as the embodiment of Indonesian students. “Merdeka” Student Exchange Program or “Program Pertukaran Mahasiswa” (PMM) to accommodate the MBKM program and the realization of the Pancasila student profile. In the implementation of PMM, there are learning activities that provide experiences of diversity, inspiration, reflection, and national social contribution through the Nusantara Module (MN). The MN provides an opportunity to implement the concept of Pancasila student character in the implementation of PMM at the University of Merdeka Malang. The purpose of this study was to obtain the concept of the character of Pancasila students in higher education. The research method used descriptive qualitative, with the entire population of the PMM participants in the University of Merdeka Malang. Data were obtained through observation, questionnaires, interviews, and FGDs. The result is the concept of Pancasila character in higher education could be supported by the PMM program with the MN activities.

There is no doubt that the Vietnamese higher education system is in need of serious reform. Corruption is epidemic, and actions must be taken to change the environment in which these practices flourish. The recent decision by the Ministry of Education and Training to adopt new, stricter measures on national exams and the increased media attention on corruption are steps in the right direction. If Vietnam desires to obtain an international standard educational system, required reforms are necessary from all parties. Perhaps, most importantly, there must be a monumental change in the attitude and thinking by students, faculty, and parents. Education is a right and privilege that is earned, not a commodity to be sold by administrators and faculty.

Entrepreneurship plays an important role in Indonesia's development. Entrepreneurship is important because of the magnitude of the role played by entrepreneurs in overcoming various problems of national economic development such as poverty alleviation, high unemployment, the Entrepreneurial Student Program is a program of the Ministry of Education and Culture's Directorate General of Higher Education implemented and developed by universities. Padang State University is one of the universities that has received assistance from the Directorate General of Higher Education. The Entrepreneurial Student Program Information System built has a web-based display, where with this information system students or other users can access anytime and anywhere to get information about the Entrepreneurial Student Program. For proposers, they can input their proposals directly through this information system and facilitate data storage for managers of the Entrepreneurial Student Program. Operational Guidance Assessment of Credit Score Increase / Rank Academic Lecturer issued by Directorate General of Higher Education Ministry of Education and Culture Year 2014 indicates that each lecturer is entitled to propose the proposed increase in functional positions with the calculation of credit numbers, not exception for lecturer fixed foundation at Private Higher Education. STMIK STIKOM Indonesia is one of the private universities that still use a manual system to perform data processing for lecturers who will propose promotion and positions of lecturers. The number of elements or criteria and different values in each element in the assessment of credit numbers cause lecturers have difficulty in calculation and obtain information about the functional level of the positions, therefore required a computer application that can assist in the process of calculation quickly, precisely and accurately so it can be made a reference before proposing a functional promotion. From the test results that have been done can be seen that the system built has been able to run well. All system functionality goes in line with expectations

