<p><em>In the modern era, the use of pesticides has become an inseparable part of the activities of farmers and the agricultural sector. However, pesticides are toxic and dangerous (B3) chemicals and include persistent organic pollutants (POPs) which have a negative impact on human health and the environment. This research is a doctrinal / normative legal research with a statutory approach. Data collected by library research, then analyzed qualitatively. There are several laws and regulations that have a correlation with the management of pesticides in Indonesia, namely Law No. 32 of 2009 concerning Environmental Protection and Management and several other laws / regulations. Law enforcement in pesticide management refers to 3 legal systems which are a combination of components, namely structure, substance, and culture. Besides that related to law enforcement in the management of pesticides can be studied from two sides, namely preventive and repressive law enforcement. Law enforcement in the management of pesticides has also become an embodiment of the central and regional governments in reducing the negative impact of pesticides on human health and the environment with the aim of raising awareness for the community as users, manufacturing plants, and the government that grants production permits for a good and healthy environment. .</em></p><p> </p><p><strong>Keywords</strong>: <em>Law Enforcement, Pesticides, Health and Environment.</em><em></em></p>

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

Abstract The emergence of the CoronaVirus Disease in 2019, until now has had a negative impact on various sectors of people’s lives including the agricultural sector. Smallholder oil palm farming has also experienced a negative impact due the pandemic. This research aims to knowing the situation of smallholder oil palm farming before and during pandemic; and to knowing the readiness of farmers to manage smallholder oil palm farming; and to knowing the sustainability of the management of smallholder oil palm farming during the pandemic. This research was conducted in STM Hilir Subdistrict, Deli Serdang District, North Sumatra, Indonesia, which was carried out in September - December 2020. The data used were primary and secondary data which were analyzed descriptively with income analysis method and simple tabulation. Based on the results of data analysis, concluded: smallholder oil palm farming during the COVID-19 pandemic was not stable, due to an increase in production costs of 20.2%/month, and a decrease income of farmers by 6.69%/harvest season/ha. In period of COVID-19 pandemic-19 59% of farmers said they are ready to develop their farming in a sustainable manner. Sustainable management smallholder oil palm farming during the pandemic is going well, based on indicators of ecological conservation, where farmers tend to use organic fertilizers. In accordance with the results of the study suggested; so that the government provides continuous counseling to farmers, provides incentives, subsidies for production facilities for farmers, so that farmers continue to apply health protocols in carrying out their farming activities.

The increasingly uncontrolled spread of Covid-19 led the government through the Minister of Education and Culture to issue S.E Number 4 of 2020 concerning the Implementation of Education Policies in an Emergency the Spread of Covid-19 which prohibits face-to-face learning in schools. Therefore, Learning must be done remotely or online by utilizing technology. This research is aimed at examining the challenges and roles of Gadget media in implementing Islamic Education learning policies during the Covid-19 pandemic. This research is a library research with descriptive-analytical literature methods and through conceptual and comparative approaches. The results of this study explain that gadget media has a very important role in implementing the Islamic Education Learning policy during the Covid-19 pandemic. Gadget media features and applications act as communication intermediaries and introductory students in stimulating attention, interests, thoughts, and feelings, enriching knowledge and experience, changing spiritual and social attitudes, and training their skills in Islamic Education Learning. Media gadgets make it easier for students to master spiritual, social, knowledge, and skills competencies in Islamic Education subjects without having to meet face to face. However, the use of gadget media besides having a positive side, it also has a negative impact on children's development. Therefore, the use of gadget media requires wisdom, intelligence, and parental involvement in educating, supervising, accompanying and instilling the principles of health, education, discipline, responsibility, and moral values ​​in children.

Smuggling is a problem that often occurs in Indonesia, so the smuggling problem must receive the full attention of the government to be immediately addressed. As a national legal product based on the Pancasila and the 1945 Constitution, the form of the Proactive and Anticipatory Customs Law is still very simple, on the other hand it must reach a broader aspect to anticipate the development of trade. The method of this research is Library Research and Field Research. The negative impact of smuggling used clothing is very detrimental to the domestic industry and detrimental to the country's income and economy, but on the other hand there are also positive impacts on the poor that benefit from being able to buy ex-foreign goods from smuggling at low prices and higher quality high. As one of the Government Agencies participating in the effort to eradicate the smuggling of used clothing and the public should not be easily tempted by the import price of used clothing which is cheaper than local clothing, because the level of health is not necessarily guaranteed.

