The paper considers an information system designed to represent a subject area related to science and its features. Highlighted general concepts for formal description of such a subject area in the knowledge base of the semantic library. The peculiarity of these areas is that the data structure is subject to frequent changes. Therefore, the means of organizing knowledge, which is a semantic library, should be sufficiently universal and not require deep technical knowledge. The paper describes the functionality of the system and its use.

The architecture of the GMDH-based inductive modeling tools is considered. A feature is the use of the knowledge base in the form of an ontology of the subject area of inductive modeling. The application of the ontological approach to the design of the knowledge base makes it possible to automatically acquire new knowledge, efficiently process information in the modeling of complex objects of different nature according to statistical data, generate queries and obtain logical inferences. Fragments of the GMDH-based inductive modeling ontology are given as an example of creating a formal description of the subject area. The Protege onto editor was used to construct ontologies.

The transition to "intellectual" agriculture is the main vector of modernization of the agricultural sector of the economy. It is based on integrated automation and robotization of production, the use of automated decision-making systems. This is inevitably accompanied by a significant increase in data flow from sensors, monitoring systems, meteorological stations, drones, satellites and other external systems. Farm management has the opportunity to use various online applications for accurate recommendations and making various kinds of management decisions. In this regard, the most effective use of cloud information technologies, allowing implementing the most complex information and technical level of automation systems for management of agricultural technologies. The purpose of this work is to test the approach to creating expert management decision support systems (DSS) through the knowledge base (KB), formed in the cloud information system. For this, we consider an example of constructing a DSS for choosing the optimal date for preparing forage from perennial grasses. A complete theoretical and algorithmic database of the analytical DSS implemented in the data processing center of the cloud information system is given. On its basis, a KB is formed for a variety of different decision-making conditions. This knowledge base is transmitted to the local DSS. To make decisions about the optimal dates for the preparation of the local DSS, two variants of algorithms are used. The first option is based on management models, and the second uses the pattern recognition method. The approbation of the algorithms was carried out according to the BZ from 50 cases. According to the results of testing, the method of pattern recognition proved to be more accurate, which provides a more flexible adjustment of the situation on the local DSS to a similar situation in the KB. The considered technique can be extended to other crops.

The information system “Scientific Heritage of Russia” has been created in stages since 2007. Currently, the existing software does not meet the needs of the system and complicates its further development. It was decided to implement the new version of the software in the asp.net core crossplatform environment. The article describes the decisions made in the implementation of software and modernization of the data structure. Particular attention is paid to the development of information retrieval tools.

Active introduction of digital technologies in all spheres of life is one of the main directions of state development as a whole and separate sphere of activity. The issue of using information technologies and systems during forensic examination is the subject of scientific research of many domestic and foreign scientists, but this sphere remains relevant. The introduction of digital technologies in forensic activities is one of the priority areas for the forensic science development at the present stage and has significant development potential. One of the areas of optimization and improvement of forensic activity is the development of methods to automate the formation of forensic experts and unify the description of the research process, identified features, justification and formulation of forensic conclusions, which requires legislative consolidation and regulation, analysis and definition of the subject area and development requirements and algorithms for the operation of the system interface. Unification and standardization of the content of forensic experts' opinions requires the development of common standards and an information system adopted by all subjects of forensic expertise, and meets the needs of practice. The development of an information system for forming an expert opinion and automatically forming an expert opinion will allow formalizing and unifying the description of research and results of forensic examinations, optimizing the time of forensic experts and potentially reducing the number of logical, typographical and technical errors, and simplifying quality control of forensic examinations. The proposed system will not only automate the technical work of registration of research results carried out during forensic examinations, but will also contain research algorithms, which will be stored in the form of data on already conducted research of similar objects (list and sequence of operations, identified features and their parameters).

The article proposes an information technology for the development of a knowledge base for the automated solution of problems in the planning and organization of an air strike against enemy targets, using fuzzy sets and fuzzy logic. A formal presentation of information technology was performed using the IDEF0 functional modeling methodology. The use of a single hardware and software platform in the form of a set of standard platforms and unique architectural layers corresponding to the studied subject area will provide full control over the fuzzy neural network and achieve their benefits through the use of training and will increase the efficiency and validity of decision making. In the process of assessing the situation and making a decision, the commander seeks to present (predict) the dynamics of the future battle. This is necessary in order to develop an optimal plan of action, a reasonable allocation of forces and resources, as well as to determine measures for the rational implementation of the combat mission. The difficulties associated with planning the actions of aviation units for various tactical purposes are most evident in the operations of inflicting damage on enemy ground targets. The task of defeating which is one of the main for strike aircraft. The ground target is an extremely complex and multifunctional dynamic system that combines objects that solve various functional tasks. Planning of actions of aviation forces and means when striking ground targets requires the development of an optimal (in terms of the accepted criterion of optimality) scenario of their application, which provides for spatial and temporal coordination of aircraft from the aviation group. The most complete such coordination can be ensured through the use of a set of models that most adequately describe the space-time state of all aircraft, conditions and results of the use of aircraft.

DeLone & McLean’s success model has been actively used since its first introduction in 1992. In this article, the authors extend this model to describe the success of knowledge sharing in an information system that included a part of the knowledge base of a private educational institute. As the supply of private education is increased, it is vital to be aware if the offered educational services support the use of the knowledge base and if the service is perceived satisfactory by the customers. In this descriptive qualitative case study, the authors discuss how the DeLone & McLean’s information system success model can be used to assess educational services when apprenticeships form a salient part of teaching. This paper focuses on issues that interested the target organization.

This paper presents a knowledge evaluation and evolution in a knowledge management system by using a Semantic Wiki approach. The authors describe a Semantic Wiki called WikiDesign which is a component of a Knowledge Management system. Currently WikiDesign is used in engineering departments of companies to emphasize technical knowledge. This study explains how WikiDesign ensures the reliability of the knowledge base thanks to a knowledge evaluation process. After explaining the interest of the use of semantic wikis in knowledge management approach, the architecture of WikiDesign with its semantic functionalities is described. The effectiveness of WikiDesign is proved with a knowledge evaluation example for an industrial project.

Unsuitable development of wetland area will cause serious environmental problems. Thus, wetland development and environmental protection has become an issue of national emphasis for the environmental management in the world. There is a demand for planning and decision strategies in this complex area. Because of the complexity and the enormous amount of relevant data, the decision makers need effective support for their decisions. The use of a knowledge-based approach is a solution for reducing this complexity. Accordingly, this study adopts knowledge management techniques and information technology to acquire and retain all kind of knowledge needed for the decision making process, and discusses the development of knowledge-based environmental information system promote the sustainable development wetland. The aim of this paper is to develop knowledge base system integrate with the existing information database and improve the knowledge base associated with environmental decision processes to help the sustainable development of wetland.

In this study the authors provide a comprehensive literature survey of user involvement in information system projects. Specifically, the authors document and summarize user involvement by identifying studies that investigate user roles and activities, selection of users, type of communications used, and timing and level of their involvement. The authors review papers that employed various research methods and empirical studies whose models incorporated moderating and mediating factors, longitudinal studies, focus groups and case studies. The authors document the conditions favoring selected topics, models and metrics as well as highlight the contradicting results not supporting user involvement. This study constitutes an initial and systematic documentation of user involvement in information system projects and presents the opportunity to further improve the research in this subject area by leveraging findings and limitations of the current literature.