Este estudo tem por objetivo analisar as Diretrizes Curriculares Nacionais para os cursos de graduação em Educação Física e as Diretrizes Curriculares Nacionais para os Cursos de Formação de Professores para a Educação Básica, na expectativa por compreender as lógicas de formulação e implementação destes instrumentos políticos e seus impactos na dicotomização da oferta das modalidades: licenciatura e bacharelado. Foram combinadas as pesquisas: bibliográfica e documental em uma abordagem qualitativa de investigação. Os documentos utilizados na análise foram os pareceres e resoluções do Conselho Nacional de Educação (CNE) via Câmara de Educação Superior (CES) do Ministério da Educação (MEC) que tratam sobre as particularidades da formação profissional em nível superior de professores de Educação Física (Bacharéis e licenciados). Para o tratamento dos dados foi utilizada a técnica de análise de conteúdo. Foi possível constatar que a política educacional de formação superior em Educação Física está forjada por atos decisórios contraditórios. De um lado, estabelece a garantia do direito à educação com característica humanística e generalista dando autonomia às instituições inovarem seus currículos, mas de outro, permite condicionantes mercadológicos que segmentam a formação em licenciatura e bacharelado, o que gerou insegurança jurídica para os estagiários e egressos dos cursos, desvalorização da licenciatura e enaltecimento do bacharelado.Palavras-chave: Política educacional. Educação física.EDUCATIONAL POLICIES IN BRAZIL: analysis of the curricular guidelines for physical education coursesAbstractThis study aims to analyze the National Curricular Guidelines for undergraduate courses in Physical Education and the National Curricular Guidelines for Teacher Education Courses for Basic Education, in the hope of understanding the logic of formulation and implementation of these political instruments and their impacts on the dichotomization of the offer of the modalities: teacher training and bachelor courses. The researches were: bibliographical and documentary in a qualitative research approach. The documents used in the analysis were the opinions and instructions of the National Council of Education (CNE) through the Higher Education Board (CES) of the Ministry of Education (MEC), which deal with the particularities of higher education of teachers of Physical Education (Bachelor and Teachers formed).  It was possible to record that the educational policy of higher education in Physical Education is forged by contradictory decisions. On the one hand it establishes the guarantee of the right to education with a humanistic and generalist characteristic, giving autonomy to the institutions to innovate their curricula, but on the other, it allows market conditions that segment the training in teacher courses and baccalaureate, generating legal uncertainty for the trainees and the graduates of the courses, devaluation of the degree and extolling in bachelor degree.Keywords: Educational policy. Los documentos utilizados en el análisis fueron los dictámenes y resoluciones del Consejo Nacional de Educación (CNE) vía Cámara de Educación Superior (CES) del Ministerio de Educación (MEC) que tratan sobre las particularidades de la formación profesional a nivel superior de profesores de Educación Física (bachilleres y licenciados). Para el tratamiento de los datos se utilizó la técnica de análisis de contenido descriptivo. Fue posible constatar que la política educativa de formación superior en Educación Física está forjada por actos decisorios contradictorios. De un lado establece la garantía del derecho a la educación con característica humanística y generalista dando autonomía a las instituciones a innovar sus currículos, pero de otro, permite condicionantes mercadológicos que segmentan la formación en licenciatura y bachillerato, lo que generó inseguridad jurídica para los becantes y los egresos de los cursos, depreciación de la licenciatura y engrandecimiento del bachillerato.Palabras clave: Política educativa. Kodiklatad Polytechnic is one of the educational institutions in the Kodiklat TNI AD that conducts science and technology education. The education system applied in this institution is a combination of the education system that applies in the Army and the educational system that applies in the higher education environment. The application of the Basic Tri Pattern of Education remains valid and is integrated with the semester credit system that is commonly applicable in universities. The output of this education is that soldiers not only obtain superior attitudes and behaviors, mastery of knowledge and skills that are reliable and soldiers who are willing but also obtain a degree that is recognized by the Directorate General of Higher Education Ministry of Research and Higher Education. The utilization of teaching staff at the Kodiklatad Polytechnic needs to be professionally managed so that the balance between the needs of the teaching staff and the interests and abilities of the educational institution is realized. This study aims to analyze the factors that influence the performance of educators at the Kodiklatad Polytechnic to achieve maximum performance.   Keywords: organizational culture, work ethos, work satisfaction, educational performance.

The implementation of credit system is not something new in Indonesian education system, especially for higher education, but its implementation in senior high school is something new and challenging, because it focuses on the holistic learning service of each student. This research aims to describe the implementation of credit system in senior high school in Salatiga as a sample of the study and its problem faced by the management of the school. By conducting qualitative approach, it can be concluded that the implementation of credit system in public senior high school 1 Salatiga is working very well according to its compliance with the policy and manual from the Ministry of Education and Culture. But there are several obstacle come from the teachers and students who do not really comprehend yet the basic concept of the credit system policy, for instance most of the student want to graduate on the same time in which it is contradict with the orientation of the credit system to facilitate each student to learn and graduate according to their own learning pace. Abstrak Implementasi system kredit semester (SKS) di Indonesia bukan hal baru, terutama bagi perguruan tinggi, namun bagi sekolah—terutama sekolah menengah atas (SMA) adalah hal baru yang cukup menantang, karena memang fokus pada melayani secara holistik kebutuhan belajar tiap siswa. Penelitian ini bertujuan untuk menggambarkan implementasi dan problem yang dihadapi dalam penerapan kebijakan SKS tersebut di SMA Negeri 1 Salatiga sebagai salah satu contoh penerapan. Dengan menggunakan pendekatan kualitatif penelitian ini menyimpulkan bahwa secara umum pelaksanaan SKS di SMA N 1 Salatiga dapat berjalan dengan baik sesuai dengan kebijakan dan panduan dari Kementerian Pendidikan dan Kebudayaan. Namun pada dasarnya terdapat beberapa kendala yang berasal dari guru dan siswa yang belum sepenuhnya konsep dasar dari kebijakan SKS tersebut. Misal, banyak siswa seangkatan ingin lulus Bersama-sama yang mana hal ini berlawanan dengan orientasi dari kebijakan SKS untuk memfasilitasi tiap siswa untuk dapat belajar dan lulus sesuai dengan kecepatan belajar masing-masing.