The purpose of this research is to analyze the exclusion of monopoly by State Owned Enterprises (BUMN) based on the provisions of business competition law in the procurement of the Covid-19 vaccine by Bio Farma (Persero) Ltd. Indonesia is being hit by the Covid-19 outbreak. This condition has had a negative impact in various fields. To overcome this, one of the government's efforts is to bring in vaccines to prevent the spread, and the procurement of vaccines is given to Bio Farma Ltd. There are indications of monopoly actions in the procurement of Covid-19 vaccines by Bio Farma Ltd. This research uses the approach statute approach and conceptual approach. The technique of tracing legal materials uses field study techniques and document studies (library research), as well as study analysis is using qualitative analysis. The results of the research and the discus-sion show that the procurement process for the Covid-19 vaccine is strictly regulated by the government. Even the quantity, procurement, and distribution are coordinated by the government in this case through the assignment of SOEs (BUMN) as regulated in Presidential Regulation Number 99 of 2020 as amended by Presidential Regulation Number 14 of 2021. The results of the study show that the actions taken by SOEs (BUMN) in this case Bio Farma (Persero) Ltd in procuring the Covid-19 vaccine is included in the excluded monopoly category, because it meets the elements of the provisions in Article 50 paragraph a. Law Number 5 of 1999 concerning Prohibition of Monopolistic Practices and Unfair Business Competition.

This research focuses on the form of legal protection for used clothing consumers based on Article 4 of Law Number 8 of 1999 concerning consumer protection and analyzes the impact of the use of used clothing by the community in the city of Semarang, related to the Thaharah aspects in Islamic Law.To achieve this goal, researchers used a sociological juridical approach with data collection techniques in the form of library research and field studies by conducting direct interviews with relevant parties in connection with this research. The data obtained were then processed and analyzed by descriptive qualitative.The results showed that the form of legal protection for used clothing consumers in the Consumer Protection Act under Article 4, namely the right of consumers to get comfort, security, and safety. This is closely related to the obligations of business actors in providing true, clear and honest information about the conditions and guarantees of goods and/or services; and the need for guidance and supervision by the government. The impact caused by used clothing is negative impact and positive impact for used clothing consumers, both in terms of economic, social and public health in Indonesia. Although in an Islamic perspective, it is recommended that people prioritize aspects of thaharah (cleanliness) as Allah SWT requires every Muslim to purify in accordance with the criteria of Allah and His Prophet.

<h3>Abstract</h3> <p><em>Waste management still be a problems which not yet solved. This research aims to study the problems in waste management in Surakarta. It was a doctrinal/normative legal research using the statute approach, which then analyzed qualitatively. There are laws correlated to waste management in Indonesia, they are Law number 18 Year 2008 on Waste Management, Law No. 32 of 2009 on the Protection and Environmental Management, and some more. The law enforcement in waste management refers to as known as legal system i.e. structure, substance, and culture. There are two kinds of waste management law enforcement; preventive and repressive way. The effectiveness on the enforcement refers to the combination of structure, substance, and law cultures of the community. Penelitian ini bertujuan untuk mengkaji permasalahan dalam pengelolaan sampah di Surakarta. Penelitian ini adalah penelitian hukum doktrinal/normatif dengan pendekatan perundang-undangan. Data dikumpulkan dengan studi kepustakaan, kemudian dianalisis secara kualitatif. Terdapat beberapa peraturan perundang- undangan yang mempunyai korelasi dengan pengelolaan sampah di Indonesia yaitu Undang-Undang No. 32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup dan beberapa undang-undang lainnya. Penegakan hukum dalam pengelolaan sampah mengacu pada 3 sistem hukum yang merupakan gabungan dari komponen-komponen yaitu struktur, substansi, dan budaya. Selain itu berkaitan dengan penegakan hukum dalam pengelolaan sampah dapat dikaji dari 2 sisi yaitu penegakan hukum secara preventif dan represif. Penelitin ini di latar belakangan oleh fenomena bahwa efektif tidaknya penjatuhan sanksi tindak pidana korupsi dikabupaten jayapura papua kebanyakan korupsi terjadi pada lingkup pemerintah maupun swasta tetapi kebanyakan juga korupsi yang terjadi di bidang pertanian terutama dampak negative pada sector perekonomian serta kehidupan pada petani sehingga menghambat kemajuan dan pertumbuhan disektor pertanian. Penelitian ini dilaksakan di kabupaten jayapura papua pada kantor polres jayapura, Kejaksaan Negeri Jayapura dan Pengadilan Negeri jayapura dengan alas an bahwa instansi yang terjadi di kabupaten jayapura selama tiga tahun terakhir. Hasil penelitian ini menukkan bahwa dalam waktu tiga tahun terakhir ini. Tingkat efektifitas penjatuhan sanksi tindak pidana korupsi mengalami peningkatan. Hal ini di sebabkan karena kekurangna kepekaan apparat penegak hokum dalam hal mencegah serta mengurangi terjadinya tindak pidana korupsi disamping itu pula kesadaran hukum dan oknum pemerintah sendiri yang melakukan tindak pidana korupsi yang seharusnya ia mengetahui hukum sebagai unsur pemerintah tetapi malah ia sendiri yang melakukan perbuatan korupsi. Padahal yang melakukan korupsi diancam dengan sanksi penjatuhan yang berat. This study was in the background by the phenomenon that the effective absence of the rationing of corruption criminal sanctions in the district Jayapura Papua most corruption occurs in the scope of the government and private but most of the corruption in the field of agriculture, especially negative impact on the economic sector and life on the farmers, thereby inhibiting progress and growth of agricultural disetor. This research was established in Jayapura Papua District at the Jayapura Police Office, Jayapura state Attorney and the District Court of Jayapura with the base that the agency occurred in Jayapura district for the last three years. The results of this study have been inserted in the last three years. The level of effectiveness of criminal offence sanctions has increased. This has been caused by the Kekurangna sensitivity apparat the law enforcement in preventing and reducing the corruption of criminal acts besides the legal awareness and the Government itself who committed criminal acts of corruption that he should know the law as an element of the government but instead he himself doing corruption. In fact, corruption is threatened with heavy allotment sanctions.

