The system of additional professional education is one of the most topical problems in the strategic planning of the university. Currently, the questions of stimulating attraction to the population, financial state of the university, introduction of the system of long-life learning are connected with additional professional education. In the process of additional professional education programs the administration faces the competitiveness between the university’s offices due to the crossing of thematic fields of professional programs. To overcome the problems, the strategy of monopoly in the regulation of the system of additional education in the frame of the university functioning is offered. There is presented a suggestion to form a number of departments in the Center of additional professional education while realizing the given strategy including the following functions aimed at stimulating the teachers’ work and avoiding the similarities between the professional programs: department of additional professional education (is an owner of the programs); coordinating center (including expert analytical center, financial department); office of programs’ construction and promotion (including the department of programs’ “design”, marketing and advertisement department). When cooperating during the departments’ professional activities the following tasks can be solved: the right to initiate the program, to distribute finances, legislative support, methodological basis, search for clients, development and programs combining, development of requirements to the teachers’ competence, digital assistance with the Bot. The solution of the problems is a way to create the conditions to build the system of additional professional education at the university in the context of themes crossing in professional programs and it results in decreasing the competitiveness between the university’s department.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

The issues are considered related to providing mining enterprises with the engineering personnel capable of managing mining and blasting operations. At present, not all the mining enterprises have a full staff of specialists and managers who are legally entitled to manage mining and blasting operations. Some employees who previously had such a right, after changes in the legal framework, ceased to meet the new requirements. The analysis is presented concerning the competencies required to perform these production functions, as well as educational programs that allow acquiring these competencies. The importance of professional retraining programs for solving these problems and the imperfection of the modern regulatory framework, which practically excludes the possibility of obtaining the right to manage mining and blasting operations, even after professional retraining for persons with a higher technical education in a non-mining profile, are shown in the article. An integrated approach is proposed for resolving the issues of the admissibility of obtaining the right to manage mining and blasting operations by these persons considering a number of factors: basic education, work experience and positions held at a mining enterprise, completed training in programs of additional education and professional retraining. Such programs should be developed and implemented by the organizations with experience in training mining engineers and having a license from Rosobrnadzor for the right to implement programs not only for additional professional education, but also for higher professional mining education. The need is substantiated in developing professional standards for managers of mining and blasting operations at the enterprises for the extraction of solid minerals. Recommendations were developed for amending the federal rules and regulations in the field of industrial safety in order to ensure the possibility of using professional retraining programs for training and final certification of the managers of mining and blasting operations.

We substantiate the necessity of the student’s self-development ability formation in the conditions of multi-level educational programs implementation in a technical university. We ana-lyze various pedagogical and psychological approaches to the formulation and use in the relevant sciences concept of “self-development of a personality”. We explain the choice of a scientific ap-proach, in which self-development is defined as the process of purposeful activity of a personality in continuous self-transformation, conscious management of your own development, choice of goals, ways and means of self-improvement corresponding to your own life values and attitudes. We define one of the main tasks of technical universities – the task of updating and managing students’ professional education, the result of which is an organically formed personality capable of self-development through self-education and self-upbringing. We formulate external factors (scientific, academic, informational, social and sports bases of the university; research and professional activities at the educational stage; upbringing work under the guidance of lecturers and supervisors; academic work under the guidance of lecturers) and internal factors (factors contributing to students’ self-learning; factors contributing to the self-realization of your own plans and ideas) affecting the readiness for self-development of the future engineer. We substantiate the main external factor – the factor of personal influence of university professors on students’ self-development. Personal characteristics of the main types of technical university teachers are highlighted. We analyze the views of various scientific schools scientists on the problem of lecturer’s personality influence on the formation of self-education and self-development abilities of students.