AbstrakSaat ini perkembangan ekonomi berjalan sangat pesat namun, ditengah pesatnya pertumbuhan ekonomi terdapat juga ketidakstabilan ekonomi yang kemudian memberikan peluang kepada pihak-pihak yang berkaitan dengan kegiatan pasar modal untuk melakukan kejahatan pasar modal. Banyaknya kejahatan yang terjadi dalam kegiatan pasar modal sejak tahun 2009 sampai tahun 2017 tentunyamenimbulkan banyak spekulasi tentang wewenang dari badan OJK yang bertanggung jawab dalam pengawasan pasar modalsehingga ini menjadi permasalahan dalam penelitian ini. Permasalahannya adalah bagaimana peran pemerintah dalam mitigasi kejahatan pasar modal Indonesia.Penelitian ini dilakukan terhadap kebijakan dan kinerja Otoritas Jasa Keuangan (OJK). Jenis penelitian yang digunakan dalam penulisan ini adalah yuridis normative. Metode pendekatan yang digunakan dalam penelitian ini library research, dengan sumber bahan hukum sekunder. Sanksi terhadap kejahatan pasar modal tercantum dalam UUPM bahwa kejahatan dalam pasar modal dapat dituntut secara perdata berupa sanksi atas perbuatan melawan hukum, serta dapat juga dituntut secara pidana. Namun oleh lembaga regulator pasar modal, yaitu OJK cenderung ke arah ganti rugi atau denda/sanksi administratif. Dengan maraknya kejadian kejahatan pasar modal, Sangat diharapkan kepada OJK untuk dapat membuat regulator yang mengikuti perkembangan dengan keadaan dan kondisi yang terdapat dalam penegakan hukum pasar modal sehingga, dapat meminimalisir kejahatan dalam pasar modal serta tidak membuat investor baik nasional maupun asing takut untuk turut andil dalam pasar modal di Indonesia.Kata Kunci: Peran Pemerintah, Mitigasi, Kejahatan, Pasar Modal. AbstractAt present the economic development is running very rapidly but, In a middle of the rapid economic growth there is also economic instability which then provides opportunities for parties related to capital market activities to commit capital market crimes. The large number of crimes that have occurred in capital market activities from 2009 to 2017 has caused a lot of speculation about the authority of the OJK agency responsible for modest market supervision so that this becomes a problem in this research. The problem is how the government plays a role in mitigating Indonesia's capital market crime. This study was conducted on the policies and performance of the Financial Services Authority (OJK). The type of research used in this writing is normative juridical. The method of approach used in this study is the research library, with a source of secondary legal material. Sanctions for capital market crimes are stated in the Capital Market Law that crime in the capital market can be prosecuted in the form of sanctions for acts against the law, and can also be prosecuted criminal. However, by the capital market regulator, the OJK tends towards compensation or fines/administrative sanctions.With capital market events, it is desirable for OJK to be able to make regulators that follow developments and conditions needed in capital market law enforcement, can minimize crime in the capital market and It also does not make investors both national and foreign afraid to take part in the capital market in Indonesia.Keywords: Role of Government, Mitigation, Crime, Capital Market.

Electrical and electronic waste (e-waste) are dangerous for human health and environment. The e-waste may comes from both external (import) and domestic industries. Batam as part of Indonesia jurisdiction have been a place of e-waste dumping. The e-waste mostly comes from Singapore. The rest is from Malaysia, Thailand, and Vietnam. The influx of electronic waste is done through smuggling at certain place. Police actually knows about the smuggling but not take any action. This crimes was backed up by any army and police. It reflects the ineffectiveness of law enforcement in Batam regarding e-waste smuggling. The ignorance causes the environment and human health is not well protected. Lack of understanding of legal knowledge by law enforcement agencies should be a particular concern for the government. On the other hand, for the people of Batam, e-waste still have economic value. Therefore, they don’t care about the menace of e-waste to human health and environment. The government should develop them in order to manage e-waste properly. The government may refer to the Government of India's Bangalore city with regard to how the people manage e-waste.