Введение. Представлены результаты ежегодного мониторинга входной и итоговой диагностики освоения слушателями дополнительных профессиональных программ. Цель – определение степени сформированности профессиональных компетентностей слушателей при освоении дополнительных профессиональных программ, а также определение динамики изменения субъектной позиции слушателей относительно их профессиональной компетентности. Материал и методы. Материалом исследования послужили полученные данные итоговой диагностики, разработанной институтом дополнительного профессионального образования. Представлены выявленные затруднения при прохождении обучения слушателями, а также интересная динамика по четырем разделам анкеты: позиция слушателей курсов относительно их правовой компетентности, психолого-педагогической компетентности, профессиональных умений, актуальности использования информационно-методических ресурсов института. Результаты и обсуждение. Анализ данных проводимой входной и итоговой диагностики уровня подготовки слушателей при освоении дополнительных профессиональных программ за 2019 г. позволил выявить типичные и оставшиеся затруднения, с которыми сталкиваются слушатели. В анкетировании приняли участие две категории: «Педагогические работники» и «Руководящие работники». Данные диагностики показали, что большинство слушателей испытывают потребность в развитии своей профессиональной компетентности. Актуальным в работе как педагогических, так и руководящих работников остается потребность в развитии умений, которые позволяют выстраивать собственную профессиональную деятельность в соответствии с законодательством в сфере образования. Важным является вопрос применения слушателями психолого-педагогических знаний и умений в профессиональной деятельности. Данные входной диагностики показывают достаточно небольшой процент слушателей, применяющих психолого-педагогические знания и умения, а также использование систематически и на естественной основе. Еще одной проблемой остается осознание недостаточного уровня владения информационно-коммуникационными технологиями. Несмотря на достаточную открытость информационных ресурсов института, представленность их на официальном сайте, довольно большой процент слушателей не в полной мере знаком с проектными и информационно-методическими ресурсами, так как, по мнению самих же слушателей, это не входит в круг их обязанностей. Заключение. Выявленные оставшиеся затруднения позволят отрегулировать работу проведения оперативной корректировки содержания и форм работы профессорско-преподавательского состава со слушателями в ходе освоения дополнительных профессиональных программ, а также определить подходы к принятию эффективных управленческих решений, направленных на обеспечение положительной динамики результатов освоения слушателями дополнительных профессиональных программ. Introduction. The results of the annual monitoring of the input and final diagnostics of the development of additional professional programs by students are presented. Aim and objectives. The goal is to determine the degree of formation of students’ professional competencies when mastering additional professional programs, as well as to determine the dynamics of changes in the subject position of students regarding their professional competence. Material and methods. The research material was the data obtained from the final diagnosis developed by the Institute of Continuing Professional Education. Identified difficulties in the training of students, as well as interesting dynamics in four sections of the questionnaire are presented: the position of students of the courses regarding their legal competence, psychological and pedagogical competence, professional skills, and the relevance of using the Institute’s information and methodological resources. Results and discussion. An analysis of the data of the conducted input and final diagnostics of the level of training of students in the development of additional professional programs for 2019 revealed the typical and remaining difficulties that students experience. Two categories took part in the survey: “Pedagogical workers” and “Leading workers”. Diagnostic data showed that most students feel the need to develop their professional competence. The need for the development of skills that allow you to build your own professional activities in accordance with the legislation in the field of education remains relevant in the work of both teachers and managers. An important issue is the use by students of psychological and pedagogical knowledge and skills in professional activities. Input diagnostic data show a fairly small percentage of students who use psychological and pedagogical knowledge and skills, as well as the use of a systematic and natural basis. Another problem remains the awareness of an insufficient level of knowledge of information and communication technologies. Despite the sufficient openness of the institute’s information resources and its presence on the official website, a fairly large percentage of students are not sufficiently familiar with project and information-methodological resources, including those presented on portals and sites located on the official website, since this is not in their circle duties, according to listeners. Conclusion. The remaining difficulties identified will allow us to adjust the work of carrying out operational adjustments to the content and forms of work of the teaching staff with students during the development of additional professional programs, as well as to determine approaches to making effective management decisions aimed at ensuring positive dynamics in the results of the development of additional professional programs by students.

The article considers the implementation of the principle of continuing education through the system of additional professional education at Orenburg State University. Additional professional education is the main element of the system of lifelong education. The authors analyze the current trends in the development of additional professional education in the Russian Federation and the role of higher education in it, as well as the opportunities and problems of implementing additional professional programs at the University. The analysis of the dynamics and structure of additional professional programs of the Orenburg State University is carried out. The mechanisms of implementing additional professional programs based on a practice-oriented integrated approach aimed at strengthening the practical orientation of programs based on the integration of University’s educational activities and strategic partnership with enterprises and organizations of the region are proposed. The authors analyze the possibilities and prospects of using e-learning and technologies of distance education in the implementation of additional professional programs. The article highlights the mandatory conditions for building an effective system of additional professional education at the University, based on close interaction with the program’s customers, the development of professional competencies of teaching staff engaged in the implementation of additional programs, and the active use of modern educational technologies.

The system of higher education in modern conditions sets tasks related to increasing the efficiency of preparing students for professional activities. One of the ways to achieve these goals is to introduce innovations in the university. Innovative technologies in education make it possible to regulate learning, steer it in the right direction and also to provide training for modern specialists who are open to changes and innovations. The article provides an analytical review of the concept of “innovation”. The article studies the features of the use of this term in professional pedagogical education. The article considered current innovative processes in the vocational education system in the context of globalization. The essential characteristics of the concept of “innovation” are revealed. The authors found that at present in innovative activities the leading place is given to innovative thinking, the use of the capabilities of artificial intelligence, and the preservation of the identity of educational institutions.

Examined is specifics of professional activities of teachers choreographers under modern conditions. The increasing requirements for the competence of specialists are noted in connection with the increasingly complex conditions of their professional activities. The need to improve the system of training and advanced training is being actualized, taking into account the specifics of the problems they have to face. The results of a survey of coaches and judges of the regional sports Federation of dance sports of the Tyumen region are presented. Various aspects that characterize the problem field of the modern system of ballroom dancing have been studied. The assessment of the content characteristics of refresher courses that the respondents periodically take. The gaps in the system of professional development of teachers-choreographers that need to be eliminated are shown. A concept is proposed that can form the basis of additional education programs for ballroom dance teachers. The concept is based on a differentiated approach and includes four main stages. The result of professional development of specialists should be the implementation of the following main functions of the system of additional education: restorative, compensatory, innovative, corrective, the function of forming creative activity.

The article considers the stages of implementation of the model of development of students' creative potential of a humanitarian gymnasium, created on the basis of the provisions of personality-oriented, activity, competence, subject, culturological, environmental, acmeological and axiological approaches. In the course of the research it was found out that, the development of the students' creative potential of a humanitarian gymnasium should be carried out at the following stages: motivational-target, content-cognitive, activity and evaluation-effective. At the first, motivational-target stage, the tasks of testing the spiral of students' creative potential and “degrees of creativity” on the example of communities of children and adults in the humanitarian gymnasium were solved. Such communities have become the educational and cognitive community of classmates as the ones most likely to be organized at school. At the second, semantic and cognitive stage, the task was to test the “spiral of development of the students' creative potential” in the communities of children and adults formed in the institution of additional education. The implementation was carried out in various forms of activities: collective creative work, field creative meetings, creative reviews conducted in a non-traditional form. At the third, activity stage, the task of testing the idea of creating a variety of creative children and adults communities in the educational institution and ensuring the right of a child choice was solved. This allowed clarifying the types of pedagogically organized children and adults communities, to use fully the opportunities of coordinated professional activities of the “team of like-minded teachers” for the development of creative individuality of each child. At this stage, the following forms of work were used: talks-discussions, creative games, press conferences, marathons of thoughts, TV relays, and projective activities. The logic of the organization of the life of communities and the content of each stage are presented in accordance with the program “The Spiral of the Development of Student's Creative Potential”.

The article addresses the issues of transition of additional professional education to a qualitatively new system – continuous medical education, which requires updating the structure of the organization of the educational process, as well as the content of additional professional programs. In 2016–2019 more than 300 completely new development programs have been worked out, reviewed and approved on the educational portal of the Ministry of Public Health of the Russian Federation. In 2016 Yaroslavl State Medical University has joined the project “Creation of model lean clinics” for promoting the principles of lean-management in healthcare. The main emphasis in the additional professional programs aimed at training medical specialists in the sphere of lean management is made on using simulation technologies. As a result, the University has developed an educational project based on simulation technologies “Process Factory PoLeanClinic” entailing the total immersion of participants in typical process with the aim to reveal, minimize, and forecast the losses and to raise the efficiency of medical organization. Since 2017 the University implements the concept of continuous professional education of teachers. This concept includes three basic elements: 1) continuing education in research and pedagogical activities; 2) continuing medical (pharmaceutical) education; 3) self-education. The elaborated learning modules for teachers’ continuous education are based on the actual needs for acquisition or development of professional competences.

In recent years, there has been an active revival of the movement of Student detachments. The authors, using the example of the Chelyabinsk Institute of Railway Transport — branch of the Ural State University of Railway Transport, share their experience in organizing student teams. Questions are raised about the potential of student detachments in solving modern problems related to the training of future specialists. By organizing student detachments in an educational institution, it is possible to carry out real practical training of students for future professional activities. Student detachments helps to establish mutually beneficial cooperation between the university and the future employer interested in obtaining highly qualified personnel for the industry. The role of construction detachments in the formation of personality and worldview of modern students, motivation of their behavior is described. The tendencies of the development of detachment life during the period of academic semesters are shown: creative festivals, sports days, intellectual contests, charity events. The work of students in the construction detachments makes it possible to prepare not only a highly qualified specialist, but also to bring up a harmonious personality. Prospects for the development of the student detachments in Russia are considered. The development and support of the student detachment movement is one of the most important vectors in modern life, it is strategically important, it educates student youth in the right direction, it is the popularization of labor as a means to ensure a reliable future for oneself, the education of patriotism.
